June 2011, and after negotiation with the Minister of finance, the tax Minister and the Minister of culture shall be fixed: title I Educational aid until the master's degree or master's degree Study activity Chapter 1 section 1. The educational institution shall verify continuously the education seekers study activity and decide on Studio activity.

(2). The learners are considered to be active until the second study found.

§ 2. A learners who receive educational support outside the cut card, Studio active when the learners are participating in compulsory education and tests prescribed, deliver tasks, etc. in accordance with the rules applicable to training.

(2). The requirement of the study activity can be waived because of sickness, birth, adoption, or other special relationship.

§ 3. A learners who receive educational support within the cut card is active until the student learners is more than 12 months behind in training. The delay is the difference between the clips, which are used for training, and the study-related progress in accordance with the rules applicable to education, measured in months.

(2). When the learners is in the extended support time with a number of clips after §§ 15, 16 or 17, included these clips not included in the statement of how many clips there are used for training.

(3). The educational institution may impose additional conditions of Studio activity.

(4). The educational institution shall verify as soon as possible after the start of training, the trainees have begun training, and no later than 7 months after the start of training, the trainees are still underway with this.

§ 4. A learners who get slutlån, Studio active when the study-related progress measured in months corresponds to the number of slutlåns rates, which are used for training. The work progress is measured in relation to the rules applicable to training.

(2). The number of slutlåns rates may, however, at the request of the learners should be increased to up to a total of 12 instalments, if the learners will be delayed in slutlåns time.

(3). In determining the number of slutlåns rates are used, shall not be taken into account slutlåns rates, which slutlåns the time is extended under section 20.

Chapter 2 section 5 Education. Agency for higher education and training aid (Agency) Approves, to an education in Denmark gives a right to training aid when training 1) is (a)) a publicly recognized youth education, b) a publicly recognized higher education, c) a general adult education or d) other teaching at primary school level, and 2) takes place at a publicly recognised educational institution.

§ 6. Agency may authorise an vocational training in Denmark, which are not covered by section 5, (private education), and which takes place at a particular educational institution, give right to the training aid regulation. § 3, paragraph 2-4. Educational support provided within the rock map, unless the Agency decides otherwise.

(2). Approval in accordance with paragraph 1 is done for a limited period of time, normally not exceeding 4 years.

(3). The educational institution shall submit an application for approval to the Agency. At the same time with the application are submitted proposals to the censors. Application submitted no later than 7 months before the beginning of the semester.

(4). Agency shall take a decision in accordance with paragraph 1 on the basis of educational policy, social and economic considerations and may obtain an SU-assessment, see. paragraph 10.

(5). A private education cannot be approved in accordance with paragraph 1, unless the training is organised in such a way that any unpaid internship periods does not exceed 20% of the training time and not more than 6 months in total. the Management Board may, in exceptional cases, dispense from here. The unpaid internship must have a specific educational justification.

(6). Holiday periods may only be included in support time in a private education, if the training time is 12 months or more. Holiday periods may not exceed 2 months per year.

(7). Approval in accordance with paragraph 1 shall be subject to the terms of, 1) that only a certain number of students each year, and 2) that any internship periods that are part of the training is paid.

(8). Approval in accordance with paragraph 1 shall include the right to additional scholarship as grants to cover payment for teaching, if it is determined in connection with approval.

(9). The educational institution shall pay for and use the censors, who are approved by the Agency. The censors shall prepare annually a report to the educational institution and to the Agency on the quality of education and other issues of importance for approval.

Paragraph 10. SU-assessment as referred to in paragraph 4 shall be carried out by the Danish evaluation Institute on the basis of quality criteria established by the Department. Agency may for specific types of training, establish additional criteria to be included in the assessment. The educational institution prepays for the individual parts of an amount set by the Danish evaluation Institute for coverage of the Foundation's expenses in connection with the assessment. After the whole assessment is completed, settled there permanently.

Paragraph 11. Approval in accordance with paragraph 1 may be withdrawn if the 1) the educational institution cannot demonstrate that the formal conditions for approval referred to in article 6. paragraphs 5 to 7 and 9, continue to be fulfilled, 2) the educational institution cannot demonstrate that the prerequisites for SU-assessment in connection with the approval continue to be fulfilled, 3) who no longer are estimated to be educational, labour market or economic background to maintain approval, 4) training to be placed on the market in a way that is contrary to marketing legislation or otherwise with the conditions for approval, or 5) the educational institution no longer fulfils the requirements that, incidentally, is made to educational institutions for the administration of training aid.

Paragraph 12. Agency can to use for decision in paragraph 11 obtain a SU-assessment in accordance with the rules set out in paragraph 10.

Paragraph 13. If the educational institution would approval extended, should the institution within seven months prior to the expiry of the period for which the approval is given for, ask the Agency to get approval extended, see. (4).

Paragraph 14. Learners, beginning on a training after withdrawal of SU-approval in accordance with paragraph 11 or after expiry of the period for which the approval is given for, do not have the right to training aid.


Paragraph 15. Agency shall take the final administrative decision on which private education obtaining approval in accordance with paragraph 1.

§ 7. Agency may authorise an education, which according to the rules for training includes both teaching periods and paid internship, giving the right to training aid in teaching periods, if included at least 1 month in unpaid training consistent.

(2). Teaching periods determined in whole months and rounded up to the nearest number of whole possibly months. Agency determines which months are included in instruction, and which months who can not be given educational support in due to paid work placement.

(3). Board may determine how the holiday periods are allocated between teaching and paid internship.

(4). Periods of paid work placement are not included in the slutlåns time.

Chapter 3 Scholarship with home or udeboendesats.

§ 8. Learners get Scholarship with hjemmeboendesats, when they are living at home, and fellowship with udeboendesats, when they are from the parental home, see. However, § 9. A learners considered living at home if 1) the learners in the population register says joined on one or both parent's address, or 2) the learners, regardless of which address the trainees stand enrolled in the population register, in addition to holidays and Sundays and holy days regularly staying with parents or one of them.

(2). A learners considered from the parental home, regardless of what address the learners enrolled in the population register says, when the learners are staying at boarding school, home school or similar.

(3). A learners should by deed, purchase agreement, lease and rent receipt or lodging host declaration could prove to be from the parental home during periods in which the trainees are receiving or have received fellowship with udeboendesats.

(4). The education seekers of residence status 1. in each month is decisive for whether the learners are living at home or from the parental home in the month concerned.

§ 9. A learners, who are from the parental home and get training aid outside the cut card, can get the basic scholarship and, where appropriate, Supplement to the basic stipend after udeboendesatsen if 1) normal route while driving is 20 km or more between the educational institution and the parents ' domicile, 2) universal time with public transport exceeds 75 minutes between the educational institution and the parents ' domicile, 3) the learners documented pursuant to section 8 (3) to have been continuously from the parental home for at least 12 months before the date on When the students got right to education grants for the training that the learners are in the process of, or 4) because of the very special relationship at home, URf.eks. very cramped housing conditions or prolonged illness, cannot reasonably be required, that the learners live in the home until the training is completed, or the students reach the age of 20 years.

(2). (6). The educational institution must obtain evidence that the conditions referred to in paragraph 1 are fulfilled and may for the purposes of his decision in accordance with paragraph 1, nr. 4, obtain an opinion from the social authorities on the social conditions for the support seeker's parents.

Chapter 4 training aid outside the cut card section 10. A list of courses that can be given educational support for outside cut card, are included as annex 1 to this notice.

(2). Learners who have completed an upper secondary school education, can not get training aid to a new upper secondary school education. Overview of the secondary education there is secondary.

§ 11. Learners can get educational support for single subject teaching when teaching 1) may be completed within 23 months and 2) includes at least 23 weekly scheduled hours, usually on the same course.

(2). Learners who, when single subject teaching begins, have a child, staying with the learners, and the child is below 7 years when teaching begins, and learners, who after the single subject teaching beginning gets a child, staying with the learners, can get training aid when teaching 1) may be completed within 35 months and 2) includes at least 17 weekly scheduled hours, usually on the same course.

(3). Learners, who follows education is organised as an experiment with a overall preparatory study single subject teaching for higher preparatory exam, possibly in combination with general adult education, can get training aid when teaching 1) may be completed within 35 months and 2) includes at least 17 weekly scheduled hours, usually on the same course.

(4). Single subject teaching includes general adult education, test preparatory single subject teaching to public school graduation tests and 10. class tests, study preparatory single subject teaching for higher preparatory exam, baccalaureate and similar teaching at the corresponding level, or any combination thereof.

(5). Together with general adult education can preparatory adult education be included in the inventory of the weekly scheduled hours in accordance with paragraphs 1 to 3, for learners who have started on preparatory adult education before the age of 20 years. For learners who reach the age of 20 years under the preparatory adult education, training can only be included in the timetals statement, see. paragraphs 1-3, until the next 30. June after that the learners are aged 20 years.

(6). In the statement of the weekly scheduled hours in accordance with paragraphs 1 to 3 shall not be subject, as the learners have previously carried out at the same level, unless it's subjects at secondary school level, general adult education or preparatory adult education.

