Under section 26 (2), 2. point of law No. 1606 by 26. December 2013 on water planning, be determined in accordance with the authorisation granted pursuant to section 2, paragraph 1, of Decree No. 973 by 29. August 2014 for henlæggelse af functions and powers to nature Agency: § 1. A river basin management plan shall include the following elements: 1) a summary of the basic analysis, see. Annex 1.

2) an inventory of emissions, discharges and losses of the substances set out in part C of annex 2 to the Ordinance on the establishment of environmental targets for rivers, lakes, transitional waters, coastal waters and groundwater.

3) a compilation of registers of protected areas, in accordance with article 3. § 16, including maps showing the location of each protected area and a description of the national legislation or Community legislation under which the protected area is designated.

4) map of observation network, see. section 31 of the Act and Ordinance on the monitoring of surface water, groundwater and protected areas ' mode and on nature monitoring of international nature protection areas.

5) maps showing the State of surface water (ecological and chemical), groundwater (chemical and quantitative) and protected areas, see. section 31 of the Act and section C, paragraph 9 of annex 3 to the Ordinance on the monitoring of surface water, groundwater and protected areas ' mode and on nature monitoring of international nature protection areas.

6) any additional card, which, within the meaning of section 9.1 of part C of annex 3 to the Ordinance on the monitoring of surface water, groundwater and protected areas ' mode and on nature monitoring of international nature protection areas can be made to the separate presentation of information concerning groundwater chemical substances referred to in (a), (b) and (c) of the said section 9.1.

7) an estimate of the reliability and precision of the results for surface water monitoring programmes.

8) concerning the monitoring of substances set out in part C of annex 2 to the Ordinance on the establishment of environmental targets for rivers, lakes, transitional waters, coastal waters and groundwater a table with an overview of the detection limits of the analytical methods used and information about these required performance.

9) A summary of the assessment of groundwater chemical status, including information about how any exceedances of groundwater quality standards, see. section 3 of annex 3 to the Ordinance on the establishment of environmental targets for rivers, lakes, transitional waters, coastal waters and groundwater and threshold values, see. Annex 4 to the Ordinance on the monitoring of surface water, groundwater and protected areas ' mode and on nature monitoring of international nature conservation areas in individual monitoring points for a groundwater body or group of bodies of groundwater are taken into account in the assessment.

10) A summary of how the trend assessment from individual monitoring points for a groundwater body or group of bodies of groundwater has contributed to identifying, that in these instances is a significant and sustained upward trend in the concentration of pollutants, or that such a trend is about to reverse.

11) A summary of the way in which the starting point for implementing measures to reverse significant and sustained upward trends in concentrations of pollutants in groundwater, see. Ordinance on the monitoring of surface water, groundwater and protected areas ' mode and on nature monitoring of international nature protection areas are defined, and the reasons for doing so.

12) a summary of the results of any additional trend assessments for identified pollutants in groundwater for the purpose of evaluation of existing pollution tabs, see. Ordinance on the monitoring of surface water, groundwater and protected areas ' mode and on nature monitoring of international nature protection areas.

13) information on the thresholds established in accordance with the Ordinance on the monitoring of surface water, groundwater and protected areas ' mode and on nature monitoring of international nature protection areas.

14) a summary, in accordance with Annex 2 of the procedure for the establishment of threshold values for groundwater pollutants and indicators of pollution, see. Ordinance on the monitoring of surface water, groundwater and protected areas ' mode and on nature monitoring of international nature protection areas.

15) A list of the environmental objectives for surface waters, groundwaters and protected areas, established in accordance with article 7, paragraph 1, article 17 and article 18, paragraph 1, including information on and justification for cases in which bodies of surface water designated as artificial or heavily modified, without prejudice. § 9, where the time limit set by law for the fulfilment of environmental goals has been extended, see. § 10 which established less stringent environmental objectives, as referred to in section 11 of the Act, which set out more stringent environmental objectives referred to in article 6. § 12, and where specific environmental objectives are not met due to circumstances referred to in section 13 of the Act.

16) an explanation of the conditions under which circumstances that are exceptional or that could not reasonably have been foreseen may be invoked, see. Article 20, paragraph 6.

