Completion of open-level education and training

In accordance with section 2 (2), 2, 8, 9 and 12, § 2 a, section 3, section 3 and 4, section 3 a, section 6 (4). 7, 10 and 12, section 8 (4). 5, and section 18 (2). 2 and 3, in the law of open training (professional adult education), etc., cf. Law Order no. 64 of 26. 1 January 2015 :

Chapter 1

Realm and organization

Competency training

§ 1. Open education must follow the rules for the individual part-time and full-time training and the rules in this notice.

Paragraph 2. Practice that is part of an education can only be offered as an open education, if the education and research minister approves of it.

Paragraph 3. The institution shall organise the training of education within the framework of the general rules referred to in paragraph 1. 1, cf. however, paragraph 1 4.

Paragraph 4. The work performance of the year (s) of a single class must be the same as the annual value of the training element or module resulting from the educational notice or study arrangements for the individual subgeneration ; or full-time training. The institution may, however, organise a single class for participants with specific preconditions with a less-century work than the annual tax system.

Specific courses

§ 2. Specific courses are the vocational training courses established by the institution of Education on the basis of the higher powers conforming to a full-time or part-time training instituted by the institution to tender and to receive grants ; To. The courses must be built on elements that are part of these education. A course must be at least 30 lectums distributed over at least 5 teaching days. The maximum length shall be 120 of at least 45 minutes of duration.

Paragraph 3. Specific courses shall be held in Denmark. However, professional school schools can conduct vocational training courses for teachers in junior college in the Faroe Islands, in Greenland and in Sydsleswig.

Short courses

§ 3. Short courses are vocational training courses, which must be within the competence of the educational institution. The rates may be organised at full time and part-time. A course must be at least 30 lectums distributed over at least 5 teaching days. The maximum length shall be 240 hours of minimum duration of at least 45 minutes.

Paragraph 2. Short courses shall be described in a training schedule setting out the objectives, content, number of curricula and conditions for participation in the course, and the selection criteria in the event that the institution will not be able to record all applicants.

Paragraph 3. Short courses shall be held in Denmark.

Paragraph 4. Short courses are offered as a revenue-covered activity unless otherwise determined on the annual financial laws.

Personalized skills assessment

§ 4. The announcement shall include grants for individual competencies that follow the rules in section 15 a of the law on higher education (the further education system) for adults.

Chapter 2

Marketing

§ 5. The placing on the market of open education must take place in relation to the target groups developed and in relation to the objectives of training activities, to the extent that they are subject to training.

Paragraph 2. The placing on the market must indicate the nature of the training activity, cf. Section 2 (2). 1, in the law of open training (occupational adult education), etc. For individual subjects, it must be stated in which education is part of the training of the individual.

Paragraph 3. The placing on the market must not, by means of the choice of words, images or medium, be aimed at the use of non-industrial relations or, incidentally, to mislead the aims and content of the training activity. Competency training and single-class shall be placed on the market with the name specified in the education notice or study arrangements.

Paragraph 4. A grant-entitled training activity may not be placed on the market as part of an overall training concept, which includes the sale of activities as a commercial enterprise.

Paragraph 5. Where more eligible training activities are placed on the market as a total concept of education, it shall show which training activities are included with the participant payment for the individual parts. The institution shall at the disposal and marketing in accordance with paragraph 1. 1, at the same time ensure that training and training establishments which alone need individual education in the overall education concept may receive their educational care in the institution or in another close institution within the framework of the establishment of such training ; A fair amount of time.

Paragraph 6. The placing on the market of individual competencies must be carried out in relation to the target group for the assessment, and the purpose of the assessment shall be indicated in the institution's website.

Chapter 3

Access requirements, entry and time limits

§ 6. The institution of the Education Foundation may dispense with the access requirements if the applicant is deemed to have the necessary technical conditions.

§ 7. The entry for open education takes place to a single class, a teaching course or an education with the associated tests, or other similar tests. Where a training institution has initiated an overall education course or training, the training exercise shall have the right to conclude the course of conduct or training in the announced organisation of the organization (early start and time of exit).

Paragraph 2. Training seekers may incorporate into multiple part-time training, single-class, short courses and specialist courses at the same time.

Paragraph 3. Training at a full-time training cannot at the same time enter into a single class that is part of the full-time training.

Paragraph 4. The institution may lay down the length of time for training to be subject to tests, etc., in a profession after the training of the profession.

§ 8. Can the educational institution of capacity not include all of the candidates in a timely manner, take place according to the criteria laid down in advance by the institution. The institution must use professional and relevant criteria alone, as well as the date of selection as the selection criteria. Criteria must be publicly available at the time when the institution is announcing the training activity in question.

Chapter 4

Evidence, merit, etc.

§ 11. The training seeker shall have the right to have certificates issued for an individual class and to obtain an overall degree of qualifications for an education, if all the tests involved in the training are passed. The certificate shall be issued by the training institution where the last test is made, except where the institutions agree otherwise. The training seeker shall have the right to proof of each individual subject, where the person concerned is leaving a longer composite course, an additional training and similar level. without having completed the course or training.

Paragraph 2. The training seeker shall have the right to obtain a description of the short courses and specialist courses involved in which they have participated.

