Completion of the training for coastal skipper

In accordance with section 12 (2), 1, and 13 (1). 1, in the field of maritime training, cf. Law Order no. 207 of 4. March 2011, as amended by law no. 478 of 30. The following may be set :

Chapter 1

The purpose of the education

§ 1. The objective of the training of coastal skittles is to qualify the students to act as a quartermaster in merchant vessels under 500 BT in coastal voyages and, as necessary, to obtain seafarers ' rights that lead to ships less than 500 BT in coastal voyages.

Paragraph 2. The training of coastal skipper must comply with the requirements of the International Convention on the training of seafarers, on seafarers and on watchkeeping with subsequent amendments (the STCW-Convention) so that a certificate may be issued after the Chapter II/3 of the Convention.

Chapter 2

Measure of education

§ 2. The training of coastal skipper is located at level 3 of the Danish Qualification framework for lifelong learning.

Paragraph 2. The education must develop the student with a focus on management, security and operational optimization.

§ 3. The objectives of the learning exchange include the knowledge, skills and competences that a coastal skipper must achieve in education.

Paragraph 2. Learning objective is the inshore skipper's got it.

1) knowledge of the general structure and equipment of ships under 500 BT,

2) basic knowledge of engineering operations in ships with the propulsion power of less than 750 kW in coastal voyings ;

3) understanding of navigation, watchkeeping and meteorology in relation to the operation of ships in coastal voyths ;

4) understanding the factors that affect the stability of a ship and how the stability of a ship is assessed ;

5) knowledge of elementary principles of operational, hiring and shipping accounts ;

6) knowledge of relevant international conventions and Danish legislation in the field,

7) knowledge of the protection of the marine environment and

8) knowledge of entrepreneuriship in the form of basic concepts of the start and operation of self-employed activities and inspiration for the development of new workflows.

Paragraph 3. Skills of skill set are for the coastal skipper to be able to

1) perform practical operational tasks on ships in coastal voyships ;

2) organise loading and stew in ships less than 500 BT in coastal voyships ;

3) safely carry out the operation of a ship ' s machinery (up to 750 kW),

4) the bridge and guard duty on ships less than 500 BT in coastal voyships ;

5) contain English trade phrasements in oral and written communications in ships and watchkeeping and other maritime disciplines ;

6) search and evaluate information in the context of a practical work task on a ship in inshore shipping ;

7) develop and apply procedures that benefit personal security and the ship ' s general security ;

8) use the ship ' s safety roller on both Danish and English, and

9) perform the operation as a fire leader.

Paragraph 4. Skills of skills are the coastal skipper can

1) independently the function of the officer in charge of the navigator and which leads to ships less than 500 BT in coastal voyships ;

2) handle the managerial tasks associated with the function as a manager and will lead to ships less than 500 BT in coastal voyments ;

3) assume responsibility for the fire safety of the ship ;

4) perform the operation as security and environmental responsibility in ships less than 500 BT in coastal voyships ; and

5) take responsibility for the environmental management of the environment, including energy efficiency and the reduction of emissions.

Paragraph 5. The student must comply with the requirements of the STCW Convention in accordance with the requirements of the Maritime Management Convention, in accordance with the requirements of the Maritime Management Convention on the subject of training ;

5) fire control in ships, cf. Regulation VI/3 of the STCW Convention,

6) the operation of lifeboats, rafts and man-over-table boats, cf. STCW Convention Regulation VI/2, paragraph 1,

7) security alert and special security tasks in ships, cf. STCW Convention Regulation VI/6, Section 4,

8) maritim disease therapists training for category B medical casket ;

9) the performance test in the engine pass.

Chapter 3

The organisation of the training

§ 4. The training shall be organised with an increasing degree of difficulty and complexity throughout the process.

Paragraph 2. New national and international knowledge and new methods relevant to coastal skipper are integrated into the teaching.

Paragraph 3. The training shall be established to establish a correlation between the theory and the practical experience of the period of study of the student.

Paragraph 4. Various forms of study must support the developer's development of independence and cooperation and the ability to think new.

Paragraph 5. The training shall be organised with cross-disciplinary elements that simulate situations and activities that the coastal skipper can encounter in its working life.

§ 5. The institution shall be responsible for the implementation of the training in its entirety, including in the case of possible training.

Chapter 4

The duration of the training

§ 6. The training of inshore skipper has been set to 0.5 student annual work equivalent to 30 points in the European Credit Transfer System (ECTS).

§ 7. The training must be completed within one and a half years.

Paragraph 2. The institution of the Education Institute may, where justified in particular circumstances, grant a derogation from the one in paragraph 1. 1 specified time limit.

§ 8. Applied leave is accepted if it is justified in maternity, adoption, documented illness, military service, United Nations service or similar conditions.

Chapter 5

Access and evidence-gratification

§ 9. The education institution is recording students in coastal skiing and ensuring that they meet access requirements.

Paragraph 2. Access to coastal-high training requires the applicant to have

1) completed basic course for ship sasists combined with 12 months of seagoing time as a quarterly spirant or 18-month period as the unsafe ship ' s vessel,

2) completed terminating class for ship sassiers combined with 15 months of the time of unsafe ship-proof,

3) completed a professional training in iron and metal and training for the ship sassiers of a seaman, coupled with 12 months of seagoing service, as a ship-proof,

4) an education as a ship's canker, or

5) 36 months of the appropriate speed of ship to be unsafe in commercial ships with a gross tonnage of 20 or higher in the profession of the first 1. February 2002 and has completed an approved basic training which satisfies the requirements of the Regulation Ves/1 of the STCW Convention and the section A-VI/1, paragraph 2, section 2, on "Basic Training".

