Publication of the Work Environment Research Fund

In accordance with text-labelling no. 115 to Section 17 of the 2009 financial act shall be :

Chapter 1

The creation, purpose and means of the fund

§ 1. The work environment research fund has been created as part of the implementation of the rate of satsAdjustment Pool for 2003. 1)

Paragraph 2. The aim of the Fund is to strengthen labour environmental research in Denmark.

Paragraph 3. The fund supports research and development in the working environment to improve the working environment and, therefore, to prevent, reduce and alleviate the exclusion of people from the labour market because of accidents at work, occupational conditions, submersion and so on.

§ 2. The Fund shall be understood in this notice :

1) The Minister for Employment.

2) The Strategic WorkEnvironment Research Committee.

3) The Scientific Committee on Safety and Health at Work.

4) Committee on Development and Excession

Paragraph 2. The Employment Board is the secretariat of the fund.

§ 3. The funds of the Fund are EUR 7.5 million. DKK In 2007, 50.0 million. DKK In 2008, 54.7 million. DKK In 2009, 51.8 million in 2010, 50.0 million. DKK in 2011 and 50,0 million. DKK In 2012.

k. 2 In addition, the Agency for the Agency transfers an annual amount of 10 million. DKK for the distribution of the fund in 2003-2011.

Chapter 2

Structure and selection of the fund

Outline

§ 4. The structure of the fund shall be a separate assessment of relevance and quality.

§ 5. The Fund must obtain research technical advice from the Strategic Research Council in the context of the definition of the distribution procedure, including the lookup, and the research professional evaluation of revenue for research applications, cf. law on research advice.

Paragraph 2. The Scientific Working Environment Research Committee may serve as an advisory sub-committee for the Strategic Research Council, cf. law on research advice.

§ 6. The Strategic Work Environment Research Committee must ensure that the fund is distributive funds for research and development, which, based on a working environment strategy, is relevant.

Paragraph 2. The Committee on Development and Excession must ensure that the fund is distributing funds for the development and extraction of high-quality working environment.

Paragraph 3. Labour must, as a secretariat, ensure coordination of the work of the fund's committees.

Strategic Work Environment Research Committee

§ 7. The Strategic Work Environment Research Committee is made up of 9 members.

Paragraph 2. The President and his deputy shall be appointed by the Minister for Employment.

Paragraph 3. The other 8 members and delegates for these shall be designated by the Agency for the following breakdown :

1) Two members set by the country organization in Denmark.

2) A member of the Joint Council of the Functioning holders and the Services Councils.

3) A member of the Akademics Central Organization.

4) A member of the Danish Employers ' Association.

5) A Member of the Financial Intergroup, the Federation of Landbrugets 'Employers' associations and the Community Agricultural Guvians.

6) A Member of the public works together.

7) A member of the leaders ' main organisation.

Scientific Work Environment Research Committee

§ 8. The Scientific Committee on Health and Safety is comprised of 7 Members. The Minister for Employment designates the President and other six members of the Strategic Research Council on the recommendation of the President and the other 6 members of the Committee on Employment.

Paragraph 2. The Committee shall elect its midth Vice-President.

Paragraph 3. The members of the committee shall be recognised researchers and have an insight into at least one of the following research areas :

1) the impact on health, health, well-being, well-being and so on, the health and welfare of the work environment factors ;

2) work environment efforts at the company, industry, and the level of society ; or

3) the impact of social development on the working environment.

Paragraph 4. It is being sought that the committee will be combined with a broad representation of research areas, cf. paragraph 3, no. 1-3.

Paragraph 5. It is being sought that the members of the committee together represent the insight into work environment research at a wide range of institutions and others.

Committee on Development and Excession

§ 9. The Committee on Development and Excession is made up of five members. The Chairman and the other 4 members shall be appointed by the Minister for Employment in their personal capacity.

Paragraph 2. The Committee shall elect its midth Vice-President.

Paragraph 3. The members of the committee shall be recognised researchers or research haste and have an insight into at least one of the following research areas :

1) the impact on health, health, well-being, well-being and so on, the health and welfare of the work environment factors ;

2) work environment efforts at the company, industry, and the level of society ; or

3) the impact of social development on the working environment.

Paragraph 4. It is being sought that the committee will be combined with a broad representation of research areas, cf. paragraph 3, no. 1-3.

Paragraph 5. It is being sought that the members of the committee together represent the insight into work environment research at a wide range of institutions and others.

Poverage Period

§ 10. The members of the Strategic Work Environment Research Committee members and their delegates shall be designated for the period 2009-2010.

Paragraph 2. The members of the Scientific Working Environment Research Committee shall be appointed for the period 2009-2010.

Paragraph 3. The members of the Committee on Development and Expiation shall be appointed for the period 2009-2010.

Chapter 3

Common provisions for the committees

§ 11. The Strategic Work Environment Research Committee is a quorum, when at least half of the members or their delegates are present.

Paragraph 2. The Scientific Committee on Work and Development and the Committee on Development and the Committee on Development are quorum when at least half of the Members are present.

Paragraph 3. The elections shall decide by the voting majority of the members present or their delegates.

Paragraph 4. In voting, the chairman of the committee chair is crucial.

§ 12. The members of the committee or their delegates may not participate in the treatment of a case if they are inhau-car, cf. Chapter 2 of the administrative act.

§ 13. The committees shall adopt rules of procedure.

Chapter 4

Strategy for Research and Development in Work Environment, etc. ..

§ 14. The Strategic WorkEnvironment Research Committee is nominating the employment minister's approval :

1) A rolling strategy on research and development in the working environment.

