Law on municipal international basal schools

We, by God's grace, the Queen of the Danes, do our thing.

The parliament has adopted the following law, and we know that the following law has been approved by Parliament's consent :

§ 1. The city council can decide on a meeting to decide on the establishment of municipal international elementary schools.

Paragraph 2. The local authorities shall set out in a meeting of objectives and frameworks for the individual schools, including appropriations and financial frameworks, the school scale in relation to class steps, student figures, special education and other special pedagogical aid, teaching ; in the free time, number of schooldays and frames for class formation, students ' instruction metal, the length of the school day and so on.

Paragraph 3. The city council can decide on a meeting to decide that a community of international primary school can offer the school's students joining a school-free system.

§ 2. The municipality shall be responsible for the provisions of Section 1 (1). 1, mentioned schools, cf. however, section 12 (2). Article 13 (2) and Article 13 (3). ONE, THREE. Act.

§ 3. Local international primary schools include children of foreigners who have temporary accommodation here in the country on the basis of employment, and whose parents wish them to be included in school.

Paragraph 2. If it is not possible to accommodate everyone who wants to join the school, accession will be made according to objective criteria laid down by the municipality.

Paragraph 3. If there is a capacity available at the local authorities ' international elementary school, Danish children and other foreign children living or staying in this country can be included in this country, and whose parents wish them to be included in school. The recording shall be made according to objective criteria laid down by the municipality board.

Paragraph 4. The section 38 of Parliament's section 38 on digital self-service in relation to the application for children in school and the inclusion of children in school-free time schemes applies to municipal international bassals.

§ 4. Municipal international primary schools provide education in kindergarten class and 1.9. class steps, which are objectives of what is commonly required in primary school.

Paragraph 2. Local international primary schools must, in cooperation with the parents, give students knowledge and skills that are preparing them for further education and giving them the desire to learn more. The schools must, after their purpose and in all their activities, prepare students to live in a society such as freedom and democracy, as well as the development and strengthening of student knowledge and respect for fundamental freedom and human rights, including equality between the sexes.

Paragraph 3. The language of education in municipal international primary schools is, after the decision of the municipal management authority, either English, German or French. In the Danish language of language, the language of language is Danish.

§ 5. The school year begins on 1. August and usually includes 200 school days.

Paragraph 2. The Eshipment's summer holiday starts on the last Saturday in June. Summer vacation lasts until the first day of the City Council on the first day of school year.

§ 6. The municipality Board shall determine

2) the subheading of the Danish, mathematics, English, geography, biology and physics / chemistry class at specific times during the overall training course.

Paragraph 2. To the extent that the municipality Board has not set end objectives and objectives, cf. paragraph 1, the rules of public school of purpose, competence targets and the skills and knowledge objectives of public school class and subjects (Common Objective).

Paragraph 3. The local authorities shall prepare curricula for the areas and compulsory subjects referred to in paragraph 1. 1, no. 1. The reading plans shall describe the development towards the end objectives and describe the class steps being worked on with the various professional areas and mandatory subjects.

Paragraph 4. The teaching of the individual subjects and compulsory subjects must promote the general development of students ' algeable development.

§ 7. Municipal International Basic Schools must

1) provide special education and other special care services,

2) provide additional training or other professional support for pupils who need support and which cannot be supported only through the use of educational differentiation and training and so on,

3) providing personal assistance to help the learner to overcome practical difficulties in the course of the school hall ; and

4) give education to students who, for a long time due to illness or for reasons of their health or welfare, cannot be taught in school.

Paragraph 2. Group of Parliament's section 3, paragraph 3. 2, and section 12 (3). 2, on special training and other special pedagogical assistance, section 3 a and section 5 (5). 5, on supplementary education or other technical support, section 3 of the elementary school section, on personal assistance to help the learner to overcome practical difficulties in the course of the school hall and the section 23 paragraph of the grassle of elementary school. 1 on health education shall apply to municipal international primary schools.