§ 12. An overview of single subjects at upper secondary level (GSK), which may be given educational support for outside cut card, are recorded as part A, no. 4 (a) of annex 1 to this notice.

(2). Learners can only get training aid to supplement in subjects at upper secondary level (GSK), which are covered by the list in subparagraph (A), no. 4 (a) of annex 1, and as the learners has not previously conducted on the level that is specified in the list.

(3). This procedure shall include at least 16 weekly teaching hours and shall consist of at least four weeks of consistent training. There may, however, be given a month's training aid to supplement that consists of at least three weeks of coherent teaching. Includes supplementing more than four weeks of classes, however, can be given educational support, although that included up to one week's holiday between the weeks of teaching.

§ 13. The mother has the right to additional educational support in connection with the birth or adoption, if the birth or adoption takes place, 1) when she enrolled in and go through a training which confer the right to education grants, or 2) within 12 months, before she starts on a training which confer the right to training aid.

(2). The mother has the right to additional educational support for 12 months, if the birth or adoption takes place, while she is enrolled in and undergoing training. If the birth or adoption takes place within 12 months, before she starts on the training, she has the right to extra support for 12 months with deduction of 1) months between the month of birth or adoption takes place, and the month, she starts at training, and 2) months during which aid in a previous training is paid with double amount or with 2 extra clips for a training cut card in connection with the same birth or adoption.

(3). If the birth or adoption takes place, while the mother is in a paid internship, which completes the training, she has not, however, entitled to additional educational support for the ongoing training.

(4). The father has the right to additional educational support in connection with the birth or adoption, if the birth or adoption takes place, 1) when he enrolled in and go through a training which confer the right to education grants, or 2) within 6 months before he begins on an education that gives the right to training aid.


(5). The father has the right to additional educational support in 6 months, if the birth or adoption takes place while he is enrolled in and undergoing training. If the birth or adoption takes place within 6 months before he starts on the training, he has the right to additional support in 6 months minus 1) months between the month of birth or adoption takes place, and the month he starts at training, and 2) months during which aid in a previous training is paid with double amount or with 2 extra clips for a training cut card in connection with the same birth or adoption.

(6). If the birth or adoption takes place, while the father is in a paid internship, which completes the training, he has not, however, entitled to additional educational support for the ongoing training.

(7). The extra educational support to the mother shall be paid for a period of 12 months from the month of birth or adoption takes place. The mother may decide that the payment of the additional support should commence from 2 months prior to the birth or adoption takes place. The extra educational support to the father shall be paid for a period of 6 months from the month of birth or adoption takes place.

(8). The extra educational support to the mother shall be paid upon application with double amounts of up to 6 months. The extra educational support to the father shall be paid upon application with double amounts for up to 3 months.

(9). The learners must be student active in the month preceding the first month in the period, the additional training support shall be paid. In the payment period must the learners meet the conditions for granting the aid in section 2, with the exception of the requirement for student activity.

Chapter 5 training aid within the cut card section 14. Agency determines, by which MSC programmes or similar frame be extended after section 16 (3). § 15. Support time for an education be extended after application with clips that are chosen from or otherwise saved up in a previously completed education.

(2). Support time can be extended by a maximum number of clips that together with the number of used clips of the previous training is similar to the standard duration of the previous training. When the learners is in the extended support hours in the previous training with a number of clips after §§ 16 or 17, included these clips do not know the inventory of how many clips there are used for this training.

(3). Learners, beginning on a master's degree immediately in the wake of a bachelor's degree, be regarded in State aid terms as if they are enrolled in and go through the master's degree from the first month after the end of training, although bachelor's degree master's degree first commence after until 2 months of vacation. Agency may provide similarly provided training aid in the holiday period between courses in similar studies.

§ 16. Board may determine, to be given up to 12 extra clips in addition to the frame and support time, if the learners have been delayed in an education due to participation in the institution's Board) 1 or 2) work in connection with the education seekers a) social conditions or b) educational conditions.

(2). Work in the Student Council and similar organizations with ties to the educational institution may provide access to additional clips. The work included in the assessment in respect of the award of extra clips in accordance with paragraph 1, nr. 1. The provisions of paragraph 3. Board may determine, to be given extra clips in addition to the frame and support time, if the learners have been delayed in the training due to illness or other special circumstances.

(4). The delay should occur during a period of scholarship, performance, education allowance, leave activation allowance for education, rehabilitation allowance or education allowance. Agency determines how many extra clip frame and support time to be expanded with.

(5). Board may determine, to be given extra clips in addition to the frame, if illness or other special circumstances have meant that the learners can not implement an education and therefore switches to a new education. § 17. The mother is entitled to extra clips in connection with the birth or adoption, if the birth or adoption takes place, 1) while she is enrolled in and go through a training which confer the right to education grants, or 2) within 12 months before she starts on a training which confer the right to training aid.

(2). The mother is entitled to 12 clips, if the birth or adoption takes place, while she is enrolled in and undergoing training. If the birth or adoption takes place within 12 months, before she starts on the training, she has the right to 12 extra clips with deduction of 1) clip, which corresponds to the number of months between the month of birth or adoption takes place, and the month, she starts at training, and 2) clip, which corresponds to the number of months in a previous training where there is paid 2 extra clips or training aid with double amount to an education outside of the cut card in connection with the same birth or adoption.

(3). If the birth or adoption takes place, while the mother is in a paid internship, which completes the training, she has not, however, entitled to extra clips for the ongoing training.

(4). The father is entitled to extra clips in connection with the birth or adoption, if the birth or adoption takes place, 1) while he is enrolled in and go through a training which confer the right to education grants, or 2) within 6 months before he begins on an education that gives the right to training aid.

(5). The father is entitled to 6 clips, if the birth or adoption takes place while he is enrolled in and undergoing training. If the birth or adoption takes place within 6 months before he starts on the training, he has the right to 6 extra clips with deduction of 1) clip, which corresponds to the number of months between the month of birth or adoption takes place, and the month he starts at training, and 2) clip, which corresponds to the number of months in a previous training where there is paid 2 extra clips or training aid with double amount to an education outside of the cut card in connection with the same birth or adoption.

(6). If the birth or adoption takes place, while the father is in a paid internship, which completes the training, he has not, however, entitled to extra clips for the ongoing training.

(7). The learners determines in which periods after childbirth or adoption the extra clips are paid. The mother may decide that the payment of extra clips must commence from 2 months prior to the birth or adoption takes place.

(8). The extra clips are paid after application with 2 clips per month or in conjunction with another clip under section 15 or section 16 or section 17 of the Act, in accordance with paragraph 1.

(9). The learners must be student active in the month preceding the first month of the periods, the extra clips are paid. In the payment periods to the learners meet the conditions for granting the aid in section 2, with the exception of the requirement for student activity. If the extra clips are paid together with another clip under section 15 or section 16 or section 17, paragraph 1, should the trainees be student active in the payment period.

Paragraph 10. Extra clips that are not used, may not be transferred to a new education. In a new training can extra clips that are not used, after application are available according to the rules laid down in paragraphs 2 and 5.

Paragraph 11. If the mother in accordance with section 19 (3) transfers additional clips to the father, the father can use the transferred clips according to the same rules that apply for the extra clip, the father even gets. In the case of an application to transfer clips from the mother to the father to the father's name, social security number, education and Training Institute reported.

§ 18. A learners in education, which included months of paid internship may qualify, on application payment of scholarship and student loans with two clips in the month preceding the first month of the internship. The trainees must have at least two clips back at the beginning of this month. That can be cashed out two clips of the month before the first training period in the training. If the learners have not selected clips from or otherwise saved clips up, no aid shall be paid in the first month after the last training period in the training.

§ 19. Agency may provide that the periods when the trainees have received training aid after the Faroese and Greenlandic rules, pulls off the frame and support time.

Chapter 6 Slutlån


§ 20. Board may determine that the slutlåns time will be extended, if the learners have been delayed in the training due to illness or other special circumstances that prevent the learners to be Studio asset. The delay should occur during a period of slutlån. Agency determines how many slutlåns rates slutlåns time should be extended.

Chapter 7 Appendix to learners with lasting disability § 21. Board may determine that additional scholarship after article 7, paragraph 3, on the basis of 1) an assessment of the nature and degree of functional reduction, and on that basis, 2) an assessment of functional significance for the reduction of education seekers ability to assume professional work as other learners.

(2). Agency may for use in determining whether there may be additional scholarship after article 7, paragraph 3, obtain an expert opinion on the assessment under paragraph 1.

(3). It is a condition for continuing to receive an additional scholarship that the trainees fulfilling the conditions laid down in article 7, paragraph 3.

Chapter 8 Additional stipend and additional student loans for parents section 22. Board may determine that additional scholarship after § 7, paragraph 4, nr. 1, for single parents, who is not entitled to the extra child allowance in accordance with the Act on child allowances and advance payment of child support, as a result of the 1) together with the child living abroad or 2) is not Danish citizens.

(2). It is a condition, in order to give additional scholarship in accordance with paragraph 1, that the other conditions for the extra child allowance in accordance with the Act on child allowances and advance payment of child support are met.

