Publication of "Pool to Promotion of Cycling"

In accordance with text-labelling no. 121 by 28.21.23 to section 28 of the Finance Bill of the financial year 2015 shall be determined by the authority :

Scope of application

§ 1. The rules of this notice shall be determined on the basis of the Guidelines for the pool to promote cycling, cf. Annex 1 and Administrative grounds for " Pool to promote cycling ", cf. Annex 2, the procedure for the political decision-making process for the promotion of cycling pulp resulting from " Traffic Agreement 2014-the implementation of the resources available in the Infrastructure Fund (EBRD). 24. June 2014 between the government (Social Democrats and Radical Left), the Danish People's Party, the Socialist Party, the Liberal Alliance and the Conservative Party '.

Paragraph 2. The procedure must support the decision-making basis for the political decision on subsidies for projects intended to promote cycling.

State aid

§ 2. Advance accounts shall normally amount to 40% of the eligible grant of the eligible costs, cf. however, paragraph 1 2.

Paragraph 2. For less innovation projects, it is possible to obtain 100% grants if the results of the project across a broad front will promote cycling, such as research and development projects and cross-disciplinary projects with a wide national impact and anchoring.

Paragraph 3. For projects carried out as part of a special area designated by the Transport Minister, it is possible to obtain 100% subsidies.

Paragraph 4. The Directorates may make terms or conditions of grants or commitments on grants.

Paragraph 5. If there is a search for equipment purchases that can be resold, it must be specified in the application for which period the equipment will be used in the project for which subsidies are sought.

Paragraph 6. It is a condition of grants that funds are available within the affixed frameworks, cf. § 1.

§ 3. Offer recipient ' s own financing, cf. Section 2 (2). 1, cannot be covered by other governmental pools within the territory of the Transport Ministry.

Applications for grants

§ 4. The application for subsidies may be submitted to the Directorates of municipalities, organizations and organisations.

Paragraph 2. Appliable applications may be included in cooperation between several applicant and other parties for a project. However, only one applicant may be responsible for the use of allocated pool resources.

Submission of application and time limits

§ 5. Applications for grants must be submitted by applying it to any period in force with the project description and the project budget, which is located on the website of the Directorates.

Paragraph 2. An application for a grant shall be received in the Guidance by the Guidance at the latest by 16. March, 2015, 12.00.

Paragraph 3. The Directorates may, at any time, request additional evidence in connection with the examination of applications.

Procedure for political decision-making procedure

§ 6. The Directorates shall draw up on the basis of the Guidelines for the pool to promote cycling, cf. Annex 1 and Administrative grounds for " Pool to promote cycling ", cf. Annex 2, recommendation on the allocation of grants to projects under pool to promote cycling. The Directorates may, in this context, recommend that specific projects be provided for grants or pledges for grants.

§ 7. The Minister for Transport shall be required on the basis of the recommendation after Section 6, negotiations with the rapporteurs from the conciliation rescue, cf. Section 1, concerning the allocation of grants to individual bicycle projects. The Parties may provide a level of grant or commitment to grants.

§ 8. The Minister for Transport shall notify the Directorates of the decisions taken in accordance with section 7 to enable the guidance of the Director-Directorate to be operational in accordance with the instructions provided for in Article 7. § 9.

Administration, follow-up, etc.

§ 9. The Directorates shall notify the applicants, cf. section 4, on the allocation of grants to individual cycle projects, cf. Section 7, and the practical payment of pulmonies is available.

Paragraph 2. Amendment of a project may be approved by the Directorate-General if the change in the Assessment of the Directorates Agency is in accordance with the project's objectives. The application for a change to a project must be approved by the Directorate-General prior to the implementation of the amendment.

Paragraph 3. The grant recipient shall at least once a year report on the status of the project to the Guidance Directorate. Further reporting of the final project shall also be carried out.

Paragraph 4. The Guidance Board shall ensure that the rules contained in this notice are complied with, and may request any information necessary for the applicant or the beneficiary of the grant.

Paragraph 5. To the extent that the applicant uses cooperation sparks, the applicant shall be obliged to provide information from the relevant cooperation party to the extent necessary to provide information.

