The scope of the

§ 1. Traffic Board may within the framework of the basic regulation. deposed The administrative base for the pool for better fremkommelighed for buses (2009-2013) promise grants to projects that can improve the bus fremkommelighed and increase buses ' interaction with the other public transport. Application for grant commitments

§ 2. Application for commitment grants may be submitted by

1) public authorities, including transport companies,

2) publicly owned companies.

(2). Public authorities, including transport companies, and publicly owned companies, may be included in a cooperation between several eligible applicants and with other parties on a project. However, only one application can be responsible for the use of interested party, assigned pool funds.

Submission of application and deadlines

§ 3. Grant application must be submitted by using the applicable application form at any time with the project description and project budget, located at the Traffic Agency's website.

(2). A grant application must be received in the Traffic Agency by 1. October 2009. In 2010 and the following years should a grant application be received in public transport by 1. March or the 1. September.

Conditions for grant

§ 4. It is a condition of the grant, the applicant itself contributes the same amount, as requested (50%-50% model).

(2). Public transport can provide terms or conditions for subsidies or pledges of grants.

(3). It is a condition of grant that there are funds available within the deposed framework see. § 1.

(4). If searching for a grant for the purchase of equipment that can be sold, it must be specified in the application, the period for which the equipment will be used in the project, which is being sought reimbursement for.

(5). Traffic Board may at any time request additional documentation in connection with the processing of applications.

§ 5. The grant recipient's self-financing, without prejudice. section 4 cannot be covered by other State pools within the Transport Ministry's area.

Modification of the project

§ 6. Modification of a project may be approved by the Danish transport authority on the condition that the change in accordance with the Traffic Agency's assessment is in accordance with the purpose of the project. Application for amendment of a project must be approved by the Traffic Agency, before the change implemented.

Reporting

§ 7. To be made to reporting of the final project and an annual reporting of the status of the project. The annual reports must be available during January and must include the previous year.

Termination of grants

§ 9. The commitment of grant shall lapse if

Accounting and auditing

The administrative basis for the pool for better fremkommelighed for buses (2009-2013)

1. The basis for the pot

As part of the agreement on a green transport policy between the Government, the Social Democrats, the Danish people's Party, the Socialist People's Party, the Social-Liberal Party and Liberal Alliance, has set aside a pool of 1 billion. DKK Pot translated from 2009-2013.

2. Implementation

Applications must have as a aims either to increase bus fremkommelighed or to enhance coherence and shift between modes of transport including terminals.

It will be possible to design applications so that the project is part of a single project or strategy that simultaneously seeking funds from other State pools related to ' A green transport policy '.

Actions may include all traffic within a traffic company area including private railways, metro and trains.

Priorities between applications on the basis of the following criteria:




1) that the project increases the speed of buses and hence fremkommelighed.

2) that the project increases the consistency between means of transport either between buses or between buses and other means of transport.

3) that the project contributes to improvements that can be used throughout the public transport.

4) the creation of improvements for the maximum number of passengers in public transport.

5) That the relevant authorities ' commitment and contribution to the process will be included as an important element in the application.

6) that the project contributes to more passengers in public transport.



There will be a requirement for reporting of all projects that aid shall be granted for.

There will, for example, support to projects in the fields of:




– Fremkommeligheds projects including modification of road construction.

– In order to ensure ITS better busfremkommelighed.

– Busprioritering.

– Improvements to junctions and switch options including terminals, bus stops and passenger information.

– Information for users in interaction with other parties.

– Preliminary to the above.



3. Financial Framework

There is provided a co-financing of projects of 50% Cofinancing involves the total project including feasibility studies and design. Applicants must reserve amounts to self-financing in the relevant budgets.

It should be noted that the pool has transfer access. Unused funds from 2009 will thus be able to be used in the 2010 etc. If pool funds do not cover all of the first year, funds will be transferred to the next year.

4. Procedure

4.1 Applicant circle

Applicant circle are public authorities, transport companies or publicly owned companies. Applications will normally be drawn up together with the relevant transport company. Applicant circle may consist of several applicant eligible, and also like the applicant justified in cooperation with other parties that perform public service traffic.

4.3 content of the application

Eligible applicants may apply Traffic Agency with an application with the following content:

– The requested amount and the total cost of the project spread over any feasibility studies, project planning and the project itself.

– The applicant's economic costs/risks of the project.



4.4 Processing of applications received

Traffic Agency receives, coordinates and processes applications.

Traffic agency appointment by such undertakings and refusals within 3 months after the application deadline.

4.5 Reporting

It is a prerequisite for allocation of funds, the project contains a reporting of the final project as well as an annual reporting of the status of the project. Afrapporteringerne must follow up on points in the application. The annual reports must be provided no later than in the course of January.

Against this background, the Danish transport authority shall draw up an annual progress of the projects, the commitment and use of aid funds.