§ 23. Additional scholarship after § 7, paragraph 4, nr. 2, is given to learners who 1) is dependent to a child under the age of 18, 2) living together with the child who is enrolled in the same registered address as the learners, and 3) live in a stable relationship with learners who receive SU, and which are enrolled in the No. 2 registered address.

(2). A learners receive SU, as referred to in paragraph 1, no. 3, when the question is rightly awarded training aid for at least one month during the previous quarter.

(3). Live the learners for the sake of their studies temporarily separated, without cohabitation has ceased, apart from 1) (1). 2, and 2), the requirement that the information referred to in paragraph 1, no. 3, learners must be enrolled in the mentioned in paragraph 1, no. 2, mentioned address.

§ 24. Supplemental student loans in accordance with section 7, paragraph 5, shall be granted to applicants who fulfil the conditions laid down in article 23, paragraph 1, no. 1 and 2, or which fulfil the conditions laid down in article 23, paragraph 1, no. 1, and in accordance with article 23, paragraph 3, nr. 1, has been excluded from the conditions laid down in article 23, paragraph 1, no. 2. section 25. It is the applicant's training conditions at the beginning of the first day in the quarter, which is decisive for the application of the conditions laid down in §§ 22-24 are met in that quarter.

(2). It is a condition for continuing to receive additional stipend according to § 7, paragraph 4, nr. 1 that the applicants fulfil the conditions set out in section 22 or in section 10 (b), paragraph 5.

(3). It is a condition for continuing to receive additional stipend according to § 7, paragraph 4, nr. 2 that the applicants fulfil the conditions set out in section 23.

(4). It is a condition for continuing to receive supplemental student loans in accordance with section 7, paragraph 5, that the applicants fulfil the conditions laid down in article 24.

Chapter 9 Appendix to section 26 of the basic scholarship. Supplement to the basic stipend shall be calculated in accordance with article 25, paragraphs 2 to 4, on the basis of the parents ' combined income basis calculated on the basis of their income in the second calendar year before aid year.

§ 27. If the parents have different registered address at the time the Agency shall decide on the allocation of the Appendix, is the only livelihood for the one of the parents is taken into account for the calculation of the supplement to the basic stipend.

(2). (4). Income base for the longest-living of the parents used to death. Board may disregard it after land of the income basis, if the learners through a very long number of years has not had contact with this.

section 28. Agency may, on application from the learners impose a different basis than the parents ' income basis, if the parent's income has declined significantly compared to the gross income included in income base, due to prolonged unemployment after dismissal) 1, 2) prolonged illness, 3) bankruptcy, 4) cessation, 5) transition to pension or 6) transition to retirement.

(2). The new calculation basis be established for the portion of the support period, that is to say the months of the year, where the learners support after § 2 shall have the right to education grants, that is after the time of the income decline. The base shall be determined on the basis of the parent's expected gross income in this part of the support period, converted to an annual basis.

(3). In the basis of assessment is included after the Agency's note 1) deduction in the personal income shown in the income base, 2) positive income from capital, which emerges from the income base, and 3) equity income shown in the income base.

section 29. Parents ' total income basis shall be reduced for each of the candidates ' education parents ' children who are under 18 years of age at the beginning of the year of support.

(2) Where only this one parents ' income basis is added to the basic regulation. section 27 shall be deducted from the income base after § 25 (4), only for the children of this parent.

section 30. Agency establishes the basis for the calculation of the supplement to the basic grant, if the parents in the second year before the year had income support 1) on the Faroe Islands or to Greenland, 2) abroad, and revenues were not taxable in Denmark, or 3) in Denmark, and the income was not taxable in Denmark.

(2). The base shall be determined on the basis of information about the parents ' financial circumstances in the second year before the year of support in accordance with the principles of the formation of income base.

(3). The learners must give the information about the parents ' income and assets, which are necessary for the determination of the income base.

(4). Revenue etc. in foreign currency shall be converted into Danish kroner on the basis of the average of the exchange rates that are quoted in Copenhagen during the income year.

Chapter 10 application for training aid section 31. Agency determines in which cases to be covered by the aid and amending aid.

section 32. Application for scholarship, see. § 7 (1) (8). 1, slutlån of the basic regulation. § 7 (1) (8). 3, scholarship as Appendix, see. § 7 (3), additional student loans, see. section 7, paragraph 5, and additional scholarship, see. section 7, paragraph 6, shall be received in the Agency's self-service system, see. § 70, before the end of the month, as the learners would the scholarship from, but not later than the 5. December in aid this year.

(2). Application for student loans, see. § 7 (1) (8). 2, for months in support of the year, where the education seekers are entitled, in accordance with article 3. Article 7, paragraph 2, shall at the latest been received in the Agency's self-service system, see. section 70, the 5. December in this støtteår. The learners can, however, only apply for student loans, see. § 7 (1) (8). 2, for the training that the learners are enrolled in and reviewing at the time of application.

(3). After a period of leave from training at 7 months or less resume Agency on the present basis, payment of the aid without application from the learners.

section 33. The first monthly installment of education aid shall be paid at the earliest from the beginning of the month in which the trainees are entitled to support, including starts at training. Training aid shall be paid only with effect from the beginning of the following month if the training begins after the 20. in a month.

(2). Student loans and slutlån shall be paid at the earliest, when the students have accepted the loan conditions and asked for payment through the Agency's self-service system, see. section 70. Board may determine that certain students may submit a request for payment of student loans and slutlån in paper form.

(3). Student loans or slutlån, which is released to the outline of the basic regulation. section 38 c, paragraph 1, but not paid, shall lapse if the learners do not have requested payment of the amounts referred to in article 6. (2) not later than 15 July. December in aid this year.

(4). Student loans are not paid with sums under $ 500.


§ 34. The trainees can apply for change of provisionally awarded training aid, if 1) the applicants fulfil the conditions to get scholarship for udeboendesats, 2) in the event of a significant change in the situation of the parents of learners, see a. section 27 and section 28 (2), (3)) the tax authorities changing their parents ' income basis, 4) there has been a change in the number of education seekers siblings, 5) the learners want to get student loans together with previously awarded scholarship, 6) the learners want to get extra training aid in connection with the birth or adoption, including the wish to have the extra training aid disbursed with double rate, see. sections 13 and 17, 7) the learners want to get scholarship as a supplementary allowance under section 7 (3) or (4), together with previously awarded scholarship or slutlån, 8) the learners want to get supplemental student loans, see. section 7, paragraph 5, together with the previously awarded scholarship or slutlån, or 9) the trainees would receive scholarship and student loans with two clips of the month before the first paid traineeship, in accordance with article 3. § 18.

(2). In the case referred to in paragraph 1, no. 1, happens at the earliest from the beginning of the month adjustment in which the application is received in the Agency's self-service system, and at the earliest from the beginning of the month following the month in which the change occurred. The adjustment is done, however, from the 1. in one month, if the learners move it 1. in the month.

(3). In the case referred to in paragraph 1, no. 2, regulation occurs at the earliest from the beginning of the month in which the application is received in the Agency's self-service system and at the earliest from the beginning of the month in which the change occurred.

(4). In the cases referred to in paragraph 1, no. 3 and 4, going on the adjustment of the support period.

(5). In the case referred to in paragraph 1, no. 5-9, going on the regulation at the earliest from the beginning of the month in which the application is received in the Agency's self-service system.

section 35. Application of opt-out of the training aid regulation. section 7, paragraph 1, must be received in the Agency's self-service system not later than 15 July. in the month preceding the first month, as fravalget includes.

(2). Learners who have requested payment of student loans, see. section 33, paragraph 2, but in the future would a less amount paid, at the latest request this through the Agency's self-service system, see. section 70, the 15. in the month preceding the first month that the payment covers.

(3). If the learners have chosen training aid from for a period of 7 months or less, payment on the present basis agency resumes.

(4). If the learners have chosen training aid from for a period of 8 months or more and would support payment resumed, the students apply for funding again.

(5). Failure to apply for educational assistance equivalent to opt out.

§ 36. Application to halt the payment of support with double rate according to §§ 13 and 17, or scholarship as a supplementary allowance under section 7, paragraphs 3 and 4, must be received in the Agency's self-service system not later than 15 July. in the month preceding the first month in which the payment is sought stopped.

section 37. An application for support or modification of support order to be received in a timely manner must be inserted in the Danish Medicines Agency self-service system no later than the day on which the period expires, see. However, section 38.

section 38. Learners at elementary schools, youth schools, independent schools and private primary schools must, regardless of the rules in sections 32-37 of the sending application for support or modification of support, including opt-out and discontinuance of aid, to the educational institution in paper form. Request for disbursement of student loans, have been released to disposition, must be done according to the rules laid down in article 33, paragraph 2, and section 35, paragraph 2.

(2). Agency may provide that other learners, including learners, who are not resident in Denmark, can send application for educational assistance, including opt-out and discontinuance of aid, to the educational institution in paper form.

(3). Agency may provide that documentation concerning the application for support or modification of support can be sent to the educational institution or agency in paper form, and can including determine deadlines for the submission of documentation.

(4). Applications for support or modification of support, including opt-out and discontinuance of aid can be sent the educational institution shall be deemed to have received in a timely manner, if the application is the educational institution not later than the day on which the period expires. The deadline is extended to the following business day, if the period expires on a Saturday, Sunday or public holiday.

