Publication of the areas of the common abstraction of raw materials from the sea bed
Purline of section 22 (2). Paragraph 1, section 26b, paragraph 1. 5, section 44 (4). 3, in the law of raw materials, cf. Law Order no. 950 of 24. September 2009, shall be determined :
Use
§ 1. This notice shall be published in respect of the areas referred to in Annex 1 to areas for the common abstraction of raw materials from the seabed, and shall lay down the procedure for the development of new areas for the common mining of raw materials from the sea bed.
Conditions for abstraction in the enclosed areas
§ 2. The abstraction shall be granted only by authorization by the City and Lands; City Council pursuant to the section 20 (5) of the Act of the Law. 2, no. 2, and in the terms set out in Annexes 1 and 2.
Paragraph 2. The quantity of intake for each time indicated in Annex 1 for each laid down shall be available to everyone who is authorised to be in the territory in question. The authorisations for the abstraction of areas covered by Annex 1 shall apply until such time as the quantity laid down in the Annex shall be used at all times in the Annex.
Paragraph 3. The City and Rural Development Agency shall update Annex 1 in the event of changes to the maximum intake and orient the authorisations affected by the entry into force in the maximum intake. The City and Rural Development Management Board shall also publish changes in the maximum entry levels for areas covered by Annex 1 and provide quarterly information on the type of the steering page the amount of the quantity recovered in the individual areas covered by Annex 1.
§ 3. It shall report the find of the customs and shipwreak and its parts thereof to the Management Board of Culture and the Farm.
§ 4. Complaints to the Natural Appeal Board above a decision on an entry permit for the common abstraction of raw materials from the port covered by Annex 1 shall not have any effect.
The development of new areas for joint abstraction
§ 5. The development of new areas of common abstraction may occur in the following areas :
1) Old transitional areas covered by Annex 3.
2) The remainder of an area of investigation which has been awarded after auction has been awarded by the notice of auction over areas for raw material extraction from the seabed to the abstraction of raw materials in a geographically delimited area.
3) Areas where the auctioning of raw material extraction from the port of raw materials acquired for the abstraction of raw materials in a limited geographical area has been discharged in accordance with the notice of auction.
§ 6. The City and Rural Development Office shall send the application for abstraction in an area covered by Section 5, in consultation for four weeks. The application shall contain an environmental and on-call examination data. The application must be dealt with in accordance with the rules laid down in the notice of the application for an application for the purpose of the investigation and the abstraction of raw materials from the sea bed and the reporting of on-call data and the incorporation of raw materials.
Paragraph 2. It shall be the responsibility of the applicant for the abstraction in an area covered by section 5, to carry out the necessary environmental and raw material investigations, cf. paragraph One, and even the costs of this.
Paragraph 3. The City and Rural Development Management Board may grant applications for abstraction in an area covered by section 5. The authorization shall be granted without preferential rights in the area in question. The City and Rural Council may lay down conditions in the authorisation of the section 21 (1) of the law. Two and three.
§ 7. The environmental and raw material studies, cf. Section 6 provides the basis for the addition of an area covered by Section 5 to be added to the area of common abstraction by being added to the Annex to this notice, setting the area ' s location with maps and area coordinates. They in the permit, cf. Section 6 (2). 3, containing terms and conditions will be added to this notice as the terms and conditions which will be submitted in subsequent authorisations.
Penalty provisions
§ 8. Extreme notice of section 2 (2) of the notice. One, punishable by fine. The sentence may go to prison for up to a period if the infringement has been committed intentionally or by gross negligence and if there is a breach of the infringement proceedings ;
1) damage to the environment or to the detriment of the environment, or
2) obtained or intended for the economic benefit of the person concerned itself or others, including in the case of savings.
Paragraph 2. Companies can be imposed on companies, etc. (legal persons) punishable by the rules of the penal code 5. Chapter.
