VU The Constitution of 15 September 1992;
VU Decree No. 2011-0066/PRE of 11 May 2011 appointing the Prime Minister;
VU Decree No. 2011-0067/PRE of 12 May 2011 appointing members of the Government;
VU Decree No.2011-0076/PRE of 17 May 2011 establishing the responsibilities of ministries;
VU Circular No. 221/PAN dated 06/10/2012 convoking the National Assembly in public session.

The Council of Ministers heard in its meeting of 28 August 2012.

Article 1: Is ratified the funding agreement in the form of grants of 6 million DTS corresponding to 1.066 billion of our francs between the Republic of Djibouti and the International Agency for Development (I.D.A).

Article 2: This funding agreement will be to provide technical and financial assistance to strengthen the capacity of the Ministry of Education and improve the management of the education system. It would also support the Government of Djibouti in its efforts to consolidate the quality of education, and to improve the school environment in an average institution (construction of computer rooms and other necessary premises).

Article 3: The maximum rate of the commitment commission payable on the undisbursed balance of the funding is half per cent (0.5 per cent) per year.

Article 4: This Act will be published in the Official Journal of the Republic of Djibouti upon promulgation.
