Publication of fire control measures for the areas of collection, sales and camping areas that are not covered by the code of the camping equipment

In accordance with section 33 (4), 6, no. Article 70 (2) and section 70 (3). 4 and 5, in the preparedness Act, cf. Law Order no. 660 of 10. June 2009, as amended by law no. 514 of 26. In May 2014, section 1 of the notice no. 1424 by 14. In December 2010, on the exception of technical specifications, and after the authorisation laid down in section 1 of the notice, section 1 of the Clause. 1557 of 11. In December 2009, laying down the power to lay down rules for the Emergency Management Board and on the Council of Appeal for the Administrative Board,

Scope and purpose

§ 1. This publication shall be published in Annex 1 operating requirements for the collection-tent areas, areas of sales and camping areas not covered by the code of conduct.

Paragraph 2. Technical specifications referred to in Annex 1 shall not be introduced in the law.

Paragraph 3. For technical specifications, cf. paragraph 2, shall mean Danish, European or international standards, guidelines, standards, classifications, guidelines, guidance or technical definitions, etc.

Paragraph 4. The technical specifications which are not introduced in the Governing, cf. paragraph 2, may be reviewed at the Contingency Management Board or are purchased at the issuer ' s issuer.

Paragraph 5. The technical specifications which are not introduced in the Governing, cf. paragraph 2, even if they are not available in Danish.

§ 2. The collection of areas, areas and camping areas shall be located, fixed and used in such a way as to prevent the risk of fire prevention or reduce, and to ensure safe rescue and extinguishing opportunities in the event of a fire.

Penalty provisions

§ 3. Violation of the provisions of the operating conditions, including infringement of authorisations or violation of terms notified in accordance with the operational requirements, shall be punished by fine, unless the penalty is carried out after the other ; legislation.

Paragraph 2. Companies can be imposed on companies, etc. (legal persons) punishable by the rules of the penal code 5. Chapter.

Entry into force and transitional provisions

§ 4. The announcement shall enter into force on 1. January 2015.

Paragraph 2. The following rules are repealed :

1) Publication no. 553 of 21. June 2001 on fire protection measures for the collection of houses, houses, areas of sales and camping areas that are not covered by the camping regulation.

2) Technical regulations of 18. In October 2005, for the collection tent, company houses, areas of sales and camping areas that are not covered by the camping regulation.

Paragraph 3. Applications submitted no later than 31. December 2014 shall be treated and reported in accordance with the rules applicable to the application time.

1. General provisions

1.1.
Scope and definitions
1.1.1.
These operating regulations apply to location, orientation and use of :
1)
Assembly ground, including circutouts, of more than 50 m², used by a maximum of 150 people-see Chapter 2.
2)
Assembly Tstelte, including circstelte, over 50 m 2 that are used by more than 150 persons-see Chapter 3.
3)
Sales areas-see Chapter 4.
4)
Camping areas that are either intended for or used by more than 150 sleepots, except for campsites covered by the camping regulation-see Chapter 5.
5)
Camping areas for members of the lookout organizations-see Chapter 6.
Chapter 1 applies generally, while chapters 2-6 alone apply to the specific types of collection-ground, sales areas and camping areas.
1.1.2.
Fire Dasker : Metalfan placed on a long shaft to use for grass fires and so on.
Camping device : Tally, caravan, trailer, sleepover, sleepover, or other portable construction for use for accommodation.
Camping Area : Area of the free which will be used for the use of camping units and associated service facilities such as toilets, baths and showers, cookspaces, waste places, etc. and free areas.

Free range : Area that is set out in the areas of camping and sales in order to prevent fires spreading, and in order to ensure defence-rescue and extinguishing opportunities in the event of fire.
All the way to the terrain in the open. The area in which you can freely choose the course of escape (180o) and where fires or other threatening accidents are taken in the area of fire.
Interstance between tents : The distance between tents is counted from bardun to bardun.
Emergency lighting : A general description of the safety illumination, including escape-route lighting and panic lighting, and emergency lighting.
Minor tent : Field with the following target : 2 m x 2 m x 3 m, corresponding to the height, width and length of the telly.
Panic lighting : Panic lighting is the part of an emergency lighting which, by means of power failure, shall ensure adequate lighting of floors for the possibility of persons being able to reach a place where there is an escape route.
Sales penalty : Boder or tents where the main business is conducted and which is not more than 50 people.
Sales territory : Area of the free, which will be used for the use of sales bodes set for temporary use.
Telte set up in cluster : Telte set-free according to requirements (random, in group, in row or similar).
Teltterritory : The part of a camping area where tents are being set.
1.2.
General
1.2.1.
The collection of areas, areas and camping areas shall be located, fixed and used in such a way as to prevent the risk of fire prevention or reduce, and to ensure safe rescue and extinguishing opportunities in the event of a fire.
1.2.2.
These operational requirements do not include building requirements for constructions, as such provisions are in the building legislation, including in the building code.
1.2.3.
Electrical installations must comply with the rules of the power-circuit notice. Gas installations must comply with the provisions of the gas regulation.