17) A description of the procedures and methods used for defining mixing zones designated around the discharge points according to the Ordinance on environmental quality standards for water areas and requirements for the discharge of pollutants into rivers, lakes or the sea, as well as, for the substances set out in part C of annex 2 to the Ordinance on the establishment of environmental targets for rivers, lakes, transitional waters, coastal waters and groundwater , a description of the measures taken with a view to reducing the extent of mixing zones.

18) A summary of the programme of measures referred to in article 6. Annex 3, including an indication of how the environmental targets established pursuant to article 7, paragraph 1, must be met through the program.

19) By extension, see. Article 10, paragraph 1, an overview of the measures on the basis of article 19, paragraph 1, which are considered necessary for gradually bringing the water in accordance with the required state before the expiry of the extended deadline, a summary of any additional measures, a review of the implementation of the measures and the expected timetable for doing so.

20) a summary of any delindsats programs, see. Article 19, paragraph 2, and a summary of their content.

21) Of the international river basin district, a summary of the measures taken to restrict the cross-border contamination with substances set out in part C of annex 2 to the Ordinance on the establishment of environmental targets for rivers, lakes, transitional waters, coastal waters and groundwater.

22) A summary of the measures taken with regard to information and consultation of the public, what results have been achieved, and what changes in water planning they have caused.

23) a list of the competent authorities within the river basin district.

24) information on access to the documents and information, etc., which are used for water planning, including, in particular, information on the control measures adopted in the field of point sources and other significant adverse impacts, particularly hydro-morphological, and what actual monitoring data that is collected pursuant to section 31 of the Act.





§ 2. The revised and updated River basin management plans referred to in article 6. § 27, paragraph 1, shall, in addition to the items referred to in paragraph 1 contain the following elements: 1) A summary of any changes made after the publication of the previous River basin management plan, including a summary of the changes in relation to the application of rules laid down on the basis of § 10, section 11, section 13 and section 20, paragraphs 5 and 6.

2) an assessment of the progress made in meeting the environmental targets laid down pursuant to § 7 (1), including a presentation of the monitoring results for the previous plan period in the form of map, and an explanation for any environmental objectives are not met.

3) A summary of and explanation of any measures planned in the previous River basin management plan, but were not implemented.

4) A summary of any additional interim measures are implemented pursuant to section 21 of the Act since the publication of the previous River basin management plan.

5) an overview of the effects of the circumstances referred to in article 20, paragraph 6, and of the measures laid down or to be laid down to deal with thereof on the basis of article 19, paragraph 1.

6) indication of any changes in the list of threshold values, see. Annex 4 to the Ordinance on the monitoring of surface water, groundwater and protected areas ' mode and on nature monitoring of international nature protection areas, which are made after the publication of the previous River basin management plan.


7) Information on the application of the EQs, kvantifikationsgrænse and performance of the analytical methods and application of monitoring frequencies for the substances referred to in part C, section 1, of annex 2 to the Ordinance on the establishment of environmental targets for rivers, lakes, transitional waters, coastal waters and groundwater, as referred to in annex 4.





§ 3. Nature agency may amend Annexes 1-4, if technical changes to EU legislation requires it.





§ 4. The notice shall enter into force on 14 July. September 2015 and is applicable for river basin management plan period from 22. December 2015 to 22. December 2021 and subsequent River basin management plan periods.

Annex 1



Requirements for summary of basic analytical synthesis of basic analysis must include:

1) A general description of the characteristics of the river basin district, including

-mapping of the location and boundaries of bodies of surface vandområdernes,

– mapping of the ecoregions and surface water body types in the river basins and associated coastal waters,

-identification of reference conditions for the various types of surface water,

– the reason for the possible omission of a quality element in the assessment of the ecological status of certain types of surface waters, see. Annex 1 to the Decree on basic analysis, and

mapping of the location and boundaries of groundwater.

2) A summary of significant pressures and impact of surface water and groundwater caused by human activity, including

-estimation of point source pollution,

– estimates of pollution from diffuse sources, including a summary of land use,

– estimate of the loads of the quantitative status of water including abstractions, and

– analysis of other impacts of human activity on water mode.

3) A summary of the economic analysis of water use, see. Ordinance on basic analyses.







Annex 2



Requirements for summary of the procedure for the establishment of threshold values for groundwater pollutants and indicators of pollution synthesis of the applied procedure for establishing threshold values for groundwater pollutants and indicators of pollution shall indicate:

1) each of those groundwater bodies or groups of bodies which characterized as endangered, including whether

– the size,

– each contaminant or pollution indicator that characterize groundwater as endangered,

– the environmental quality objectives, as risk concerns, including actual or potential legitimate uses or functions of groundwater, and the relationship between the bodies of groundwater and the associated surface waters and directly dependent terrestrial ecosystems,

– the natural background concentrations of naturally occurring substances in groundwater, and

– the overruns, where thresholds are exceeded.

