Publication of international training of universities

Chapter 1

Area

§ 1. The purpose of this notice is to provide a comprehensive framework for universities ' international training activities.

Paragraph 2. The announcement shall apply to the provision of whole or part of training abroad by Danish universities, with or without a cooperative university. In terms of training, bachelor and candidate training and master training and other part-time training shall be understood by the section 4 (4) of the university law. 1, no. One and two, and section 5.

§ 2. The university can outbid parts of training abroad as compulsory or voluntary.

Paragraph 2. Mandatory flows are understood that the university is providing training in Denmark, where part of education is to be carried out abroad.

Paragraph 3. In the case of voluntary procedure, the university provides an education in Denmark, where part of the training after the student's choice may be carried out abroad. Voluntary courses are university-organised exchange, where the university has secured the student automatically the merit of the foreign national team.

Paragraph 4. Interexchange agreements shall mean the written bilateral or multilateral agreement of the university on the exchange of students with one or more universities abroad, cf. § 9. Besides, the students can even outside an agreement initiating a landlocked.

§ 3. The university has the following ways of offering education abroad :

1) As a whole or part of training as an exclusive supplier, cf. However, section 7.

2) As a whole or a part of training abroad with one or more cooperation universities.

3) As a candidate in the framework of participation in EU study programmes on Erasmus Mundus or

Erasmus +, carried out by a Danish university in Denmark and at one or more universities abroad (Erasmus Mundus and Erasmus + candidate education). An Erasmus Mundus candidate is either an 'Erasmus Mundus Masters Course (EMMC)' with the administrative approach from the European Commission or an 'Erasmus Mundus Brand Name (EMBN)' awarded by the European Commission. An Erasmus + Candius Education is an 'Erasmus Mundus Joint Master Degree (EMJMD)' with the administrative approach from the European Commission.

4) As master training, in the context of participation in EU study programmes on Erasmus Mundus, carried out by a Danish university in Denmark and at one or more universities abroad.

Paragraph 2. Erasmus Mundus-candidate courses are following the rules of compulsory conduct abroad, unless special rules have been established, cf. § 8 (3) 2, section 16 and section 26.

Paragraph 3. Master training provided as part of participation in EU study programmes on Erasmus Mundus, following the rules of voluntary procedure, unless special rules have been established, cf. Section 14, paragraph 14. 2.

Paragraph 4. Erasmus + graduates are following the rules on mandatory courses abroad, unless special rules have been established, cf. § 8 (3) 2, and § 16.

§ 4. The university can continue to give merit in accordance with the rules in the notice of the universities and graduates (education notice).

Chapter 2

Conditions for the establishment and the provision of training abroad

§ 5. In the creation of whole or part of education abroad, the university must ensure that training is not established in breach of the host country's legislation.

§ 6. When the university offers whole or part of education abroad with one or more cooperation universities, a cooperation agreement must be concluded between the participating Danish universities and cooperation universities.

Paragraph 2. The cooperation agreement shall be concluded in accordance with the provisions of this notice.

Paragraph 3. The university must ensure that individual students are admitted to education either at the Danish university or abroad.

Paragraph 4. The foreign training courses shall be research-based and the same level of training as the corresponding Danish training cycle, as described in the Danish qualification framework.

§ 7. The university can stipulate in a cooperation agreement that the education of the Danish university is being offered by cooperation at the university.

§ 8. Moreover, in cooperation agreements with foreign universities on whole education and compulsory courses, the following shall be established :

1) The total study programme for training, including the description of the quality and relevance of the global labour market, for the use of quality assurance, cf. § 15.

2) Which of the access requirements applicants must meet in order to be admitted to training, including required degree of high-high high school or access training courses at undergraduate level.

3) The framework for the distribution of students in students between universities where education can be carried out, including the professional criteria that are used as selection criteria if not all candidates can be admitted to training.

Paragraph 2. In addition, for Erasmus Mundus and Erasmus + candidate education, students who are to be able to obtain a grant are to be admitted to the Danish university.

§ 9. When the university enters into bilateral or multilateral exchange agreements with a university abroad, the agreement must include rules on the extent of exchanges, including reciprocity, and that students admitted to the Danish university ; non-training costs which the student would not have to pay according to the rules of the university law or the rules laid down in accordance with the university law.