2. Assembly stalls for not more than 150 people

2.1.
Staging ground, including circteds, of more than 50 m² used by a maximum of 150 persons shall be placed, corrected and used in accordance with the rules laid down in Section 1.2 and this Chapter, and shall not require a fire approval.
2.2.
Two or more assemblists placed in a distance of less than 5 m shall be considered as a single aggregation field.
2.3.
Tenders of the assembly tent of more than 50 m² used by a maximum of 150 persons shall inform tenants in writing that the following provisions are to be complied with :
a)
The assembly tent must be positioned at least 10 m from flammable warehouses (e.g. straw, combustible packaging or combustible waste). If the flammable warehouses are subject to standby requirements in the emergency services, the collection tent shall be placed in such a way that the distance from each other shall be at least equivalent to the sum of the two conditions.
b)
Escape routes and palgareals must be free and clear throughout their width. Escape routes must be clearly presented as outflows and must be able to be passed in the direction of escape without the use of key or tool.
c)
The inventory must be placed in such a way that there is free and unrestricted access to exits.
d)
The collection tent shall be used for the accommodation of not more than 20 persons. The exception from here is the assembly tent used by the defence and rescue contingency, or used in the case of emergency aid.
In the collection tent that is used for the sleepover, at least one smoke alarm shall be set up which may be the battery-driven. The council's authority can demand that there should also be a hand-ding-ding-ding.
(e)
The collection tent shall be used only by 150 persons.
(f)
Heat heating must be carried out by electric heat or with oil or gas-fired aggregates.
A maximum of five-gas installations, including mad cow apparatus, etc., portable heat ovens to the F-gas, shall be installed at the most aggregation of the maximum number of gas installations, including : 'Co-gas'. the fuel tanks currently in use.
All other F-gas tanks, oil or gas-fired aggregates to space heating shall be located at least 5 m from the assembly tent. F-gas cylinteens must be secured against driving and shall be placed upright. The F-gas bottles shall also be kept in accordance with the provisions of the notification of technical requirements applicable to gases.

3. Assembly stalls for more than 150 people

3.1.
Application and approval
3.1.1.
Assembly ground, including circstelte, exceeding 50 m² for more than 150 people, must have a fire-approval from the municipality board and shall be placed, corrected and used in accordance with the rules laid down in Section 1.2 and this Chapter.
The responsible party arranging must submit an application to the municipal management board within 30 days before the assembly tent, including the circle of the circle, shall be established. The application must include information on the name, place of residence, telephone number and email of the responsible organizers or manager appointed by the organizers.
The application shall be accompanied by a fire and evacuation instructions and a detailed description of how the rules set out in section 1.2 and this chapter are complied with. The application must also be attached to a fixed-level distribution plan, cf. However, below. Where different inventory positions are to be used, a fixed-level distribution plan for each inventory shall be attached to the appropriate plan of the storage unit.
If the assembly tent, including the circus tent, has been certified in accordance with the announcement of the certification scheme for portable tents and constructs, and the certification includes a location allocation plan, one must not be sent of a location-distribution plan, but the inspection report shall be attached.
If a circtoken is not certified or certificated does not contain a space distribution plan, the application for the distribution distribution plan shall be submitted to the FDA within 60 days before the circle-tent is used. This application shall be accompanied by a fixed distribution plan. When the Disaster Recovery Plan is approved, this approval must be attached to the application for the municipal management board.
3.1.2.
Certification of the assembly tent with a distribution plan shall be able to authorise the inspection body by the inspection body other than those referred to in section 3.5 when the considerations set out in section 1.2.1 are taken into account.
3.1.3.
The local authorities may approve other terms and conditions other than those referred to in section 3.2 to 3.11 when the considerations set out in section 1.2.1 are taken into account.
3.1.4.
The orator or the operator responsible shall ensure that the collection tent is placed, corrected and used in accordance with the approval of the fire.
3.1.5.
The local authorities shall be able to withdraw approval if security considerations are required. Under the same conditions, the municipality Board may revoke or modify terms of the approval.
3.2.
General
3.2.1.
Two or more assemblists placed in a distance of less than 5 m shall be considered as a single aggregation field.
3.2.2.
The collection tent shall be used for the accommodation of not more than 20 persons. The exception from here is the assembly tent used by the defence and rescue contingency, or used in the case of emergency aid.

