Publication of the use of substances and materials on off-shore facilities, etc. 1)

In accordance with section 17, section 43, section 50, section 4, section 55 (5). Paragraph 1 and Article 72 (2). 1, in the law on offshore installations for investigation, production and transport of hydrocarbons (off-shore security law), cf. Law Order no. 520 of 13. May 2013, according to Section 61 (1). 3 :

Chapter 1

Scope and definitions

§ 1. The commuting shall cover all substances and materials used in offshore installations, as referred to in the section 2 of the offshore security law, including any work, handling, storage, transport, production and disposal.

Paragraph 2. In addition, sections 2. 2 15, section 94 (4). Paragraph 3. § 2. For the purposes of this notice :

1) " Substance " means a basic substance and its compounds, natural or industrial, containing such additives which are necessary to maintain the stability of the substance and such impurities resulting from the manufacturing process, excluding those that are subject to the production of the substance ; solvents which may be unseparated, without affecting the stability of the substance or alternated its composition.

2) Material : compositions of two or more substances, including biological materials and mixtures as defined in the CLP and REACH Regulation.

3) Regulation (EC) No REACH (REACH) Regulation (EC) No (EEC) No 1907/2006 of 18. December 2006 (REACH), with subsequent amendments.

4) The CLP Regulation : Regulation (EC) No 4 of the European Parliament and of the Council 1272/2008 of 16. December 2008, with subsequent changes.

Paragraph 2. For substances and materials which may be hazardous to or otherwise forecall security or health, the following shall be understood :

1) Substances and materials which meet the criteria for classification as dangerous in accordance with the law on chemical substances and products and provisions on this subject under the law, or after the CLP Regulation, whether or not the substance should be ; shall be classified according to the specified classification rules.

2) Substances and materials that are busy with a limit value, etc., cf. § 5.

3) Materials that contain 1%. or more, for gaseous materials 0,2 pct., of a substance recorded on the substance in paragraph 1. 2 mentioned list of limit values and so on.

4) Materials that contain 1%. or more, for gaseous materials 0,2 pct., of a substance classified as hazardous or environmentally hazardous, in accordance with the provisions of the law on chemical substances and products, and provisions on this subject in accordance with the law.

5) Substances and materials covered by Chapter 10 on the risk of cancer, etc. of substances and materials in this notice.

6) Substances and materials covered by Chapter 9 of this notice on the use of asbestos and so on off-shore installations.

7) Substances and materials which, due to their physico-chemical, chemical or toxicological properties and the manner in which they are used or present at the plant, may constitute a risk to the safety and health of the persons at the disposal of the board.

8) Substances and materials which the Director of the Working Environment under Work on Work Environment determines shall be deemed to be dangerous or impairment to safety or health.

9) Other substances and materials covered by the requirement for safety data sheets by nature. 31 of the REACH Regulation.

§ 3. For certain substances and materials, specific requirements have been laid down in the following chapters :

1) Chapter 6 on malework and so on.

2) Chapter 7 on the use of metallic lead and desin of ion compounds.

3) Chapter 8 on the use of water soluble chromes in cement.

4) Chapter 9 on asbestos.

5) Chapter 10 on carcinogenic substances and materials.

6) Chapter 11 on the installation and demolition of insulation materials containing synthetic mineral fibres.

Chapter 2

Control of risks

§ 4. An inexuous effect on substances and materials must be avoided. The impact of substances and materials from substances and materials in the work must therefore be reduced as much as it is reasonable, taking into account the technical progress and the limit values, etc., cf. Risk Assessment

§ 6. In the assessment of safety and health risks, cf. the announcement of the management of safety and health on offshore installations, etc., shall make an assessment of whether there are any materials and materials, cf. Section 2 (2). Two on the stereo.

§ 7. To the extent the impact of the assessment referred to in Section 6 that there is a danger to the safety and health of the staff, the measures provided for in Chapter 3 and Chapters 5 to 10 shall be taken.

Paragraph 2. However, it is not necessary to take these measures where the assessment shows that the quantity of substances and materials, cf. Section 2 (2). 2 constitutes a low risk to the safety and health of employees and that general measures, cf. the announcement of the management of safety and health on offshore installations and so on, and the measures under section 8 are sufficient to limit such risk.

