The Council of Ministers heard in its meeting on 28 January 2014.

Article 1: The provisions of articles 20, 38, 48, 49, 50,58,59 and 60 of Act No. 164/AN/12/6th The organisation of the Ministry of National Education and Vocational Training is modified.

Article 2: After the third paragraph of section 20 of the above-mentioned Act, two paragraphs are inserted:
- the Computer Department.
- Planning Directorate.

Article 3: The Department of Computer Science is responsible for the computerization of departmental services and the conduct of information and communication technology development programs in educational institutions.
It is responsible for the development and daily update of the ministry's website. It also has responsibility for the development and maintenance of all databases on computer support.


Article 4: The Directorate of the Information Technology under the authority of the Directorate General of the Administration consists of two services:
- Computerization and Web Service.
- Network Service and Computer Maintenance.

Article 5: The Information and Web Service is responsible for:
- develop and maintain all databases used by the Ministry;
- design and implement applications for the various departments of the Ministry;
- develop and update the ministry website;
- ensure the administration and security of the internal messaging of the internet and the ministry's website.

Article 6: The Service Réseau et Maintenance Informatique is responsible for:
- networking and sharing of computer resources (hardware and software).
- maintenance and maintenance of the department's computer equipment.
- to ensure interconnections and security of the various sites of the ministry.

Article 7: The Planning Directorate is responsible for the production of information and statistics on the activities of the Ministry, the planning and monitoring of its educational policy, as well as the evaluation of data and the establishment of an analysis for the strategic development of educational policy.

Article 8: The Planning Directorate under the authority of the Directorate General of Administration shall include two services. :
- Statistics Service;
- Planning Service.

Article 9: The Statistics Service is responsible for carrying out quantitative or qualitative studies on students, the network of schools and schools, the means, the quality of the system, the analyses and the forecasts to programme the development of the education system. It develops action plans and sectoral development projects and ensures their monitoring and evaluation. For these purposes, it develops the indicators and tools for modelling and decision-making assistance.

Article 10: The Planning Service is responsible for the design and management of the Department's statistical information system and the dissemination of the relevant information. To this end, it conducts surveys, periodic data collection from the departments and institutions of the Ministry, directly or through decentralized planning antennas. Finally, it conducts and implements school map studies and forecasts and contributes, in conjunction with the relevant branches and agencies, to the necessary contributions to the development of school map measures.

Article 11: After the first paragraph of section 38 of the above-mentioned Act, a second paragraph shall be inserted as follows:
The preschool education department.
It comprises two offices:
- the pedagogical monitoring office
- the administrative office

Article 12: Chapter 1 of title V relating to the Directorate General of Education is thus completed:
The preschool education department under the Public Education Directorate is responsible for:
- monitoring of the activities of pre-school institutions,
- direct control of the network of public and private pre-school institutions.
- piloting, regulating educational activities within the scope of action.
- guardianship, administrative monitoring and monitoring of the functioning of preschool institutions.

Article 13: In sections 48,49 and 50, the word “offices” is replaced by the word “service”.

Article 14: Section 49 is amended and completed as follows:
The regional education services are responsible, overseeing and monitoring schools in their area of operation.
These regional services are headed by inspectors who are Chief of Service.

Article 15: The Inspector General is assisted by incumbent inspectors with at least ten years of service appointed by the Minister of National Education and Vocational Training.

Article 16: Section 34 of the above-mentioned Act is supplemented by a paragraph to read as follows:
Disciplinary inspectors, and those of basic education according to their constituencies and their areas of assignment, are placed under the authority of the General Directorate of Education
The inspectors of technical and vocational education are placed under the authority of the General Directorate of Technical Education and Vocational Training.


Article 17: Title VIII relating to the Higher Education Committee is supplemented by an article as follows:
The Higher Education Committee's mission is to harmonize policy choices in education and training with a view to adapting them to changes affecting the education system, including:
- to ensure the progressive implementation of the reform of the educational system defined by the Act of Orientation No. 96/AN/00/4 L of 10 August 2000;
- to pilot the master plan and education action plans in collaboration with the CRIPEN;
- to make the MENFOP proposals for annual adjustments to the plans of actions of education;
- to order studies or to train working groups on topics related to the reform and development of the education system in collaboration with CRIPEN;
- to conduct awareness-raising activities towards the main actors and beneficiaries of the reform;

Article 18: Section 59 is amended to read:
It is attached to the Executive Secretariat of the Higher Education Committee, an evaluation service.

Article 19: The mission of the evaluation department is to design and implement at the request of the Minister of National Education and Vocational Training, an annual work programme with evaluations, surveys and studies on all aspects related to the education system. It is responsible for monitoring the changes in the school system, including the collection and preservation of all studies and reports on national education.

Article 20: Paragraph 3 of section 29 and sections 32; 56 and 60 are repealed. The rest of the provisions of Act No. 164/AN/12/6th L of August 01, 2012 establishing the Ministry of National Education and Vocational Training remain unchanged.

Article 21: This Act will be published in the Official Journal of the Republic of Djibouti upon promulgation.
