Completion of filling and washing etc. of syringes for the application of plant protection products 1) 2)

In accordance with section 7 (2), 1, no. Paragraph 1, section 19, paragraph 1. 5, section 27, paragraph. 3, section 44 (4). One, section 67, section 80, section. 1 and 2, and section 110 (1). 3, in the law of environmental protection, cf. Law Order no. 879 of 26. June 2010, as amended by law no. 484 of 11. May 2010, Law No. No. 446 of 23. May 2012 and law no. 1149 of 11. December 2012 :

Chapter 1

Order of the Conventions and Definitions

§ 1. The rules of this notice shall be aimed at limiting the pollution of soil, groundwater and surface water with plant protection products as a result of the filling and washing of syringes, tractors and other equipment used for the purpose of delivery of goods ; of plant protection products. The compidation contains provisions relating to the establishment and location of the washing-up and assembly containers, requirements for the presence and use of equipment for filling and cleaning of the application material and the requirements for the handling of plant protection products.

§ 2. Decisions may be laid down in accordance with Chapter 3-5 and the laws on the environmental protection laws, etc. of livestock farming, which are more extensive than those laid down in this notice.

§ 3. For the purposes of this notice :

1) section 3 territory : Natural-protected area, cf. Section 3 of the law of nature conservation.

2) Water supply : water supply which provides for 10 or more households with potable water.

3) Space-treated area : A area treated with plant protection products.

4) Biobed : Facilities in the context of a washing place where biomass contributes to the degradation of the residues of plant protection products in the washing place.

5) Containment of liquid manure, silage juice, degassed vegetable biomass and residues, as defined in the proclamations of commercial livestock, manure, silage, and so forth.

6) Contraventive: A valve to ensure that water in the power grid can only flow in a direction.

7) Preparation of padding equipment : Equipment for direct injection in the syringe of plant protection product, or the filling of the product using other technical solutions other than direct injection, combined with equipment for the washing of used packaging.

8) Engine syringe : any syringe used for commercial purposes of plant protection products, with the exception of hand-held syringes, including :

a) Markinjects, including fog syringes and ATV syringes used for the application of plant protection products outdoor.

b) Injections designed to be carried on the back during spraying (back syringes).

c) Deterts used in tissue use (growth spurts of growth spurts).

9) Spuledyes : Equipment for mounting interior in the tank, intended for interior cleaning of this.

10) Taplocation : A place in a water installation from which water may be tapped.

11) ' establishment ' means the farm business or other undertaking making the application of plant protection products.

12) Direct injection equipment : Equipment that automatically leads undiluted plant protection product into the hoses from the syringe tank to the dives.

13) Watershed : A technical layout that automatically stops the filling of a syringe with water from the water supply plant when a predetermined quantity of water is stocked.

14) Space for filling, cleaning and washing of syringes, tractors and other equipment used for the use of plant protection products for commercial purposes.

15) Washing water means water from the washing of syringe, tractor and other equipment with residues of plant protection products and so on.

Chapter 2

Technical requirements

Equipment requirements

§ 4. The following equipment must be available on a delivery company :

1) Pre-paratamy filling equipment.

2) A tank of clean water with sufficient capacity to dilute the residues which are not inflated by the syringe, which may be diluted 50 times.

3) Spuledyaver for tanks that may contain syringes.

Paragraph 2. The requirement of paragraph 1. 1, no. 1 if the preparation of the preparation is not applicable where the application is used exclusively for injections with the following information :

1) The padding shulled to the tank is less than 130 cm above the ground, and

2) the distance from the edge of the tank into the padding hole is less than 30 cm.

Paragraph 3. The requirements of paragraph 1. 1, no. 2, on rentwater stench, and paragraph. 1, no. 3, if any spinses, do not apply where the application is used exclusively for syringes, where the tank can only contain 200 litres of liquid or less.

§ 5. If the cleaning of the syringes, tractors or other equipment is taking place on the area treated with plant protection product, the delivery company must make available equipment to make it possible to carry out vents ; the cleaning of the syringe in the area treated.

Requirements for washing spaces, etc.

§ 6. Cats and biotes must be equipped with a close coating with a drain into a golden container, or another denscular, stationary vessel, cf. however, paragraph 1 3, and corrected so that there can be no deflection to sewer, depreciation in the soil or downstream to unfortified surface area.

Paragraph 2. Expiration from washages and biotes may only be able to carry the bottled water to the container where the plant protection products are stored.

Paragraph 3. § 7. A tapplace shall be provided with

Paragraph 2. The one in paragraph 1. 1, no. The point of entry of the tapplace is not necessary :

1) On the filling of syringes from a tank that is not directly connected to a wiring or drilling, and

2) for the filling of syringes used exclusively with injecting equipment so that the syringe tank can only contain clean water.

Paragraph 3. Snakes or pipes intended to lead water to a syringe or from a tank that are not directly connected to a wiring or drilling must not be able to make contact with the sprayer.

Requirements for containers for the storage of plant protection products containing residues

§ 8. A container used for the collection of plant protection products must comply with the requirements of the commercial nature of livestock, livestock manure, silage, etc., and the checking of containers for liquid livestock manure ; silage lemonade or waste water, as well as the additional requirements set for the establishment and operation of the vessel in an authorisation, subject to the law on environmental protection or in an authorisation or authorisation, in accordance with the law on the environmental approval and the use of livestock.

