Chapter 1

Purpose and structure of education

§ 1. Peddagogy is a theoretical and practical education that must provide new teachers (pedagogikumas candidates) in the high school education, the educational skills needed to work as teachers in a high school education. Adaptation shall contribute to the active study of the teacher in the development of secondary school education and in their interaction with the surrounding society.

Paragraph 2. High school education includes training for higher preparation time but (hf), the training for student exam (stx), training for higher levels of trade (hhx) and higher technical qualifications (htx).

§ 2. The goal of educotics is that the teacher achieves :

1) Educability, including insight and skill in

a) plan, implement and evaluate the training with the involvement of apprenticeship, IT, av-funds, studio centres, and correcting activities ;

b) to formulate, process and take a view to the issues of his trade, in writing and orally,

c) apply different disciplining principles and different subtrainers and forms of notification ;

d) identify the preconditions and expectations of the different class per lifts ;

(e) support the student's different learning strategies ;

(f) cooperate with the students relating to the organisation of the oral and written work in the profession ;

g) prepare students for different evaluations and samples,

(h) include in the construction and supervising processes ; and

i) consider its classes in the context of the school's overall tasks, including cooperation with other teachers about teaching in individual classes and across the professions in order to strengthen the coherence and progression of the pupils.

2) Knowledge of high school education forms, including :

a) the rules basis for the work as a teacher and about the decision-making processes at the institutions of high school education, and

b) professional and educational development activities in the areas and in relation to the school's total activities and organizational activities.

3) Knowledge of the educational pedagogo (general education and vocational training), including

a) the ability to critical reflection on its own teaching practices and its relationship with theoretical-pedagogical considerations ;

b) insight into how to combine and give rise to reflection, and the opportunity for reflection, and

c) insights into disdain in their own classes and in professional collectis.

4) Insight in the interactions of education with the surrounding communities, including

a) insight into the informal learning outside of the school, and

b) insight into collaboration opportunities and communication channels in relation to external institutions and organisations, as well as the local business community.

§ 3. Pesdagogikumeducation is an education training which consists of a theoretical part, cf. Chapter 4, and a practical part, including education in its own classes, cf. Chapter 5. The two components together have a total of 60 ECTS points. The theoretical part and the practical part must be organised in such a way as to complement each other.

Paragraph 2. Pagan audience shall be organized over a year and carried out in the first year of the set-up year, cf. however, paragraph 1 3.

Paragraph 3. The head of the school may decide, in particular cases, that pedagogic powder may be started at a later date and / or carried out with a longer organisation other than those referred to in paragraph 1. 2. In such cases, it shall be set out in a preliminary training schedule, cf. section 20, how to organize the paedic audience with an indication of the expected start and end times. Special cases may arise solely as a result of :

1) an overall low hourly rate at the school in the educational candidate ' s class ;

2) the candidate ' s disease, maternity leave, or leave, or

3) that it is not possible to obtain teachers in a profession that it is not possible for teachers to attend a class, so that the candidate's trade-off of the ordinary teaching allows a normal pedago gikumas. However, for these candidates, they shall commence at the latest one year after the postponement.

Chapter 2

Faglig Skin

§ 4. The leader of the school assigns professional competence to the teacher's employment at the school.

Paragraph 2. Fact competence in stx and hf is subject to a graduate degree of law at a university in one or more subjects of secondary school education. In cases where the candidate has not graduated from one or more subjects in the high school professional field, professional competence may be achieved if the candidate has obtained the qualifications referred to in paragraph 1. 4.

Paragraph 3. The professional competence of hhx and htx is subject to a graduate degree of law at a university in one or more classes of secondary school or professional level corresponding to a graduate of a university, cf. paragraph 4 and section 5.

Paragraph 4. Professional competence is further conditional on the qualifications of the pedagogic candidate to meet the requirements of the Ministry of Science, Technologies and Development : Guidelines for university education and training courses : in the high school education (professional minimum requirements).

Special for teachers at Hhx and htx education

§ 5. Within the technical, technological, including information technology, natural scientific and business-oriented professions, professional competence may be obtained by persons without a nominal degree through a combination of higher education ; at least three and a half years of the duration of an engineering high school, commercial school or university and ex-university qualifying employment and / or further training.

Paragraph 2. In the course of each subject, professional competence is subject to a professional level, which is at least equivalent to a training cycle carried out at a university or similar institution. The scope must be at least 90 ECTS points.

Paragraph 3. Teachers who teach the business professions in hhx and htx must have at least two years of relevant professional experience.