Paragraph 3. The local authorities may refer students to public school whose local authorities consider that the elementary school of the students ' needs for special education and other special care assistance falls outside the framework laid down by the municipality Board in accordance with Section 1 (1). The reference shall be made after pedagogi-psychological counseling and after consultation with the student and the parents. The views of the elephant must be given the appropriate weight, taking into account the age and maturity of the purity.

Paragraph 4. The local authorities may refer bilingual pupils to the teaching of their mother tongue, which is to be established for the students of primary school, cf. Article 5 (5) of the grasslelight. SIX, TWO. pkt; unless the local authority international basic school itself offers this instruction.

Paragraph 5. The city council can offer students at 7. -9. class steps for the choice of youth education and occupation, cf. law on the choice of training and occupation, and a duty to education, employment and so on.

§ 8. The students in municipal international basal schools are finaliding at the end of the 9. class-grade elementary school 9 -class tests, unless the local authority has informed the Minister for Education that the school concerned does not hold the samples for the students.

Paragraph 2. Has the municipality board informed the Minister for Education that the school does not hold elementary school 9 -class samples, cf. paragraph 1, if the school is to be held by a foreign state or other foreign samples corresponding to the 9 of the school, students shall be able to make the samples in Danish, if the school is to be held in accordance with the school ; -class samples. The school shall inform the Minister of Education which students are required to participate in the samples in the Danish.

Paragraph 3. The section 14 of the Group of the European People's Party (14) 1-4, about grade 9. -class samples and rules laid down in accordance with this shall be equivalent to a communal international primary school and its pupils.

§ 9. All the costs of municipal international primary schools are the responsibility of the municipalities, cf. however, paragraph 1 Two, six and seven.

Paragraph 2. The local authority shall charge the payment of parents for children engaged in a school-free time system, cf. Section 1 (1). 3. The Municipality Board shall grant the sole benefit of families with more than one child in school-free time schemes, day institutions, etc., and wholly or partially free-space grants taking account of the economic conditions of parents, or where social, educor or Processing conditions are in effect. The rules laid down by the tender Act on the Community ' s Supplements for the use of the day, leisure and clubals and the parent ' s own pay shall be equivalent in the case of the grant of any sibling subsidy and by the granting of wholly or partially free-charge grants.

Paragraph 3. The section 50 of the Group of the European People's Party (50) (a) for digital self-service in connection with applications for wholly or partially economic free-space grants shall be equivalent to municipal international primary schools.

Paragraph 4. Has a person who receives training aid or cash benefits under section 23-25 in the Act of Active Social Policy, failed to pay for the school-free time system, cf. Section 1 (1). 3, the municipality board may withhold the future monthly payment in future training assistance or cash benefits.

Paragraph 5. Restants for the tuitions for the school-free time system, cf. Section 1 (1). 3, may be recovered by offsetting in the children's and ungeable in accordance with rules laid down in the law of a child and ungeable benefit.

Paragraph 6. The local authority may require payment of parents to students who take part in training in the free time.

Paragraph 7. Elederless section 50, paragraph 50. Five-9 on excursions, training camps, schools and school regulations apply equally to local authority international primary schools.

§ 10. The Municipal Management Board ' s decisions on seafarings and free-space grants, cf. Section 9 (1). TWO, TWO. pkt; and the decision to reject applications that have not been submitted for a digital self-service, cf. Section 9 (1). 3, may be brought to the Board of Appeal for the Administrative Board, in accordance with the rules laid down in Chapter 10 of the Law on Legal and Social Affairs.

§ 11. If a student is domiciled in a municipality other than the school community, the municipality council of the school municipality and the municipal authorities in the municipality of residence in the municipality of residence shall pay for the elementary school education and so forth in the local authority international primary school.

Paragraph 2. No agreement shall be made on the payment of the municipality of residence to the school municipality after paragraph 1. 1, the municipal board of the school municipality may require payment from the municipality of residence for the expenses of the elevens ' s tuition and so forth in accordance with paragraph 1. 3-5.