Paragraph 2. Other containers than those referred to in paragraph 1. 1 may be used for the collection of plant protection products containing the following requirements, if they meet the following requirements :

1) The holder must be close and suitable for the collection of plant protection products used on the delivery company.

2) The holder may be used only for the collection of detergents and residues of plant protection products.

3) The holder must be set on a surface area that is close to the bottom and the edges. The area must be fixed so that rainwater cannot flow to the area, and the area must be able to collect the contents of the container.

Paragraph 3. The area of the area under a container as described in paragraph 1. 2 shall be regularly emptied for rainwater. After heavy rainfall, the area shall be emptied no later than 24 hours after the end of the rainfall. Collector rainwater is placed in the container.

Chapter 3

Slot of the washing place

§ 9. Cats and biosites must be established in a distance of at least

1) 50 meters from entry into general water supply,

2) 25 metres from non-general water supply for drinking water purposes, or purify-and assembly wells for drainage systems ; and

3) 50 metres from surface water (watercourses, lakes and coastal waters) and section 3 areas.

§ 10. Influent or washing of the field or injections of the area where the application takes place shall be carried out at a distance of at least ;

1) 300 meters from entry points for drinking water intended for water ;

2) 50 metres from surface water (watercourses, lakes and inshore waters), section 3 areas and purifiers and coatings for drainage systems.

Paragraph 2. Insertion or washing of the field or injections of the area where the application takes place may only take place at the same location once during each season of growth.

Chapter 4

Handling of plant protection products and tools at the filling and washing of syringes and so on.

§ 11. Padding of syringes must be done in a washing room or in the area, including in the case of tissue use, where the plant protection product is to be brought to an end.

Paragraph 2. For the filling of the crop sprayer covered by Section 4, equipment intended for filling of plant protection product on the syringe shall be used. In the interior washing of the syringe, the injector shall be used.

§ 12. Spray, tractors and other equipment used for the application of plant protection products must be cleaned in detergents. However, cleaning may occur in the area that has been treated with plant protection products before the area is abandoned.

Paragraph 2. If the cleaning is not carried out on the area treated before it is abandoned, they shall be required to do so in paragraph 1. 1 mentioned vehicles shall be listed in the washing room or under roof until cleaning is available.

Chapter 5

Handling of residues of plant protection products

§ 13. The residues of plant protection products must be disposed of in accordance with the rules in the notification of waste, cf. however, paragraph 1 2.

Paragraph 2. Rests of plant protection products approved for outdoor use may be made on agricultural sareals in accordance with the rules laid down in sections 14 and 15 if the residues in question are not to be classified as hazardous waste.

§ 14. Rests in a syringe must be diluted at least 50 times on the inside washing of the syringe at least 50 times and injected into the treated area during the run. The maximum permissible dosage of the plant protection product in a field indicated on the label of the means used shall not be exceeded.

§ 15. The content of the container and other container of plant protection products in a quantity not subject to classification as hazardous waste must be made according to the rules in the notice of livestock farming and livestock farming, livestock manure, silage ; etc., cf. however, paragraph 1 Two and three.

Chapter 6

Authorities and inspections, etc.

§ 16. The Management Board shall monitor compliance with the rules in this notice on soil use, as defined in the notification of control measures. The Committee on the Environment, Public Health and Food Safety shall supervise the other undertakings, etc. covered by this notice.

§ 17. The Environmental Management Board may, by assessing the environmental consequences, be able to dispense with the rules in this notice. The Environmental Management Board may lay down conditions for a derogation.

Paragraph 2. The decisions of the environmental management board shall be taken in accordance 1 may not be brought to the second administrative authority.

Chapter 7

Penalty provisions

§ 18. Unless higher penalties have been inflited on the other legislation, the penalty shall be punished by fine ;

1) does not have or do not have the syringe available for the syringe, cf. § 4 and § 5,

2) not in the case of washing spaces or biopraying in accordance with section 6 (4). 1 and 2,

3) omits to maintain washing spaces or biopraying, so that they are in accordance with section 6 (4). 1 and 2,

4) does not hold a container for the collection of plant protection products in accordance with section 6 (4). 3, or § 8,

5) fails to maintain a container for the collection of plant protection products, including allowing it to be checked so that it is in accordance with section 6 (4). 3, or § 8,

6) do not place a place of entry in accordance with section 7 ;

7) does not comply with the required conditions for the filling and washing spaces, cf. § 9,

8) the filling or purification of a syringe in violation of sections 10, section 11 and section 12 (2). 1,

9) places unwashed syringe or tractor anywhere other than prescribed, cf. § 12, paragraph 1. 2,

10) dispose of residues of plant protection products in breach of sections 13, sections 14 and section 15 (3). 1, or

11) overrides terms associated with a derogation after paragraph 17.

Paragraph 2. The sentence may rise to prison for two years if the infringement has been committed intentionally or by gross negligence and if there is a breach of the infringement proceedings ;

1) damage to the environment or causing danger to the environment, or

2) obtained or intended for the economic benefit of the person concerned itself or others, including in the case of savings.

Paragraph 3. Companies can be imposed on companies, etc. (legal persons) punishable by the rules of the penal code 5. Chapter.

Chapter 8

Entry into force

§ 19. The announcement shall enter into force on the 15th. January 2015.

Paragraph 2. Publication no. 1355 of 14. December 2012 on filling and washing etc. of syringes for the application of plant protection products are hereby repealed.

20. Degraded containers for the storage of residues with plant protection products, except for valid tanks, may be used up to 31. December 2022.