§ 39. Agency determines when an application can be submitted at the earliest.

Chapter 11 amendment of provisional assigned to aid in supporting the year section 40. Agency change the provisional amount allocated in educational support, when the Agency receives information that the learners in the support period 1) takes up 20 years and get training aid outside the cut card, 2) will be at home instead of from the parental home, 3) are only entitled to a small additional stipend according to § 7, paragraph 6, or no longer have the right to additional scholarship, because payment for the training is reduced or stopped , 4) only has the right to a small surcharge to the basic stipend or no longer has the right to supplement the basic stipend in accordance with § 25, (2) due to changes in parents ' income basis, or because the parents have the same registered address, 5) no longer have the right to additional scholarship after § 7 (3), (6)) no longer have the right to additional scholarship after § 7, paragraph 4 , or 7) no longer have the right to additional student loans in accordance with section 7, paragraph 5, paragraph 2. The change of the amounts is effected from the beginning of the month following the month in which the change in the applicant's circumstances has occurred, see education. However, paragraphs 3 and 4.

(3). The change of the amounts is done from the 1. in one month, if the learners move it 1. in the month.

(4). The change of the amounts is effected from the beginning of the calendar quarter following the quarter in which the change in the educational relationship seekers is done when the learners are no longer entitled to additional scholarship after § 7, paragraph 4, or supplemental student loans in accordance with section 7, paragraph 5.

(5). Agency stops payment of student loans that are given in article 25, paragraph 6, of the end of the month in which the learners takes up 20 years.

§ 41. Agency stops payment of the provisional amount shall be paid in education grants, if the learners during the period of eligibility do not satisfy the conditions for granting the aid in article 2, paragraph 1, including 1) completes or interrupts education, 2) gets leave from training, 3) are paid for periods of time as part of training, 4) get other public aid, training aid, which excludes 5) declared non-Studio active or 6) is no longer enrolled at and undergoing full-time training.

(2). Agency stops payment of the provisional amount shall be paid in training aid for EU and EEA nationals who receive educational support in the light of the status of employed or self-employed persons, see. section 67, paragraph 1, if the learners ceases to be employed or self-employed person and does not satisfy the other conditions laid down in chapter 18 to get aid on the same conditions as Danish nationals.

(3). Agency stops payment of the provisional amount shall be paid in education support for learners who receive educational support for an education abroad, and who do not have documented enrollment and student activity under section 63, paragraph 3.

(4). Payment is stopped from the end of the month, the change happens. If the change is dated July 1. in a month, stopped disbursement of this date.

Chapter 12 Egenindkomst and limit of section 42. Scholarship, including scholarship as a supplementary allowance under section 7, paragraphs 3 and 4, and additional scholarship after section 7, paragraph 6, then student loans, including additional student loans in accordance with section 7, paragraph 5, and slutlån, shall be reduced in accordance with section 22 and section 30 of the final aid allocation for a støtteår, when the egenindkomst seekers exceed årsfribeløbet education, see. Article 22, paragraph 1, or the education earnings, see. section 22 (a) (1). 1. the provisions in paragraph 2. Further student loans in accordance with article 25, paragraph 6, shall be reduced, however, always first. When there is no more of the additional student loans, the reduction is done in accordance with paragraph 1.

(3). The reduction occurs, as if there is always sought the greatest possible scholarship and student loans.

section 43. The final award of education grants for a støtteår can happen after section 22 (a), if 1) the candidates ' education training period, see. (2) does not include the months of January or december in that støtteår, or 2) the applicants are outside education for at least 4 consecutive calendar months in that støtteår.

(2). The training period is the calendar months in support of the year, where the learners are enrolled in an education that gives right to the training aid regulation. Chapter 2, sections 54-59, Chapter 2.

(3). Egenindkomsten of the basic regulation. section 23 (2) and (3) shall be calculated in the cases referred to in paragraph 1 during the training period as follows:


1) Income for a pay period that the reportable have reported to the register, see income. law on an income directory, and located within the education period, see. (2) is included in egenindkomsten. Is a part of the pay period outside of the training period, shall be allocated income evenly on calendar days in the pay period, so only income in calendar days within the training period is included in the egenindkomsten. Includes more than one pay period, income is distributed equally on støtteår calendar days in each støtteår, so only income falling to the same støtteår, included in the egenindkomsten.

2) Income, who do not appear in the register, income is distributed equally on the calendar months in the støtteår, where income is taxable, regardless of whether the income is reportable information according to the law on the income register, after which only income in calendar months within the training period is included in the egenindkomsten.

(4). Board may, in exceptional cases, dispense with the inventory of the egenindkomsten in accordance with paragraph 3, no. 2 If the trainees would otherwise be unreasonably low.

§ 44. Agency may, on application from the learners increase earnings, if the students have received scholarships, bursaries or similar, which is provided with educational purpose in mind, and which is included in the training match egenindkomst. Tax-exempted amount shall be increased by the amount of the scholarship, bursary or similar is included with in the training match egenindkomst.

(2). Agency may, on application from the learners increase earnings, if the learners have received payouts after the law on workers ' compensation, law on workers ' compensation insurance or law on liability included in the applicant's education egenindkomst. Tax-exempted amount shall be increased by the amount of these payments are included in the training match egenindkomst. Earnings increased, however not for learners who receive additional stipend after § 7 (3).

Chapter 13 repayment of too much paid training aid § 45. Provisional amount cannot be assigned definitively, after chapter 7 is paid back with interest and, where appropriate, Supplement. The amounts to be paid back when the final aid allocation has been made. Amounts that are paid too much, after that the revisions mentioned in Chapter 11, have taken effect may, however, be required back before the final aid allocation.

(2). The amounts to be paid back no later than the 1. in the month following 2 months after the claim is submitted.

§ 46. State Administration may require that the applicants in writing or electronically with digital signature must recognise the obligation to repay the education aid paid too much.

§ 47. The customer does not pay the amounts back immediately, see. section 45, paragraph 2, may decide that the State Administration too much paid training aid must be repaid in equal amounts over a period not exceeding 3 years. The monthly amount shall not be less than 200 USD for each requirement.

(2). State Administration may determine how the deposited amount shall be allocated on the fees, interest, principal repayment addition after section 30, paragraph 5, and the possible costs.

(3). Debt may, in accordance with the order for termination to indemnify the payment, if the debtor does not comply with the terms for repayment.

section 48. State Administration may allow relaxations in terms or give exposure with refund, if the customer cannot comply with the drawback system, but in fact can liquidate the debt within the prescribed settlement period.

(2). Change request repayment of too much received training support, query regarding refund and complaints must be done through the State Administration electronic self-service system, see. section 70.

(3). State Administration may determine in which cases inquiries under paragraph 2, may be filed in any other form, including in paper form.

Chapter 14 repayment of student loans and slutlån, as well as government loans section 49. A borrower who has only recorded student loan and/or slutlån after the 1. January 1991, must start paying back the loan with accrued interest 1. January in the calendar year, 1 year after the end of the støtteår, where the training period has ended.

(2). A borrower who have student loans and/or federal loans that are recorded for a period before the 1. January 1991, and a borrower who have student loans, government loans and/or slutlån for a period both before and after 1 May 2004. January 1991, however, the earliest start to pay back the loans with accrued interest 1. August in the calendar year, 1 year after the end of the støtteår, where the training period has ended.

(3). The training period is the period during which a learners are enrolled in and go through 1) training which provides the right to education grants, including periods of paid work placement included in the training, 2) a vocational training or a corresponding student/apprenticeship shall not be eligible for training aid, or 3) a PhD study and do not receive wages for the Studio.

(4). Training period shall not be considered as terminated, if the borrower within the next 15 months 1) begins at a different training, which can be taken into account during the training period, or 2) resumes the interrupted training.

(5). A borrower's training period can be considered as terminated when the borrower no longer can be considered to be Studio asset, even if the training is not completed or aborted.

(6). A borrower can with discharge pay State loans, student loans and/or slutlån with interest back with voluntary services before and after the payment obligation is appointed in accordance with paragraphs 1 and 2.

(7). Repayment happens to State Administration.

§ 50. Agency shall lay down in the loan conditions, in which cases the debts are due for immediate settlement. In the conditions fixed terms of repayment and eventual execution, including for how deposit amount shall be allocated on the fees, interest, principal and any costs referred to in article 6. Chapter 8 and 10.

(2). Loans with accrued interest is paid back with equal payments every other month. The individual performance can not be less than 200 us $.

(3). Payments are made in a period, the length of which shall be determined by the State Administration on the basis of debt. The period is at least 7 years and not more than 15 years.

(4). State Administration at the request of the borrower can extend the repayment period, when special reasons for doing so.

§ 51. State Administration can provide relief in terms of repayment or allow deferral of repayment if the borrower cannot keep the form of the drawback system, but, moreover, can settle the loan within the required settlement period.

(2). Change request repayment of student loans, government loans, slutlån or request concerning refund and complaints must be done through the State Administration electronic self-service system, see. section 70.

(3). State Administration may determine in which cases inquiries under paragraph 2, may be filed in any other form, including in paper form.

