Overview (table of contents) Annex 1 The full text of the notice of payment for students under 18 years of age at the start of general adult education

Pursuant to section 30 (a), (4) and section 54, paragraph 1, of the law on institutions of general secondary education and general adult education etc., see. lovbekendtgørelse nr. 937 of 22. September 2008, lays down the following:

§ 1. The notice includes payment for students subject to section 2, paragraph 2, of the Statute, which is not-avu 18 years of age on the first day of a learning module in general adult education, in which the institution regardless of the law's provisions do not receive reimbursement activity dependent on grants or authorizations, see section 30 (a), paragraphs 1-2.

(2). By a learning module means a bounded sequence in accordance with avu-notice which for ordinary students granted government subsidies in accordance with the law.

§ 2. Payment for learners education covered by article 1 shall be carried out by the local municipality, see. (2).

(2). By the local municipality shall be the municipality, where the student on the first day of the relevant learning module are registered with the population register.

§ 3. At registration of trainees covered by section 1 Municipal Council must see to it that there shall be completed and signed an entry form and submit it to the educational institution in which he is a student must participate in general adult education. Fill in the missing information on the educational institution enrolment form and send the municipality a copy of the form.

(2). Registration form, see. (1) shall contain the information set out in the standard form (A) with instructions that are included as annex 1 to the Decree.

(3). The educational institution may, by means of registration, without prejudice. (1) require the use of A standard form with instructions that are included as annex 1 to the Decree.

§ 4. The educational institution shall calculate and charge with the local municipality according to the flat rate, resulting from the budget bill, see. section 30 (a), paragraph 3.

(2). Unit rate shall be published in a price catalog, available on the Ministry website at http://www.uvm.dk/takst.

(3). Statement of the number of yearly students covered by section 1 is done in accordance with the same rules that apply to the inventory of the regular yearly students on general adult education.

§ 5. The time limit for payment is not later than 1 month after that for ordinary students grant operative tælledag in the relevant learning module, unless previous payment deadlines are agreed between the municipality and the educational institution in connection with registration.

(2). If a learning module would not have triggered Government subsidies in accordance with the rules that apply to ordinary students, the educational institution shall reimburse, where appropriate, charged. There is not calculated interest at repayment.

§ 6. Educational institutions that are eligible to receive a grant or appropriation for general adult education by the Education Ministry, must report the number of yearly students subject to section 2, paragraph 2, of the Act, as non-avu grant operative activity to the Ministry at the same time as the notification of other yearly students on general adult education.

(2). The transmission of this non-reimbursement operative activity happens in the same way as the reporting of annual yearly students, including in electronic form.

(3). Of educational institutions who are eligible to receive reimbursement for general adult education by the Education Ministry, the auditor shall certify the alert in accordance with the rules on the revision and reimbursement controls, etc., as covered by the institution. However, this does not apply for State institutions.

§ 7. The notice shall enter into force on the 15. July 2009 and have effect for students who enroll in training, which will commence on 1 July. August 2009 or later pursuant to section 2, paragraph 2, of the avu-law.

(2). Executive Order No. 614 of 25. June 2008 on payment for students under 18 years of age at the start of general adult education are hereby repealed.

Introduction

It follows from article 2, paragraph 2, of the law on general adult education and the recognition of real competence in relation to subjects in general adult education, in training and education to the hf-baccalaureate (avu-law), to young people under the age of 18, who have fulfilled the compulsory education requirement, can receive general adult education, if education is a part of a training plan, drawn up in cooperation between the young people, the custodial parent and Youth guidance.

For students in general adult education within the scope of § 2, paragraph 2, of the Statute, which is not-avu 18 years of age on the first day of the training module, pays the local municipality for teaching after a flat rate, to be determined at the annual finance laws, see. section 30 (a) of the law on institutions of general secondary education and general adult education etc.

