Publication of the Quota Portal

In accordance with section 14 (4), 5, in the Law on Social Services, cf. Law Order no. 1093 of 5. September 2013 as amended by law no. 651 of 12. June 2013, and paragraph 22, paragraph 1. Three, in the law. 608 of 12. June 2013 on social supervision shall be determined :

Chapter 1

Scope and scope

§ 1. The Purpose of the Supply Portal is,

1) to ensure comparable and transparent information on the tenders registered, including the target groups of the tenders, the methods, the economy, including tariffs, results and the supervision of tenders and thus ;

2) to strengthen the local authority's basis for choosing effective tenders for the individual citizen ;

3) to contribute to the development of the social field, including the development of the number of offers and the target groups and methods of the tenders,

4) support the work of the supervisory authorities ; and

5) to support equal competition between private and public suppliers.

§ 2. The Offering Portal must be Internet-based and available, so that both authorities, suppliers and citizens can search the portal information.

Paragraph 2. Reports to the Quoted Portal must be carried out electronically and in accordance with the system in the database that is designed for that purpose.

§ 3. The Offering Portal contains information about the following types of municipal, regional and private offers, cf. Fourteen, paragraph 14. 1, in the Social Services Act :

1) Special benefits offered by section 32 of the Social Services Act.

2) Special clubings in accordance with section 36 of the Social Services Act.

3) In general, assisted care families and generally approved municipal care families are in accordance with section 66 (3). 1, no. 1 and 2, cf. § 66 a, paragraph. 1, no. 1 in the Social Services Act.

4) The locations and the 24-hour establishments shall be referred to in Article 66 (1). 1, no. 5 and 6, in the field of social services.

5) Offerings for treatment of drug addicts after Section 101 of the Social Services Act.

6) Protected employment after section 103 of the Law on Social Services.

7) The Activity and Commandment Commandment by Section 104 of the Social Services Act.

8) Booffers, sorrow shjem, women's shelters, etc. in accordance with section 107-110 of the social services law.

9) Offerings in the form of assistance and support following sections 83-87, 97, 98 and 102 of the Social Services Act, which are covered by Section 4 (2). 1, no. Three, in the law of social supervision.

Paragraph 2. The Offering Portal also contains information about :

1) Processing quotation for non-alcoholic users in accordance with section 141 of the Health Act.

2) Almene housing owned by a region, a municipality, a general housing organisation or a self-serving institution which has been provided with a particular purpose to serving persons with significant and permanent discounted physical or mental capability, cf. § 105, paragraph. 2, in the law of universal housing and so on.

3) Nursing home after Section 192 in the Social Services Act.

4) Almene assisted housing included in section 5 (5). 2, in the Law of Public Houses, etc., or Housing Act, on the housing of the elderly and persons with disabilities.

5) It's a free-assisted living facility after the law of replaces.

§ 4. If an offer is composed of several of the types of quotes mentioned in section 3, this should be recorded in the Quote Portal.

Chapter 2

Information on the Offering Portal of the registered offerings

Reporting of information

§ 5. Municipal, regional and private offers, reports information to the Quoted Portal as mentioned in section 7, cf. however, paragraph 1 2.

Paragraph 2. The social supervision reports information to the Quote Portal, cf. § 8, on generally approved care families and generally approved municipal foster families.

Paragraph 3. The Social Services will create the individual quotes at the Quote Portal and approves prior to the publication of the reported information, cf. paragraph 1, relating to municipal, regional and private offers covered by the social supervision, cf. Section 4 (4). 1, no. 2 and 3, in the law of social supervision. In addition, the social supervision also has access to reporting information on each offer. Information on new offers shall be made public when the social supervision has approved the tender with or without conditions under Section 5 of the Law on Social Security.

Paragraph 4. The Municipal Management Board and Regional Council shall establish the individual offerings in the Quote Portal, approves prior to the publication of the reported information, cf. paragraph 1 and also have access to reporting information on municipal and regional offers by service law which are not covered by Article 4 (4). One, in the law of social supervision.

Paragraph 5. The Municipal Management Board and Regional Council shall create the individual offerings in the Quote Portal and approve before the publication of the reported information, cf. paragraph 1, on general ageing housing, in accordance with section 105 (5). 2, in the Law of Public Houses, etc., Public Nursing Houses, which are covered by Section 5 (5). 2, in the Law on Public Houses, etc. and Houses, according to the law of housing for the elderly and persons with disabilities. The local authority or regional council shall also have access to reporting information on the individual offers. Information on new public-housing housing must be registered at the latest in the Supply Portal at the time of entry into the adoption of the housing.

Paragraph 6. For private tenders, in accordance with the Social Services Act, which are not covered by Section 4 (4). Paragraph 1, in the law on social supervision, is the municipal management board or the Council of Regional Management, which leads to the general operational supervision of the tender, cf. section 5, paragraph 5, 7 or section 148 of the social service that creates the individual quotes from the Quote Portal and approves the reported information before the publication. The local authority or regional council shall also have access to reporting information on the individual offers.

Paragraph 7. In the case of treatment, in accordance with section 141 of the health code, the local authority of the location municipality is the one that creates the individual bid on the Quote Portal and approves the reported information, cf. paragraph 1, before publication. The local authority authorities shall also have access to reporting information on the individual offer.

Paragraph 8. In the case of a free-assisted housing, the local authority is located in the location municipality that creates the individual quotes at the Quote Portal and approves the reported information, cf. paragraph 1, before publication. The local authority authorities shall also have access to reporting information on the individual offer.

