VU The Constitution of 15 September 1992;
VU Constitutional Law No.92/AN/10/6th L of 21 April 2010 revising the Constitution;
VU Decree No.2013-0044/PRE of 31 March 2013 appointing the Prime Minister;
VU Decree No.2013-0045 of 31 March 2013 appointing members of the Government;
VU Decree No.2013-0058/PRE of 14 April 2013 establishing the responsibilities of departments;
VU Circular n°66/PAN of 15/03/2014 convoking the National Assembly in public session.

The Council of Ministers heard in its meeting of 17 December 2013.

Article 1: Is ratified a loan agreement of a total amount of 4.15 million Islamic Dinars or 6.240 million US Dollars corresponding to 1,107 billion Djibouti Francs between the Republic of Djibouti and the Islamic Development Bank.

Article 2: The project is part of the strategic plan to develop basic education in the Republic of Djibouti by providing learning opportunities and improving quality and reducing the gap between schools.


Article 3: The loan of the Islamic Development Bank of 4.15 million IDI, or 6.240 million U.S. Dollars, corresponds to 1,107 billion Djibouti Francs with a maturity period of 25 years, comprising 7 years of grace period with administrative costs not exceeding 2.5% per year.

Article 4: This Act will be published in the Official Journal of the Republic of Djibouti upon promulgation.