Paragraph 2. The university must ensure that there is reciprocity and economic balance in the exchange with foreign universities, cf. Section 4 (4). 5, in the notice of grants and audits, etc. in the universities. The university may, however, use its own means to hold students in addition to the balance sheet and which are therefore not deferred and which, after the evaluation of the university, have a strategic importance in relation to their own Internationalization work, cf. Section 4 (4). 7, in the notice of grants and audits, etc. in the universities.

Paragraph 3. The agreement must be written and signed by the institutions involved. From the Danish side, the agreement must be signed by the principal or by the principal delegated to the power of the principal.

Paragraph 4. The agreement must be registered centrally at the university

§ 10. When the university offers entire training abroad as an exclusive service provider, the university must lay down detailed rules on which admission applicants must meet in order to be admitted to education.

Paragraph 2. The university sets out more detailed rules for recording and recording of students.

Paragraph 3. Information referred to in paragraph 1 Paragraph 1 and paragraph. 2 shall be available to the applicants and the students.

§ 11. Before the university offers whole or part of training abroad, which is planned to lead to authorisation in Denmark, the university must discuss relevant matters concerning the content of the training authority with the authority. In the course of significant changes to the current study arrangements, there must also be discussions with the authority authorities.

Paragraph 2. Where the quality assurance is carried out by a foreign quality assurance institution, the Ministry of approval will discuss the content of the training with the authority, cf. § 18.

Paragraph 3. If the training abroad does not provide for authorization, applicants must be clearly stated before the time of the application if the corresponding training is offered in Denmark in Denmark would lead to authorization.

§ 12. The university may, in specific cases, derogate from rules in the university law on education and training as a result of the fact that the overall education is not carried out by the Danish university.

Chapter 3

Participant Payment

§ 13. The university can offer full education abroad, with or without cooperation university and voluntary courses, which the university provider alone as a commercial enterprise, in company form or as a combination of them. The university may charge a participant payment for these training, cf. the rules in the notice of grants and audits, etc. in the universities.

Paragraph 2. Excurbit training of cooperation university, cf. Section 7 is the student subject to the foreign university rules on participating payments. The student may, where the conditions for this are otherwise fulfilled, be able to obtain a grant to cover the participant's tax.

§ 14. The university must, when it enters into an agreement on the implementation of compulsory or voluntary training abroad with one or more cooperation universities, must ensure that students admitted to the Danish university are not imposed ; tuition expenses which the student would not have to pay according to the rules of the university law or the rules laid down by the university law.

Paragraph 2. The university must ensure that there is reciprocity and economic balance in the exchange with foreign universities, cf. Section 4 (4). 5, in the notice of grants and audits, etc. in the universities. The university may, however, use its own means to hold students in addition to the balance sheet and which are therefore not deferred and which, after the evaluation of the university, have a strategic importance in relation to their own Internationalization work, cf. Section 4 (4). 7, in the notice of grants and audits, etc. in the universities.

Paragraph 3. The university may levy partial delta payment for master training offered as part of EU study programmes on Erasmus Mundus, cf. § 8 (3) 1, no. 6, in the notice of grants and audits, etc. in universities.

Chapter 4

Quality assurance

§ 15. The university's invitation to tender throughout foreign education shall be subject to quality assurance in Denmark, in accordance with the rules laid down in the rules of the accreditation of higher education institutions or abroad, after foreign quality assurance systems.

Paragraph 2. Universities which have not commenced or attained institutional credit rating shall have a quality assurance in each of the universities ' s training prospects, among others, to ensure the association of an active research environment.

Paragraph 3. The university can choose a quality assurance institution that is included in the European Quality Assurance Register for Higher Education (EQAR), or otherwise is considered to be internationally recognised.

Paragraph 4. If the foreign quality assurance institution is not a member of the EQAR, the institution may be regarded as internationally recognised, cf. paragraph 3, if the institution :

1) has sufficient professional capacity to perform QA activities, such as accreditation, and are independent in its activities in terms of work processes, execution, method selection and in its professional conclusions, assessments and recommendations,

2) ensure the transparency and reliability of methods and processes and in its performance of quality assurance studies and in its activities involving international experts and stakeholders, including students and

3) undergo recurrent evaluations of the own practice of a body which is independent of the quality assurance institution.

