Appendix 1

Profession structure for scientific staff at universities

General notes

In this note, the establishment structure and the content of the production categories which may be used for the scientific staff of universities during the Education and Research Ministry shall be established.

The position structure that will enter into force on 1. September 2013, it is a revision of the structure of 1. January, 2007. The position structure shall have effect on posts made by the 1. September 2013 and then. In the case of posts which can be filled without lookup, the action structure shall take effect on 1. September 2013 and then.

The position structure creates the framework for the posts. The management of the university establishes the specific job body and clarifies the working tasks of each establishment plan. The position structure contains an exhaustive description of the position categories that can be used for the scientific staff. It is therefore only people who are employed in positions of staff who are in the job structure which can perform the training and research tasks in the universities.

The detailed rules on the lookups and judgment are laid down in the Ministry of Finance in the field of posts and paid office in the State and at any time applicable to the recruitment of scientific staff at universities ; (The notice of employment) and the rules laid down in this notice shall be established by local law.

Attention is drawn to the fact that the law of time-limited employment 1) contains a special clause on researchers and teachers in section 5 (5). 2. This stipulates that limited time limits can be renewed twice, so that there are three periods of employment. It would normally mean that the employee researcher / teacher is then unable to employ time-limited for further periods in the same position. It must be stressed that a specific assessment of each situation must be carried out on each occasion. It is still possible to employ the researcher / teaching of a new post at the university.

It is requested that the senior management of the university professes the career prospects of employees of the scientific staff-including, in particular, staff in time-limited posts-e.g. for a discussion of career opportunities with each employee.

In the absence of maternity or adoption leave and long-term disease, the maximum limits set by the maximum period for the total period of the total period shall be extended to the length of the period of deduction.

In the case of the entry into force of this establishment, an employed person shall be employed by sectoral research institutes integrated by universities, which are therefore employed according to the establishment structure ; sector research institutes, retain their current job title and terms of employment.

Law of the University

The position structure has been drawn up within the framework of the university law. The position structure shall therefore be assumed in accordance with the provisions of the law, including, inter alia, the provisions relating to the freedom of expression and research of researchers.

Universities have the freedom of research and have to uphold this and of science ethics. 2) .

The principal can instructor employees to resolve specific tasks 3) The scientific community has the freedom of research and researchers within the research strategic framework of the university at the time when they are not assigned to them. The work of the scientific staff must not be extended to the hours of their working time, so that they are effectively deprived of their freedom of research.

Research-based regulatory authorities and contract-specific tasks must also be given time to free research. However, it is not possible to clearly define the amount of time for free research, as it will vary over time from area to area and from researcher to scientist. Thus, one can imagine that a researcher has less time for free research for a period of research-based government service or contract-specific tasks other than in other periods. 4) .

The individual researcher has the freedom of research within its field of occupation with the obligations arising from employment. The individual researcher therefore has the freedom to choose the method, approach and the subject of the university's research strategic framework, as laid down in the development contract. 5) .

Universities, as central knowledge and cultural institutions, must exchange knowledge and skills with the surrounding society and encourage employees to participate in public debate 6) .

The structure of the Notation

The positions that can be applied throughout the entire university area are divided into the following levels :

1) Stittens under adjunct level

2) Adjunct level quickies

3) Lequilises at the level of leering

4) Professions at the professoring level

In addition, the manufacturing structure contains a number of other production categories that can be used in restricted areas. The notation is made between the main posts and special posts, and there is a description of the individual position categories in relation to job content and qualification requirements, etc.

Doctors can be placed in a main position or in a particularly clinical position. Both types of posts can be combined with a clinical post outside of the university. When the main occupation is outside the university, the specific clinical position types of clinical professor, clinical lecturer or clinical teacher shall be used.

Main positions

The main posts are adjunkt/researcher, lecturer / senior scientist, Professor with special duties and professor. The positions are a coherent career path.

The core task of the university is to run research and provide research-based training up to the highest international level. The university has to ensure an equal interaction between research and education. This is why the main recommendations include both research-including the commitment to publishing and scientific dissemination-and research-based education.

Universities are obliged to ensure that education is offered as a starting point in a sound and internationally recognised research, thereby ensuring the quality of research-based education ; 7) .

The university's leadership at all levels is responsible for the fact that there is a correlation between the research carried out and the education offered by the university. Similarly, the head of the university is responsible for maintaining the balance between research and training, so that the university is constantly in a position to cover the need for research-based education and, therefore, to fulfil its own commitment to run research and provide research-based training up to the highest international level.

The university's research and educational performance must contribute to the promotion of growth, prosperity and development in society. The university must, as a central knowledge and cultural institution, cooperate and exchange knowledge and skills with the surrounding society. The university exchangers as an integral part of its working knowledge and skills on a reciprocal basis, with a large circle of players, organisations, authorities, public and private companies, etc. In addition, the university must help ensure that it is made public. most recent knowledge in relevant areas of expertise is made available to higher education without research ; 8) .

The university can also perform the research-based regulatory service, including consultancy, regulatory tasks, development work, dissemination and operational tasks. In this context, the universities of recruitment in the job as a researcher and the senior researcher in certain cases and to a limited extent derogate from the requirement that posts should include teaching tasks. This can happen to researchers from sectoral research institutions or industry, which do not have experience in education, but which possess other relevant skills. In addition, limited scope for special areas, e.g. museums, libraries and forensics, can allow the teaching tasks in full or in part to be replaced by other professional tasks incumbable to the service.

Special positions

Special positions do not form part of the coherent career path in universities and are therefore not regarded as the main posts. Special posts are used by the universities as needed.

As far as clinical positions are concerned, it is usually assumed that the staff employed in parallel have a position of patient care. For example, a clinical position presuppositions the typical employment of a hospital or a corresponding disease-treating institution that is responsible for teaching or that the staff are operating in practice.