By learning module understand a bounded sequence in accordance with avu-notice which for ordinary students granted government subsidies in accordance with the law on establishments of general secondary education and general adult education etc., see. paragraph 1, paragraph 2. It is clear from the Ministry of education pricing catalog for stx-and hf-single subject, avu, fvu and Dyslexic education for adults, which courses will be granted State subsidies.

For the purposes of the municipal councillor payment must ensure that filled in a registration form at registration of trainees covered by article 2, paragraph 2, of the avu-law. The registration form shall be forwarded to the educational institution in which he is a student must participate in general adult education. Fill in the missing information on the educational institution enrolment form and send the municipality a copy of the form.

For standard form individual points

Ad paragraph 1 – 3. Field is filled in with information about the student: social security number, name, address, and phone number. Points 1 and 2 must be filled in.

On point 4. Field is filled in with the name of the module in the form of name of the concerned subjects learning plan, see. AVU-notice. If enrolling concern the registration for an element of the subjects stated that registration concerns a course/module.

The same form can be used for registration for different subjects, avu-modules. In this case, set all the diverse name.

By a learning module understood subjects, including elements of the subjects, and introductory classes, which, in accordance with the notice constitutes a bounded sequence-avu, which for ordinary students granted government subsidies in accordance with the law on establishments of general secondary education and general adult education etc.

Ad point 5-11. Field is filled in with information about the municipality: Name and address information to use for E-Invoicing as well as the municipality's CVR-number, telephone number, fax number and e-mail address. Finally, in paragraph 11 the name of caseworker, along with date and signature. Paragraphs 5, 6 and 7 must be filled in. Paragraphs 8, 9 and 10 shall be completed to the extent that information is available.

Ad paragraph 12. Field is filled in with the module/modules name, including an indication of the subject's curriculum after avu-notice. If enrolling concern the registration for an element of the subjects stated that registration concerns a course/module.

This must also be filled in by the institution for the confirmation of the information filled in by the municipality in point 4. It is important that there is agreement between the municipality and the institution of the avu-teaching it is, there have been signing up for.

It follows from article 2, paragraph 3, in the avu-law that it is the educational institution, on the basis of an assessment of the applicant's prerequisites determines whether he or she may be included on subjects within the general adult education and at what level.

Ad paragraph 13. Field is filled in with the module/modules number in Ministry of charge catalogue for stx-and hf-single subject, avu, fvu and Dyslexic education for adults.


Ad paragraph 14. Field is filled in with the expected duration of training, IE. the starting date and the expected completion date. Expected end date can be located in a different fiscal year than the module's start date. If the registration concerns multiple modules specified start and end date for each module.

Ad paragraph 15. Field is filled in with the module's duration as evidenced by the avu-notice. If the calculation relates to an item of subjects is done the calculation on the basis of the duration of the item offered with.

Ad paragraph 16. Field is filled in with the grant operative counting days in those modules. Statement of the number of yearly students is done in accordance with the same rules that apply to ordinary yearly students, see. paragraph 4 (3). It is thus the same counting days as for the rest of the concerned avu-team to be used in determining the activity relating to young people under the age of 18. The flat rate to be levied in accordance with the tariff shown by catalog, see. paragraph 4, paragraph 2. If the module is crossing a year changes, is the unit rate for the financial year count day is in, that will be used in the calculation and charging of the payment.

Example of calculation: A årselev on general adult education is a student taught at 812.5 Bell timer. I.e. a student whose teaching model is the profession of Danish on level G (with the hour on 120 hours, see notice of general adult education), will respond to the 0.1477 årselev (all decimal places must be included in the calculation of the payment). Ad paragraph 17 – 21. Should be filled in with information about the educational institution: Name and address, if applicable. institution number/school code, telephone number, fax number and e-mail address.

Ad paragraph 22. Enter the name of the institution's social worker, as well as the date and signature. This field must be filled in.

Ad paragraph 23. Here is the procedure for payment (payment agreement) between the educational institution or municipality shall be indicated. Attention is drawn to the framework for doing so in paragraph 5.

There will be no obstacle to the conclusion of a general agreement between the parties on the payment procedure, including payment deadlines, which can be referred on the form.