General prevention principles

§ 8. To the extent that it follows from an assessment after Section 6 that substances and materials are found, cf. Section 2 (2). 2, on the installation, the impact of such substances and materials must be removed or restricted to a minimum in the case of the application following the following rules :

1) By the fact that the quantity of substances and materials, cf. Section 2 (2). 2 is being removed, replaced or limited to the minimum necessary for use, cf. § § 9-12.

2) Through the direction of the place of work, cf. § 12, paragraph 1. 1.

3) For the use of equipment, cf. § 12, paragraph 1. 1.

4) By limiting the number of employees affected or the risk of being affected by substances and materials, cf. Section 2 (2). 2 to a minimum, cf. § 12, paragraph 1. 1.

5) Through appropriate working methods, including safe handling, storage and transport on the installation of substances and materials, cf. Section 2 (2). 2, cf. § 12, paragraph 1. 1.

6) Use of appropriate personal protective equipment, cf. § 12, paragraph 1. 1.

Chapter 3

Special measures

§ 9. The business operator and the employer shall make sure that substances and materials, cf. Section 2 (2). 2 on the installation is removed, replaced or restricted to a minimum.

§ 10. In particular, measures shall be taken by replacing a hazardous substance or material, cf. Section 2 (2). 2 with a non-hazardous, less dangerous or less-generating material, material or work process.

Paragraph 2. It must be ensured that the substances and materials are used in the form that results in at least the risk of exposure to the work.

Paragraph 3. If compensation is not possible, this shall be documented on request by the Agency for the Energy Management Board.

§ 11. Compensation for section 10 (3). 1, be carried out, irrespective of the effect from the substances and materials, cf. Section 2 (2). 2 is of negligible proportias.

Paragraph 2. § 13. Chapter 4

Usage View

§ 15. Where the off-shore plant is used and materials, cf. Section 2 (2). 2, the Operational Manager Company must prepare a data workplace instruction manual.

7) handling and storage, including information relating to the storage of the offshore installation,

8) exposure control / personal protective equipment including information concerning exposure to the substance or material and, where appropriate, the use of personal protective equipment and, where appropriate, the prohibition of all service ;

9) physico-chemical properties,

10) stability and reactivity, including details of the characteristics of heating and fire ;

11) toxicological information (health-dangerous properties), including details of any symptoms of ingestion or recording of the organism,

12) environmental information ;

13) relationship with disposal,

14) transport information,

15) information on regulation, including information on, for example, application restrictions, special training requirements, special requirements for age and so on, and

16) other information, including the areas of use at the offshore plant.

Paragraph 4. The use of the instructions shall be updated as necessary.

Paragraph 5. Use instructions must be kept available to the employees.

Paragraph 6. The employed persons involved in the material or material shall be guided by the instructions in their use and must be provided with an efficient instruction manual.

Paragraph 7. The participants in organised cooperation on the safety and health of the off-shore station shall be informed of relevant limit values etc. for substances and materials, cf. Section 2 (2). 2.

Chapter 5

Work Medical Surveys

§ 16. The operator responsible for business must ensure that employees are assessed to be exposed to the effects of hazardous substances and materials, cf. Section 2 (2). 2, cf. § 6, has access to a work medical study, if

1) the impact is of such a kind, that identifiable disease or deterioration of the health may be put in the context of the postponement,

2) It is likely that the disease or its effects may occur under the special conditions of the employee,

3) the test method used only involves minimal risk to the staff ; and

Paragraph 2. The medical examination must be organised and carried out in order to prevent and combat working conditions of labour.

Paragraph 3. The investigation must be carried out by medical clinics or departments, including medical facilities, or by other similar experts.

Paragraph 4. Any reasonable expenses incurred for the investigation shall be borne by the business operator. The business operator shall ensure that the investigation can take place without any loss of income for the earnings of earnings and as much as possible during working hours.

§ 18. Medical examinations must, in addition to the requirements referred to in paragraph 16, also include the requirements as referred to in :

1) section 39-41 on the use of metallic lead and dettes of ion compounds ;

2) ~ § 73-75 on asbestos and,

3) section 77 on carcinogenic substances and materials.