Chapter 15 Education seekers accountability § 52. A learners must immediately in a støtteår, where the trainees have been awarded support, provide information to the educational institution, when the learners 1) interrupts the training or the training concludes, without that it is clear from the latest support message 2) gets leave, 3) gets a paid period as part of the training, without that it is clear from the latest support message 4) is no longer enrolled at and undergoing full-time training , 5) get assigned to other public aid, training aid, which excludes 6) will be living at home, 7) no longer have the right to additional scholarship after § 7 (3), 8) no longer have the right to additional scholarship after § 7, paragraph 4, or 9) no longer have the right to additional student loans in accordance with section 7, paragraph 5.

(2). Learners at 18 and 19 years old who get support outside the cut card, give the agency information on the parents ' income, if the parents in the second year before the year had income support 1) on the Faroe Islands or to Greenland, 2) abroad, and revenues were not taxable in Denmark, or 3) in Denmark, and the income was not taxable in Denmark.

(3). Learners at 18 and 19 years old who get support outside the cut card, and where only the income of one of the parents is taken into consideration for the calculation of the additional scholarship, must notify the Agency if the parents have the same registered address, so that the conditions laid down in § 27 is no longer met.

(4). Learners who have occupied State loans, student loans and/or slutlån, must give the Agency notice of that training is interrupted or terminated, regardless of whether the trainees have been awarded training aid in the year when the training period is terminated.

Chapter 16 Specific requirements for study abroad section 53. During study abroad can the learners take its training aid from Denmark, if the stay of the Danish educational institution is approved as part of an education in Denmark, the learners are in the process of, and training gives a right to training aid.


(2). The learners by providing documentation from the educational institution abroad, to the Danish educational establishment are informed about courses of study, including study activity, at least 2 times a year.

(3). The learners are considered from the parental home, regardless of registered address, if the learners do not live with the parents or one parent abroad.

Chapter 17 particular requirements for education abroad, § 54. Learners can get training aid for education abroad in accordance with the same rules as for education in Denmark with the changes imposed by § § 55-65 and § 2, paragraph 3. Training and educational institution must be publicly recognized in the country of study, and must not be organized as distance learning.

(2). Learners cannot get education grants, if they get training aid for training the country's rules.

§ 55. Training aid for training abroad are managed by the Agency, which in each case shall decide on an education abroad eligible for training aid and on the allocation of aid for education abroad.

(2). Agency shall take the final administrative decision about which study programmes abroad conferring entitlement to education grants, including the right to additional scholarship.

Training in another Nordic country



section 56. Learners can get educational support for training in another Nordic country, where education and the educational institution are of such a nature that it would be publicly recognized in Denmark, and has a consistent duration, which are at least equivalent to one academic year.

(2). Training must 1) provide a vocational competence, which immediately can find common use in Denmark, or 2) have a high school education, which gives access to a qualifying education in Denmark.

Education in Germany for students belonging to the German minority in Denmark



§ 57. Students belonging to the German minority in Denmark, may, in accordance with the Agency's quantification get training aid for education in Germany. Training and educational institution must comply with the requirements of section 59.

Education abroad, moreover,



§ 58. Learners can get educational support in the set duration measured in months of training abroad of up to 4 years rated duration.

(2). Learners can get educational support in the last 4 years of education to vocational training abroad of more than 4 years rated duration. In determining when the learners begins on the last 4 years of training, disregarding periods of paid work placement.

(3). Learners can get educational support throughout the set duration for the training abroad of more than 4 years ' duration, if the training is estimated to rated cover a specific business needs in Denmark, and in the absence of an education with the same vocational aims here.

(4). However, there may not be given educational support for the first year of a higher education abroad, when this first year is at the level of upper secondary education or equivalent education in Denmark. There are no training aid for Freshman Year of a bachelor's degree in the United States.

(5). Learners can get educational support in the last 2 years of training for the following courses in lieu of a Danish student degree as qualifying for higher education in Denmark: 1) International Baccalaureate.

2) Baccalauréat "à Option International.

3) by the European schools the European baccalaureate.

(6). Learners can get educational support in the last 2 years of training for baccalaureate by Duborg-Skolen in Flensburg and a. p. Møller School in Schleswig.

section 59. Agency may treat other recognition than public recognition or the institution's membership in professional associations with public recognition, if education and training institutions are not generally recognised by the public authorities in the country of training.

(2). Training and the educational institution shall be of such a nature that it would be publicly recognised in Denmark.

(3). The training referred to in article 58, paragraphs 1-3 shall provide a vocational competence, which immediately can find common use in Denmark.

(4). The training referred to in article 58, paragraph 1, must have a continuous duration at least equal to a year's curriculum.

section 60. Training aid for education abroad outside the Nordic countries provided within rock card. Educational support for the programmes referred to in article 58, paragraphs 5 and 6, however, outside the cut card.

(2). Learners cannot get education grants to supplement abroad.

(3). In the støttetid of 4 years, referred to in section 58 (1) and (2), be deducted from støttetid that was previously used for the training abroad, which is referred to in section 58, paragraph 1-3.

Teaching fee



section 61. Learners can only get additional scholarship as grants to cover payment for tuition for the courses referred to in § 56 and § 58, paragraphs 1 and 3, if the training is estimated to cover a specific business needs in Denmark, and in the absence of an education with the same vocational aims here.

§ 62. Agency shall draw up an inventory of courses which confer the right to education grants under section 58 (1) and (3), and which at the same time giving entitlement to supplementary scholarship under section 61. Agency can including confine an approval to certain educational institutions. The list shall be reviewed before each støtteår.

(2). Learners can only get training aid pursuant to section 58, paragraph 3, and additional scholarship under section 61 for education abroad outside the Nordic countries for training, which is included on the list. If a training is deleted from the register, gives the right to continue training aid pursuant to section 58, paragraph 3, and for additional scholarship under section 61 for learners who have begun training. Listing is included as annex 1 to this notice.

Student activity



section 63. A learners who receive educational support within the cut card for education abroad outside the Nordic countries, is active, when the study education seekers study-related progress measured in months corresponds to the number of clips used for training (are in takt). When the learners is in the extended support time with a number of clips under section 16 or section 17 of these clips not included in the measure of how many clips there are used for training. The work progress is measured in relation to the rules applicable to training.

(2). Agency may in exceptional cases derogate from the requirement of Studio activity, if a learners who receive educational support within the cut card for education abroad outside the Nordic countries, have been delayed in the programme in conjunction with samples that are not passed, or similar delay of training. Derogation of Studio activity requirement does not support time under section 58 shall be extended.

(3). A learners who receive educational support for an education abroad, by documentation from the educational institution shall ensure that the Agency receives notice of courses of study, including study activity, at least 2 times a year. Documentation must be submitted no later than 6 months after the end of the støtteår, which the documentation relates.

Application



section 64. Application for approval of an education abroad eligible for training aid regulation. section 54 and 62, are to be sent to the Agency in paper form. Agency may provide that the application for educational assistance for education abroad shall be sent to the Agency in paper form.

(2). Training aid for education abroad may be granted at the earliest from the month in which the application for support for training abroad are received in the agency or in the Agency's self-service system, see. section 70.

(3). The learners must send all necessary information about the training and the educational institution to the Agency in paper form. Board may determine that the information must be given in Danish.

(4). The learners are considered from the parental home, regardless of registered address, if the learners do not live with the parents or one parent abroad.

Board for Support eligible degree programs abroad



section 65. Establishment of a Committee for funding eligible Education abroad.

(2). The Board's Chairman and members, moreover, appointed among experts in the field of vocational education and training particularly abroad.

(3). At the request of the Agency: 1) the Board shall establish guidelines for what education abroad can be given educational support for.

2) Pronounce the Board itself, in exceptional cases, on individual education abroad eligible for training aid.

Chapter 18 Specific requirements for learners who are not Danish nationals § 66. Learners who are not Danish nationals, may be supported under the same conditions as Danish nationals for an education in Denmark when they meet one of the following conditions: 1) belonging to the Danish minority of Southern Schleswig.

2) 6. March 1946 was or, within the last 10 years before this date as Icelandic nationals has been residing in Denmark.

3) covered by section 2, paragraphs 2 and 3, of the Act on integration of aliens in Denmark (the Integration Act).


4) upon entry into the country was not filled 20 years and together with their parents have taken residence in Denmark and the family continue to reside here.

5) immediately before the time of application has had coherent registered residence in Denmark for at least 2 years immediately before the date of the application and at the same time have been married or been in a registered partnership with a Danish citizen for at least 2 years. It is a condition that the learners are still married or in a registered partnership at the time of application.

6) immediately before the commencement of the training, which sought support for, has had consistent registered residence in Denmark for at least 2 years with at least 30 hours of work a week. With professional work means that the learners on the basis of a valid work permit either have had extraordinary work with ordinary remuneration in the labour law or work as self-employed. Paid internship and other training periods of paid leave may not be equated with professional work. It is a condition that the employer is registered with the State tax and customs authorities as liable to withholding after kildeskatteloven. It is a condition for being considered self-employed, that the learners are VAT registered or recorded as payroll duties.

7) immediately before the time of application has had coherent registered residence in Denmark for at least 5 years, when they have not taken the stay in Denmark for the purpose of education.

