Publication of the content of river basin management plans 1)

In accordance with section 26 (2), TWO, TWO. pkt., in Law No 1606 of 26. December 2013 on water planning shall be determined according to the authorization referred to in section 2 (2). 1, in the notice. 973 of 29. August 2014 on the execution of tasks and powers to the natural authority :

§ 1. A river basin management plan shall contain the following elements :

1) A summary of the basic analysis, cf. Annex 1.

2) An inventory of emissions, discharges and losses of substances listed in Part C of Annex 2 to the publication of the environmental objectives for watercourses, lakes, transitional waters, coastal waters and ground water.

3) A summary of registers of protected areas, cf. Section 16 of the law, including maps showing the location of each protected area and a description of national legislation or EU legislation, after which the protected area has been designated.

4) A map of the surveillance net, cf. Article 31 of the law and notice on the monitoring of the state of surface water, groundwater and protected areas, and on night awakening of international nature conservation areas.

5) Map that shows the state of surface water (ecological and chemical), groundwater (chemical and quantitatively) and protected areas, cf. Article 31 and part C, section 9 of Annex 3 of the notice on the surveillance of the state of surface water, groundwater and protected areas, and the night-awakening of international nature protection areas.

6) Any additional cards which, in accordance with section 9.1 of Part C of Annex 3, to the notice on the surveillance of the status of surface water, groundwater and protected areas, and the night-awakening of international nature conservation areas may be : shall be prepared for separate presentation of the chemical status information for substances referred to in (a, b and c of the said subparagraph, 9.1.

7) A estimations of reliability and precision of the results of monitoring programmes for surface waters.

8) In the case of the monitoring of substances listed in Part C of Annex 2 to the publication of the environmental objectives for watercourses, lakes, transitional waters, coastal waters and ground water a table with a view of the detection limits of the analytical methods used. and information on the performance of these methods.

9) A summary of the assessment of the chemical status of the groundwater, including information on how to exceed any overrun quality requirements, cf. section 3 of Annex 3 relating to the establishment of environmental objectives for watercourses, lakes, transitional waters, coastal waters and ground water, and threshold values, cf. Annex 4 to the notice on the state of surface water, the status of groundwater and protected areas, and the night-awakening of international nature protection areas, in the individual monitoring points for a groundwater body or group of groundwater bodies have been taken into consideration in the assessment.

10) A summation of the way in which the single monitoring points for a groundwater body or a group of groundwater bodies have contributed to the identification of the existence of a significant and sustained upward trend in these instances ; trend in the concentration of contaminants, or that such a trend is reversing.

11) A summary of the way in which the starting point to implement measures to reverse essential and sustained upward trends in concentrations of pollutants in groundwater, cf. the notice of the state and the conditions of surface water, the state of groundwater and protected areas, and the nature monitoring of international nature protection areas, are laid down and the reasons for it.

12) A summary of the results of any further trend assessments of identified pollutants in groundwater for the purpose of assessing existing pollution tabs, cf. notice on the state of the surface water, the status of groundwater and protected areas, and on the awakening of international nature protection areas.

13) Information on thresholds established in accordance with the notice to monitor the state of surface water, the status of groundwater and protected areas, and on night awakening of international nature protection areas.

14) A summary in accordance with Annex 2 of the procedure used for the fixing of threshold values for groundwater pollutants and pollution indicators, cf. notice on the state of the surface water, the status of groundwater and protected areas, and on the awakening of international nature protection areas.

15) A list of the environmental objectives for surface water, ground water and protected areas established by legal basis in the section 7 (7) of the law. 1, sections 17 and section 18, stk.1, including information on and justification for the cases where surface waters are designated as artificial or severely modified, cf. Article 9 of the law, where the deadline set for the fulfilment of the environmental objectives is extended, cf. Article 10 of the Law 10, where less stringent environmental targets have been laid down, cf section 11, where more stringent environmental targets have been laid down, cf. Article 12 of the law and in which specific environmental objectives are not met as a result of circumstances referred to in Article 13 of the law.

16) A statement of the conditions under which exceptional or not reasonably foreseeable may have been foreseen may be invoked, in accordance with the conditions laid down in the first place. Article 20 (2) of the law. 6.

17) A description of the methods and methods used to define mixtures designated by the interconnection points in accordance with the notice of environmental quality requirements for water zones and requirements for the emission of pollutants into water flows, sea or sea, as well as for substances shown in Part C of Annex 2 to the publication of the environmental objectives for watercourses, lakes, transitional waters, coastal waters and groundwater, a description of the measures taken to reduce the reduction of the rules ; the extension of mixing zones.