Paragraph 5. It is the responsibility of the university to ensure that the quality assurance institution selected complies with the conditions laid down in paragraph 1. 3 or 3. 4.

§ 16. However, Erasmus Mundus or Erasmus + candidate education must always be subject to quality in accordance with the common European standards and quality assurance guidelines, including education or institutional credit. It is therefore a requirement that the selected quality assurance institution is included in the European Quality Assurance Register of Higher Education (EQAR). Erasmus +-candidate education can be quality assurance in accordance with the rules in section 17 (3). 2 if all training parts are quality assurance in accordance with the common European standards and quality assurance guidelines.

§ 17. The university's tender of parts of education abroad as a voluntary or compulsory sequence must be quality assurance, cf. § 15.

Paragraph 2. The quality assurance may take place as part of the quality assurance of Danish education, cf. Section 3, paragraph 3. First, in the university law. The part that is going abroad can also be a quality assurance system as part of the quality assurance of foreign education.

Paragraph 3. It is the responsibility of the Danish university to ensure that all parts of education are quality-proof of a quality assurance institution that is either included in the EQAR or otherwise is considered to be internationally recognised, cf. Section 15 (3). The University of Education must also ensure the professional coherence and progression of education.

§ 18. The Minister for Education and the Research Minister approves on the basis of pre-qualification new training and training.

Paragraph 2. The rules on the prevention of new education in foreign countries apply only to new educational and educational training, to which State subsidies are provided. In the case of the whole education of abroad that is not covered by the prequalification, the university must submit information to the board of the Danish Board of Education, the main area, access requirements and set-time curriculars. The steering control will be approved on the basis of the training. The training will then be included in the Ministry's Education Register.

Chapter 5

The university's security of students

§ 19. For the part of the training carried out at the University of Denmark, the student shall be subject to the reg-

in the field of university law and rules laid down by the university law. For the part of training carried out at a university level, the student shall be subject to the rules applicable to the cooperation university.

20. It is the responsibility of the Danish university at whole education, by voluntary and compulsory, in order to provide information to applicants and students who are travelling out, whether the following :

1) The provisions applicable to the training as a whole, including those relating to access requirements, insurance and so on.

2) The rules of training and qualifications, including the rules governing the training of the educational parts carried out in an abroad.

3) The rules on the grant fellowship, cf. the rules of the SU law.

4) The training provisions which are to be deviated from the foreign countries.

Paragraph 2. The information, including in particular the whole or part of training, must be carried out abroad must be available to potential applicants before the application date.

Paragraph 3. It is also the responsibility of the Danish university to inform applicants and students who travel and who are admitted to the training of the Danish university, on the information provided for in paragraph 1. 1.

§ 21. The university is responsible for the legal certainty of students admitted to training as a whole, in the case of voluntary and compulsory courses abroad, including that it is possible to complete the entire training period during the entire normal course of study.

Paragraph 2. The university ensures that students admitted to the training of the Danish university, in special cases, can implement and conclude the entire training course in Denmark.

§ 22. The Danish College ' s decisions after this notice may be brought to the Standing Committee on Educational Training (s) of the decision to be taken in accordance with the decision (s). however, paragraph 1 3, when the complaint relates to legal issues. The deadline is two weeks from the day the decision by the university has been notified to the complainant.

Paragraph 2. The complaint of the decision of the university must be submitted to the university giving an opinion, which the complainant shall have the opportunity to comment on within a period of at least 1 week. The university sends the complaint to the Board attached to the statement and any comments made by the complainant.

Paragraph 3. Students cannot complain to the Danish university of decisions taken by a university of cooperation in the field of educational parts carried out at a university level. Students who are admitted to training at the Danish university, can, however, complain to the Danish university, cf. paragraph 1, the decision of a cooperation university which has been taken following the cooperation agreement ' s rules on access, cf. § 8.

Paragraph 4. In the case of the issuance of a Danish diploma for training abroad, section 34 of the university law shall apply.