3.3.
Distance
3.3.1.
Assembly ground shall be placed at least 10 m from flammable warehouses (e.g. straw, combustible packaging or combustible waste). If the flammable warehouses are subject to standby requirements in the emergency services, the collection tent shall be placed in such a way that the distance from each other shall be at least equivalent to the sum of the two conditions.
3.4.
escape routes
3.4.1.
Escape routes and palgareals must be free and clear throughout their width.
3.4.2.
Escape routes must be clearly presented as outflows and must be able to be passed in the direction of escape without the use of key or tool.
3.4.3.
The master and barthroes, which have been placed outside the outlet for escape, must be clearly marked and must not be placed on the escape routes.
3.5.
Placing Distribution Plan
3.5.1.
Places of stools, benches, tables and other equipment shall be in accordance with a location distribution plan approved by the Community Board of Directors, by the Board of Directors (circutouts) or by an inspection body, in accordance with the notice ; certification scheme for portable tents and constructs.
The distribution scale distribution plan must show escape routes all the way to the terrain in the free, including gangareals, all exits and possible stairways and furnishings and place of place of emergency lighting and fire-extinguishing equipment.
A lookup of the approved space allocation plan or the maximum number of persons if the assembly tent is used without an inventory shall be set up in an easily accessible and visible place, for example at the main entrance.
3.5.2.
Stole, bench, tables and other fixtures must be placed in such a way that escape routes may be used.
In the case of chairs, benches, tables and other equipment, special account shall be taken of the capacity of the guests for the purposes of their own or others to ensure that they are safe and their possibility of evacuation in the event of fire.
In gangareals, tables must not be placed, chairs, benches or other equipment.
3.5.3.
Location of tables with chairs or benches.
Tables with chairs or benches must have a maximum of 24 seats in a single row if there are two sides of the room, which are at least 1,3 m wide. However, a maximum of 12 seating positions may be limited in a single file if only one free area is accessible to one side.
If the number of persons expected to use that palate area exceeds 130 persons, the width of the palate palette shall be increased by 1 cm per person in addition to the 130.
Between every row of tables of chairs or benches, there must be a distance of 2 m rained from table border to table border.
3.5.4.
Location of chairs and benches (without tables).
Stole in rows and benches must be attached to the floor or interconnected in groups. The connection must be carried out stable.
Stole and bench rows must have a maximum of 24 seats in a single row if there are two sides free palgareals which are at least 2 m wide. In the case of chairs or benches attached to the floor, the width of the free times shall be reduced to at least 1,3 m. However, a maximum of 12 seating positions may be limited in a single file if only one free area is accessible to one side.
If the number of persons expected to use that palate area exceeds 200 persons, respectively 130 persons, the width of the palate palette shall be increased by 1 cm per person, in addition to the 200, respectively 130 respectively.
The number of chairs and bench rows without interruption of a free reentry must not exceed 20.
The distance between the individual chairs and pews within a field of production must be at least 80 cm (calculated from duty to the chair of duty or to the back of the front bench).
3.6.
Operating journal
3.6.1.
The Arranus or the operator responsible shall ensure that an operating journal is carried out over the control of the conditions specified in section 3.6.2, with the modifications or additions made by the municipality Management Board after paragraph 3.1.3. The operational record must show that the control of the individual items has been carried out. The ranking, address, date and time of the operating journal shall confirm that the check has been made immediately prior to the start of the event. If the event lasts longer than 24 hours, the check shall be repeated for each initiated 24. Hour. The operating record shall be kept for three months and on request appear for the municipal management board.
3.6.2.
Before any use, it must be checked ;
-
that escape routes and gangareals are free and grubbing throughout their width ;
-
that escape routes can be opened from the inside at full width and height,
-
that escape routes can be passed in the direction of escape without the use of key or tool ;
-
escape routes and emergency lighting and / or signs know these are visible, including switched on,
-
