Law of the Statens Customer Foundation

We, by God's grace, the Queen of the Danes, do our thing.

The parliament has adopted the following law, and we know that the following law has been approved by Parliament's consent :

Target and real-world territory

§ 1. The art of the state's art is to promote the art of Denmark and Danish art abroad.

§ 2. The Art Foundation's Enterprise includes architecture, picture arts, films, literature, arts and crafts, arts and design, music, performing arts and other art areas that may be equate to them, which are not covered by other legislation.

Tasks

§ 3. The State Arts Fund provides grants, guarantees, etc. for artistic purposes, including the aims referred to in Chapter 2 of the Law on Literature, Chapters 1, 2 and 2 (b) of Chapter 8 of the Act of the Scene Chapter 4 of Chapter 4 of the Act on films and section 2-4 of the Act art and artistic formulastic.

Paragraph 2. Allocation of grants, guarantees and so on in accordance with paragraph 1. One must take place on the basis of an assessment of artistic quality and talent.

Paragraph 3. The State Arts Fund must also, in its support activities, in accordance with paragraph 1. 1 aim to

1) satisfy all artistic generics and expression of the arts within and between the art areas ;

2) to promote the geographical spread of art throughout the country ; and

3) the production and dissemination of art to children and young people.

Paragraph 4. Decisions on subsidies, guarantees and so on in accordance with paragraph 1. 1 may not be brought to higher administrative authority.

§ 4. The State's Arts Fund assigns deigning benefits to creative artists who have such artistic production behind them, that they have placed themselves as essential as artists. Vengeance services are revenue-regulated and the allocation that is life-responsive is solely on the basis of an assessment of the quality of artistic production.

Paragraph 2. The Minister of Culture provides for detailed rules on the number and size of the honourable Member, on the revenue regulation of these and of the distribution of good services between the art areas referred to in paragraph 2.

§ 5. The Minister of Culture, the Minister of Culture, is putting down a rep for the State's Art Foundation. Paragraph 4. The Minister of Culture shall lay down detailed rules on the composition of the representative of the State and of the number of members in the representative, whether the decision-making process in connection with the award of good services and of : the drawing up of the rules of procedure of the representative, including the provisions relating to the obligation to provide for inhability and professional secrecy.

Committee

§ 6. For the State's Art Foundation, it is a work of art, literature, crafts and design, music and performing art two artistic committees, a committee of scholarships and a project support committee. In the field of cinema, however, there is only a legal committee. In the architecture of the architectural sector, there is a joint committee for grants and project support.

Paragraph 2. The people in paragraph 3. 1 the Committee referred to shall accommodate artistic expertise and be designated as follows by the representative of the Statens and the Minister for Culture :

1) The scholarship committee for the art of art consists of five members. The representative of the State's Art Foundation appoints three members, and the Minister of Culture designates two members.

2) The project support committee for the art of art consists of five members. The representative of the State's Art Foundation appoints three members, and the Minister of Culture designates two members.

3) The members of the Legatto Committee are made up of three members. The representative of the State of Art designates two members, and the Minister of Culture appoints 1 member.

4) The Committee on Literature comprises five members. The representative of the State's Art Foundation appoints three members, and the Minister of Culture designates two members.

5) The project support committee for literature consists of three members. The representative of the State of Art designates two members, and the Minister of Culture appoints 1 member.

6) The scholarship committee for music is made up of five members. The representative of the State's Art Foundation appoints three members, and the Minister of Culture designates two members.

7) The project support committee for music consists of seven members. The Office of the State of Art designates four members, and the Minister of Culture appoints 3 members.

8) The Committee for Arts and Design Committee shall be composed of 3 members. The representative of the State of Art designates two members, and the Minister of Culture appoints 1 member.

9) The Project Support Committee for Art Management and Design consists of 5 members. The representative of the State's Art Foundation appoints three members, and the Minister of Culture designates two members.

10) The stage committee for the performing arts consists of three members. The representative of the State of Art designates two members, and the Minister of Culture appoints 1 member.

11) The project support committee for performing arts consists of five members. The representative of the State's Art Foundation appoints three members, and the Minister of Culture designates two members.

12) The Legat and Project Support Committee comprises five members. The representative of the State's Art Foundation appoints three members, and the Minister of Culture designates two members.