2) the threshold values, whether they apply at the national level, for a river basin district or for the portion of the international river basin district falling in Denmark, or for a groundwater or a group of bodies of groundwater,

3) the relationship between the threshold values and each of the following:

– the background concentrations of naturally occurring substances,

– associated surface waters and directly dependent terrestrial ecosystems,

– environmental quality standards and other standards for water protection provided nationally, in the EUROPEAN UNION or internationally, and

– all relevant facts concerning the toxicology, ecotoxicology, persistence, bioaccumulation potential, and dispersion tendency.

4) method for the determination of background concentrations on the basis of the principles set out in part B, section 1, no. 4 in annex 3 to the Ordinance on the monitoring of surface water, groundwater and protected areas ' mode and on nature monitoring of international nature protection areas,

5) reasons for possibly not fixed threshold values for the pollutants and indicators in part B, section 2, of annex 3 to the Ordinance on the monitoring of surface water, groundwater and protected areas ' mode and on nature monitoring of international nature protection areas,

6) key elements of the assessment of groundwater chemical status, including scope, methodology and collection period for monitoring results, the definition of the acceptable extent of exceedance, and the method of calculation thereof in accordance with part B, section 3, nr. 3, and part C, section 8, no. 5 (a) of annex 3 to the Ordinance on the monitoring of surface water, groundwater and protected areas ' mode and on nature monitoring of international nature protection areas.

If some of the information referred to in point 1. 1-6 are not included in the Executive summary, be informed of the reasons therefor.







Annex 3



Requirements for summary of the programme of the synthesis of the programme of measures shall include the following: 1) A summary of the measures required to implement the EU rules on the protection of water.

2) A report on the practical steps and measures taken to apply the principle of recovery of costs of water services.

3) A summary of the measures taken to comply with the requirements of section 17 of the Act.

4) A summary of the measures for the control of water abstraction and impoundment of water, including reference to the registers and identifications of the cases where exemptions have been made from the control.

5) A summary of the control measures laid down for compliance with the law on point source discharges and other activities that affect water status.

6) identification of cases where that has been authorized for direct discharges into groundwater.

7) details of any national laid down environmental quality standards for priority substances and a summary of any emission control measures for point sources for the main sources of emissions of priority substances are laid down with a view to the progressive reduction of discharges, emissions and losses of priority substances and the cessation or phasing-out of discharges, emissions and losses of priority hazardous substances.

8) A summary of the measures taken to prevent or reduce the effects of pollution accidents.

9) A summary of the measures taken in cases where the environmental targets established pursuant to article 7, paragraph 1, is not expected to be met, see. Article 21, paragraph 1.

10) details of what additional measures considered necessary in order to meet the established targets.

11) details of the measures taken in order to avoid increasing pollution of marine waters.







Annex 4



Information about polluting substances pollutants shall include information on:

1) A table with an overview of the analytical methods used kvantifikationsgrænser and information about these required performance in relation to the minimum performance requirements laid down in the Ordinance on quality requirements for environmental measurements.

2) For substances for which the possibility in part C, section 2, no. 3, in annex 2 to the Ordinance on the establishment of environmental targets for rivers, lakes, transitional waters, coastal waters and groundwater, in order to apply the alternative EQs are applied:

– the reasons and basis for using this option,

– If applicable, the alternative EQs established, evidence for these EQs will provide at least the same level of protection as the EQs laid down in part C, section 1 of the said Annex 2, including data and methodologies used to arrive at these EQs, and the categories of surface water to which they shall apply to, and

– for the purpose of comparison with those in nr. 1 kvantifikationsgrænserne for the information referred to or the matrices, which are listed in part C, section 1 of the said Annex 2, including information on performance as regards the minimum performance requirements laid down in the Ordinance on quality requirements for environmental measurements.

3) rationale for the audit frequency shall be applied in accordance with section 3.2, first sentence, of annex 1 to the Decree on the monitoring of surface water, groundwater and protected areas ' mode and on nature monitoring of international nature conservation areas, in the case of a polling interval, which is longer than 1 year.