Chapter 6

Malework, etc.

General provisions

§ 19. The chapter shall include the use of the substances and materials referred to in Annex 1 and for preparation and completion of the use.

Paragraph 2. For the following substances and materials, special provisions have been laid down :

1) Epoxy resins :

a) Epoxy resins with a medium-molecular weight of 700 or below.

b) Materials by weight of 1% or more of the epoxy reshape with a medium-molecular weight of 700 or less.

c) Epoxy resins with a mean molecular weight of more than 700 containing 1% or more by a monomer epoxy connection with a molecular weight of 700 or below.

d) Materials which contain epoxy harks in so large quantities that the content of the monomere epoxy compounds with a molecular weight of 700 or below is 1% or more.

(e) Reactive solvents, i.e. solvents containing one or more epoxy groups and which are to be used in comrasive systems.

(f) Materials to be used in commanating systems and which contain 0,2% by weight.

2) Isocyans :

a) Monomers and pre-polymer isocyanates.

b) Materials containing isocyanate as mentioned in point 2 (a) of a quantity of 0,5 weight.

Code Number

20. It must be ensured that a substance or material before it is used is provided with a code number in accordance with the notice of the Safety of Work on the fixing of code numbers.

Paragraph 2. For code numbers, this chapter means a two-digit combination with a hyphen. § 22. A substance or material for which a mixture of several components or the addition of the dilution instrument must be provided with a code number both for the substance or the material alone and for the usable mixture.

Use

Paragraph 2. Replacement of a substance or material shall be made in accordance with the rules laid down in this notice.

Security measures

SECTION 26. For the use of the substances and materials, including preparation of the work and completion, such as cleaning of equipment, technical safety measures must be taken to ensure that persons who use the substances and materials are used and other materials ; and others ; persons who are in the off-shore installation are as protected as possible from the influence of the substances and materials used.

Paragraph 2. In addition, the use of the substances and materials must also take measures to protect the environment.

Paragraph 3. § 32. Persons who have established eczema or epoxy allergies must not work with them in section 19, paragraph 1. 2, no. 1, mentioned substances and materials.

Paragraph 2. Persons suffering from asthma or eczema, as well as persons who have diagnozed chronic pulmonary suffering or observed skin or respiratory allergy to isocyanates, may not work with them in section 19 (1). 2, no. 2, mentioned substances and materials.

Paragraph 3. Persons with heavy hands (hyperhidrosis manuum) may not work with them in section 19, paragraph 1. 2, mentioned substances and materials.

§ 33. It must be ensured that the responsible working manager, as well as all those who apply it, of paragraph 19 (1). 2, included substances and materials, have undergone special training by the labour market organisations and approved by the Board of Work or any other equivalent instruction approved by the Energy Management Board.

§ 34. Where there is work on the substances or materials, there must be adequate first aid equipment, including eye fluids.

$35. Off-shore plants where substances and materials are used in section 19 (4). 2, a communication system shall be provided to enable continuous links to land to the emergency services.

Paragraph 2. In the off-shore plant, appropriate medicinal products shall be provided for the treatment of eczema, respiratory distress and ethereal or eye damage.

Wash dressing rooms and laundry facilities

§ 36. For the use of substances and materials covered by section 19 (4), 2, there must be access to hot and cold hot water near the place where the application takes place. The water taps must not be hand-operas. Definitions

Prohibitions, etc.

§ 44. The placing on the market and the use of asbestos fibres and articles containing such added fibres shall be prohibited under the provisions of Annex XVII of the REACH Regulation. 6, cf. however, paragraph 1 2-3.

Measurement

§ 69. Depending on the risk assessment under section 53 and to ensure that the asbestos limit value is complied with, asbestos dust measurements must be carried out on a regular basis according to the information given in Annex 7.

Paragraph 2. The measurements must be organised after consultation of the representatives of organised cooperation for the safety and health of the off-shore installation.

Paragraph 2. The protocol must be kept for at least 40 years after the asbestos effect has been discharged. The list of undertakings shall be sent to the Agency for Energy Management.