§ 6. Welfare, municipal councils, and regional councils ensure that the published information on the individual tender is in accordance with the facts.

Paragraph 2. Offer, social supervision, municipal management and regional councils, cf. § 5, must continuously report information to the Quote Portal for new offerings, cf. section 3, or changes to already existing offerings.

Paragraph 3. If an offer registered in the Offering Portal is terminated or withdrawn, the social supervision, the local authority or the region shall be removed as soon as possible from the Quotation Portal as quickly as possible.

§ 7. The information to be notified of the tenders shall include the following, cf. however, section 8 in general approved care families and municipal care families :

1) Organizational conditions and master data.

a) Offering type and legal basis.

b) The name of the offer.

c) Leader of the offer.

d) Contact and contact information.

(e) Establishment year.

(f) Corporate form.

g) Operating master and operating conditions.

(h) Target groups.

i) Cooperation relationships.

j) Management and advice.

c) Physical conditions.

I) Food and dining conditions for the residents.

m) Activities for the residents.

2) Address, places, and staff.

a) Departments.

b) Address (s).

c) Seats.

d) Attack and professional groups.

(e) Timetals.

(f) Playing space.

3) Finance.

4) Good approach and method.

a) Value basis and objective.

b) Evaluations of the offering.

c) This is a very similar approach.

d) Method (s).

5) Efforces.

a) Services.

b) Takster.

6) Authorisation and supervision.

Paragraph 2. For municipal and regional offers in accordance with section 109 and 110 of the Social Services Act, the Supply Portal must include information on the revision of the tariffs for the individual quotes calculated in accordance with the notice number (s). 683 of 20. June 2007 on cost-based tariffs for municipal tenders.

Paragraph 3. The Quotation shall indicate the Supply Portal if it is subject to an accreditation device or similar.

Paragraph 4. If the offer has a home page, the Quotation Portal must include an electronic reference (a link) to the home page. The electronic referral is not an indication that the information on the home page is part of the content of the Offered Portal.

Paragraph 5. The Offering Portal must include the date of last update of the offering information.

§ 8. In the case of general care families and municipal care families, information shall be reported on the following information :

1) Offering type and legal basis.

2) Name of the foster family.

3) Contact and contact information.

4) Address.

5) Establishment year.

6) Target group.

7) Physical conditions.

8) Seats and vacancy.

9) Services.

10) Approval and supervision

11) Family relationship.

a) Foster parents ' name.

b) Characteristics of the family.

c) Foster family's children.

Paragraph 2. The information referred to in paragraph 1, no. 1, no. 5-10, no. In the case of the Supply Portal, cf. 11, b and c, and information on the location ' s location municipality will be publicly available. however, paragraph 1 3.

Paragraph 3. Foster families situated in certain smaller municipalities shall be published with a local local authority as the location municipality :

1) The foster families located in the Tab of the tab shall be published with the Esbjerg Municipality of the location of the location.

2) Foster families located in the Municipality of the Leap Municipality shall be published with the local Frederickhaven Municipality of the location of the location.

3) Foster families located in the Municipality of the Assembly shall be published with Aarhus Municipality as the location municipality.

4) Foster families located in the Venere municipality shall be published with the Svendborg Municipality of the location of the location.

§ 9. An offer does not have any claim that any information other than those referred to in sections 7 and 8 must appear in the Quote Portal.

Taxfixing information

§ 10. The key for each offering and service, except for the remuneration of care families, must appear in the Quote Portal, cf. Section 7 (2). 1, no. Five, b.

Paragraph 2. The individual tariff for the municipalities ' purchase of spaces and for any individual services associated with it shall be divided up to the following costs :

1) Total direct and indirect costs related to the individual tender or delivery of each benefit in all, including :

a) Salary that can be entered for the relevant tender or benefit.

b) Development, including training of personnel, qualification of tenders, etc.

c) Administration (Management, Administration, Office Expenses, Computer, etc.).

d) Part of central management and administration.

(e) Supervision.

(f) Real Estate and Capital Cost (Maintenance, Depreciation etc). In the case of general housing, property and capital costs must be reported only to the service area.

2) Adjustment of previous years (coverage of deficit or surplus).

Paragraph 3. In the case of each tender, the unutilised capacity, in the form of the stocking rate, is calculated on the basis of, illuminating.

Chapter 3

Sampc-check for the information in the Offering Portal

§ 11. The Social Services are taking random checks,

1) that the information in the Quotation Portal corresponds to the actual facts in the tenders, and

2) the application of a uniform system and use of the terms of the reporting is applied to the portal.

Paragraph 2. The sampling of checks provided for in paragraph 1. 1 may be made by that the Social Services request the offer to submit written documentation or by notified or unannounced attuns in the tender.

Paragraph 3. If the Social Services consider that information about an offering is not in accordance with the facts or that the information is not reported in accordance with the database's systematics, cf. Section 2 (2). 2, may the Management Board request the approval authority, cf. § 5, to bring the reports in accordance with the actual conditions or with the database ' s system.

Paragraph 4. Where the approval authority does not comply with any of the provisions referred to in paragraph 1, 3, the Social Services Board may mark this in the Quote Portal in relation to the quotes in question. The anchor will be removed when the reports have been brought in accordance with the actual conditions or with the database's system.

Paragraph 5. Decisions of the Social Affairs Council under paragraph 1. 3 and 4 may not be brought to the second administrative authority.

Chapter 4

Entry into force

§ 12. The announcement shall enter into force on 1. January 2014.

Paragraph 2. Publication no. 720 of 19. June 2013 on the Quote Portal, and the approval and supervision of certain private tenders, is hereby repealed.