18) A summary of the intervention programme, cf. Annex 3, including the identification of the environmental objectives laid down in Article 7 (1) of the Law. 1, must be met through the programme.

(19) Extend Extend, cf. Article 10 (1) of the law. 1, a list of measures taken on the basis of Article 19 (1) of the Law of the Law. 1 considered necessary to progressively bring the water into line with the required state before the expiry of the extended period, a summary of any additional measures, a review of the implementation of the measures and the expected timetable for this.

20) A list of any sub-intervention programs, cf. Section 19 (1) of the law. 2, and a summary of their content.

21) In the case of the international river basin district, a summary of the measures taken to limit the cross-border pollution of substances listed in Part C of Annex 2 to the publication of the environmental objectives for water flows, sea, transitional waters, coastal waters and ground water.

(22) A summary of the measures taken in the field of information and consultation of the public the results obtained and the changes in the water planning they have resulted in.

23) A list of competent authorities in the river basin district.

24) Information on access to the documents and information, etc., used in the context of water planning, in particular the information on which control measures adopted on point sources and other significant adverse effects are : in particular hydromorphological and which actual monitoring data collected under the terms of section 31 of the law is provided.

§ 2. The revised and updated river basin management plans, cf. Section 27 (2) of the law. 1, in addition to the elements referred to in section 1, include the following elements :

1) A summary of any changes made following the publication of the previous river basin management plan, including a summary of changes in relation to the application of rules laid down in Articles 10, section 11, section 13 and 20 (20). Five and six.

2) An assessment of the progress made in meeting the environmental objectives laid down in Article 7 (7) of the Act of the Law. 1, including presentation of the monitoring results for the previous plan period, in the form of cards, and a statement of any environmental objectives that have not been met.

3) A summary of and account of any measures envisaged in the previous river basin management plan, but which were not implemented.

4) A summary of any further temporary measures implemented under the section 21 of the Act of the Act since publication of the previous river basin management plan.

5) A summary of the effects of the circumstances referred to in Article 20 (2) of the law. 6, and of the measures laid down or intended to be determined in response to such a legal basis in accordance with Article 19 (1) of the Law. 1.

6) Information about any changes in the list of threshold values, cf. Annex 4 to the notice on the state of the surface water, groundwater and protected areas and on night monitoring of international nature protection areas, which have been carried out following the publication of the previous river basin management plan.

7) Information on the application of environmental quality requirements, the quantification and performance of analytical methods and the use of monitoring frequencies for substances referred to in Part C, section 1 of Annex 2 to the publication of the environmental objectives for watercourses, lakes ; the transitional waters, coastal waters and ground water, in accordance with Annex 4.

§ 3. The National Council may amend Annex 1-4 if technical changes to EU legislation necessitates it.

§ 4. The announcement will enter into force on the 14th. September 2015 and shall apply to the river basin period from 22. December 2015 to 22. December 2021 and subsequent river basin management periods.

Paragraph 2. Publication no. 1401 of 15. December 2014 on the content of river basin management plans shall be repealed.

Appendix 1

Basic analysis requirements for the summary

The summary of the basic analysis shall include :

1) A general description of the characteristics of the river basin district, including

-mapping of the location and boundaries of surface water bodies ;

-the mapping of island coregions and the types of surface water bodies in river basins and the associated coastal waters ;

-identification of reference conditions for the different types of surface water bodies,

-the reason for any omission of a quality element in the assessment of the ecological status of certain surface waters, cf. Annex 1 to the Notice on basic analysis, and

mapping of the location and boundaries of the groundwater bodies.

2) A summary of significant stresses and impacts on the condition of the surface water and groundwater, including by human activity, including :

-estimates of point source pollution,

-estimates of pollution from diffuse sources, including a list of land use,

-estimation of the pressures of the quantity of water quantity, including abstraction, and

-Analysis of the other effects of human activity on the condition of the water.

3) A summary of the economic analysis of water use, cf. the basis of the basic analysis.


Appendix 2

Requirements for the composition of the procedure for establishing threshold values for groundwater pollutants and pollution indicators

The compilation of the procedure used for the definition of the threshold values for groundwater pollutants and polluting indicators shall indicate :

1) each of the groundwater bodies or groups of occurrences characterized as threatening, including :

-the size of the instance.