SECTION 76. Asbestos and asbestos materials that could be legally imported and used before 1. In January 2005, it may continue to be used until the material has reached the end of life or be disposed of.

Chapter 10

General provisions

§ 78. Special provisions

§ 90. Other employees other than those carrying out insulating work or necessary work shall not be allowed to stay as close to the work as they are exposed to harmful effects on health.

Paragraph 2. If the work is not without reasonable additional costs or disadvantages, the organization may be organized as specified in paragraph 1. 1, appropriate personal protective equipment shall be used.

§ 91. The contamination shall be sought to remove the location where it occurs as a starting point by means of mechanical ventilation.

Chapter 12

Pensation and appeal

$94. Paragraph 4. Unless higher penalties have been imposed on other legislation, the penalty shall be penalized for the violation of the provisions referred to in section 5 (5). Paragraph 5. For the infringement of the provisions referred to in section 77 (3). No conversion penalty shall be fixed for the responsibility of the boatman.

Chapter 14

Entry into force

2.1. Region of the Annex

Work with products on the inside of offshore installations and on general installations in these areas, such as pipes, installation doors and closets.

The accommodation shall mean the part of the offshore plant containing dormitory, oesophageum, lavatories and bathers, sygerum, free time, and kitchen facilities.

2.2. Procurement Schema

In schema 2.1, the maximum permissible number before the hyphen goods in use in usable mix for maleable products is indicated.

In schema 2.2, the maximum allowable number must be entered before the glue-limit for glue in use in usable mixture.

2.3. Security measures

2.3.1 Personable protective equipment

The personal protective equipment to be used for the individual work shall be found by using the schedule 2.3, 2.4 and 2.5. Apples specified for the number before and after the hydenum codenum are to be included or composite according to the following principles.

If no protective equipment or protective equipment is given for the same purpose for different notes, the display notes (Schema 2.3 : note 4, 5, 6, 7, 8 and 9 shall be noted. Schema 2.4 : note 2, 3, 4 and 7) always include. Notes (Schema 2.3 : note 1, 2, 3, 10, 11 and 12. Schema 2.4 : note 1, 5, 6, and 8) must be disregarded.

If the composition of the composition involves the choice between two different personal protective equipment with the same purpose, then the ultimate protective equipment shall be chosen as follows :

Appendix 3

Work indoors outside the accommodation, cf. § 26

3.1. Region of the Annex

Work with products indoors in off-shore sites in areas outside the accommodation. Work on the interior of the accommodation has been addressed in Annex 2.

The annex shall comprise :

Work on issues that are fixed or not reasonably reasonably, for example, because of size, form or other reason, may be moved to specially incorporated workplace, e.g. work on floors / lophy/tyres, walls / bulkheads, gas pipes and other pipelines, fixed pliers, ventilation systems, spoules, fixed machines, etc., larger machines, or parts thereof, offshore plant sections, parts for off-shore installations, cranes.

The work shall be carried out either in working rooms with the installation of mechanical ventilation or under light cover, such as tarp, or other tent dugous material, with installed mechanical ventilation.

3.2. Definitions

3.2.1 Lette will be overclosures

Overcover, such as tarp or other tent-frag-like material, which allows a certain air circulation through openings and discloths.

3.2.2 Working rooms with fitted mechanical ventilation

Work stations which can be accepted for work on major issues and equipped with adequate mechanical ventilation.

3.3. Security measures

3.3.1 Process ventilation

Process ventilation must be established as specified in Schedule 3.1.

The ventilation ventilation system shall be established as a mechanical exhaust system where possible, where possible, the contamination of the place where it is developed. At the same time, fresh replacement air must be added to appropriate temperature.

Mixture and preparation of the products and the cleaning of brushes, etc. shall be carried out in the course of an effective mechanical extraction.

The preservation of the products must be carried out during mechanical exhaust ventilation or in particular premises with mechanical ventilation.