that all emergency lighting is in order, including that all exit and reference cards are switched on by abandonment of the normal power supply to those signs and that all lamps belonging to the panic lights will be switched on by abandonment of the power supply to the normal lighting ; in the escape routes,
-
that fire-extinguishing equipment shall be checked ;
-
that be placed in a visible place indicating that the inventory is in accordance with the intended location of the partition-partition plan, or by specifying the maximum number of persons when the assembly tent is used ; inventory,
-
that the staff has been instructed to the maximum number of persons approved by the Assembly on the rules of order and the use and location of fire-extinguishing materials ;
-
that the staff has been instructed in the fire and evacuation instructions, including the tasks incumbersome to the individual.
3.6.3.
Any failure to be found by the checks referred to in section 3.6.1 shall be remedied immediately.
3.7.
Fire and evacuation instructions for staff
3.7.1.
The Arrangeway or the operator responsible shall prepare a fire and evacuation instructions, which shall, at the very least, contain information on :
-
how Emergency emergency services are alerted.
-
how staff shall be notified of the alleged emergency,
-
how optionally Informational lights are lit up,
-
how optionally performance and music are stopped.
-
how optionally fire equipment and other equipment resulting in reduced visibility is disconnected ;
-
how optionally are used for the purposes of informing guests of the situation ;
-
how the staff guiles the guests to the exits, and
-
how the extinguishing material shall be maned and used.
The fire and evacuation instructions shall be set up places where personnel are in place.
3.8.
Space Warming
3.8.1.
Heat heating must be carried out by electric heat or with oil or gas-fired aggregates.
3.8.2.
The oil or gas-fired aggregates to space heating shall be located at least 5 m from the assembly tent.
Any F-gas bottles shall be located at least 5 m from the assembly tent. F-gas cylinteens must be secured against driving and shall be placed upright. F-gas cylinces shall be retained in accordance with the provisions in the notice of the technical requirements applicable to gases.
3.9.
Special decoration and special arrangements
3.9.1.
Interprepares, appendage and similar shall be of inflammable or brandified material or equivalent material.
3.9.2.
Destroant with light flammable materials must not be carried out.
3.10.
Fire-extinguishing equipment
3.10.1.
The fire-extinguishing matter shall be positioned at exits.
The city council may require a CO to be set up. 2 -extinguishers on major electrical tablets, mites pulses and similar special electrical installations.
3.10.2.
Hand-on-extinguishers shall be in accordance with the notice of the introduction of pressure equipment.
Hand-on-extinguishers shall comply with a harmonized European standard with regard to the power of closure, however, so that :
-
CO 2 -extinguishers shall be of type 70 B.
-
Powder extinguishers must be of type 183 B.
-
Pressure water extinguishers shall be at least one of 13 A.
Hand-extinguishers that are legally used and meet the requirements of : DS 2120:1986 Fire-extinguishing equipment. Hand-dillyers. or an equivalent recognised standard with regard to the power of closure may continue to be used, however, so that :
-
CO 2 -and powders shall be at least 6 kg (6 lb).
-
CO 2 -extinguishers shall be of type 55 b.
-
Powder extinguishers shall be at least of type 89 B.
-
Pressure water extinguishers shall be at least 10 litres.
3.10.3.
Hand-dilly-luckers covered by item 3.10.2 must be considered and maintained so that they are functional.
The supervision must be carried out by a qualified person who has the professional knowledge of the task, including, where necessary, knowledge of the structure of the handdilator, function and operation. Hand-to-extinguishers shall be seen at least once a year and must be marked with a supervisory label which has been imposed by the supervision of the Commission. Year and month for the last monitoring must appear on the label.
Hand-sprayed batteries must be maintained in such a way that they are functioning.
3.10.4.
The fire-extinguishing equipment shall be affixed visibly and easily accessible. The places of responsibility must be marked in accordance with the notice of the security signage and other signalling.
3.11.
Order rules
3.11.1.
The area within 5 m from the assembly tent shall not be used for other purposes, including parking or similar purposes.
3.11.2.
In the case of non-vehicle motor vehicles, motorcycles and other vehicles must not be either layers, replanting or similar, which may prevent evacuation.
3.11.3.
The free width of gangareals must not be restricted by master, numerary apparatus, bardunes, projectors, etc.
3.11.4.
Letanable vegetation must be removed within 10 metres from the assembly tent.
3.11.5.
The location and use of boiling equipment, grill and other similar, other than electric coats, shall be approved by the public authorities.