Chapter 6

Study arrangements and diplomas and so on

-23. The university has to lay down access requirements for the whole education offered abroad. The adoption requirements must ensure the basis of the professional progression of education. Mandatory flows abroad are covered by the access requirements of the overall training.

Paragraph 2. Can the university of capacity not include all applicants for an entire degree, the selection must be based on criteria that are predetermined by the university. The university alone must use professional criteria as a selection criteria.

Paragraph 3. The university's selection of students for voluntary courses or exchange residency must take place according to criteria which are predetermined by the university. The university alone must use professional criteria as a selection criteria.

§ 24. The university lays down detailed rules for the whole of education and compulsory courses abroad in a study of the study.

Paragraph 2. The compulsory courses shall be included in the study arrangements for the overall education. Study's opportunities for voluntary courses must be included in the study arrangements.

Paragraph 3. The Study System, which is prepared in Danish or English and, where appropriate, relevant, foreign languages must contain the following elements :

1) The designation of the training of Latin / Danish and English in accordance with the rules of education notice.

2) Norm specified in ECTS points.

3) The location of the educational parts specified in ECTS points which may be carried out at the Danish university and in cooperation universities.

4) Essential rules on training and the organisation of exams etc. for the training components carried out abroad, including languages, variation in degrees, number of trials and retrial studies.

5) Rules for written tasks, including undergrad / master-project / master project.

6) Other rules that the university considers necessary.

Paragraph 4. It must be stated in the study of the study that the university can dispense with the requirement that the student should carry out compulsory courses abroad if exceptional circumstances exist.

Paragraph 5. The university is setting out more detailed rules on merit and censored corps in the study scheme.

Paragraph 6. The student schemes at all times must be publicly available on the university's website.

§ 25. The university can issue a Danish diploma which, after the university's practical assessment, is fully in the same quality level as a similar Danish education. The university is responsible for the fact that a degree of diplomas is issued to students who are admitted to training at the Danish university. The university ensures that students receive a diploma recognised in the countries where the educational benefits have been implemented.

Paragraph 2. The university may, by tests forming part of exams, choose to apply the scale of character used in cooperation universities instead of the 7-step scale. The university must ensure that the diplomas at each grade are added to the letter from the ECTS scale corresponding to that character. The diploma will be resolved to a summary of the scale of the character used.

Paragraph 3. The university can graduate diplomas for completed training in Danish or English. The diplomas completed in Danish, however, has the completed trained entitled to receive his diplomas drawn up in English. Similarly, it has the right to obtain his diploma drawn up in Danish, if the university has opted for the diplomas to be completed in English.

Paragraph 4. It must be stated in the diploma which education parts have been carried out in the Danish university and which have been carried out in one or more cooperation universities abroad.

SECTION 26. The Danish university is issuing a special diplomas of a successful Erasmus Mundus graduate student who is admitted to training at the University of Denmark. Erasmus Mundus Candias gives the right to the English-language designations : Master of Arts (MA) and Master of Science (MSC), followed by a trade name in English after the university's provision in this field of study. The diploma shall be made out in English.

Paragraph 2. The Danish university can, as part of an agreement with cooperation universities on Erasmus Mundus Candidate, determine that the Danish university can issue a Danish Erasmus Mundus diplomas to students who have completed part of the training programme in the University of Denmark, without being admitted to the university.

Paragraph 3. The Danish university may, however, only agree to agree to paragraph 1. 2 if students engaged in training at the Danish university and have carried out training parts at a university level, will have a similar opportunity to obtain diplomas from cooperation university (reciprocity).

§ 27. The university may provide a certificate of endorsement, signature or similar from one or more cooperation universities in such a way that it appears as a common document (common grade/joint degree) if the document is also given legal effect after : Stranger dish.

Paragraph 2. A Danish university may also draw up a certificate of diplomas, cf. paragraph 1, from one or more cooperation universities, so that it is also attributed to the legal effect of Danish law.

Paragraph 3. The university may, by agreement with one or more cooperation universities, issue each of their diplomas for the same training (double or multiple degrees / double or multiple degree), regardless of where the student has been busy.

Chapter 7

Entry into force and transitional provisions

§ 28. The announcement shall enter into force on 1. April 2015.