3.3.2 Personable protective equipment

Work outdoors, cf. § 26

4.1. Region of the Annex

Work with products outdoors on offshore installations, including on issues that are attached or unable to be moved to appropriate job-oriented workplaces, such as work on bridges, tyres, exterior of modules and accommodation, pages and other parts of offshore installations, gas pipes and other pipelines, fixed pliers, spelings, steel chimneys, antennae and master, cranes, fast-installed machines etc. Outside work shall be carried out effectively with efficient natural ventilation or in light of the overcover with installed mechanical ventilation.

4.2. Definitions

4.2.1 Outside workplaces with natural ventilation

Free jobs, where the air movement can be detected. The air pollution caused by the work must be able to lead to the respiratory system of the work of the people concerned.

4.2.2 Outside-door jobs with stageable air

Workspaces where air movements cannot be detected.

4.2.3 Lette of overclosures

Conquents, for example, by tarps or other tent-frag-like material that enables a certain air circulation through openings and discloths.

4.3. Security measures

4.3.1 Process ventilation

Process ventilation, as specified in schema 4.1, must be established at work during light subsections.

The ventilation ventilation system shall be established as a mechanical exhaust system where possible, where possible, the contamination of the place where it is developed. At the same time, fresh replacement air must be added to appropriate temperature.

Mixture and preparation of the products and the cleaning of brushes, etc. shall be carried out in an efficient mechanical exhaust system.

The preservation of products for the work shall be carried out during mechanical exhaust ventilation or in particular premises with mechanical ventilation.

4.3.2 Personable protective equipment

It is specified in schema 4.2, what personal protective equipment to be used in the individual work.

Apples specified for the number before and after the hydenum codenum are to be included or composite according to the following principles.

Where no protective equipment or the same protective equipment is used for the same purpose for different notes, the cutting notes (7, 8, 9, 10, 11 and 12) must always be included. Lempting notes (1, 2, 3, 4, 5 and 6) must be disregarded.

If the composition of the composition involves the choice between two different personal protective equipment with the same purpose, then the ultimate protective equipment shall be chosen as follows :

Appendix 6

Notification of demolition work after section 67.

Notification of demolition work in accordance with section 67 shall be submitted in writing or by electronic means of the Energy Management Board and contain the following information :

1) Name, address, and telephone number of the company that performs the work.

2) The name of the off-shore installation and where the work is carried out.

3) The expected start time and completion time of the work.

4) Description of the scope and working methods of the work.

5) Applied working methods.

6) The number of persons employed, including information on training in the demolition of asbestos material.

7) Brief description of security measures, including personal protective equipment and how it is ensured that asbestos dust is removed from the staff, as well as how other persons close to the workplace are protected.

8) Description of the cleaning service, including who is doing this.

9) Specification of asbestos type and asbestos quantities (if known).

10) The date and signature of the company ' s operations responsible, and the representatives of organised cooperation for the safety and health of the off-shore installation.


Appendix 7

Method for measuring the asbestos content of the air after section 69

Sampling shall be carried out by staff with the appropriate qualifications. The subsequent analysis of the samples shall be carried out by accredited laboratories.

Sampling must be such that an impact may be established, which, after being weighted or calculated by measurement or calculation, is representative of a reference period of eight hours, while at the same time taking into account the consideration of the period of the period of time, for the longer-term working hours of offshore installations, cf. Section 5 (5). 2.

The fibres is to be carried out as far as possible by using a phase contrast microscope (PCM) in accordance with the method recommended by the WHO (WHO) in 1997 ; 2) , or after another method, which gives similar results. Practical guidelines for the section referred to in section 73 (3). 1, the health examination of the staff referred to in the Commission

1) According to the current knowledge, it can be established that the postponement of free asbestos fibres may cause the following conditions :

-asbestos,

-Mesotheliom,

-lung cancer and

-stomach and intestines.

2) The doctor must be aware of the circumstances or circumstances in which each employee has been exposed to asbestos.

3) The health inspection of the staff shall be carried out in accordance with work medical principles and practices and should include at least the following :

-the preparation of a dossier concerning the health and working conditions of the employee's health,

-personal call,

-regular clinical examination and, in particular, of thorax ; and

-examination of the respiratory function (spirometry and flow-voluminous curves).

The doctor shall make a decision on further investigations, such as studies on the cytology of the Express, an x-ray thorax or tomography, on the basis of the most recent work medical knowledge.