Chapter 3

Employment

§ 6. Teachers without pedagogy, which have a professional competence under sections 4 and 5, are set in flat-rate positions, cf. However, section 7. The tenure of the tenure is conditional on the teaching of educators within the first year of the hire, cf. however, section 3 (3). 3.

Paragraph 2. The Pakdagogikumcandidate must carry out pedagogikum in all his high school elets.

Paragraph 3. The school manager immediately gives the Ministry of Education a message about the recruitment of a teacher who is going to be in the plight. The Ministry shall also immediately be notified of changes in or terminate the employment relationship before the end of the pedagogy area.

§ 7. The school may, in exceptional cases, where it does not, in the case of post-post position, or in any other way is possible to obtain the teaching of teachers with training competence, cf. ~ Twenty-five, hire teachers with no teaching skills in time-limited positions. The occupation may occur for the maximum number of years at a time.

Paragraph 2. Renewal of temporary posts for teachers with no professional competence can only be achieved if the teacher of the initial fixed-up of time has implemented professional completenments in the teaching profession or is able to document student progress in the form of : the supposed tests el. Paragraph 3. The leader of the school must ensure that teachers are employed in time-limited jobs to teach experimental subjects, can organise and implement the training, so that it meets the safety requirements that apply to teaching in these professions.

Paragraph 4. The rules of paragraph 1. 1-3 shall apply mutatis mues; if the leader of the school allows a permanent teacher to attend classes in a subject in which the teacher concerned does not have curriculpability.

Chapter 4

Theoretical pedagogikum

§ 8. The teaching of theoretical pedagogikum must support the overall objective of the educational audience. Theoretical pedagogikum shall have a total of 485 working hours and consists of courses in general pedagogo, vocational training, and high school education forms, cf. Annex 1.

Paragraph 2. The teaching of theoretical pedagogy must be organised so that the pedagogikumcandidate will be given the opportunity to further unusable six-to eight-week periods of training in the function school.

§ 9. The teaching of theoretical pedagogikum is being carried out in one or more universities. Individual parts of the training may, however, be carried out in cooperation with professional training schools for higher education.

Paragraph 2. The Education Minister approves universities for the tendering of theoretical pedagogikum. Approval shall be granted for a four-year period.

Paragraph 3. The approved provider establishes the specific content of a theoretical pedagogy in a study scheme. The Study System is approved by the Ministry of Education.

Paragraph 4. The Study Scheme must ensure that the objectives of theoretical pedagogikum are met, cf. section 2 and Annex 1 and that the different profiles of secondary schools are included in the teaching.

Advisory Committee

§ 10. Universities approved for the tender of theoretical pedagogikum, cf. Section 9 is required to set up an advisory committee to be composed of 10 or 14 Members. The majority of Members must come from the high school sector.

Paragraph 2. The leaders 'associations in the high school area appoint four members, teachers' associations in the high school district, jointly appoint two members, the Gymnasierows ' Peddagogic Society designates a member and the Ministry of Education designates two members. The remaining members shall be appointed by the tender approved university. Members will be appointed for a four-year period.

Paragraph 3. The Advisory Committee shall elect a chairperson from the leaders of the leadership associations. The Committee shall adopt its rules of procedure.

§ 11. The Advisory Committee shall ensure the connection and experience exchange between the organizing of theoretical pedagogi and the teachers of the high school sector, contribute to ensuring the consistency between theoretical and practical educotics, as well as contributing to : the development and quality assurance of theoretical pedagogikum ;

Paragraph 2. The Committee shall ensure that at least every two years an evaluation report shall be drawn up on the quality of theoretical pedagogikum. The report shall subsequently be published on the Home Affairs Home Affairs page.

Tests in theoretical pedagogy

§ 12. The theoretical pedagogial will end with a written test. The test must combine theory and practice, so that it contains general educational and technical elements, while related to the educational candidate's insight into teaching practices. The sample has a scope of 37 working hours.

Paragraph 2. The test shall be carried out annually at the end of the school year when the teaching of theoretical pedagogi has been completed, but with the possibility of sickness and retrial in August of the following year of school.

Paragraph 3. The school manager nominate the candidate for testing and ensures that the candidate gets the requisite work order for the test. A candidate who has been prevented from carrying out the sample due to a documented disease or has not passed the test must be given the opportunity to submit the sample or to submit the test again, cf. paragraph 2. the candidate has three test trials.

§ 13. Universities approved for the tendering of theoretical pedagogy, jointly set up a task commission involving the participation of representatives of the high school sector. The Commission shall draw up tasks for the test in theoretical pedagogikum in accordance with the objectives set out in section 2 and Annex 1.