4. Sales Areas

4.1.
Scope of application
4.1.1.
The rules laid down in this Chapter apply to sales areas at music festivals, markets, cultivated and similar.
4.1.2.
Sales areas that have a total area of up to 1000 m 2 shall be placed, corrected and used in accordance with the rules laid down in Section 1.2, points 4.3.2, 4.4.1, point (b, 4.4.2, 4.4.3 and 4.4.5 (c), e and f, and shall not require a fire-approval.
4.1.3.
A sales penalty used by more than 50 persons shall be deemed to be a collection tent and shall also comply with the provisions of Chapters 2 or 3 depending on the number of persons.
4.2.
Application and approval
4.2.1.
Sales areas that have a total space of over 1,000 metres 2 , shall have an approval from the local authority board and shall be placed, corrected and used in accordance with the rules laid down in sections 1.2, 4.3 and 4.4.
4.2.2.
The responsible party arranging must submit an application to the municipality board no later than 30 days before the sales area is to be established. The application must include information on the name, place of residence, telephone number and email of the responsible organizers or manager appointed by the organizers.
The application for approval for the establishment of sales areas shall include a description of and a fixed plan for the sales area. The plan shall show the location of sales bodes, areas of service facilities and free areas and locations of any campsites, landmarks, flammable warehouses (e.g. straw, flammable packaging or combustible waste) and buildings.
4.2.3.
The local authority authorities may approve other terms and conditions other than those referred to in Section 4.3-4.4 when the considerations set out in section 1.2.1 are taken into account.
4.2.4.
The Arranus or the operator responsible shall ensure that the sales area is placed, corrected and used in accordance with the approval of the fire.
4.2.5.
The local authorities shall be able to withdraw approval if security considerations are required. Under the same conditions, the municipality Board may revoke or modify terms of the approval.
4.3.
General
4.3.1.
After a fire risk assessment, the municipality Board may decide that different camping and sales areas established for the same arrangement may be considered as one area where it is deemed necessary in order to reduce the fire hazard and ensure defenders of rescue and extinguishing opportunities.
4.3.2.
If a sales area is used between sundown and sunrise, and the area is surrounded by fences or similar, each exit from the area must be provided with illusified escape route signs. The location of the exits must be done after the municipal management board's detailed rule.
4.4.
Sales areas that have a total space of over 1,000 metres 2
4.4.1.
Distance
a)
Sales fields shall be divided into a maximum of 1000 m², which must be surrounded by at least 10 metres of wide range. However, the width of the free zone may be reduced to 5 m if this is considered to be reasonable for the purpose of the rescue mission, or, as a condition, that there is a proper power-out alert under the authority of the municipal management board.
b)
A minimum range of 10 m wide area of area between the sales area and the nearest company house, the caravan area and the parking area must be provided.
4.4.2.
Space Warming
a)
Space heating in boder must only be done with electrical heat.
b)
In boder with space-heating, at least one approved hand-extinguishing seal, which is in accordance with 4.4.4 (b) and 1 fire-tapestry shall be set up in accordance with 4.4.4 (b) and 1 fire-tapetac at all exits.
4.4.3.
Cooking
a)
In boder with boiling equipment and similar, at least 1 approved hand-extinguishing seal, which is in accordance with 4.4.4 (b) and 1 fire-tapestry shall be set up in accordance with 4.4.4 (b) and 1 fire-carpet at all exits.
b)
In the case of the use of flashes, it is a prerequisite to :
-
that a maximum of 1 gases per gas per one. warm-up place / mad cow disease,
-
that gas cylinders used inside the sales resides must not have a permissible fill exceeding 11 kg ;
-
that optionally the spare gas bottle is set out in the free,
-
