Notice of digital communication in the case of an application for admission to higher education

Under section 1, paragraphs 2 and 3 of law No. 319 of 16. May 1990 on regulating access by higher education, as amended by Act No. 560 of 18. June 2012, fixed: § 1. The notice includes digital communication in the case of an application for admission to a higher education, where admission is coordinated by the coordinated enrolment system.

(2). The notice shall apply to all communications between an applicant and an educational institution and between an applicant and the coordinated enrolment system.

§ 2. Application for admission to a higher education, which is coordinated by the coordinated enrolment system, recording is done digitally using admission portal www.optagelse.dk.

(2). Other communications between an applicant and an educational institution in connection with the recording can be done by use of the e-mail address to which the applicant has indicated in his application at optagelse.dk, through the use of Digital Record on www.borger.dk or through the use of an internal digital system, which the educational institution shall make available to the applicant, including the information about user name and code, which give the applicant access to send and receive digital messages from the educational institution.

(3). If the educational institution estimates that there are special circumstances that the applicant is not likely to be able to use the digital self-service solution, the educational institution offering, the application may be filed in any way other than by digital self-service in accordance with paragraph 1. The educational institution determines how the application covered by the 1. item must be submitted.

(4). A digital application is considered to be reached when it is available to the educational institution.

§ 3. Applicants seeking admission to a higher education, where admission is coordinated by the coordinated enrolment system, must apply through the use of digital signature with a level of safety equivalent to OCES standard or higher, e.g. the public digital signature NemID.

(2). Foreign applicants or others who are unable to obtain or use the public digital signature or Digital signature, apply NemID other secure identification in the form of a replacement personnummer and an email address when applying for admission to a higher education.

(3). Replacement personnummeret assigned by optagelse.dk.

§ 4. The notice shall enter into force on the 1. December 2012.
