VU Constitutional Law No.92/AN/10/6th L revising the Constitution;
VU Law No.96/AN/00/4 L of 10 August 2000 on the Orientation of the Djibouti Educational System;
VU Law n°149/AN/06/5th L of 08 August 2006 creating a category of public institutions of a scientific, educational and technological character;
VU Law n°164/AN/12/6th L of 01 August 2012 organizing the Ministry of National Education and Vocational Training;
VU Decree No.2008-0038/PR/MENESUP establishing the special status of the National Education Research, Information and Production Centre (CRIPEN);
VU Decree No.90-0074/PR/EN organizing the National Education Staff Training Centre (C.F.P.E.N);
VU Decree No. 2011-0066/PRE of 11 May 2011 appointing the Prime Minister;
VU Decree No. 2011-0067/PRE of 12 May 2011 appointing members of the Government;

The Council of Ministers heard in its meeting of September 11, 2012.

Article 1: It is created a public institution of a scientific, educational and technological character called the Training Centre for Teachers of Fundamental Education, with administrative and financial autonomy within the meaning of Act No. 149/AN/06/5th L of August 08, 2006.

Article 2: The Training Centre for Teachers of Fundamental Education is attached to the Ministry of National Education and Vocational Training.

Article 3: The Training Centre for Teachers of Fundamental Education is an educational and vocational training institution for education staff in Djibouti. Its mission is:
i. Initial and ongoing professional training of national education, supervision, administration and management staff;
ii. Initial and ongoing vocational training of teachers in private educational institutions;
iii. The development of innovation in the fields of pedagogy and teaching.

Article 4: The Training Centre for Teachers of Fundamental Education is administered by a Board of Directors and headed by a Director General.


Article 5: The statutes, organization and operation of the CFEEF are taken by Order in Council of Ministers on proposal of the Ministry of National Education and Vocational Training.

Article 6: All provisions before or contrary to this Act are repealed, including the text creating the National Education Staff Training Centre.

Article 7: This Act will be published in the Official Journal of the Republic of Djibouti upon promulgation.