(2). Have professional work, see. (1). 6, not been coherent or has it not been immediately prior to the commencement of training, the learners, however, have access to education aid if it or the intervening periods have been 1) of a total of not more than 3 months duration, 2) periods of unemployment registered with employment offices, 3) periods of not more than 6 months ' duration, which is used for labour market training, language schools and similar educational activities, 4) disease periods or 5) with the obligations of military service in the country of origin.

(3). With professional work, see. (1). 6, assimilated periods on a total of 1 year in accordance with the rules in force in the labour market, in which the applicant in connection with the birth or adoption of a child have nourished their own child.

section 67. An EU citizen who is employed or self-employed in Denmark after EU Court rules can get support for an education in Denmark or abroad, under the same conditions as a Danish citizen. As an employed or self-employed person under Community law is considered also a EU citizen, who have previously been employed or self-employed in Denmark, when there are substantive and temporal correlation between education and previous work in Denmark, as well as an involuntarily unemployed, who due to health conditions or structural conditions in the labour market in need of retraining for employment in a profession without substantive and temporal coherence with the previous work in Denmark.

(2). A spouse of an EU citizen who is employed or self-employed in Denmark after EU Court rules can get support after the EUROPEAN UNION-the right to an education in Denmark or abroad, under the same conditions as a Danish citizen, if the person living with or have lived with EU-country national for a period of time where this is or was employed or self-employed in Denmark.

(3). A child of an EU citizen who is or has been employed or self-employed in Denmark after EU Court rules can get support after the EUROPEAN UNION-the right to an education in Denmark or abroad, under the same conditions as a Danish citizen, if the child has taken the stay in Denmark with EU national and living with or have lived with EU-country national for a period of time where this is or has been employed or self-employed in Denmark after the EU-law. However, it is a prerequisite that the learners have no such age and independent status, that cannot reasonably be emphasis on the parents ' relationship. The child does not live in Denmark at the time of the beginning of training, however, the child is only entitled to support, if EU-country national has maintained the child until the time of the beginning and of education at this stage is employed or self-employed in Denmark after the EU-law.

(4). The parents of an EU citizen who is employed or self-employed in Denmark after EU Court rules can get support after the EUROPEAN UNION-the right to an education in Denmark or abroad, under the same conditions as a Danish citizen, if they will be maintained by the concerned Community citizen and living with or have been living with the person concerned for a period of time where this is or has been employed or self-employed in Denmark.

(5). European Union citizens and their family members can after 5 years continuous residence in Denmark get support for an education in Denmark or abroad, under the same conditions as Danish nationals, without prejudice. However, section 2 (a), paragraph 3.

(6). Paragraphs 1 to 5 shall apply mutatis mutandis for EEA nationals and members of their families.

section 68. Agency's equality of learners who are not Danish nationals with Danish citizens in State aid terms applies to the training that the learners have sought support in the context of the application of equality without prejudice. However, (3) and (4) and section 41, paragraph 2.

(2). Agency's equality of learners who are not Danish nationals with Danish citizens in State aid terms of a training, lapse from the time of afbruds, if the students interrupts the training referred to in article 6. However, paragraph 3.

(3). A learners who have been assimilated to Danish nationals under section 66, retains the right to assistance under the same conditions as Danish nationals for training in Denmark, if the learners have not been left by Denmark for a continuous period of more than 2 years after the date of the communication on gender equality. By more than 2 years of continuous absence from Denmark achieves a learners that were previously treated as Danish nationals under section 66 for an education, first right to training aid on the same conditions as Danish nationals, by once again to comply with the conditions laid down in article 66, paragraph 1, no. 1-3 and 5-7 or § 67.

(4). A learners, assimilated to Danish nationals according to chapter 18 of Decree No. 469 of 3. June 2003 or similar previous rules retains the right to assistance under the same conditions as Danish nationals for training in Denmark, if the learners have not been left by Denmark for a continuous period of more than 2 years after 30 June. April 2006. By more than 2 years of continuous absence from Denmark achieves a learners, previously assimilated after chapter 18 of Decree No. 469 of 3. June 2003 or similar previous rules to an education, first right to training aid on the same conditions as Danish nationals, by fulfilling the conditions set out in section 66 (1). 1-3 and 5-7 or § 67.

section 69. Learners who are not Danish nationals, cannot get education grants, if they receive support from their home country during the training.

(2). Learners who are not Danish nationals, cannot get education grants, if they can get support during training from the home Member State, unless they are nationals of the EU or EEA countries.

Chapter 19 Management, etc.

section 70. Agency shall make an electronic self-service system available to the application for support or modification of support in electronic form. State Administration shall make an electronic self-service system available for repayment of student loans, government loans, and the repayment of slutlån too much received support.

(2). In order to get access to the medicines agency, or State Administration self-serve systems should the learners or the borrower be in possession of the kind of digital signature or other secure personal identification after the Agency's or the State's Administrative provision gives access to medicines or State Administration self-serve systems.

(3). State Administration decisions and sends messages to the customers ' or borrowers digital mailbox in Public Digital Record. State Administration may also determine that certain decisions and messages are sent in paper form, and that some learners can receive decisions and communications in paper form.

(4). Agency prepares schema material for applications, etc., that cannot be delivered in electronic form in Agency self-service system.

(5). Decisions and communications of the Agency sends in electronic form to the applicant's education digital mailbox in Public Digital Record. Board may determine that certain decisions and messages are sent in paper form, and that some learners can receive decisions and communications in paper form.

(6). The educational institution shall assist the individual learners with the implementation of the application for aid in electronic form if the learners are not able to or have much more difficulty by using the medicines agency self-service system because of mental or physical disability or similar.

§ 71. Agency establishes time limits for payments and messages.

(2). Agency may require information necessary for 1) aid allocation,


2) control of egenindkomst, 3) repayment and 4) administration in General.

(3). State Administration shall fix the deadline for payments on loans and may require the information necessary for the repayment of loans. State Administration may stipulate what information must be given in writing, or as may be provided in electronic form.

section 72. Board may determine how the individual educational institution must manage in the context of providing educational support and can including setting regulatory requirements to the institutions ' administration.

(2). Agency may require all information necessary for the performance of supervision of the educational institutions administration in connection with the granting of aid. Agency may require information about learners, including those who do not receive aid. The information provided to the Agency in accordance with the guidelines laid down by the Agency. Board may determine, including the educational institutions shall record the information and, upon request, transfer them to the National Board in electronic form.

(3). Information, see. (2) other messages from educational institutions to Agency and communications from the Agency to the educational institutions that are submitted electronically, must bear a digital signature or other secure identification in accordance with the Agency's detailed provision.

(4). Board may authorize the individual educational institution for the Agency's computer system.

section 73. The tax authorities shall make information available to the Agency on training seekers and their parents ' income and assets in one or more prior income year as well as information about training seekers treasure map. The tax authorities shall make further information available for State Administration of the borrower's income and assets in one or more prior income year. The information to be provided in a form that is suitable for electronic data processing.

(2). The Central Person register makes information available to the Agency for learners, including people, siblings, parents and address information. The Central Person register provides also information available to State Administration of borrowers, including personal and address information. The information to be provided in a form that is suitable for electronic data processing.

(3). Payout Denmark shall make information available to the Agency as to whether the learners are entitled to and receive extra child allowance in accordance with the Act on child allowances and advance payment of child support. The information to be provided in a form that is suitable for electronic data processing.

(4). State Administration shall make information available to the Agency on State-and student loans during repayment and on requirements according to § 36. The information to be provided in a form that is suitable for electronic data processing.

(5). Other public authorities and private institutions shall make information available to the Agency about learners, when the information is necessary for the calculation of education grants, and for State Administration, when the information is necessary for repayment. The information to be provided in a form that is suitable for electronic data processing.

§ 74. Complaints about the decisions which an educational institution shall, in accordance with the Agency's determination, may, in accordance with article 42, paragraph 2, within 4 weeks from the notification of the decision brought before the Agency by which the decision relates.

(2). Complaints about an educational institution's decisions on student activity after chapter 1, may be brought before the Agency as referred to in paragraph 1.

(3). Complaints shall be addressed to the Agency and sent to the institution.

Chapter 20 Fees § 75. Printed reminder or termination of the drawback system, if the deposit is not done in a timely manner on the debt as a result of too much paid training aid. There is a fee of 60 DKK for printing of each reminder. There is a fee of 150 USD for the printing of each termination. The amount added to the debt, and deposit shall be counted in advance on the fee.

Chapter 21 Grade in cut card by learners who have been in the process of training before the 1. January 1996, § 76. Learners classified in cut card with a deduction of and addition to the frame and the support period after § § 77-80, when they have been placed in 1) the number of classes for higher education, which was applicable from 1. August 1989 to 31 December 1992. December 1992, or 2) it cut short, which was applicable from 1. January 1993 to 31 December 1996. December 1995.

