WE, MARGRETHE the SECOND, by the grace of God Queen of Denmark, do indeed:
The Danish Parliament has adopted and we know Our consent confirmed the following law:
§ 1. The Minister for economic and business affairs create a Fund for green retooling and professional renewal.
(2). The Fund aims to promote green conversion and commercial renovation, including having a special focus on small and medium-sized enterprises.
(3). The Fund is an independent body within the State administration.
Fund for green retooling and professional renewal
§ 2. The Fund is managed by a Board of directors consisting of 1 President and 7 members appointed by the Minister for economic and business affairs in their personal capacity. The Board of Directors must have a broad professional insight and have competence in, knowledge of and experience with user-driven innovation, market development and commercialisation as well as regional development at the green area and the welfare area.
(2). The members of the Management Board and the President shall be appointed for a period of up to 3 years with possibility of extension for one further period. If the President or a member of the Board of Directors resign from the Board before the end of the period, a replacement shall be appointed for the remainder of the period.
§ 3. The Board is a quorum when at least half of the members are present.
(2). All decisions of the Board shall be taken by a simple majority of the attendees. In the event of a tie the President's vote is decisive.
(3). Board members receive remuneration for their work in accordance with Treasury Board guidelines.
(4). The Board of Directors may authorize the Chairman or Secretariat to take decisions on behalf of the Board of Directors in a specified scope.
§ 4. The Management Board shall draw up the rules of procedure, which must be approved by the Minister for economic and business affairs.
§ 5. The Board shall prepare an annual action plan for the use of the funds. The action plan must be approved by the Minister for economic and business affairs.
(2). The Board shall publicize the Fund's work and results of the activities, projects, etc., as the Fund has allocated funds.
§ 6. The Danish enterprise and construction authority provides secretarial assistance to the Fund.
Professional Advisory Committee
§ 7. The Minister for economic and business affairs at the request of the Board of Directors can establish Professional Advisory Committee, which may be involved in the scientific evaluation of the quality of the activities, projects, etc., which searches supported by the Fund.

§ 8. The Management Board shall decide on the use of Fund resources.
§ 9. The Fund's resources should be used to promote the business-oriented innovation within the following fields of action:

2) Market maturing and commercializing new green solutions.
3) Green innovation and export.
4) conversion of hard-hit areas.
5) market development of public health and welfare solutions.
(2). The Fund may establish and participate in partnerships and consortia, which contributes to the promotion of the Foundation's purposes.
(3). The Minister for economic and business affairs must lay down rules on the use of Fund resources allocation criteria in the case of an application, the requirements of co-financing, etc.
(4). Regions and municipalities can co-finance the projects to which the Fund has allocated funds.
(5). The Minister for economic and business affairs shall lay down detailed rules concerning the fact that the Fund's Board as conditions for the award of a grant may provide that the grant for a period of up to 3 years from the disbursement can be recovered in whole or in part, provided that the project has received grants, turns out to generate significantly higher revenue than expected for the beneficiary.
§ 10. The Minister for economic and business affairs may lay down rules to the effect that applications to the Fund must be submitted digitally, and to communication between applicants and the Fund, including the Secretariat, in conjunction therewith shall be carried out digitally. The Minister may lay down rules on the use of including specific it systems, specific digital formats and digital signature.
(2). The Minister for economic and business affairs may lay down rules to the effect that the Fund can issue documents, including decisions relating to the allocation of funds from the Fund, which is digitally signed and with mechanically reproduced signature but without a personal signature, so that such documents be legally equated with documents with personal signature.
§ 11. The Minister for economic and business affairs may lay down rules on accounting and auditing relating to activities for which the Fund's resources are used, on the publication of the results of the activities for which the Fund has allocated funds, etc.
§ 12. The Minister for economic and business affairs oversees the application of the Fund's resources and may lay down rules to the effect that persons and companies receiving assistance from the Fund in accordance with this law, shall submit all information and records deemed necessary for control and supervision, etc.
(2). The Minister for economic and business affairs may lay down rules on the evaluation of the Fund's work.
§ 13. Allocated funds can be repaid in whole or in part, if the terms of the decision on the allocation of funds is not respected. Similarly, where there is misrepresentation in connection with the decision on allocation of funds. Allocated funds can be recovered if the recipient does not comply with the rules in the Act or the rules laid down in accordance with the law.
Access to justice
§ 14. Appeal against decisions of the Fund in accordance with this law or in accordance with the rules laid down in accordance with the law, may be brought before the Minister for economic and business affairs, as far as legal issues.
Entry into force, etc.
§ 15. The law will enter into force on 4. February 2010.
§ 16. The law does not apply to the Faroe Islands and Greenland.