Chapter 5

Special grant conditions

§ 12. The following conditions concerning the payment, advertising, etc. must be fulfilled in order for a training institution to be awarded in accordance with this notice :

1) The payment payment has been paid at least once a half a year in the case of deadlines set by the education and research minister.

2) The payment payment has been paid with the full amount of the period for which the participant will cover. However, pledges from a public authority on payment and similar. take the place for payment. Payment shall be made no later than one month after the period laid down.

3) Participant payment is the same for all participants in the same training activity, except for cases where discounts are given to participants enrolling in several individual subjects.

4) The institution shall not receive any other public operating grants, except for subsidies from the EU and the Nordic Council, to the same training activity.

5) The training activity has been reported to the Education wizard www.ug.dk, except for available spaces on a full-time training, cf. law on open dismay (professional adult education) and so on. Section 2 (2). 4.

6) The training activity has been placed on the market in accordance with section 5. The condition is independent of who is responsible for placing the marketing on the market.

7) Information on planned training activities must be stated in the institution's website within 8 days before the event starts. If the decision on the implementation of the activity is taken later than 8 days prior to commencing, the information shall appear on the day of the day following the decision and no later than the day before the start of the activity The following must appear in the home page :

a) Name of training activity, name, and issue training code.

b) Holmform.

c) Place.

d) Enrollment time limit.

(e) Beginning and termination time, including the time of any final examination or test.

(f) Any conditions of acceptance.

g) The training period resulting from the notice, study arrangements, el.equal. (workload incapacity in ECTS-points) or the number of training courses for short courses and vocational training courses.

Paragraph 3. If the Minister of Education and Science has decided that short courses can be reserved for Kurdish participants from individual institutions and so on, cf. Section 3, paragraph 3. Paragraph 4. The education and research minister may require documentation on the number of paying participants ;

1) open education,

2) additional training activity, cf. Section 2 (2). 2,

3) flexible flows during the re-education system for adults and

4) individual skills assessment.

Paragraph 5. An institution cannot be given support for the participation of its employees in specialist training courses.

Paragraph 6. An institution cannot be subsidizing the training of employees of the company that undertakes the education on the basis of outsourcing.

Paragraph 7. Deposits to specialist courses shall be paid for at least 30 minutes of minimum duration of at least 45 minutes per hour. 5 Education Days.

Paragraph 8. An institution may not receive grants or charge delta fees for the institution's tendering of a single profession, which is part of professional higher-time training, when the individual is carried out by talented young people from youth education.

§ 13. For the implementation of individual competences, the rules in section 12 shall apply accordingly, subject to minor assessment, in accordance with the law of higher education (training system) for adults and for persons with training to ; vocational training level, cf. law on open training (professional adult education) and so on. § 8 (3) 1.

Paragraph 2. For the execution of individual skills assessment without participant payment, the rules in section 12 (2) shall apply. 1, no. 4-6, and paragraph 1. 5 similar.

Chapter 6

Other subsidy rules

§ 14. The number of annual students, cf. Section 6 of the law on education (adult education), etc., shall be calculated on the number of paying participants in the training activities.

Paragraph 2. In the event of educational activities with a full annual tax rate and where there is a participant payment, an annual student is a student who has paid for training activities to a degree in a year's long-term education.

Paragraph 3. If training activities are organized with a less-century work load than the annual work order, cf. Section 1 (1). FIVE, THREE. pkt., an annual student is made up of the relationship between the full-year workloads and the work of the year.

Paragraph 4. In the case of specialist courses, an annual student is a student who has paid for tuition in 1200 teaching hours of at least 45 minutes of duration.

Paragraph 5. When specialised courses are offered as a distance education, the training and research minister shall lay down the course of the year ' s annual student before training activity begins.

Paragraph 6. For grants for training elements which are part of the flexible course of the continuing education system for adults, the annual financial laws will take charge of individual training elements for cover or partial coverage of expenditure, cf. Section 6 (2). 9, in the law of open education (adult education) and so on.

Paragraph 7. Deposits to individual competency in relation to higher-level adult and further training shall be determined on the annual financial laws to partly cover the costs of persons with training over vocational training levels.

§ 15. Offer by law on open training (adult education) and so on shall be included in the accounting institution ' s accounts and shall be reviewed in accordance with good public audit behaviour according to the rules which, in fact, apply to the review of the institution.

Paragraph 2. In the case of educational establishments which receive grants in the case of open education (adult education) and so on, the institution ' s auditor shall check that the institution ' s information on the number of annual students undergoing the grant calculation shall be : Right. However, this does not apply to educational establishments which are only audited by the Danish National Review Review.

Chapter 7

Crow

§ 16. Complaints of the educational institution ' s decisions following this notice may be submitted to the Management Board for the Higher Education Management of the decision to be taken into account in the case of the Member State ' s decision.

Paragraph 2. The appeal shall be submitted to the institution no later than two weeks after the decision has been notified to the person concerned. If the complaint is not taken as a result of the institution, and the complainant maintains the complaint, the institution shall forward the complaint to the Management Board, accompanied by the opinion of the institution. The institution shall provide the Management Board the necessary information for the processing of the case.

Paragraph 3. Decision of the Management Board pursuant to paragraph 1. 1 may not be brought to the second administrative authority.

Chapter 8

Entry into force

§ 17. The announcement shall enter into force on 1. September 2015.