Paragraph 2. The response to the task at the test is assessed after the 7-step scale according to the rules of the notice of character scale and other assessment. The test in theoretical pedagogy must be passed.

Paragraph 3. The assessment is carried out by two of the Ministry of Education, appointed censors. The emphasis is placed on the ability of educating the candidate to use and critical assessment of the educational and technical aspects, theories and methods, and the ability of the candidate to combine theory and practice in relation to their own education.

Paragraph 4. If it is established or there are reasonable grounds for suspecting that a candidate in whole or in part has been assigned to the work of his own or has used his own previously condemned work without reference, it shall be reported by the centre to the task. the university of tasks. The university will decide, after consulting the candidate and censored, whether the task should be rejected.

Complaguing the sample

§ 14. The Pakdagogikumcandidate can complain about the test in theoretical pedagogikum for the Ministry of Education. The complaint shall be written and substantiated.

Paragraph 2. The complaint shall be submitted within two weeks of the publication of the assessment.

§ 15. The following may be complained :

1) legal conditions,

2) The examinations base,

3) the examination process and

4) the assessment.

Paragraph 2. If the complaint relates to the assessment or other matters relating to the censories, the Ministry of Education shall submit to the Ministry of the Centre as soon as possible the complainants with a request to make a statement within two weeks. The Ministry shall submit the opinions of the complainant who will be given the opportunity to make any comments within a week.

Paragraph 3. The Ministry of Education shall be able to proceed on the following :

1) new assessment made by two new-appointed censors ;

2) the sale of reexamination ; or

3) the complainant doesn't get a co-team.

Paragraph 4. The decision shall be notified as soon as possible. The Ministry of Education will inform the censors of the decision.

Chapter 5

Practicalaikum.

§ 16. Practical educators are in the performance of teaching in all the teaching profession of the educational candidate in the teaching profession under the guidance of one or more road managers in each subject, cf. § 21.

Paragraph 2. Education shall be made in the classes of employment in the classes and in their own classes. In specific cases, for example, in low-hour classes and in small schools, parts of the class may be held at another school.

Paragraph 3. The candidate ' s total number of subverbs and observation stims in the classes and teams of the road leaders correspond to approximately 485 working hours normally distributed equitably between the candidate ' s subject.

Paragraph 4. The candidate ' s education on its own classes or classes corresponds to about 565 working hours. Parts of the candidate ' s own instruction shall be subject to the supervision of a guidance counselor.

§ 17. The Ministry of Education shall board each pedagogikumcandidate a superintendent who supervises the entire educational process for the individual candidate, and optionally a bi-supervisors, cf. paragraph 2. Supervisory Supervisor

1) Following the teaching of the candidate by three visits,

2) ensure that the candidate has the necessary supporting evidence for the implementation of the training ;

3) approve at first visit a training plan, cf. § 20, for the candidate,

4) decide, together with courier, whether or not the candidate comprises pedagogy in connection with the final visit. In the event of disagreement, the decision shall be taken by the supervisors ;

5) make a pedagogikumstatement statement on the basis of the draft from the administrator of the courier, cf. Section 19 (1). 1, no. 3.

Paragraph 2. The Ministry of Education may, in order to ensure the professional coverage of a candidate's trade combination, do not reduce the bee-supervisors who assist the administrator and the supervisors at the time referred to in paragraph 1. 1, no. 2, 4 and 5, mentioned tasks. The bi-supervisors usually follow the candidate's tuition by second and third visits.

Paragraph 3. The head of the school can decide on the recommendation of the supervisors to decide that an additional visit is required.

§ 18. The manager of the school is responsible for organising the progress of the individual pedagogikumcandidate in practical pedagogikum, including the preparation of a plan for the candidate's overall pedagogikumums, which guarantees the good working conditions of the candidate.

Paragraph 2. The leader of the school shall strive for the candidate to receive further unusable curfew periods of at least six to eight weeks in the course of the pedago gikumas. The leader of the school must create the conditions for a clear correlation between the theoretical and practical parts of the educational and practical parts of the educational and practical parts of the candidate.

Paragraph 3. The leader of the school is responsible for the fact that the practical introduction to the teaching and cooperation culture of the individual schools, organizational and IT application takes place at the individual school.