(2). Learners who have received educational support to higher education in a period before the 1. August 1989, but has not been placed in the two mentioned earlier penalty point systems, and Furthermore, that learners are not placed in the rock map, classified by application for training aid in the new cut short without any deductions and allowances. However, deducted from a number of clips that corresponds to the number of months during which the trainees during the period from the 1. August 1989 to 31 December 1992. December 1995 for a higher education, which provides the right to education grants, has received 1) education allowance in accordance with the Act on an active labour market policy, 2) leave allowance for training after the Act on leave, 3), rehabilitation benefit in accordance with the law on social assistance or 4) education allowance in accordance with the law on employment offers to the unemployed.

(3). Agency may provide that the periods after the 1. August 1989, where the trainees have received educational support for Faroese or Greenlandic rules, shall be deducted from the frame and support time, when the trainees be classified in cut card in accordance with paragraph 2.

(4). Learners who are in the process of a bachelor's and master's degree or a similar training course, which consists of several courses, gets assigned støttetid to the education to the training, they're going with. the Management Board may, however, provide that learners must be assigned støttetid to the whole educational process.

§ 77. The frame shall be deducted: 1) clip that has previously been used for higher education, including cut support time is extended by to study the shift and of times candidates may take.

2) clip that is used for higher education during periods of parental income dependent on aid.

3) clip, which corresponds to the number of months during which the trainees have received a) education allowance, (b), (c) the granting of leave)), rehabilitation benefit or d) training allowance if the trainees started on training after the 13. December 1988, to higher education, which gives the right to training aid. The months are deducted only from, if they are not already converted to the clip and pulled from under point 1. 1.4) the difference in months (cut) between the set study time in months, the trainees were placed with in the punchcard for higher education, which was applicable from 1. August 1989 to 31 December 1992. December 1992, and the støttetid in months, the trainees were given at the time of grading. Support time that was assigned at the time of grading, was the difference between a) usual study time in months plus one year and enrolment periods in the months before the time of grading for learners, which was begun on training before the 15. March 1988, or b) rated studies for months and months with educational support in the period from the 15. March 1988 to 31 December 1992. July 1989 for learners, who had started on a training during this period.

5) clip that is used for a youth education abroad, except for youth education, which is carried out in another Nordic country or is mentioned in section 58 (5) and (6).

(2). Agency may provide that the periods after the 1. August 1989, where learners have received educational support for Faroese and Greenlandic rules, pulls off the frame and support time.

§ 78. In support time deducted: 1) clip that is used for the training, the trainees are engaged in, including cut support time is extended by the times candidates may take.

2) clip that is used during periods of parental income dependent on aid in the training, the trainees are engaged in.

3) clip, which corresponds to the number of months during which the trainees have received a) education allowance, (b), (c) the granting of leave)), rehabilitation benefit or d) training allowance if the trainees started on training after the 13. December 1988, to higher education, which gives the right to training aid. The months are deducted only from, if they are not already converted to the clip and pulled from under point 1. 1.4) clip that is used for the secondary education abroad, the learners are, apart from school education, which is discussed in another Nordic country or is mentioned in section 58 (5) and (6).

(2). Agency may provide that the periods after the 1. August 1989, where learners have received educational support for Faroese and Greenlandic rules, pulls off the frame and support time.

§ 79. Frame attributed to clips, support time in higher education is extended with due 1) disease, 2) birth and adoption, 3) compliance with the obligations of military service, 4) execution of scientific work, 5) work entrusted to the trainees after the governing law, 6) Council work, 7) work relating to the applicant's education and social and educational circumstances or 8) other special conditions.


section 80. Support time during the training, the trainees are engaged in, conferred on the clips, support time in this training is extended with due 1) disease, 2) birth and adoption, 3) compliance with the obligations of military service, 4) execution of scientific work, 5) work entrusted to the trainees after the governing law, 6) Council work, 7) work relating to the applicant's education and social and educational circumstances or 8) other special conditions.

Section II-Residence Stipend Study



§ 81. The learners must send an application for an international scholarship to study abroad, see. § 46 (a) (1). 1, to the Danish educational institution. The application shall be attached to the educational institution's prior approval of merit for study the stay as well as documentation from the foreign educational institution for admission, which may be subject to payment, tuition fees, as well as what the tuition fee covers.

(2). There can be no earlier than sought foreign scholarship 12 months before study the stay starts.

(3). The learners must inform the Danish educational establishment about dropping out of the study period abroad.

(4). The Danish educational institution shall decide on the allocation of international scholarship for study abroad and about the size of foreign scholarship, see. section 90 and shall verify that the trainees have completed the first year of a study that has longer duration than 1 years, see. section 89, paragraph 3.

All study programmes at master's level



section 82. A whole higher education abroad at graduate level must have a duration (standardisation) of at least 60 ECTS credits or equivalent. 60 ECTS credits corresponding to one year of full-time studies.

section 83. Agency shall draw up a list of what the whole of higher education at the graduate level at foreign educational institutions, see. § 46 (a), may be foreign scholarship to. The list will be published on the Agency's website at the address www.su.dk.

(2). On the list are admitted to higher education at the graduate level at foreign educational institutions, as 1) is the subject of a cooperation agreement on the exchange of trainees with a Danish University, a Danish University College, a Danish engineer school, the Danish School of media and journalism, 2) is offered by a number of internationally recognised universities or 3) have such a professional quality that a Danish University, a Danish University College, a Danish engineer school, the Danish School of media and journalism on the basis of an application for foreign scholarship assesses that the educational institution would be able to have a cooperation agreement on exchanges at graduate level with the concerned foreign educational institution.

(3). A Danish University College, a Danish engineer school, the Danish School of media and journalism are discussing questions about the professional quality of the basic regulation. (2). 3, with the Danish universities, cooperates with within the respective professional area.

section 84. For courses in Denmark offered after Culture Minister's approval, the only international scholarship, if education is separately approved for this purpose. Approved courses appear on the list referred to in section 83 (1).

§ 85. The list is revised once a year per 1. January. New courses at foreign educational institutions that qualify to be included under section 83 (2), nr. 1 and 3, shall be recorded continuously.

(2). Approval of the training referred to in section 83 (2), nr. 3, occurs for a period of 2 years.

(3). Learners seeking external scholarship may be awarded to international scholarship and retain the right to do so, although the training are deleted from the list after the date of the application.

§ 86. The Danish educational institutions supervisor trainees about courses at graduate level abroad, including the quality of education, as education institutions have cooperation agreements on regulation. section 83 (2), nr. 1. Is a training at a foreign educational institution, as the learners want foreign scholarship to, not the subject of a cooperation agreement, the educational institution that the learners have taken his bachelor's degree from, guide the learners. The guide includes choice of education, educational gradient's relevance in relation to the Danish education (choice of subjects, etc.) and general guidance about the Danish education rules and their relationship with foreign educational rules. The Guide does not cover practical aspects relating to the implementation of the practical training abroad.

(2). The Danish educational institutions supervisor trainees, who holds a bachelor's degree from a foreign educational institution, about education at graduate level within the institutions ' educational areas abroad.

(3). Board may determine which educational institutions that must guide.

section 87. The students must submit application for foreign scholarship to an entire master's degree abroad for the Agency.

(2). Agency shall decide on the allocation of the foreign grant for the whole master degrees abroad, including for the learners at the time of start of training has a sufficient number of clips or slutlåns rates available to be awarded an International Fellowship, see. section 46 (d) of paragraph 3, as well as on the size of foreign scholarship, see. section 90.

(3). There can be no earlier than the subject of an application for International Fellowship 12 months before the start of training.

(4). Learners who receive foreign scholarship, against agency documenting the work progress after the first year of a multi-year master programme in the context of determining whether the scholarship for the second year of the degree programme can be assigned definitively, without prejudice. section 89, paragraph 3.

section 88. Learners who receive foreign scholarship, by dropping out or quit the training inform the agency thereof.

Preliminary and final assignment



section 89. Foreign scholarship allocated provisionally on the basis of the invoice from the foreign educational institution, when the learners, moreover, complies with the conditions laid down in paragraph 46 (a) and in respect of foreign scholarship to an entire training abroad also section 46 (d), paragraph 3. Agency pays foreign scholarship not earlier than 3 months before the start of the training.

(2). Foreign scholarship allocated definitively when the learners have proven by receipt from the foreign educational institution, to the tuition fee is paid, and not subsequently refunded, in accordance with article 3. section 92.

(3). International Scholarship for second or subsequent year of study or training at graduate level in foreign countries, which have a longer duration than a year, allocated definitively when the learners have documented over for agency that first year is completed, including the planned exams are passed.

(4). The learners must defray any expense for issuance of documentation to amount and payment.

Ensure the external size



section 90. International Scholarship is awarded only to those parts of the tuition fee, as federal grant or authorization shall cover in Denmark, see. section 19 (1) and (2), and article 21, paragraph 1, of the law on section 24 of the law on universities, University colleges of higher education, section 24 of the Act on vocational academies of higher education, section 32 of the Act on vocational college education and professional bacheloruddannelser, sections 13 and 16 (c) of the law on artistic institutions of higher education, section 5 of the law on The Information and library science, and section 5 of the law on maritime education and rules issued pursuant to the said laws.