Paragraph 3. The chairman of each of the members of the Committee of Culture shall be appointed by the Minister of Culture of the members of the Committee appointed by the representative.

Paragraph 4. The chairman of each project support committee and the grant of the architectural and project support committee shall be designated by the Minister for Culture of the Committee for the Committee.

Paragraph 5. Members will be appointed by the Minister for Culture for a period of four years. The Commission's Committee on the one hand and project support committees, together with the grant and the project support committee for architecture, on the other, are being shifted from two years to each other in comparison. In the event of withdrawal, a new member is appointed by the Minister of Culture for the remaining part of the processing period for the Committee. Restock, or figure to another committee in the State's Art Fund, may not be earlier after a period of four years after the end of the order period.

§ 7. The selections in the State Arts Fund have the following tasks :

1) The Commission shall nominate the representative of the Statens Art Foundation for the award of honour services, cf. section 4, and shall perform tasks in accordance with section 4 (4), 1 and 2, in the law of Literature, section 3, 1 and 2, in the law on music, section 18 (1). 1, no. 1 and 2, in the Scene One, section 2 (2). 1, no. Paragraph 1 and 2, and paragraph 1. 2 and 3, and section 4 (4). 1, no. Paragraph 1 and 2, and paragraph 1. Two, in the arts and artistic arts and arts arts and section 17 a law on film. Only the grant committees can award work grants from the State's Art Fund.

2) The project support committees shall carry out tasks in accordance with section 4 (4). 3-7, in the law of Literature, section 3, 3-8, on the music, section 18, paragraph 18. 1, no. 3-7, in the performing arts and section 2, paragraph 2. 1, no. 3-7, and paragraph 1. 4, and section 4 (4). 1, no. 3-6, in the art and artistic form of art and artistic. The project support committees shall carry out tasks relating to the exchange of Danish art abroad, and support for Danish art internationally in the individual area of art.

3) The Project and grant support committee for architecture adjusts to the Statens Art Foundation's representative for the award of good services to architects, cf. Section 4, and perform tasks under Section 3 of the art and artistic formulaments.

Paragraph 2. The selections shall be administered independently of the appropriations allocated to them.

Paragraph 3. The committees can work together to grant subsidies, guarantees, etc. for cross-disciplinary areas of art.

Paragraph 4. The one in paragraph 1. 1 defined division of labour may, in accordance with the decision of the State of the Statens Management Board, in accordance with the conditions laid down in the State of the State of the State, cf. § 8 (3) However, it must always be clear from the committee or in which committee, together, a task is carried out.

Paragraph 5. The Minister of Culture may decide to draw special tasks related to the State's Art Foundation to the Board of Directors or to the individual committees.

Board of Governess

§ 8. The State Artification Fund is led by a board of directors made up of the chairmen of the committees referred to in Section 6.

Paragraph 2. The Chairman of the Management Board shall be appointed by the Minister for Culture of the Board of Directors and shall be appointed for a period of two years, with the possibility of one immediate restock. The members of the board elect among themselves a Vice-President.

Paragraph 3. The Management Board shall draw up the State Arts Fund and determine the general guidelines for the work of the fund.

Paragraph 4. The Management Board shall ensure coordination between the committees and in order to ensure transverse or cross-artistic efforts to set up ad hoc committee across art areas.

Paragraph 5. The Management Board shall report annually on the Fund ' s activities. The report shall be published.

Paragraph 6. The Management Board must ensure transparency and transparency in the operation of the Fund.

Paragraph 7. The Management Board may carry out analyses and dissemination of the activities of the Fund, as well as the issue of debating it. The Management Board shall arrange an annual seminar on the role of art in society in cooperation with the representative of the Statens.

Paragraph 8. The Management Board may give an attitude to the Minister for Culture concerning the change in allocation of the fund's appropriations between the art areas of the annual financial laws.

Niner. 9. The Minister for the Culture Committee shall lay down detailed rules governing the ability of the Management Board to reprioritize the appropriations for the Finance Bill to the transverse and cross-artistic purposes of the State of the State and the work of the Administrative Board, including the drawing up of the Rules of Procedure ; and a report on the work of the State Artistic Foundation.

Secretariatsservice

§ 9. The Ministry of Culture provides secretarial assistance to the State Arts Fund.