-each pollutant or pollutant that characterises groundwater bodies as threatened,

-the environmental quality objectives to which the risk relates, including the actual or potential legitimate uses or functions of the groundwater body, and the relationship between the groundwater bodies and the associated surface water and directly addicted ; terrestrial ecosystems,

-the natural background concentrations of naturally occurring substances in the groundwater bodies ; and

-the thresholds where the threshold values have been exceeded.

2) the threshold values, whether or not they apply at national level, of the river basin district or of the part of the international river basin district situated in Denmark, or of a groundwater body or group of groundwater bodies ;

3) the ratio of the threshold values and each of the following :

-background concentrations of naturally occurring substances,

-associated surface water and directly dependent terrestrial ecosystems,

-environmental quality requirements and other standards for water protection established nationally, in the European Union or at international level, and

-all relevant issues concerning the toxicology of pollutants, ecotoxicology, persistence, bioaccumulation potential and the dispersion stone.

4) The method for the determination of background concentrations on the basis of the principles set out in Part B, paragraph 1, 4, in Annex 3 relating to the surveillance of the state of surface water, the status of groundwater and protected areas, and the night-awakening of international nature protection areas ;

5) the reasons for the possibility of not set thresholds for pollutants and indicators in Part B, section 2 of Annex 3 to the notice on the surveillance of the status of the surface water, groundwater and protected areas, and the night watchings of international nature protection areas ;

6) central elements of the assessment of the chemical status of groundwater, including the scope, method and collection period for monitoring results, the definition of the acceptable extent of overruns, and the method of calculating it in accordance with the following : with Part B, section 3, nr. Number three, section C, paragraph 8, number. Point 5 (a) of Annex 3 to the notice on the state of the surface water, groundwater and protected areas, and on night awakening of international nature conservation areas.

If any of the information referred to in paragraph 1 Paragraph 1-6 is not included in the summary, information on the reasons for such a situation.


Appendix 3

Intervention of the intervention programme

The summary of the intervention programme shall include the following :

1) A summary of the measures necessary to implement EU rules on the protection of water.

2) A report on the practical steps and measures taken to apply the principle of the provision of services for services relating to water.

3) A summary of the measures taken to comply with the requirements of the section 17 of the law.

4) A summary of the measures to control the abstraction and storage of water, including references to registers and identification of cases where exceptions have been made from the control.

5) A summary of the control measures provided for compliance with the legislation on point-source discharges and other activities affecting the condition of the water.

6) Identification of cases where direct discharge is granted to the groundwater.

7) Information on any national environmental quality requirements for priority substances and a summary of possible emission control measures for point sources which, for the main sources of the emission of priority substances, shall be set out in accordance with : for the progressive reduction of emissions, emissions and losses of priority substances and the standoff or phasing out of emissions, emissions and losses of priority hazardous substances.

8) A summary of the measures taken to prevent or reduce the impact of pollution accident.

9) A summary of the measures taken in cases where the environmental objectives laid down in section 7 (4) of the law are laid down. 1 is not expected to be met, cf. Article 21 (1) of the law. 1.

10) Details of which additional measures are considered necessary in order to meet the environmental objectives laid down.

11) Details of the measures taken to avoid increasing pollution of marine waters.


Appendix 4

Information on contaminants

Information on pollutants must include :

1) A table with a summary of the quantification limits used and the performance of the analytical methods used in relation to the minimum performance requirements laid down in the notice of environmental measurement quality requirements.

2) For the substances for which the possibility in Part C, section 2, no. the third set out in Annex 2 for the establishment of environmental objectives for watercourses, sea, transitional waters, coastal waters and ground water to apply alternative environmental quality requirements :

-the reasons and basis for using this option,

-if appropriate, the appropriate alternative environmental quality requirements, evidence that these environmental quality requirements will place at least the same level of protection as the environmental quality requirements laid down in Part C, Section 1 of that Annex, including data and methods ; it has been used to get to these environmental quality requirements and the categories of surface water for which they shall apply ; and

-for the purpose of comparison with those in paragraph 1. the information referred to in Part C of Section C of Annex 2, including information on the performance of the methodologies for the minimum performance laid down in the notice, shall be quantified in respect of the minimum requirements laid down in Part C, section 1 of Part C of Annex 2, quality requirements for environmental measurement.

3) Justification of the frequency of monitoring frequencies used in accordance with section 3.2, first sentence, in Annex 1 to the notice on the monitoring of surface water, groundwater and protected areas, and on night monitoring of the surface of the surface ; in the case of an international nature protection area, the surveillance interval which is longer than 1 year is in force.
