Publication of subsidies for improving public transport in outer areas

In accordance with text-labelling no. 121 ad § 28.53.02 for the financial year 2013 financial year shall be set :

Scope of application

§ 1. The Minister for Transport may, within the framework of the set-off framework, cf. The administrative basis for pool (2014-2017), cf. for pool (2014-2017). Annex 1 shall grant a commitment to projects to improve the collective traffic in peripheral areas.

Applications for grants of grants

§ 2. Applications for a grant of grants may be submitted to the Traffic Management Board of

1) public authorities, including transport companies, and

2) publicly owned companies.

Paragraph 2. Public authorities, including transport companies, and publicly owned companies, may form part of cooperation between several application parties and with other parties for a project. However, only one applicant may be responsible for the use of allocated pool resources.

Submission of application and time limits

§ 3. The application for subsidies must be submitted by applying it to any period in force with the project description and the project budget that is on the Traffic Management website.

Paragraph 2. An application for a grant shall be received in the Traffic Management Board no later than d. 1. Feb each of the years 2014-2017.

Conditions for grants

§ 4. It is a condition of grants that the applicant itself shall contribute at least the amount of the same amount applied for (50% -50% model).

Paragraph 2. The Danish Agency shall be able to make terms or conditions of grants or commitments on grants.

Paragraph 3. It is a condition of grants that funds are available within the set-off framework, cf. § 1.

Paragraph 4. If there is a search for equipment purchases that can be resold, it must be specified in the application for which period the equipment will be used in the project for which subsidies are sought.

Paragraph 5. The Traffic Management Board may, at any time, request any additional evidence in connection with the examination of applications.

§ 5. Offer recipient ' s own financing, cf. Section 4 cannot be covered by other governmental pools in the territory of the Transport Ministry.

Change of Project

§ 6. Amendment of a project may be approved by the Traffic Control Board on condition that the change after the Traffic Management Assessment is in accordance with the project's objectives. The application for a change to a project must be approved by the Traffic Management Board prior to the implementation of the amendment.

§ 7. Annual reports shall be available during the course of January and shall cover the previous year. Reporting of the final project must be reported and an annual reporting of the project status.

Accounting and auditing

§ 10. It shall be complied with at any time, and the audit instrument in force at any time shall be complied with.

Entry into force

§ 11. The announcement shall enter into force on 1. February 2014.

Appendix 1

Administrative basis for the pool for the improvement of public transport in external areas (2014-2017)

1. Baseline Base

As part of the Agreement for better and cheaper collective traffic between the government, the Entity List and the Danish People's People's Party, a total of EUR 57 million has been set aside. DKK in each of the years 2013-2017 to collective traffic in the outer areas.

There is a need to strengthen public transport in the peripheral areas, where the passenger base is not sufficient to maintain the same route and service as in the rest of the country. It is important that there is an offer of public services also in areas where there are often no alternatives to the local bus, for example when students at youth education are to be at school.

The parties therefore agree to set aside a total of EUR 57 million in total. DKK in each of the years 2013-2017 to collective traffic in the outer areas. The aid shall be granted in order to support the development of new routes and so on from the pool the funds for operating aid, including start-up costs, can be sought from the puls; However, the State aid for operation may be granted at the highest level for a period of up to two years.

The assessment of applications is a priority after the location of the municipalities, so that priority is given to projects in sparsely populated areas. 2. Exmuting

The pool provides support for projects with the following purposes :

The project must be translated into sparsely populated areas (see Annex)

That the project promotes public transport in the outer areas

That as many as possible will benefit from the project

That the project has a local anchorage

The commitment and contribution of the relevant authorities to the process as an important element of the application.

There will be demands for the reporting of all projects to which aid is granted.

The pot does not have a specific purpose to promote marketing. Applications that are only aimed at subsidies for campaigns, and so on alone. to strengthen the image of the traffic company, the overall image of the bus traffic overall. 3. Financial Frames

4. Procedure

Application of the applicant :

The applicant is public authorities, transport companies, or publicly owned companies. The applications will normally be drawn up together with the transport company concerned. Due date of application :

The application deadline is 1. February of each year, 2014-2017.

Content of the application :

Applied application can search the Traffic Management Board with information on the following content :

Description of the specific project, including

The term of the project

Description of the meaning of the passengers

The extent of passengers affected by the project

Projected entry of passages during the project period and possibly subsequent

The amount and total cost of the project allocated to the project on any surveys and the project itself

The economic costs / risks of the applicant at the project

Description of expectations for the economic and commercial viability of the project after the end of the project period

Treatment of applications received :

Traffic Control is receiving, coordinating and processing the applications.

The Minister for Transport shall make an undertaking and refuse within four months of the application date.

Afrappling :

It is a prerequisite for the allocation of funds that the project contains a reporting of the final project and an annual reporting of long-term projects. The reports must be followed up on the points of the application. Annual reports shall be available no later than in the course of January.
