Pursuant to section 29, article 30, paragraph 1 1. and (3). paragraph, article 35, paragraph 2, § 44 and section 45, paragraph 1, and after negotiation with the Minister of finance, in accordance with article 3. section 30 (1), (2). point of law No. 346 of 14. May 2008 in vocational academies of higher education and section 32, paragraph 2, and section 36 of Act No. 207 of 31. March 2008 on vocational college education and professional bacheloruddannelser lays down the following:
§ 1. Granted to vocational academies:
1) Institutional grants under section 24, paragraph 1, of the Act on vocational academies of higher education and guidelines for institutional grants provided in the annual finance acts and in EA-script, see. § 7.
2) activity-specific supplements to vocational college education under section 32, paragraph 1, and section 36 of the Act on vocational college education and University bacheloruddannelser and guidelines for each of the grants provided for in the annual finance acts and in EA instruction.
3) Activity specific grants for technical and mercantile profession bacheloruddannelser which erhvervsakademiet provider in partnership with a University College, pursuant to section 32, paragraph 1, and section 36 of the Act on vocational college education and University bacheloruddannelser and guidelines for each of the grants provided for in the annual finance acts and in EA instruction.
4) Activity specific grants under section 24, paragraph 3, of the Act on vocational academies of higher education and guidelines for each of the grants provided for in the annual finance acts and in EA instruction.
§ 2. Activity-specific subsidy pursuant to section 1, nr. 2-4, shall be granted on the basis of the number of each institution's student FTE and tariffs per student per year, which is set out in the annual finance acts for the individual courses. Activity-specific subsidy pursuant to section 1, nr. 2 and 3, may, however, in accordance with the guidelines for the individual grants provided for in the annual finance acts and in EA instruction shall be granted on the basis of the number of students or graduates.
(2). Grants under section 1, nr. 2-4, paid to institutions after the payment models that are specified in the EA instruction.
(3). To the extent that a payment model after EA-the script implies that there should be payment of advances on the basis of a forecast, the Ministry of education after a concrete estimate of the expected activity to change the basis for the forecasts set out in EA-script, if the calculated payout after the Ministry's assessment will differ significantly from the final grant. Any paid advance rates are adjusted on the basis of the new calculation at the earliest payout after the change.
(4). Who can know the payment of an advance or reimbursement shall be carried out according to the regulations concerning prior payments, including in the prior fiscal year. Granted or will be charged no interest payable in connection with the following adjustments.
§ 3. Other than those covered by paragraph 1 grants and loans will be paid under the conditions laid down in the annual finance acts or by the Ministry of education in connection with the authorization of the grant or loan.
(2). Vocational academies, which has offerings of other education than vocational college education and professional bacheloruddannelser, granted in accordance with the reimbursement rules, applicable to the relevant training.
Statement of student FTE, etc.
§ 4. The number of student FTE is calculated on the basis of the number of students, etc. who are enrolled on that training or teaching.
(2). Students, etc. included in the institution's studenterårsværkberegning, if the persons concerned
1) are eligible for inclusion on the training or education and
2) are included in the training or education and is active in accordance with the rules of the study concerned, training or teaching.
§ 5. Statement of the number of student full-time equivalents to be used for the determination of subsidies after this order is according to the guidelines, including for counting days, counting periods and alerts, in EA instruction.
(2). By student FTE means a year's duty as a student. Student FTE (STAND) can be decomposed as:
1) semester-STAND, where a student FTE is equivalent to two successful semesters, which is completed during the period 1. September to December 31. August the following year (academic year).
2) presence STAND, where a student FTE is equivalent to a student who is present on a predetermined day (counting day) after training start date.
§ 6. Vocational akademiers inventory of the actual number of student full-time equivalents must be certified by the institution's Manager and internal auditor in accordance with the rules laid down in the Ordinance on audit and reimbursement controls, etc. in vocational academies of higher education.

§ 7. In the Ministry of education instruction for grants, etc. to vocational academies of higher education (EA-script) is set further guidelines for the calculation, payment and adjustment of the grants under this Ordinance.

§ 8. The fixed rates for the individual study programmes, subjects, etc. can be found in the tariff catalogs, available on the Ministry's website at the address http://www.uvm.dk/takst.
Budget and authorization rules
§ 9. Vocational Academies are governed by the rules laid down in the applicable at any time budget guidance issued by the Ministry of finance, see. However, sections 10-13.
§ 10. The institutions have freely by the application of governmental subsidies for the eligible training for the administration, management and operation of buildings, etc., for the acquisition and maintenance of premises, buildings and land and for institutional purposes.
(2). Governmental subsidies for institutions be broken down not in payroll costs and other expenses, and fixed not payroll and personnel framework.
(3). Institutions can save governmental subsidies for the use of the institution's purpose in the following fiscal year.
§ 11. Institutions can without submission to the Finance Committee and without the approval of the Ministry of education to carry out architectural outlines that serve to address the institution's purpose and which does not exceed 25 million. (2). The institutions ' property sales must be done in accordance with the procedure laid down in the Ministry of finance circular on the sale of State real estate and must, as a general rule, be done following an open tender procedure, see. the circular.
(3). Leases with tenure, in addition to 10 years can only be concluded after the prior approval of the Finance Committee. Without Ministry approval institutions must not sell real property for the purpose of moving the bulk of the institution's eligible activities for leases.
§ 12. Institutions may enter into Exchange rate contracts in connection with the recording of mortgages, etc., the State even the insurance principle shall not, however, apply to the coverage of capital losses, etc. in this context.
§ 13. The rules on budgeting of income-generating activities in the Finance Bill and on adjusting the expenditure and revenue appropriations for the indtægtsdækkede company in proposal for tillægsbevillingslov shall not apply.

§ 16. The notice shall enter into force on the 1. January 2009.