Paragraph 6. The grant consiglation shall immediately inform the Directorates, if :

1) the conditions laid down in accordance with paragraph 1. 7 may result in a claim, in full or in part, of grants or undertakings of grants,

2) the existence of conditions which, in accordance with section 10, may result in a claim for total or partial repayment of grants, or

3. The grant recipient shall change the auditor during the project period.

Paragraph 7. The Directorates shall ensure that grants or pledges of grants may be suspended if :

1) the applicant or the grant consignon has given false or misleading information,

2) shall be subject to the obligation to apply or grant to grant of the grant of notification under paragraph 1. 5 or 6,

3) the means without prior approval have been used for other purposes than described in the project description,

4) the project is not carried out in accordance with the approved application, or

5) the conditions for grants, including any applicable instructions for accounting and for any period applicable to the auditing instrument, are not fulfilled.

§ 10. The road-directorate may require payment of subsidies in full or in part if :

1) an undertaking has been wholly or partially disposed of in respect of grants pursuant to section 9 (4). 7, or

2) grants received from the second pool to the Ministry of Transportation to cover expenditure financed from pool to the promotion of cycling.

§ 11. Where a paid grant is wholly or partially repaid, the amount due shall be charged no later than 14 days after claim. Rente is determined in accordance with the interest rate and the due date of the due date.

Accounting and auditing

§ 12. It shall be complied with at any time, and the audit instrument in force at any time shall be complied with.

Appendix 1

Guidelines for the promotion of cycling

1. Baseline Base

As part of "Traffic agreement 2014-the release of funds available in the Infrastructure Fund (" d ") 24. June 2014 between the government (Social Democrats and Radical Left), Danish People's Party, Danish People's Party, the Socialist Party, Liberal Alliance and the Conservative Party, have been set aside for the promotion of cycling.

1.1. Pool text :

The purpose of the pulkout is to improve the conditions for cycling.

1.2. Agreement text :

The Parties take note that the 2009 cycling pool has helped to promote a very large number of good and innovative cycling projects throughout the country. This applies to both municipalities, organisations and businesses and to the state's roads. There has been a great deal of interest in seeking the pool, and the projects decided to show that there are high ambitions in the country in order to promote cycling, including the forward-looking.

The Parties intend to continue to promote the cycle as a healthy, green and efficient means of transport throughout the country.

The parties therefore agree to allocate EUR 50.0 million. DKK in a pulje to promote cycling. As has been the case with the cycling pool, a part of the funds could be used on state bicycle projects, while the majority of the funds are allocated to co-financing projects in municipalities, organisations and businesses. For the co-financing part, continue to be assumed that the state section as a general rule may constitute 40%. by the total project sum, while individual less and especially innovative projects can obtain higher grants. In addition to a future application, the parties shall discuss the criteria for the pool in the light of other state aid schemes for the promotion of cyclism.

1.3. Pool Applet :

The directorate manages and assesses the pool.

In the light of the assessments carried out on a scale in which the projects are assigned a character between 0 and 4, the Directorates shall draw up a recommendation for a decision by the Transport Minister after discussion in the conciliation.

Characters 4 be given if the project is considered to have a very high rate of positive effects on cycling traffic in relation to the costs.

Character 3 be given if the project is assessed to a large extent to have positive effects on cycling traffic in relation to the costs.

Character 2 be given if the project is considered to have a degree of positive effects on cycling traffic in relation to the costs.

Character 1 be given if the project is considered only to be very limited to having positive effects on cycling traffic in relation to the costs.

Character 0 be given if the project does not, or in a very poor extent, be evaluated to have positive effects on cycling traffic in relation to the costs (or the application is incomplete).

2. Financial framework

A frame of 50 million is being set aside. in the case of projects intended to promote cycling and the establishment of bicycle facilities, on the state of the state. The frame is applied to 1%. of the grant part of the administration of the Guidance Agency.

Appendix 2

Management Basis for Cycling Pool Promotion

1. Background

As part of "Traffic agreement 2014-the release of funds available in the Infrastructure Fund (" d ") 24. June 2014 between the government (Social Democrats and Radical Left), Danish People's Party, Danish People's Party, the Socialist Party, Liberal Alliance and the Conservative Party, have been set aside for the promotion of cycling.

