Law on the modification of the university law and various other laws

(Initiatives for particularly gifted students)

We, by God's grace, the Queen of the Danes, do our thing.

The parliament has adopted the following law, and we know that the following law has been approved by Parliament's consent :

§ 1

In the university law, cf. Law Order no. 367 of 25. March 2013, as amended by Section 1 of law no. 623 of 12. June 2013, section 1 of law no. 898 of 4. July 2013 and section 1 of law no. 520 of 26. In May 2014, the following changes are made :

1. The following section 4 is inserted :

" § 4 a. The university can offer additional training activities to talented students who are involved in a degree of undergraduate education or training.

Paragraph 2. The university is able to offer an education from a bachelor education for talent pupils in juvenile education.

2. I § 8 inserted after paragraph 1. 1 as new paragraph :

" Stop. 2. The minister lays down rules for additional training activity, cf. § 4 (a) (a) 1, including the criteria for the selection of students who may participate in additional training activity and on the issue of diplomas which can be commenced and recognised. The Minister also establishes rules for the procedure for the subject of a single subject, cf. § 4 (a) (a) 2, including the criteria for the selection of students who can participate in a single class. ` ;

Paragraph 2-4 is then being referred to in paragraph 1. 3-5.

3. I Section 19 (1). 1, the following shall be inserted after ' university ` : `, cf. however, paragraph 1 3 ".

4. I § 19 inserted after paragraph 1. 2 as new paragraph :

" Stop. 3. The Minister does not grant a grant to the university's provision of additional training activity and a single subject in accordance with section 4 (a). The university at the subsequent accession of the student to an undergrad at the University of Education gives merit for a single subject in accordance with section 4 (a) (1). 2, regardless of whether the profession has been completed and passed at this university or any other university. ` ;

Paragraph 3-9 will then be referred to in paragraph 3. 4-10.

5. I Section 19 (1). 9, there will be paragraph 1. 10 shall be replaced by ' paragraph 1. 8 ` shall be replaced by the following : NINE. "

6. I § 19 pasted as paragraph 11 :

" Stop. 11. The Minister shall lay down rules for grants to the universities of the university in accordance with Article 4 (a) (1) (a). 2, cf. paragraph 3. "

7. § 19 ITREAS :

" § 19. The minister shall grant grants to the universities ' education, research and intermediary activities and other tasks assigned to the university, cf. however, paragraph 1 3 and 4.

Paragraph 2. Deposits to the award of the universities in Denmark in accordance with section 4 (4). 1, no. 1 and 2 and section 5 shall be granted on the basis of rates of annual financial and number of annual students and, where appropriate, completed study courses.

Paragraph 3. The Minister does not grant grants to the university's tendering procedure for additional training activities after Section 5 (a).

Paragraph 4. The Minister does not grant a grant to the university's provision of additional training activity and a single subject in accordance with section 4 (a). The university at the subsequent accession of the student to an undergrad at the University of Education gives merit for a single subject in accordance with section 4 (a) (1). The contribution of this matter, whether or not they are implemented and passed at this university or any other university, receives grants for this.

Paragraph 5. Universities are covered by the rules of the budget line for the state-funded institutions.

Paragraph 6. The framework for grants to research and intermediary activities and other tasks devoted to the university shall be determined on the annual financial laws.

Paragraph 7. The Minister may, after negotiating with the Finance Minister, lay down detailed rules for grants to the activities of the universities in accordance with paragraph 1. 1 and 2 on the payment of grants, including advance payment, to universities and to the budget and appropriation of universities.

Paragraph 8. The Minister may lay down rules on which students may be awarded a grant in accordance with paragraph 1. 1, and for the inventory of the number of annual students.

Niner. 9. The Minister can obtain information from the university for budgeting purposes and statistical purposes and to set requirements for the management of study management systems.

Paragraph 10. The university can assign whole or partial exposition to some foreign students. The seats can be awarded by a full grant, partial scholarship or scholarship. The state of the law is support to cover living costs in Denmark, while the student is carrying out a whole or part of an education at the university, cf. Section 4 (4). One, or section 7. The framework for ferociations and scholarships shall be determined on annual financial laws. In addition, the university can use profits in accordance with section 26 (2). 2, to grant additional free seats or scholarships by the rules in 1. and 2. Act.