(2). In the calculation of foreign scholarship after section 46 c, paragraph 3, and § 46 d, paragraph 4, spent teaching value added funding grants, building value added supplements and protein supplements fællesudgifts. In the case of courses provided under the law on universities spent alone added funding grant for full-time training as set out in the budget bill, and in the case of artistic and cultural education under the Ministry of Research, Innovation and higher education and the Ministry of culture spent alone the educational rate calculated by line ministries and as the annual publication on www.su.dk.

Disbursement and administration



section 91. Agency may not pay foreign scholarship for a training period of 12 months, which is equivalent to 60 ECTS credits or equivalent.

(2). Application for foreign scholarship must be received at the latest on the educational institution, without prejudice. section 81, paragraph 1, or at the Agency, see. section 87 (1) by the end of the training period, which sought foreign scholarships for, see. (1).

section 92. Learners who receive international scholarship to study, by dropping out of education pursuant to section 52 (1) (8). 1, demonstrate to the Danish educational institution, whether he gets a refund of all or part of the tuition fee paid.

(2). Learners who receive foreign scholarship to an entire master's degree abroad should at curtailment of education pursuant to section 52 (1) (8). 1, demonstrate to Agency, if they get a refund of all or part of the tuition fee paid.

(3). Be refunded all or part of the tuition fee, the refunded amount will be refunded according to the rules laid down in chapter 13.

(4). If the learners themselves have paid a portion of the tuition fee, refunded a proportion of the refunded amount equal to the ratio of international scholarship and the total payment.


section 93. Foreign scholarship may not be paid simultaneously with additional scholarship as grants to cover payment for teaching under section 61.

§ 94. Tuition fees, which are given in a foreign currency shall be translated into Danish kroner on the basis of the exchange rates as determined by the National Bank the 1. in the payment month or on the first business day thereafter.

section 95. Rules on administration of sections 70 to 72 shall apply mutatis mutandis with regard to the administration of foreign grants.

Title III entry into force and transitional provisions § 96. The notice shall enter into force on the 1. January 2013, and has effect for the award of education grants from January 2013 and later.

(2). Executive Order No. 455 8. June 2009 on the State's education aid will be repealed on 1 January. January 2013.

(3). Rule 70, paragraph 3, shall apply for decisions and messages sent the 1. January 2013 or later, as State Administration, however, during a transitional period, to be determined by the State Administration, only sends the decisions and communications electronically to borrowers and debtors who are in possession of the kind of digital signature or other secure personal identification which, according to the State Administration provision provides access to receive such messages.

(4). The rules in section 89, paragraph 1, article 91, paragraph 1, and paragraph 94 of Decree No. 455 8. June 2009 is applicable for period of study and all the study programmes at master's level abroad, as the learners have begun before the 1. July 2012.

(5). The rules in section 82, paragraph 85, section 87 (4), section 88, section 89, paragraph 1 1. paragraph, article 89, paragraph 3, and section 91, paragraph 2, as amended by Decree No. 771 of 24. June 2010, apply for student accommodation and the entire education at graduate level abroad, as the learners begins on the 1. July 2010 or later. There can, on application, be granted foreign scholarship to learners, who before 1 January 2002. July 2010 is starting on a study abroad on a graduate program that is approved as part of the EUROPEAN UNION-study programmes on the Erasmus Mundus programme of the European Commission, to the part of the student residence is located after the 1. July 2010.

(6). The rule set out in section 43, paragraph 3, nr. 1, 3. paragraph shall apply for the final award of support, see. section 22 (a) of the law on State educational support (SU-law), to support the year 2009 and later.

(7). section 70, paragraph 5, has the effect of decisions and announcements relating to aid year 2010 or later støtteår, with National Board of higher education and Training support, however, for a period to be determined by the Agency, can send messages to the candidates ' education decisions and e-Box.

(8). The rules set out in sections 9 and 27 on which of the parents ' income, to be taken into account for the calculation of parental income, if only one of the parents ' relationship to be taken into account, has effect for the award of education grants from July 2009 and later.

(9). Title II shall apply for study or entire courses at graduate level, as the trainees start the 1. July 2008 or later.

Paragraph 10. The rule in article 12, paragraph 3, shall take effect for applications for training aid for secondary supplementary courses, starting on 30. June 2008 or later.

Paragraph 11. The rule in section 58, paragraph 4, 2. paragraph shall apply to applications for aid for Freshman Year of a Bachelors degree programs in the United States, which is received in the National Board of the 1. January 2008 and later.

Paragraph 12. The rule in article 6, paragraph 14, of Decree No. 469 of 3. June 2003 shall apply for learners, recorded on a private vocational training before the 30. April 2006.

Paragraph 13. The rule in section 44 (3) of Decree No. 671 by 7. August 1995, as this was written before the modification in § 1, nr. 6, of Decree No. 879 by 4. October 1996, shall continue to apply for PhD students who have started on the PhD programme before the 1. April 1997.

section 97. Clips that after chapter 5 is used in cut card for period 1. January 1996 to 31. June 2009, and the addition of clip assigned for delays or births in the same period is included in the cut card in accordance with paragraphs 2-6.

(2). The frame shall be deducted: 1) clip that is used for higher education.

2) clip, which corresponds to the number of months during which the trainees have received the services referred to in article 18, paragraph 1, no. 1-5.3) clip used for private education.

4) clip that is used for a youth education abroad.

(3). In support time deducted: 1) clip that is used for higher education, the learners are.

2) clip, which corresponds to the number of months during which the trainees to the ongoing training has received the services referred to in article 18, paragraph 1, no. 1-5.3) clip that is used for the private training, the trainees are engaged in.

4) clip that is used for the secondary education abroad, the learners are.

(4). Agency may provide that the periods during which the trainees have received training aid after the Faroese and Greenlandic rules, pulls off the frame and support time.

(5). Frame attributed to clips, support time in higher education is extended with due 1) disease, 2) birth and adoption in the ongoing training, 3) work entrusted to the trainees after the governing legislation, 4) work relating to the applicant's social and educational circumstances or education 5) other special conditions.

(6). Support time during the training, the trainees are engaged in, conferred on the clips, support time in this training is extended with due 1) disease, 2) birth and adoption, 3) work entrusted to the trainees after the governing legislation, 4) work relating to the applicant's social and educational circumstances or education 5) other special conditions.

section 98. In slutlåns the time deducted from the months in which the learners has been slutlån pursuant to section 4 of the previously applicable law on State educational support, see. lovbekendtgørelse nr. 336 of 2. in May 1994, and where the trainees for the period from 1 July 2001. January 1996 to 30 June 1999. June 2009 have been slutlån according to § 21.

section 99. Training aid, which is granted for a period from 1. January 1991 to 30 June 1993. June 2009, and which are paid too much, to be repaid after chapter 13.

§ 100. Training aid that is assigned for the time before the 1. January 1991, as are paid too much, and that must be paid back after the then-current rules, must be paid back immediately.

(2). State Administration may determine that the debt be repaid over a period of time, normally not exceeding 5 years. The period shall be fixed taking into account debt. The monthly allowance may only in exceptional cases, be less than 200 USD for each requirement. By repayment of debt incurred before the 1. August 1989, ascertained the requirements overall, even if the debt relates to several støtteår.

(3). State Administration may require that the applicants in writing or electronically with digital signature must recognise the obligation to repay the education aid paid too much.

(4). State Administration may determine how the deposited amount shall be allocated on the fees, interest, principal repayment supplement after the then-current rules and any costs.

§ 101. The administration of the loan, which is given after the previous legislation on training aid, is carried out by the State Administration.

(2). Loans given in the previous Act No. 262 of 4. June 1970 shall bear interest after this former article 2, paragraph 4, with 1 per cent above discount rate. The remuneration usually begin from the time the learners are no longer considered eligible for training aid. Repayment begins usually one year after training completion or discontinuation of the basic regulation. section 49 (3) and (4).

§ 102. In the period of 4 years in section 58 (1) and (2), be deducted from periods of training aid, which is used for training abroad, after 1) section 52, paragraphs 1 to 3, of Decree No. 715 of 6. September 1999, 2) § 51, paragraphs 1 to 3, of Decree No. 671 by 7. August 1995, as amended by Decree No. 1051 of 15. December 1995, 3) section 41 (1)-(3) of Decree No. 338 of 2. May 1994 or equivalent previous rules or 4) § 3 (3) and (4), 3. and (4). paragraph, in order No. 512 of 4. July 1990 on training aid or equivalent rules in the past.

§ 103. Learners who are starting on a higher education before the 15. March 1988, and which are placed in the punchcard for higher education, which was in force for the period from 1 July 2001. August 1989 to 31 December 1992. December 1992, with a støttetid in the usual study time with addition of 1 year, to have the training, they were going with the 1. January 1996, a støttetid, corresponding to the set duration for training with deductions and allowances in accordance with paragraphs 2 to 4.

(2). In support time deducted: 1) clip that has previously been used for higher education in the rock map, which has been in force since the 1. August 1989.

(3). Support the time attributed to clips that support time in higher education in the rock map, which has been in force since the 1. August 1989, has been extended with due: 1) disease, 2) birth and adoption, 3) compliance with the obligations of military service, 4) execution of scientific work, 5) work entrusted to the trainees after the governing law, 6) Council work, 7) work relating to the applicant's education and social and educational circumstances or 8) other special conditions.