Bicycle projects can be sought to improve the conditions for cycling, so that it is becoming more attractive to ride a bike.

Municipalities, businesses and organisations can apply for cycling projects. The applicant group may be composed of several applications.

The pot can grant subsidies to cycling projects which aim to improve the conditions for cycling. Applications shall be subject to the following themes :

Development and demonstration projects

Campaigns

The following criteria will, moreover, be included in the selection (priority) of projects which will be funded. Applications will be evaluated on the basis of relevant criteria, which will depend, among other things, on the theme of the project. The total criteria are :

Consistency and vindibility

Security and safety

Service, features, and experiences

Innovation and relevance

Midling / Citizens ' Inclution

There will be requirements for the reporting of all projects to which subsidies are provided. In addition to applications from municipalities, businesses and organisations, the Directorates also have the possibility of setting projects on a state of the country.

3. Procedure for application

It is a prerequisite that the applications are well-worked and concrete.

Applications for grants shall be submitted by means of an application form www.vejdirektoratet.dk.

The application shall include, inter alia, information on :

The main purpose of the project.

Description of the concrete project.

Expected results and effects of the project.

The budget of the project.

The duration of the project, including start date and end date.

The directorates shall assess and prioritise the projectsearches received.

The Directorates will draw up a recommendation on the Transport Minister, which will present the recommendation to the Conciliation Party with a view to a political agreement on the distribution of funds.

The Minister for Transport is enrolling in commitments and discharges.

4. Project Collaboration

In the event that several parties want to collaborate on a project, the grants can either be searched jointly or split into separate projects.

If the Parties seek grants jointly, only one party shall act as the applicant. It is this applicant alone that is responsible for the implementation of the total project and constitutes the legal entity that must meet all requirements in the award of grants. If the Parties seek grants as separate sub-projects, each Party shall act as a self-employed person.

For project cooperation, to apply as a condition for an ensued entry into force, an agreement on how installations and operations should be coordinated and including an undertaking to enter into force a binding agreement on the implementation of the overall project ; The directorate.

5. The amount of the grant and the financing of the project

The amount of the grant is given in the signing letter and can be a maximum of this amount regardless of any project changes.

If the project achieves savings in relation to the original budget, the subsidy will be reduced so that the subsidy is not exceeding the appropriation rate.

6. Changes in the project

Changes to a project may be approved by the Directorates on condition that the change is assessed to be in accordance with the project ' s purpose. The request for a change shall be approved by the Directorate-General prior to the implementation of the amendment.

If there are any delays in the project in relation to the end date, the review of the revised timetable should be requested on grounds of delay.

7. Eligible Cost

The approved budget forms the basis of the subsidy. Additional costs other than those approved may not be included in the subsidy-base unless they are approved in advance in writing by the Guidance Board.

Reindeerable VAT is not a eligible cost. VAT reimbursed to municipalities through the VAT equation is treated as VAT that can be refunded, and is therefore not eligible for subsidy.

For undertakings, organisations and the like which have either limited or no deduction of VAT, the cost of VAT-coated and non-VAT rates shall be stated in the budget.

The cost of debt interest is not eligible for debt.

Cost of grassals, commissions and the like are not eligible for subsidy.

If the project is to be reassigned, these are to be deducted from the base of the subsidy.

7.1. Staff Costs

Personnel costs of its own staff are eligible. The maximum amount of the actual hourly rate multiplied by the number of hours used for the project can be counted. The rate of the monthly salary is calculated as the fixed annual salary divided by a net year equivalent to 1,500 hours. The salary can be paid and pension contributions to pay. Staff costs must be specified in the approved budget and shall be shown as a separate item in the accounts.

The rates of pay shall be in accordance with the requirement to show more economical and efficient financial management in the administration of projects in general. At the same time, it means that the salary of the employee concerned must not exceed what is regarded as a regular, reasonable and realistic salary for an employee performing the same function outside the project.

The grant of a grant to cover pay under sickness or sickness benefits, as well as staff in a project, will not receive compensation for loss of revenue for leave (maternity). The beneficiary must itself provide the necessary and statutory insurance policies, including occupational health insurance.

