The promise of a reduction of the State aid to the municipalities by 2012 by overstepping the agreed expenditure level for 2011

We, by God's grace, the Queen of the Danes, do our thing.

The parliament has adopted the following law, and we know that the following law has been approved by Parliament's consent :

§ 1. Section 14 of the State Compensation and general contribution to municipalities does not have an impact on the 2012 subsidy.

§ 2. The Ministry of the Interior and the Health Minister will reduce the state aid grants to the municipalities for the grant year 2012, cf. Section 14 of the laws on municipal countervailing and general grants to municipalities, if the local authorities ' accounts for 2011 are showing a higher level of service expenditure in 2011 than the budgeted level adjusted according to section 3. The reduction is the difference between the accounting and corrective budgeted Service Expenditure for 2011.

§ 3. In the case of the local authorities, the budgeted Service Expenditures for 2011 will be corrected by an amount which will make up the difference between the amounts budgeted for and one of the internal and health minister set the framework for the municipalities ' Service expenses for 2011. Moreover, the revised assumptions from the budget shall be corrected to account.

§ 4. The reduction after paragraph 2 is being redone and distributed among the municipalities of the home and health minister.

Paragraph 2. 40%. of the reduction shall be divided between all municipalities in relation to the total population of the individual municipality.

Paragraph 3. 60%. of the reduction shall be distributed among the municipalities whose accounting expenditure exceeds the corrected budget for 2011. The reduction shall be allocated to the municipalities in relation to the individual municipality's share of the difference between the expenses incurred by the accounting and the corrected budgets for the year 2011 in the municipalities covered by 1. Act. The correction of the record in 1. and 2. Act. be carried out on the basis of the revised preconditions from budget to accounts.

§ 5. The reduction after paragraph 2 is settled in the months of October, November and December 2012.

§ 6. The Domestic and Health Minister may lay down rules for the statement and the settlement of the reduction, including the imposition of special declarations of assurance relating to the allocation and the necessary corrections by comparative budget review and Accounting.

§ 7. The law shall enter into force on the day following the announcement in the law.