Management of grants, guarantees, etc., and budget, accounting and auditing of the budget

§ 10. The Minister of Culture provides for detailed rules on the management of grants, guarantees and so on, concerning the grant of grants for the grant of the budget in relation to the application and to the clearance of accounts receipts and auditing.

Paragraph 2. Deplets of grants, guarantees and so on may be withdrawn, and paid out grants, warranties etc. may be required, in cases where a subsidy does not meet the conditions of the subsidy or does not carry out the prefixed activity.

Paragraph 3. Supplements may be paid out in advance.

Paragraph 4. Paragraph 1-3 shall not apply to subsidies granted as operating grants.

The entry into force, etc.

§ 11. The law shall enter into force on 1. January 2014, cf. however, paragraph 1 2.

Paragraph 2. sections 5, 6 and 13 shall enter into force on 1. July, 2013.

§ 12. Law of the State's Art Foundation, cf. Law Order no. 78 of 14. January, 2011, and the Status of the State's Array, cf. Law Order no. 79 of 14. January 2011, revoked.

§ 13. The Representatives of the State's Arts Foundation, appointed to and with the 31 st. October 2013 and the representative of the State Array, appointed to and with the 31 st. October 2015 will be appointed by the end of the month. 30. June 2013. During the period from 1. July 2013 to the 31. In December 2013, the Statens Client's representative will be appointed in accordance with section 5, the tasks referred to in section 5 (5). 3-5, in the State's Arts Fund, the representative of the State's Arts Fund, and the tasks under section 8 (5), shall be given to the Office. 2 and 3, in the law of the State's Array, conferred on the representative of the State's Array of State.

Paragraph 2. The members of the Statens Foundation Foundation shall be appointed to and by 31. October 2013 and the members of the State Arts Board of Representatives shall be appointed to and by 31. In October 2015, which has only been appointed for one period in these rep, may be appointed to the new rep, cf. Section 5 (5). 1. These members shall be subject to the provisions of section 5 (5). 1, mentioned carenage period after a period of 3 1/2 years per year in the 1. July, 2013, appointed representative of the State Arts Fund.

Paragraph 3. The Minister of Culture is skipping the first one. July, 2013, the members of the Statens Art Foundation for the period 1. July 2013-31. December 2016.

Paragraph 4. The Minister of Culture is skipping the first one. January 2014, the members of the State Art Foundation's playcommittee for the period 1. January 2014-31. December 2015.

Paragraph 5. Designated for the recipients of life-response services that, at the entry into force of the law, provide for the provision of post-performers after artists, cf. the applicable rules to date for the benefit of the granting of life.

Paragraph 6. Lastled by recipients of integrity granted to life in services prior to the entry into force of the Act 1. January, 2014, may also grant benefit to survivors of artists, cf. the applicable rules so far and receive this provision for life.

Changes to other legislation

§ 14. In the law of literature, cf. Law Order no. 1005 of 29. of November 2003, as amended by law no. 506 of 17. June 2008, and section 22 of law no. 1531 of 21. In December 2010, the following changes are made :

1. In the heading to Chapter 2 is replaced by the "Art of the Arts" to : "The State Arts Fund".

2. § 2 revoked.

3. § 4 ITREAS :

" § 4. The State's Artifiable Fund may provide support within a monetary framework to grant aid to :

1) writers, translators and other creators of literary works, including comic-book creators and illustrators,

2) the award of literary works,

3) literary projects, publications and translations,

4) dissemination and projects which strengthen the spread of literature ;

5) international activities ;

6) training and

7) other activities capable of promoting the law ' s purpose. ` ;

4. § 5 revoked.

5. Chapter 3 revoked.

§ 15. In the law of music, cf. Law Order no. 184 of 3. of January 2008, as amended by Section 21 of Law No 1. 1531 of 21. In December 2010, the following changes are made :

1. Everywhere in the law, the "Art of Arts" is changed to : "The State's Arts Fund".

2. In the heading to Chapter 1 the words ' and local music committees ` shall be deleted ;

3. § 1, 2. and 3. pkt., revoked.

4. § 2 revoked.