the gas cylinties must be secured against the driving and placing them on the road,
-
that gas bottles with an acceptable padding of more than 11 kg shall always be placed in the free shielded from the public ;
-
that the total gas charge per year ; part space, cf. Point 4.4.1 (a)
either maximum of 100 kilograms ;
or be adjusted in accordance with the rules laid down in the notification of the technical requirements applicable to gases.
4.4.4.
Fire-extinguishing equipment
a)
In the sales area, there must be fire-extinguishing equipment after the municipal management clause.
b)
Hand-on-extinguishers shall be in accordance with the notice of the introduction of pressure equipment.
Hand-on-extinguishers shall comply with a harmonized European standard with regard to the power of closure, however, so that :
-
CO 2 -extinguishers shall be of type 70 B.
-
Powder extinguishers must be of type 183 B.
-
Pressure water extinguishers shall be at least one of 13 A.
Hand-extinguishers that are legally used and meet the requirements of : DS 2120:1986 Fire-extinguishing equipment. Hand-dillyers. or an equivalent recognised standard with regard to the power of closure may continue to be used, however, so that :
-
CO 2 -and powders shall be at least 6 kg (6 lb).
-
CO 2 -extinguishers shall be of type 55 b.
-
Powder extinguishers shall be at least of type 89 B.
-
Pressure water extinguishers shall be at least 10 litres.
c)
Hand-extinguishers covered under (b) must be seen and maintained so that they are functional.
The supervision must be carried out by a qualified person who has the professional knowledge of the task, including, where necessary, knowledge of the structure of the handdilator, function and operation. Hand-to-extinguishers shall be seen at least once a year and must be marked with a supervisory label which has been imposed by the supervision of the Commission. Year and month for the last monitoring must appear on the label.
Hand-sprayed batteries, fire blankets and fire dashes shall be maintained in such a way that they are functional.
d)
The fire-extinguishing equipment shall be affixed visibly and easily accessible. The places of responsibility must be marked in accordance with the notice of the security signage and other signalling.
4.4.5.
Order rules
a)
Areas shall be kept free of the goods, warehouses, etc.
b)
The areas of the salesmen must be confined to the public in a defensive way.
c)
Use of open fire shall be prohibited except in specially targeted areas.
d)
The location and use of boiling equipment, grill and other similar, except for electric coats, in and at sales rets, shall be approved by the public authorities.
(e)
Flammable waste must be affixed to waste containers of inflammable material. Waste containers shall be positioned under close agreement with the local authority board. Waste containers must be emptied at least once a day.
(f)
By way of derogation from point (e), one waste container with a minimum volume of 1 m may be placed at the end of each sales penalty, 3 for the use of less quantities of waste, including combustible waste.
g)
Motor vehicles must not be parked in sales areas. The exception from here is up to 2 vehicles with a direct connection to the sales feature.
(h)
Camping, including accommodation, in the sales area is not allowed. However, the night shift of up to 2 persons with respect to the individual sales penalty may be authorised under the approval of the Community Administrative Board, provided that a system of permanent alert is established, which carries out any gear after the municipal management board ; More detailed rules.
4.5.
Sales areas that have a total space of over 1,000 metres 2 with special features ;
4.5.1.
In sales areas, which have a total area of over 1,000 metres 2 where special circumstances apply, such as the large fireplace of fire, areas of live animals, or in which a special number of people are collected in particular, the local authorities may, after a fire risk assessment, make additional requirements ; for fire protection measures, such as contingency plan requirements, fire preparedness, additional division of sales areas, maximum size of sales rep, special ordinal rules, etc.