7.2. Overhead

Overhead (indirect costs) to cover overhead costs, such as rent, electricity, heat, phone and office crews, the charges are eligible. An overhead must be allowed in payroll expenses if the overhead is available to be documented. For an overhead rate in the submitted budget of a maximum of 20% of the staff costs, however, no separate documentation is required.

7.3. Travel Costs

In the case of travel costs, only domestic trips are covered. Transport costs must be kept at a reasonable level to the extent and costs incurred. For use of the vehicle ' s own motor vehicle, mileathercompensation shall be paid according to the rules concerning the use of an official ' s service provision for services. Diether and the like in connection with travel are not justifiable costs.

8. Documentation Requirements

All costs involved in the project accounts must be able to be documented in the review. This also applies to costs from collaborators.

A expenditure may not be included at the earliest in a project account when delivery and payment have taken place.

The payment must be able to be documented by the project and the documentation must be kept together with the rest of the accounts, up to five years after the final settlement of the project has taken place.

Revision of the accounts shall ensure, in the review of the accounts, that there is the necessary documentation for the expenses incurred.

The records of payroll costs and the original thimness sheets shall be kept together with the other accounting documents of the project for five years after the final settlement of the project.

Revision of the accounts shall ensure, in the review of the accounts, that there is sufficient evidence of the wage costs incurred, including the time required and hourly wages.

9. Reporting, accounting and payment of grants

Statuses shall be drawn up and sent at least once a year from the approved start date of the project, as long as the project is under way. Projects that will last 15 months or less are not obliged to prepare the status statements. The status report shall be forwarded no later than three months after the end of the status period, which will be 31. December of a year.

If an activity period ' s activities comprise less than 3 months, the status report may be omitted on condition that the activities instead be included in the progress report of the next period.

The progress statement will account for the general development of the project during the elapsed period, as well as include current inventory of remaining activities, including completion time.

If the project is split into sub-projects, the progress report shall account for the propulsions in each of the projects.

In the case of the status statements, the subsidy shall be given a financial statement to the Director-Directorate. The accounts must be drawn up in accordance with the approved budget so that the updated balance of the remaining budget is also apparent. If the project is divided into sub-projects, the accounts shall be divided accordingly. The accounts shall include a statement of the activities carried out in comparison with the budget-related activities.

No later than three months after the end of the project, an end report shall be drawn up for the project. The end of the report shall include an evaluation of the results and effects of the project. Evaluation costs must be included in the original budget. If the evaluation cannot be carried out within three months of the completion of the project, a specific period shall be agreed with the Director-Directorate.

The final report shall be held by an executive order of accounts. The accounts shall be drawn up in accordance with the individual items of the project ' s budget. Together with the accounts, a signed auditor declaration shall be sent to ensure that only the relevant costs are posted to the project. However, grant amounts less than 0,5 million shall be exempt from the requirement for a revision statement and, in this case, the accounts shall be the leafings of the management.

The grant consigleer shall submit the project accounts in such a way as to :

Any subsidies from the other side to the same project and possible co-financing, as well as any other revenue, are listed as separate revenue items.

9.1. Payment of grants

The amount of the subsidy shall be paid out in the back, and that is for expenditure posted on the project. A request for payment of grants may be submitted for the annual progress reports. If the status reports are submitted more than once a year, the payment of grants may also be requested several times a year, but a maximum of every six months of the half-year period running from 1. January to 30. June and 1. July to 31. December.

The guidance given by the Guidance Directorate shall be granted in full or in part in accordance with the relevant payment request. The last 20%. however, shall be withheld to the payment after the final report is approved.

In the case of a project community in which several parties have applied for grants, the responsibility of the beneficiary shall be responsible for forwarding the parts of the subsidy on the project's partners.

A case processing period may be charged to the material in the event of the actual payment being made. The amount of the subsidy will be paid to the account that the beneficiary has entered in the acceptance letter.

10. Repayment of grants

If one or more of the following conditions are fulfilled, the allowance shall be dissatisfied :

The funds without prior approval have been used for other purposes than described in the project description.

The project cannot be implemented as provided in the approved application.

The Pressurization Shaver overrides his notification obligation after Section 8 of the notice.

The terms of subsidy, including any applicable instructions for accounting and any time applicable to the audit instrument or to the letter of indictments, shall not be met.