Paragraph 11. The Minister shall lay down detailed rules on the administration of grounds and grants under paragraph 1. 10, including

1) about which foreign students can obtain leiseating and scholarships ;

2) on which courses can be achieved by means of a free space ;

3) on the application and award of free space and grant,

4) on the payment of grants and

5) on the cessation of free space and grant as a result of a lack of study activity or withdrawal of pledges for free and scholarship, as a result of the ensuing granted on an unfounded basis.

Nock. 12. The Minister shall lay down rules for grants to the universities of the university in accordance with Article 4 (a) (1) (a). 2, cf. paragraph 4. "

8. I Section 26 (1). 2, the ' paragraph shall be amended 1, 7 and 9 ` shall be replaced by the following : 1, 9 and 11. "

9. I § 26 inserted after paragraph 1. 2 as new paragraph :

" Stop. 3. The university is holding the cost of additional training activity, cf. § 4 (a) (a) 1, and a single subject, cf. § 4 (a) (a) 2, for Danish citizens and for foreign citizens who are entitled to equal treatment with Danish citizens, while the university is charged with full payment for the provision of this activity to other foreign citizens. '

Paragk 3-7 will then be paragraph 1. 4-8.

10. I Section 26 (1). FIVE, ONE. pkt., there will be paragraph 1. SIX, ONE. pkt., shall be replaced by ' paragraph 1. One-four : " to the following paragraph : 1-5 ", in paragraph FIVE, TWO. pkt., there will be paragraph 1. SIX, TWO. pkt., shall be replaced by ' paragraph 1. Paragraph 1 and 4 shall be replaced by the following : 1 and 5 ", and in paragraph FIVE, THREE. pkt., there will be paragraph 1. SIX, THREE. pkt., shall be replaced by ' paragraph 1. 8 ` shall be replaced by the following : NINE. "

11. § 26 ITREAS :

" § 26. The university shall be subject to partial payment for the participation in education and in samples and other assessments included in the exams, during subgeneration, for which a partial grant is granted in part by section 19 (1). Paragraph 20 (1) and 20 (1). 1.

Paragraph 2. The university shall require full payment of the participation in education and in the tests and other assessments included in the examination, in the case of full-time and part-time training, to the extent that has not been granted grant or given free of the scope for the activity, cf. Section 19 (1). 1, 8 and 10, and 20, paragraph 20. 1.

Paragraph 3. The university is holding the cost of supplementary training for Danish citizens and for foreign citizens who are entitled to equality with Danish citizens, while the university requires full payment for the provision of this activity to others ; Foreign citizens.

Paragraph 4. The university is holding the cost of additional training activity, cf. § 4 (a) (a) 1, and a single subject, cf. § 4 (a) (a) 2, for Danish citizens and for foreign citizens who are entitled to equal treatment with Danish citizens, while the university is charged with full payment for the provision of this activity to other foreign citizens.

Paragraph 5. The university must charge for the payment of incoming students admitted to foreign universities and who take part of their training at the university in Denmark and which are not subject to an exchange of exchange etc. between the university ; The Danish university and a university abroad, cf. however, section 19 (a) (a) 5.

Paragraph 6. The university is charged with full payment from self-students to participate in tests and other assessments that are part of the test.

Paragraph 7. The university shall draw up a calculation basis for the determination of the payment of the participant in accordance with paragraph 1. 1-6. The payment shall be paid under paragraph 1. 1 and 6 may not exceed the costs involved in any subsidy. The payment shall be paid under paragraph 1. 2 shall be at least equal to the costs and shall be at the allocation of partial free space according to section 19 (3). 10, the difference between the value of the partial free seat and the grant in accordance with section 19 (3). 2.

Paragraph 8. The university may call for a deposit of certain foreign candidates to consider the application for admission to training if their qualifications are not Danish. The Depositus is only repaid to the applicants who are admitted to education.

Niner. 9. The university may charge the fee of certain foreign candidates to hold

1) a qualification test to demonstrate that the applicant meets the necessary technical requirements for inclusion in training ; and

2) a special organized test in English or another foreign language to substantiate the fact that the applicant has the necessary language skills for entry into training in English or in a different foreign language.