5. Camping Areas

5.1.
Scope of application
5.1.1.
The rules laid down in this Chapter apply to campsites at music festival and similar that are used by members other than members of the scout organisations, cf. in Chapter 6, which are either intended for or used by more than 150 sleepots, other than campsites covered by the camping regulation.
5.1.2.
Camping areas that have a total area of up to 1000 m² must be placed, corrected and used in accordance with the rules laid down in sections 1.2, sections 5.3.3 and 5.4.4 (d) and shall not require a fire approval.
5.2.
Application and approval
5.2.1.
Camping areas that have a total area of more than 1 000 m² must have a fire-approval from the municipality board and shall be placed, corrected and used in accordance with the rules laid down in sections 1.2, 5.3 and 5.4.
5.2.2.
The responsible party arranging must submit an application to the municipality board no later than 30 days before the camping site is to be established. The application must include information on the name, place of residence, telephone number and email of the responsible organizers or manager appointed by the organizers.
The application for approval for the establishment of camping sites shall include a description of and a fixed plan for the area of the camping area. The plan shall show the location of tent areas, caravan areas, service facilities and free areas, and locations of any areas of sales, collection, flammable warehouses (e.g. straw, combustible packaging or combustible waste) and buildings.
5.2.3.
The local authority authorities may approve other terms and conditions other than those referred to in section 5.3 to 5.4 when the considerations set out in section 1.2.1 are taken into account.
5.2.4.
The Arranus or the operator responsible shall ensure that the trailer is placed, correct and used in accordance with the approval of the fire.
5.2.5.
The local authorities shall be able to withdraw approval if security considerations are required. Under the same conditions, the municipality Board may revoke or modify terms of the approval.
5.3.
General
5.3.1.
After a fire risk assessment, the municipality Board may decide that different camping and sales areas established for the same arrangement may be considered as one area where it is deemed necessary in order to reduce the fire hazard and ensure defenders of rescue and extinguishing opportunities.
5.3.2.
If a campsite is used in the time between sunset and sunrise, and the area is surrounded by fences or similar, each exit from the area must be provided with illusified escape route signs. The location of the exits must be done after the municipal management board's detailed rule.
5.3.3.
Staging ground that is established in camping areas shall comply with the provisions of Chapters 2 or 3 depending on the number of persons.
5.4.
Camping areas that have a total area of over 1000 m²
5.4.1.
Teltlands and caravan areas must be separate.
Teltlands with less tents must be broken up with at least 5 m wide range of areas for each field of a maximum of 1000 m².
Caravan regions shall be divided by at least 5 m wide range of areas for each field of a maximum of 1000 m². There must be a distance between the individual carailers at a distance of 3 m.
5.4.2.
Boiling spaces in the free
a)
Boiling spaces are to be surrounded by 10 metres wide free areas on all sides.
b)
Light flammable vegetation in and around the boiling site must be removed.
c)
Fire extinguishing equipment conforming to point 5.4.3 (b) shall be provided.
d)
Moreover, the coating spaces shall be adjusted in accordance with the instructions of the municipal management board.
5.4.3.
Fire-extinguishing equipment
a)
In the area of the camping area, there must be fire-extinguishing equipment after the municipal management clause.
b)
Hand-on-extinguishers shall be in accordance with the notice of the introduction of pressure equipment.
Hand-on-extinguishers shall comply with a harmonized European standard with regard to the power of closure, however, so that :

CO 2 -extinguishers shall be of type 70 B.

Powder extinguishers must be of type 183 B.

Pressure water extinguishers shall be at least one of 13 A.
Hand-extinguishers that are legally used and meet the requirements of : DS 2120:1986 Fire-extinguishing equipment. Hand-dillyers. or an equivalent recognised standard with regard to the power of closure may continue to be used, however, so that :

CO 2 -and powders shall be at least 6 kg (6 lb).
-
CO 2 -extinguishers shall be of type 55 b.
-
Powder extinguishers shall be at least of type 89 B.
-
Pressure water extinguishers shall be at least 10 litres.
c)
Hand-extinguishers covered under (b) must be seen and maintained so that they are functional.
The supervision must be carried out by a qualified person who has the professional knowledge of the task, including, where necessary, knowledge of the structure of the handdilator, function and operation. Hand-to-extinguishers shall be seen at least once a year and must be marked with a supervisory label which has been imposed by the supervision of the Commission. Year and month for the last monitoring must appear on the label.
Hand-sprayed batteries must be maintained in such a way that they are functioning.
d)

5.4.4.
Order rules
a)
The Arranged or the operator responsible shall ensure that appropriate on-call personnel are always required to ensure that : that the caravan area shall be adjusted in accordance with the rules set out in 5.4.1. -5.4.2, and that the order of the rules referred to in (b-h).
The alert staff shall be instructor for the location and use of fire-extinguishing materials and on how the emergency response is alerted.
b)
Parking areas and areas of service facilities shall be addressed in accordance with the details of the municipal management board.
c)
Free-range areas must be kept free and grubbing, including for parked vehicles, tents and so on, throughout their width, in order to guarantee the safe rescue and extinguishing opportunities in the event of fire.
d)
Use of open fire shall be prohibited except in specially targeted areas.
(e)
The location and use of boiling equipment, grill and other similar, other than electric coats, in containers, must be approved by the municipality board. If oil or gas-fired aggregates are used, then these must be set outside the container.
(f)
Flammable waste must be affixed to waste containers of inflammable material. Waste containers shall be positioned under close agreement with the local authority board. Waste containers must be emptied at least once a day.
g)
Motor vehicles may not be parked in tents.
(h)
Furniture and similar flambators must not be brought into the camping area. This is where the flat-rate installations and sleeping bags, corpses and other lightweight equipment normally used for accommodation and accommodation shall be used for the purpose of the camping gear.
5.4.5.