Paragraph 4. The repayment of payment to the school-free system of the school-free period shall be the average net cost of the residence of the Member State of residence. If the Member State of residence does not have school-free time arrangements, the person ' s municipality shall pay his average annual budgeted net charge to each Member State. space in free-home, club, etc. of the age group to which the student belongs.

Paragraph 5. The payment obligation pursuant to paragraph 1. 3 enters when the student starts teaching, and terminates when the student terminates the teaching. However, the student learner teaching at the beginning of the summer holiday is paid for the rest of the school year.

Paragraph 6. The payment obligation pursuant to paragraph 1. 4 enters when the student starts in the school-free time system and ends when the student ends in the scheme.

§ 12. A school board is set up at every local authority international basal school.

Paragraph 2. The section 42-44-44 on school boards and rules laid down in accordance with these provisions shall apply mutatis mutias to municipal international primary schools.

§ 13. The leader of the school has the administrative and educational management of the school and is responsible for the school's company to the city council and the school board. The leader of the school leader and distributor the work of the school staff and makes all concrete decisions regarding the school's students. The leader ' s specific decisions concerning the school pupils within the objectives and frameworks and principles established by the local authorities and the school board members shall not be treated by the public authorities.

Paragraph 2. The director of the school shall ensure that all students engaged in school participate in the training and may require the parents to give the school a written information about the reason for the absence of a student's absence from the teaching. Due to the absence of an illness of more than two weeks of duration, the school manager may require a medical certificate. If a student is not subject to the maintenance requirement, the school manager shall report it to the local authority of the student residence municipality.

§ 14. The students and parents must be regularly informed about the views of teachers and, where appropriate, the school leader of the students in the school hall. As part of the training, evaluation shall be carried out on an ongoing basis by the yield of students, including the acquisition of knowledge and skills in the areas and in the areas of compulsory nature.

§ 15. At every school that has five. or higher class steps, the students have the right to form an student council. The Student Council shall appoint representatives of the pupils of the Committee, etc., which the school leader has set up to deal with matters of interest to the components in general. This does not apply, however, to committees, and so on, where students ' participation is to be fought against other legislation.

§ 16. The Education Minister may, in the name of the handling of legislative and guidance functions, require any information relating to municipal international primary schools, which the Minister considers necessary in order to perform these tasks, notified by the municipality board.

Paragraph 2. The Minister of Education may decide that information, cf. paragraph 1 shall be provided in electronic form and may, in particular, determine the format of the delivery of the delivery.

Paragraph 3. The Education Minister may lay down rules on electronic communications between authorities, including schools, and on the use of digital signature in the case of the provision of information in accordance with paragraph 1. One and two.

§ 17. Municipal international primary schools are included in the quality report for the municipality's education system, cf. The elementary school section 40 a. The section 40 (a) and rules laid down by the Group of the European People ' s Party shall apply mutatis mutilae to municipal international primary schools.

§ 18. The Education Minister is monitoring the quality development of municipal international pillars.

Paragraph 2. In the case of persistent poor quality at a municipal international elementary school, the Minister for Education may, with a view to improving the level, instruvise the municipality board to draw up an action plan, cf. The section 40 (a) of the elementary school. 2, and, where appropriate, as an element of participation in the Guide to the Ministry of Education. The Minister sets a time limit for the preparation of the action plan.

§ 19. The law shall enter into force on the eighth. May 2015.

Paragraph 2. The law shall apply from the year 2015/16 and later school years.

20. The Minister of Education makes proposals for the review of the law in the year 2018-19.

§ 21. In the Law of the People's School, cf. Law Order no. 665 of 20. June 2014, as amended by law no. 1641 of 26. December 2013, section 1 of Law No 406 of the 28th. April 2014, Section 13 of Law No 632 of 16. June 2014 and section 2 of the Law No 1539 of 27. December 2014, the following changes are made :

1. I Section 33 (4). TWO, ONE. pkt., is inserted after ' primary school ` : `, in a municipal international elementary school `.

§ 22. The law does not apply to the Faroe Islands and Greenland.
