Publication of the regional training pool

In accordance with paragraph 110 (1), 2, in the law of active employment, cf. Law Order no. 990 of 12. September 2014, as amended by law no. 1486 of 23. December 2014, determined by authorization :

Content

§ 1. This notice sets out provisions on the scope of the regional education system, distribution, payment, administration, clearance of accounts, auditing and, if applicable, the provisions of the regional training. the restitucation of the appropriation allocated to the regional training pool.

Paragraph 2. The purpose of the regional training pool is to allow more daily allowances to obtain short, business-oriented training courses-specific in areas where job openings are expected to be expected within the next six months.

Scope of application

§ 2. In accordance with the rules in section 33 b, in the Act of active employment, the job center can provide guidance on guidance and training in the form of short, professional training courses available for day-time receivers from the first day of the day.

Paragraph 2. The local authorities may, by means of the regional training pool, receive 80% of operating costs for the purchase of short, professional training courses that are shown in the regional positive list in the RAR area where the municipality is located.

Paragraph 3. The regional positive list shall be drawn up by the Business Market Management Board and the Recruitment on the basis of the discussion and approval of the Regional Social Services Councils. cf. Chapter 5 of the organisation and support of the employment effort and so on.

Paragraph 4. The Labor Market and Recruitment management shall publish the regional positive lists on 1. April and the updated regional positive lists on 1. -October.

Paragraph 5. It is the time of the municipality's appropriation of the relevant short, vocational training course, and not the initial time for the training of education for the municipalities to use the funds from the regional training pool to purchase ; the training process, if the training process is no longer reflected in the regional positive list.

Commitment of grants from the regional training pool

§ 3. An appropriation must be allocated annually to the regional training pool.

Paragraph 2. The regional training pool is managed by the Business Market Management and Recruitment Management.

Paragraph 3. The operating market and the Recruitment management shall be awarded the grant of the year and shall be committed to grants to the municipalities at the start of the year.

Paragraph 4. The distribution shall be based on objective criteria based on the municipality ' s share of the unemployment receivers concerned. There is not a minimum amount for the municipalities.

Paragraph 5. When submitting a commitment to grant grants, the Labor Market Management Board and Recruitment shall provide a maximum subsidy framework which the municipality may use for the purchase of short, professional training courses in the period of the grant period.

Unused pledges for grants

§ 4. The management of the labour market and recruitment management may, on the basis of the accounts submitted, be re-enrolled in the year following, where appropriate, the underspending of the pledges made on grants to the municipalities.

Municipality of accounts, accounting, accounting and auditing of grants

§ 5. Municipalities that receive commitments for grants, cf. Section 3 shall carry out a full and continuous entry into account in the municipality ' s accounts of all expenditure and revenue held or received in accordance with this notice.

Paragraph 2. The local authorities must be able to provide information on the number of people who have received offers financed from the regional training pool.

Paragraph 3. The working market and the Recruitment management may be able to obtain information about which training courses have been provided for by the local authorities.

Paragraph 4. The budgeting of revenue and expenditure must, by the way, follow the rules laid down by the Ministry of Economic and Home Affairs in the municipal budget and accounting system.

§ 6. Municipalities that receive grants, cf. Section 3 shall draw up a separate account of their expenditure on the action.

Paragraph 2. The municipality shall submit the accounting records for the Labor Market and Recruitment Management Board.

Paragraph 3. In the case of the submission of the audit record, the accounts for the use of the year ' s commitment to the Work market and Recruitment Management Board shall be 1. April of the following year.

Paragraph 4. Accounting and audit etc. shall follow the guidelines laid down in the executive order for the management of grants from pools below the Workmarket Management and Governing Board of the Working Market and Recruiting areas.

Entry into force and transitional provisions

§ 7. The announcement shall enter into force 1. January 2015.

Paragraph 2. The regional training pool, cf. Section 33 b in the Act of an active employment service is managed until 1. April 2015, following a positive list for the regional training pool, which has been drawn up by the Ministry of Employment, with effect from 1. January 2015.