Paragraph 3. If the yield not confiscated resulting from the violation, then due to the measurement of fine, including adjectates, shall be taken in particular account of the size of a achieved or intended financial benefit, cf. paragraph 1, no. 2.
Entry into force
§ 9. The announcement shall enter into force on 1. January, 2010.
Appendix 1
Extracting areas where raw material recovery may be carried out under the terms set out in the Annex and Annex 2.
The maps specify the area delimiter. In addition, they apply to all times the rules applicable to navigation and abstraction in Danish waters, cf. applicable sea cards, laws, regulations and so on.

Appendix 2
General conditions for the execution of raw material extraction in areas for joint abstraction
1 Assumptions for abstraction
A copy of the applicable notice and authorization issued in accordance with it shall be provided on the entry vessel.
1.1 Quality assurance
Before the initiation of the authorisation, the holder of the City and Rural Development Board shall provide evidence of the establishment of a plan for the quality assurance of the current works.
The holder of the authorization must be able to demonstrate that the workers are carried out in accordance with the quality assurance plan and thus ensuring compliance with the terms and conditions of the notice and licensing conditions.
2 Labour organisation
2.1 In-income vessels
Information on vessels carrying out raw material abstraction pursuant to this notice and authorization issued pursuant thereto shall be sent to the City and Lands; City Council.
2.2 Position of positioning
Incoming vessels must be fitted with and using the AIS monitoring system.
2.3 Inwind methods
The work must be organised in such a way as to disturb the traffic in the area at least as a minimum.
In the case of maritime traffic, as a result of the intake activities, there must be no deeper deterioration in the area.
3 Monitoring
3.1 Position and work of the winding-down vessel
In the end of a breakdown of the navigation system for more than one hour the recovery shall be discontinued until such time as the system is operational.
The City and Agriculture Council may change the terms and conditions of documentation of the position and work of the intake vessel.
3.2 Marinarchaeological objects and shipwreck;
It must be monitored during the performance of the work to be monitored for marinara chaeological objects as well as shipwreak. In the case of such articles, the instructions provided by the Danish Cultural Board shall be accompanied by the instructions for registering marinara-archaeological findings. Instructions may be requested at the City and Rural Development Office.
4 End control
4.1 Eventual execution of post-processing
Where control measurements or other studies show that the conditions set are not met, remedial measures must be carried out. Any correctional measures shall be carried out on behalf of the authorisation holder.
5 Documentation and reporting
This section describes the documentation to be forwarded to the competent authorities in order to meet the conditions laid down in the notice and authorization issued in accordance with such conditions.
5.1 To City and Rural Development
5.1.1 Before abstraction
Plan for quality assurance shall be submitted.
Notification shall be sent on the initiation of the abstraction and equipment to be used, with information on name, letters, IMO number and MMSI number, and the name, e-mail address and CVR number for the owner of the vessel and / or for the owner of the vessel or of the vehicle.
5.1.2 Under abstraction
Information on inserting and reporting of inaction equipment shall be reported within 2 weeks.
Reports of abstraction will be sent to a quarterly basis.
Any find of marinara chaeological objects and shipwreck regardless of age shall be reported.
The time of the breakdown and re-establishment of positional equipment and the period of wind recovery shall be reported within 24 hours of the start of the event.
Deviations from the quality assurance plan during the execution of the work shall be communicated to blst@blst.dk by electronic mail to blst@blst.dk with information on what actions have been taken to remedy the deviations.
5.1.3 After abstraction
Communication on the cessation of abstraction shall be transmitted within 2 weeks.
5.2 KulturarvsManagement
Any find of marinara chaeological objects and shipwreck regardless of age shall be reported.
5.3 For Farm services
Any find of ship wrecked regardless of age shall be reported.
6 Government surveys
City and Landsconnor shall oversee the intake. The holder of the authorization shall make available to the shipping and accommodation facilities of the naval services.
The holder of the authorization shall bear the control measures required by the public authorities in order to ensure compliance with the requirements for the recovery operation.