§ 19. The Manager of the school can point out a courier who has the task of planning and coordinating the educational process for the educational candidate. If the leader of the school does not appoint a courier leader, the leader himself will be a messenger of the courier. Courier Manager

1) develop and update the ongoing training plan, cf. section 20, in cooperation with the candidate and ensures the implementation of the plan ;

2) Following the teaching of the candidate, and

3) prepare drafts for a pedagogish statement and decide, together with the inspector or the supervisors, whether or not the candidate comprises the educational allergy for the final visit.

20. The training plan shall commence immediately after the employment and, as a minimum, contain an overview of the educational candidate ' s activities in the educational process, including the candidate ' s internship periods in the classes of road traffic, teaching and guidance in their classes, courses and participation in other pedagogic activities at school.

§ 21. The leader of the school designates road leaders in all the teacher's high school graduates class. The road managers must provide the candidate with a professional and educational guidance and thereby help to ensure that the candidate reaches the goals of the educational audience. The Manager of the school may designate additional guidance counselors to carry out special supervising and guidance tasks.

Paragraph 2. The candidate teaches guidance in the guidance classes of the guide. Individual parts of the guide shall be conducted in the guidance of the candidate's own classes.

Paragraph 3. The weather operators usually watch the teaching of supervisors visits and attend the conferences after the first and second visits, cf. § 17, paragraph 1. 1, no. 1.

§ 22. Practical educators are concluded with the fact that Kurdish leader, supervisors and the possible bee-supervisors, and the road managers, watch the teaching of the teaching of the teaching candidate. Courier and the supervisors, and any bee supervisors, determine whether or not the candidate has passed the pedagogikum, cf. § 17, paragraph 1. 1, no. 4, and completing a pedagogikumstatement on the candidate's fulfillment of the objectives of the educational audience, cf. § 17, paragraph 1. 1, no. 5.

Chapter 6

Merit

-23. The President of the school may, on the application of an application, provide a pedagogikum-candidate for all or for pordagogikum, in accordance with this notice, if the master assesses that the candidate has acquired theoretical or practical pedagogical qualifications ; which means that the candidate has reached a whole or part of the trade union objectives set for the whole or part of training. Paragraph 2. The candidate shall at the request for merit documenting the formal qualifications which are due to the application. The leader of the school shall, on the basis of the candidate's documentation, obtain an indicative opinion on the applicant's meritgiving theoretical pedagogical qualifications of the university providing theoretical pedagogikum. The application for merit and possible allocation of merit shall be carried out in the context of the recruitment of the educational candidate.

Paragraph 3. This must be the proof of the competence of the teaching competence, cf. Section 30 shall indicate in respect of which parts of pedagogy age have been awarded merit in accordance with paragraph 1. One and on what basis.

§ 24. The Pakdagogikumcandidate may bring the decision of the school tenderer to merit, cf. Section 23, paragraph 1. 1, for the Qualification Board, cf. Chapter 3 of the Act on the evaluation of foreign training qualifications and so on shall be made by the school manager within 4 weeks of the decision to be made.

Chapter 7

Jurisdiction and Evidence

§ 25. Teachers who teach according to the educational laws of high school education must have educational competence (professional and educational competence) in one or more subjects in secondary school education. However, this does not apply to pedagogikumcandidates, cf. Section 6 (2). 1, and Fixed Term Hires, cf. Section 7 (2). 1.

Paragraph 2. The candidate has training competence in a class in all the high school education, when the candidate has professional competence in the profession and has passed the tests in practical and theoretical pedagogy, cf. However, section 27.

SECTION 26. The leader of the school can assign a teacher who has implemented pedagogikum, teaching competence in a subsequent occupation in which they do not have a pedagogy, if the teacher has professional competence in the profession, cf. sections 4 and 5, and have conducted course in the profession of skilled trainetics.

§ 27. A teacher without training competence, which has a professional competence in a subject in sections 4 and 5 and which has significant educational experience in high school or higher levels, may be assigned by the manager of the school to show competence in the profession, they have conducted a course in the profession of specialism in the profession.

Foreign High School teachers

§ 28. CIRIUS may assign training competence in one or more college teachers subject to EU law, including the EEA Agreement, and which has an appropriate level of competence at an equivalent level in the country concerned.

Paragraph 2. CIRIUS assesses whether the training competence may be granted immediately. If CIRIUS assesses that the high school teacher's qualifications differs significantly from the requirements for professional competence in sections 4 and 5, the teacher may choose between :

1) to audition in the professional disciplines and / or drug areas shown by CIRIUS, or

2) teaching a trial period in high school education. The occupation shall be a teaching year, be in at least 2/3 position, and include participation in the course of the profession.