6. Camping areas for members of the scout organisations

6.1.
Scope of application
6.1.1.
The rules laid down in this Chapter shall apply to camping areas used by members of the scout organisations and which are either intended for or are used by more than 150 sleepots, excluding campsites which are subject to The camping regulations.
6.1.2.
The local authority can accept that other campground areas are fully or partially incorporated in accordance with the rules laid down in Section 6.5 (e.g. camping areas in the context of religious meetings or sporting events) when it is estimated that the use of The caravan areas pose a similar fire hazard.
6.1.3.
Camping areas that have a total area of not more than 3000 m 2 shall be placed, corrected and used in accordance with the rules laid down in sections 1.2, 6.3 and 6.4, and shall not require a fire approval.
6.2.
Application and approval
6.2.1.
Camping areas that have a total area of over 3000 metres 2 , having a fire-approval from the local authority board and shall be placed, corrected and used in accordance with the rules laid down in sections 1.2, 6.3 and 6.5.
6.2.2.
The responsible party arranging must submit an application to the municipality board no later than 30 days before the camping site is to be established. The application must include information on the name, place of residence, telephone number and email of the responsible organizers or manager appointed by the organizers.
The application for approval for the establishment of camping sites shall include a description of and a fixed plan for the area of the camping area. The plan shall show the location of tent areas, caravan areas, service facilities and free areas, and locations of any areas of sales, collection, flammable warehouses (e.g. straw, combustible packaging or combustible waste) and buildings.
6.2.3.
The local authority authorities may approve other terms and conditions other than those referred to in Section 6.3-6.5 when the considerations set out in section 1.2.1 are taken into account.
6.2.4.
The Arranus or the operator responsible shall ensure that the trailer is placed, correct and used in accordance with the approval of the fire.
6.2.5.
The local authorities shall be able to withdraw approval if security considerations are required. Under the same conditions, the municipality Board may revoke or modify terms of the approval.
6.3.
General
6.3.1.
After a fire risk assessment, the municipality Board may decide that different camping and sales areas established for the same arrangement may be considered as one area where it is deemed necessary in order to reduce the fire hazard and ensure defenders of rescue and extinguishing opportunities.
6.3.2.
If a campsite is used in the time between sunset and sunrise, and the area is surrounded by fences or similar, each exit from the area must be provided with illusified escape route signs. The location of the exits must be done after the municipal management board's detailed rule.
6.3.3.
Staging ground that is established in camping areas shall comply with the provisions of Chapters 2 or 3 depending on the number of persons.
6.4.
Camping areas that have a total area of not more than 3000 m 2
6.4.1.
Setting of tents
tents shall be drawn up in a distance of at least 3 m or in clusters of not more than 8 tents.
Between the clusters of tents, there must be at least 2 m wide range barracks from bardun to bardun. If the tents are tents with a height that is more than 2 m, there must be a region of space between the tents that are at least equivalent to the height of the highest tent. The free range is to be taken from bardun to bardun.
6.4.2.
Bale can be incinerated in the collection tent that is specifically designed to do so (e.g. tepi). Boiling fires, minor campfires, cognizos and other similar must be kept in a distance of at least 3 m from the nearest tent, from bardun intended for the fire-space or fire-fire framework. Coogaates can be used in or at the tents.
6.4.3.
For a cluster of not more than eight tents, there shall be a fire dashing and a hand-sprayed battery with 2 x 10 l water or other equivalent crank, containing powder, foam or water, in accordance with point 6.5.2 (b).
6.5.
Camping areas that have a total area of over 3000 metres 2
6.5.1.
Setting of tents
a)
Teltlands with less tents must be divided by at least 10 m wide areas for each field of a maximum of 3000 m² or with at least 7 m wide range of areas for each field at a maximum of 2 000 m².
b)
The tents within the fields must be drawn up with a minimum distance of 3 m or in clusters of not more than 8 tents.
c)
Between the clusters of tents, there must be at least 2 m wide range barracks from bardun to bardun. If the tents are tents with a height that is more than 2 m, there must be a region of space between the tents that are at least equivalent to the height of the highest tent. The free range is to be taken from bardun to bardun.
6.5.2.
Fire-extinguishing equipment
a)
In the area of the trailer, fire-extinguishing equipment shall be in accordance with the detailed rules of the municipal management board.
b)
Hand-on-extinguishers shall be in accordance with the notice of the introduction of pressure equipment.

The alert staff shall be instructor for the location and use of fire-extinguishing materials and on how the emergency response is alerted.