Paragraph 10. The Minister may lay down detailed rules for the preparation of the calculation basis, cf. paragraph SEVEN. "

§ 2

In the field of training and professional training, in accordance with the law of professional training and professional training, Law Order no. 467 of 8. May 2013, as amended by Section 2 of Law No 623 of 12. June 2013 and section 2 of the Law No 898 of 4. July 2013, the following changes are made :

1. After Section 7 is inserted in Chapter 2 :

" § 7 a. The institution may offer additional training activities to talented students who are engaged in a vocational training or professional education. `

2. I Section 22 (2). 1, pasted as no. 7 :

" 7) Criteria for the selection of talented students who may participate in additional training activities, cf. section 7 a, and on the issue of diplomas to be commended and acknowledgement. '

§ 3

In the law of higher artistic education institutions, cf. Law Order no. 1673 of 11. December 2013, the following changes are made :

1. The following section 9 is inserted :

" § 9 a. The institution may offer additional training activities to talented students who are involved in a degree of undergraduate studies-or candidate education.

Paragraph 2. The institution may appoint an individual subject from a bachelor education for talent pupils in youth education. `

2. I ~ 10 (1)) 1, pasted as no. 7 and 8 :

" 7) Criteria for the selection of talented students who may participate in additional training activities, cf. § 9 (a) (a) 1, and on the issue of diplomas which can be commenced and recognised.

8) Rules on the provision of individual subjects, including criteria for the selection of talented students who can participate in a single subject, cf. § 9 (a) (a) TWO. "

3. I Section 13 (1). 2, the ' exams ' shall be replaced by ' examination of examination, cf. however, paragraph 1 3 ".

4. I § 13 inserted after paragraph 1. 2 as new paragraph :

" Stop. 3. The institutions may not charge any participant payment or fees associated with the participation of talented students in a single subject, cf. § 9 (a) (a) TWO. "

Paragraph 3-6 will then be referred to in paragraph 3. 4-7.

§ 4

In the law of maritime training, cf. Law Order no. 466 of 8. May 2013, as amended by Section 4 of Law No 898 of 4. July 2013 and section 2 of Law No 520 of 26. In May 2014, the following changes are made :

1. After Section 2 is inserted in Chapter 1 :

" § 3. The institution may offer additional training activities to talented students and talented students who are concerned with a maritime education, cf. § 2.

Paragraph 2. The institution may offer an individual subject from a maritime education, cf. ~ 2, for gifted pupils in other youth deformation. `

2. I § 12, paragraph 1. 1, no. 4, is replaced by "result." to : 'result,'.

3. I § 12, paragraph 1. 1, pasted as no. 5 and 6 :

" 5) criteria for the selection of talented students and gifted students who may participate in additional training activities, cf. Section 3, paragraph 3. 1 and concerning the issue of diplomas to be commended and recognition, and

6) the provision of individual subjects, including the criteria for the selection of talented students who can participate in the individual subject, cf. Section 3, paragraph 3. TWO. "

§ 5

In the law of open training (professional adult education), etc., cf. Law Order no. 374 of 4. April 2014, the following changes are made :

1. I § 6 pasted as paragraph 12 :

" Stop. 12. The Education and Research Minister may lay down rules for the grant of a single-class supplement, which is a part of vocational and higher-time training, and which is carried out by talented students in youth education. `

2. I § 8 (3) 1, pasted after " cf. however, paragraph 1 3 ' : ' and paragraph 1. NINE. "

3. I § 8 pasted as paragraph 9 :

" Stop. 9. The Education and Research Minister may lay down rules that no participation of delta-rate payments may be charged for individual subjects forming part of the vocational and higher-time-for-vocational training. Section 2 (2). 1, no. 3, cf. paragraph 4, and which are carried out by gifted students in youth education. `

§ 6

Law no. 898 of 4. July 2013 on the amendment of the university law, the law on vocational training and professional education, the law of higher artistic education institutions, law on maritime education and the law of state adult education support (SVU) (Mandatory enrollment to subjects and tests corresponding to a full year year, the elimination of the possibility of reporting from tests, the establishment of a better framework for merit at study visits in another institution or study shift and better tending between Bachelor and candidate education, etc.), as amended by Section 3 of Law No 520 of 26. In May 2014, the following changes are made :

1. § 1, no. 6-11, revoked.

2. I Section 6 (2). 2, the words ' and 6-11 ` are deleted.

§ 7

Paragraph 1. The law shall enter into force on 1. July, 2014, cf. however, paragraph 1 2.

Paragraph 2. § 1, no. 7 and 11, enter into force on 1. September, 2014.
