VU the Constitution of 15 September 1992;
VU Decree No. 2011-0066/PRE of 11 May 2011 appointing the Prime Minister;
VU Decree No. 2011-0067/PRE of 12 May 2011 appointing members of the Government;
VU Decree No.2011-0076/PRE of 17 May 2011 establishing the powers of the Ministries;
VU Circular No. 221/PAN dated 06/10/12 convening the first public session of the 2nd Ordinary Session of the year 2012/2013;

The Council of Ministers heard in its meeting of 28 August 2012.

Article 1: Is ratified a donation agreement of a total amount of 3.3 million SDRs or 5 million US$ corresponding to 888 million SDF between the Republic of Djibouti and the International Agency for Development (IDA).

Article 2: The objectives of the project are to strengthen the interventions of the social assistance pilot project implemented by ADDS. The intervention area is the Balbala neighbourhoods not covered by the social assistance pilot project or by the social assistance reduction programs implemented by the ADDS in these neighborhoods, the chiefs of the regions of Dikhil and Obock.

Article 3: The maximum rate of the commitment commission payable on the undisbursed balance of the funding is half per cent (0.5%) per year.

Article 4: This Act will be published in the Official Journal of the Republic of Djibouti upon promulgation.