5. § 3 ITREAS :

" § 3. The State's Artifiable Fund may provide support within a monetary framework to grant aid to :

1) composers,

2) the award of the works of music,

3) the business of professional orchestrs, crosses and ensembles,

4) Corporate company, including school concerts and festivals,

5) music drama,

6) music learning of experimental or national or regional interest and artistic working amateur choir, amateur orchestras and ensembles and their organizations ;

7) information, documentation, and publications ; and

8) other activities which may work for the promotion of musical life in Denmark and Danish music abroad. ` ;

6. I § 3 (a) (a) 3, the following shall be added after "students" : "musical".

7. § 3 (a) (a) 4, ITREAS :

" Stop. 4. The Minister of Culture, after consulting the State Arts Fund, detailed rules on music schools, including rules on tasks, objectives, statutes, readmission, supervision, cooperation, statistics, and the conditions for reimbursement. `

8. § 3 b ITREAS :

" § 3 b. The city council is obligated to run a music school either as a municipal institution or as a self-balanced institution with municipal subsidies.

Paragraph 2. The Minister for Culture may waive the provision in paragraph 1. 1, if the municipality Board shall enter into an agreement on an educational offer for the municipality's citizens with a neighbouring municipality. A derogation from paragraph 1. 1 will take place after a concrete assessment and must be subject to the local authority's population.

Paragraph 3. The Minister for Culture may, in connection with the conclusion of cultural agreements with municipalities and so on, derogate from the provision in paragraph 1. 1, so that several municipalities together may drive a music school. "

9. I § 3 d (3) 1, pasted as Act 2. :

" The State of the State may in exceptional cases, e.g. in the case of high school degrees, the dispensers from the claim that a musical basic course is to be driven by a music school or several musical colleges collectively. ` ;

10. § 3 d (3) 3, revoked.

11. § 3 e, paragraph 3. 1, revoked.

Paragraph 2-4 is then being referred to in paragraph 1. 1-3.

12. I § 12 a pasted as paragraph 5 :

" Stop. 5. Paragraph 1-3 shall not apply to grants, guarantees, etc., which are granted under section 3. ` ;

13. § 15 revoked.

§ 16. In the performance of the performing arts, cf. Law Order no. 526 of 4. June 2012, the following changes are made :

1. Everywhere in the law, the State's Array of State will be changed to : "The State's Arts Fund".

2. § 17 revoked.

3. § 18 ITREAS :

" § 18. The State's Artifiable Fund may provide support within a monetary framework to grant aid to :

1) creative performing artists,

2) the premiering of performing arts,

3) stationary and roaring and performing performing performing by a minor theatres, performing arts groups and independent performing artists, including their cooperation with other theaters and actors in the scene area,

4) the promotion of new Danish dramatics,

5) the acquisition of technical equipment, etc.,

6) the promotion of the international activities and cooperation of the performing arts ; and

7) other activities which may promote the law of the law.

Paragraph 2. In the distribution of aid under paragraph 1, 1, in addition to the criteria set out in the Law of the State's Art Foundation ' s activities, the State's Art Fund must place emphasis on promoting the development of new performing arts and other experimental activities `.

4. I § 19 a, 2. pkt., in section 15, paragraph 1 shall be amended. 3, " to : section 15 a, paragraph. 3, ".

5. In the heading to Chapter 13 a ' Chapter 7 to 8 ` shall be replaced by ' Chapters 7 and 7 a ` ;

§ 17. Law no. 186 of 12. March 1997 on film, as amended by Section 11 of Law No 1. 423 of 10. June 1997, section 4 of law no. 1156 of 19. December 2003, section 23 of law no. 1439 of 22. In December 2004, section 3 of Law No 563 of 24. June 2005 and section 25 of Law No 1531 of 21. In December 2010, the following changes are made :

1. The following section 17 is inserted :

" Chapter 4 a

The State's Art Foundation support for creative filmmakers

§ 17 a. The State's Artifiable Fund may provide support within a monetary framework to grant aid to :

1) creative artists and artists

2) the premiering of cinema artistic works. ` ;

2. I § 24 pasted as paragraph FOUR :

" Stop. 4. Paraguments 1 and 2 shall not apply to grants, guarantees, etc., which are granted under section 17 a. ` ;

§ 18. The law does not apply to the Faroe Islands and Greenland. The Act of Section 15 may, by means of a royal appliance, fully or partly be put into force for Greenland, with the changes which the Greenland conditions are saying.