2) The overarching priority research themes of the strategy.

3) A plan for recruiting and training for researchers.

§ 15. The Scientific Committee on Work and Development and the Committee on Development and the Committee on Development advises the Strategic Work Environment Research Committee on Research and Energy.

§ 16. The aim is to ensure a better priority and utilisation of the financial resources for research and development in the field of work environment.

Paragraph 2. The strategy must include objectives and the overall priorities of research and development in the working environment.

Paragraph 3. The strategy must contribute to increasing the coordination of research and development activities and cooperation between research institutions.

Paragraph 4. At the same time, the strategy must help to strengthen the dissemination and use of research results, etc. as a basis for the work environment effort, including on the individual company.

Paragraph 5. The strategy must include a plan for recruiting and training researchers in the working environment for the purpose of greater research capacity.

§ 17. In support of the strategy, it shall be mapped out :

1) the working environment in Danish research has highlighted or missing to illuvese ;

2) the Danish institutions working for research into the working environment, including the capacity of research ; and

3) which financing the Danish Labour Environment research has.

Chapter 5

Fund distribution of funds

§ 18. The fund shall be distributor funds for research and development activities. The funds are being distributed in open competition.

Paragraph 2. The funds may, inter alia, be distributed to :

1) Multiannual appropriations for cross-disciplinary research themes involving several institutions.

2) Appropriations for research into new, overlooked or unexplained research themes.

3) Prositing and development projects.

4) Maintaining the incompetence of the matter.

5) Mistress training.

Decision-making process

§ 19. The Strategic Work Environmental Research Committee will decide on the basis of the research strategy the concrete themes that the Fund wishes to support.

Paragraph 2. The Fund shall convene applications in open lookup options where thematic themes are described. The proposals must specify the economic framework.

Paragraph 3. The Employment Board shall ensure as secretariat that applications for applications meet the requirements and have been submitted in good time, cf. § 25.

Paragraph 4. If the requirements of paragraph 1 are 3 is not fulfilled, the Work is rejected as the secretariat of the application.

Quality

20. Research applications for research shall be submitted to the Strategic Research Council, cf. § 5.

Paragraph 2. If the Council assesses that an application is not qualified, the Employment Committee shall provide the applicant with a dislocation.

Paragraph 3. If the Council considers that an application is not within the specified themes, the Employment Committee shall provide the applicant with a rejection.

§ 21. Applications for development and extraction aid shall be submitted to the Committee on Development and Excession ;

Paragraph 2. The Committee shall evaluate applications for development and rescue by professional quality criteria, which the Committee shall publish.

Paragraph 3. The Committee may, in the assessment, involve external experts.

Paragraph 4. If the committee assesses that an application fails to meet the quality criteria, the Employment Committee shall provide the applicant with a dislocation.

Paragraph 5. If the Committee considers that an application is not within the specified themes, the Employment Committee shall provide the applicant with a refusal to grant the applicant.

Relevance

§ 22. The Strategic Work Environment Research Committee assesses the qualifying applications according to the relevance of the Committee the Committee to decide.

Paragraph 2. The Strategic WorkEnvironment Research Committee places the assessment, inter alia, of the importance of promoting cross-institutional and professional cooperation in the working environment research, cf. section 16 (4). 3.

Sharing

-23. The Strategic Work Environment Research Committee sets applications for the employment minister's approval.

Paragraph 2. The fund shall distribute funds to the approved research and development activities, cf. Section 26 (1). 1.

Paragraph 3. The Fund shall make the claim that research and development results shall be made publicly available for use in accordance with the requirements of the programme. section 16 (4). 4.

Paragraph 4. The Commission shall provide the other applicants as a secretariat for the other applicants.

Quick Procedure

§ 24. The Strategic Working Environment Research Committee may decide that, in the event of a proposal, support can be given to a specific subject that is outside the strategy if the committee finds a specific need to provide concrete, solution-oriented knowledge within the framework of the strategy ; for a short time.

Paragraph 2. The Strategic WorkEnvironment Research Committee may, in its Rules of Procedure, adopt the assessment of the relevance and adjustment of applications to the employment minister's approval, cf. in its Rules of Procedure. section 22 and section 23 (4). 1.

Paragraph 3. The quality of the applicant must be assessed by the Strategic Research Council and the Committee on Development and Excession, in accordance with the requirements of the Strategic Research Centre. § 20 and § 21.

Chapter 6

Administration of the Fund

§ 25. The Labor Board shall draw up a guide for the application requirements.

SECTION 26. The Board of Work gives a commitment to approved research and development activities, cf. Section 23, paragraph 1. 2.

Paragraph 2. The Commission shall lay down standard terms for grants from the Fund, including terms and conditions for the use, payment, accounting, accounting, technical reporting, etc.

§ 27. The Commission is monitoring the research and development activities that receive grants from the fund.

§ 28. The grant consignon shall inform the Employment monitoring activities whose planned activities are delayed or the preconditions for the subsidy are changed significantly.

§ 29. The Board of Work may decide that grants are withdrawn or are not reclaimared if the terms of the grant are not complied with.

Chapter 7

Various provisions

-$30. The Strategic Work Environment Research Committee shall make an annual account of the Agency for the Fund ' s activities.

§ 31. The decisions of the labor force may not be brought to the second administrative authority.

Paragraph 2. Decisions on Section 19 (3). However, paragraph 29 can be brought to the minister of employment.

§ 32. The announcement shall enter into force on 1. January, 2009.

Paragraph 2. At the same time, notice No 417 of 21. April 2008, on the Work Environment Research Fund.