Paragraph 3. In addition, access to coastal-high training shall also require the applicant ;

1) is in possession of a valid health certificate for seafarers and fishermen without any restrictions ;

2) is shifted to the lookout,

3) is in possession of a guardroom certificate and

4) have carried out practical training during the period of time, as described in one of the Higher and Educational Educational Management Board, approved training book, however, not in the case of persons covered by paragraph 1. 2, no. 5.

Chapter 6

Study system

Paragraph 3. Applicable guidance schemes must be available on the institution's website and documented in the educational system's quality system.

Chapter 7

Examination and diplomas

§ 12. Exclusions and assessments shall be examined in accordance with the applicable proclamation of exams and examinations as well as the assessment of participants in the field of maritime training (diploma notice).

Paragraph 2. Training institution issuers diplomas, when

1) the student has completed the entire training ;

2) pass the final exams ; and

3) acquired the time required to obtain a seafarship certificate, where the training certificate is required.

Paragraph 3. A person who, pursuant to section 9 (2), 4, have completed the coastal skipper training, irrespective of the fact that the time required for the vessel is not acquired, a certificate of examination certificate shall be certified.

Paragraph 4. The certificate may, after the acquisition of sufficient craft time in merchant ships, can be converted to diplomas and form the basis for the issue of seafarers ' use in commercial ships.

Chapter 8

Subvixed Qualifications

Chapter 9

Other Rules

§ 14. The decisions of the educational institutions pursuant to this notice may be submitted to the Management of the Higher Educational and Educational Support of the Committee for the purposes of the decision, cf. in force in the field of maritime training, the applicable notification of the complaints. Chapter 10

Entry into force and transitional provisions

§ 16. The announcement shall enter into force on 1. January 2013.

Appendix 1

Description of the content of training for coastal skipper

NAVIGATION AND WATCHDOG (10 POINTS-POINT)

The student must, through the training of navigation, watchdogs and meteorology, be qualified to act as a quarterly officer and lead to coastal voyths and to be able to carry out the operation of a service officer in ships where there is no machine crew.

Subject : Navigation

Test requirements : Experm

1. Weather Systems -characteristics of relevant weather systems in the coastal area.

2. Information Collection -commonly known meteorological instruments and relevant meteorological information, the collection of meteorological information.

3. Route Scheduling -specific meteorological conditions for specific areas in coastal voyings required for the planning and implementation of the ship ' s safe voyage.

MANAGEMENT AND COMMUNICATION (6 ECTS-POINT)

Subject : Sear and management

The student must, through the training of marine slogans and the laws of the law, qualify for the operation of a quartermaster and lead to 500 BT vessels in coastal voyance. The student must, through the teaching of maritimt English, qualify for the understanding of ordinary written instructions and instructions and to communicate orally related to the daily ship service, including watchdog, safety and working environment.

1. Maritimt English -IMO Maritime Default Clause, maritimt English for the achievement of restricted operator certificate in GMDSS (ROC).

SAFETY, HEALTH AND MARITIME SAFETY (7 POINTS-POINT)

Subject : Security and environmental protection

The student must, through education in the field of safety and environmental protection, qualify for the functioning of a ship in coastal voyance as a safety and environmental responsibility.

Test requirements : Internal sample

Central Theme :

1. Environmental management and pollution prevention -the prevention of pollution, including relevant procedures, the protection of the environment.

2. Maritim Safety Management -the organisation and execution of the instruction of persons on board, including the use of emergency and security equipment, and personal protective equipment and maintenance of this equipment, planning and the maintenance of safety drills on board.

3. B the ability to rescue boats, rafts and men-over-table boats, - planning and holding of safety drills on board.

4. ISM Code, Work Environment, and Pollution Prevention -International Safety Management (ISM), the working environment on board, elementary practical knowledge of the safe ship operation and the prevention of pollution from ships.

Subject : Fire control and fire management

The student must, through the training of fire control, qualify for the service and maintenance of the fire-extinguishing equipment of the ship, in accordance with the given guidance manuals. The student must also be able to carry out the operation as a fire leader on board a ship.

Test requirements : Fighting training course in ships, cf. applicable qualification requirements.

Central Theme :

1. Organization of fire prevention -the assessment of fire protection in relation to the work situations, ensuring the safe handling of flammable substances and open fire.

2. Instructions for fire alert the preparation, maintenance and dissemination of instruction to the crew.

3. Fire control and evaluation of fire-alert -planning, organisation and management of the fire control, and subsequent evaluation and improvement of the fire alert.

Subject : Disease treatment training

The student must, through the medical examiner ' s medical training qualification, qualify for the function of the disease-processing disease on board ships bearing the category B of the medicine chest.

Test requirements : Completed disease handler training for category B for medicine chest, cf. applicable qualification requirements.

SKIN TECHNIQUE (7 POINTS-POINT)

Subject : Shipboard and cargo handling

The student must, through the training of ship's techniques and cargo handling and stew, qualify as a manager and lead in ships, including in the case of training in international maritime conventions, in particular SOLAS, MARPOL, and the International Cargo Line Convention and may apply these rules in practical matters.

Test requirements : Experm

Lastcare in general and where the cargo constitutes a safety or environmental hazard -loading, unloading, stowage, ensuring and storage of the charge according to procedures and the implementation of the necessary instructions for persons on board, including on the use of safety and protective equipment.

6. International Regulation of dangerous goods The IMDG code, the IMSBC code, and their practical application.

Subject : Mechs

The student must, through the teaching of machines, qualify for carrying out the operation of a ship's fury up to 750 kW in ships where there is no requirement for a machine crew.

Test requirements : Internal trial and duelibility test in the maintenance of the engine, cf. applicable qualification requirements ;