Paragraph 3. High school teachers, which are subject to a trial period in accordance with paragraph 1. 2, no. 2 shall inform the Ministry of Education thereof without delay. The Ministry shall appoint an expert, who shall pay at least two visits to the teacher and provide a reasoned recommendation to the school manager with a recommendation on whether or not the teacher can be awarded curriculpability. The head of the school assesses the conclusion of the study by the expert's recommendation, teacher training with a view to the Ministry of the Teacher's ability to be given the competence of the teaching competence. The leader of the school must, before the setting is sent to the ministry, give the teacher the opportunity to comment on the recommendation.

Paragraph 4. The leader of the school must ensure that the teachers have the necessary skills to learn.

§ 29. CIRIUS can award training competence in one or more subjects to other foreign high school teachers than mentioned in section 28, when the teacher

1) has training competence at an equivalent level in the country concerned ;

2) has a professional competence at the level of the requirements of sections 4 and 5 ; and

3) has conducted a course in the profession of skilled trainetics.

Paragraph 2. The leader of the school must ensure that the teachers have the necessary skills to learn.

Proof

-$30. The leader of the school is issuing a certificate of educators in the teaching capacity of the teaching skills candidate. The proof contains :

1) The grade of the sample in section 12.

2) An overall opinion of the candidate ' s powers so that the evidence shows the general and pedagogical skills of the candidate, including the ability to

a) plan, implement and evaluate the teaching,

b) connecting teaching practices and theoretical pedagogical considerations ; and

c) collaborate on education and the other tasks at the school.

3) A description of the elements that the candidate has completed in the training, cf. The training schedule.

Paragraph 2. The school manager extradits the evidence to the candidate shortly after the supervisors ' final visit.

Chapter 8

Pensation

§ 31. The Minister of Education may dispense with the announcement of a single pedagogic candidate, where exceptional circumstances are in force.

Chapter 9

Entry into force and transitional rules

§ 32. The announcement shall enter into force on 1. This is August 2009 and has an impact on teachers without educators, which are set at the time of the entry into force.

Paragraph 2. Publication no. 1743 of 13. In December 2006, on educational competence in the high school education (pedagogikumannouncement), the educational competence of the Member of the Commission shall be repealed. However, the notice shall continue to apply to and by 31. July 2011 for pedagogikumgraduates in training for higher preparation, (hf) or the training for the student exam (stx) for the period from 1. August 2007 to 31. July, 2009.

Paragraph 3. Publication no. 343 of 11. May 2005 on educational competence in high school education (pedagogikumannouncement) shall continue to apply to and by 31. July 2011, for pedagogikumgraduates, in training for higher preparation, or training for the student exam (stx) for the period from 1. August 2005 to the 31. July, 2007.

Paragraph 4. Publication no. 1011 of 24. October 2005 on educational competence in education for higher levels of trade (hhx) and higher technical exams (htx) are hereby repealed. However, the notice shall continue to apply to and by 31. July 2011, for teachers, employed in the course of training for higher levels of trade (hhx) and higher technical degree (Hhx) in the period from 1. August 2006 to the 31. July, 2009.

§ 33. A teacher which has implemented pedagogy after the arrangements so far and alone have curriculum training for higher-degree commercial training, or higher-class education, have curriculum in a class in general colleges ; training, when the teacher has professional competence in the profession and has conducted a course in the profession of specialities in the profession.

Appendix 1

Theoretical pedagogikum

Objectives

The theoretical part of educators must give the educational candidate a preconditions for reflection, to plan, implement and evaluate high school education in its own profession and in interact with other subjects, both in individual classes and in the longer term. At the same time, theoretically pedagogikum must provide a basis for educators ' candidates in order to contribute to the development of the education and profile of employment.

Kernestof

The candidate shall obtain the necessary knowledge of :

1) Almenpdagogo

a) Learning Categories, Learning Processes and Learning Roles

b) the teaching, work and evaluation forms ;

c) communication theories and forms of cooperation ;

2) Fagdidactik

a) basic vocational training and evaluations in their own subjects, traditions, traditions, rules and practices relating to the different profiles of secondary schools ;

b) the methodical community of the trade union with other subjects from the same main area and fagent interplay across the main areas

3) School forms of high school education

a) basic organisational features of the high school educational institutions and their interactions with the surrounding society.

Supplemental fabric

The candidate will not be able to meet the targets of theoretical pedagogikum alone out of the nuclear material. The core element shall be deepened and will be outused with additional material which, for example, include :

1) current training research,

2) current education policy issues,

3) the inclusion of elements of the practical educational situation of the candidates,

4) detailed material concerning the different profiles of the respective secondary schools.
