Publication of emergency vaccination against bluetongue, serotype 8, in 2008

In accordance with section 29, section 30, paragraph 30. 1 and 3, section 33, section 53 (3). Paragraph 70 (1) and 70 (1). 3 and 5, in the Law No 432 of 9. Scope and definitions

§ 1. This notice shall apply to emergency vaccination of bovine animals, sheep and goats in the protection zone against bluetongue, serotype 8.

Paragraph 2. In accordance with the application of the application, the Food Authority shall allow for emergency vaccination against bluetongue, serotype 8, in the protection zone of other susceptible species other than bovine, sheep and goats.

§ 2. For the purposes of this notice :

1) ' emergency vaccination ` shall mean the legal vaccination of bovine animals, sheep and goats against bluetongue in the protection zone.

2) "Bovine" : Domestic animals of the species Bos Taurus.

3) "Bluetongue" : Bluetongue, serotype 8, which is a vector transmitted disease caused by an orbivirus.

4) ' Vaccine campaign ` means emergency vaccination against bluetongue in the period 23. July to 30. September 2008.

5) ' Crew ` means a collection of at least one animal used for a particular purpose, is linked to a particular geographical location and has an owner in the form of a natural or legal person.

6) ' Protection zone ` shall mean the Zone covered by section 10 of notice No 2 ; 97 of 20. In February 2002, the fight against bluetongue.

7) ' The owner or the person responsible ` shall mean any natural or legal person who owns bovine, sheep or goats, or keeps them for others, whether or not a business activity is concerned.

8) ' Authorized blueprint technician ` : The person authorized to have emergency vaccines and certifying emergency vaccination against bluetongue.

Requestation of vaccine for use by emergency vaccination

§ 3. Vaccine for use by emergency vaccination against bluetongue during the vaccination campaign is requested by the Food Authority.

Emergency vaccination of bovine animals, sheep and goats

§ 4. The owner or person responsible for bovine animals, sheep and goats in the protection zone shall ensure that the animals are to be vaccinated against bluetongue in the context of the vaccination campaign. During the vaccination campaign, bovine animals must be vaccinated twice by 25-35 days of intervals, while sheep and goats must be vaccinated once.

Paragraph 2. However, the following animals shall not be inoculated :

1) Bovine animals, sheep and goats less than 30 days when the other animals of the herd are to be vaccinated.

2) Ahead of bovine animals, sheep and goats born after the time of emergency vaccination, unless it is done in accordance with the rules of section 11.

Paragraph 3. Notwithstanding paragraph 1 1 the owner or the person responsible shall refrain from emergency vaccinating the following animals :

1) Bovine animals, sheep and goats if they are slaughtered before the end of the week 43 in 2008.

2) Cattle that are grazing pauls, which are covered by a derogation from § 2 in notice no. 1066 of 10. In November 2005 on the labelling, registration and movement of bovine animals, swine, sheep and goats, issued by the food landline.

Requirements for execution and certification of emergency vaccination

§ 5. The emergency vaccination of bovine animals, sheep and goats during the vaccination campaign shall be carried out and certified by an approved veterinarian.

Paragraph 2. The veterinarian may be assisted by persons who have been clinically trained in the basic course of veterinary training or in the same way as training.

§ 6. Regardless of the provision in paragraph 5 (5). 1, may emergency vaccination of bovine animals, sheep and goats during the vaccination campaign shall be carried out by :

1) The owner or person responsible for the crew and his employees if the said persons meet the conditions laid down in section 7 of the notice. 481 of 29. May 2007 on the use of medicinal products by animal owners, or

2) a licensed bluetongueEngineer.

Paragraph 2. Emergency vaccination pursuant to paragraph 1. 1 shall be certified by an authorized bluetonguing technician, cf. § 8 (3) 1, or by an approved veterinarian.

§ 7. The veterinarian or the authorized blueprint technician shall ensure that records are carried out in the form of the following information in connection with emergency vaccination in each of the crew :

1) Name and address of the owner or manager.

2) CHR number of the holding.

3) Crew number.

4) Date of emergency vaccination.

5) Name and address of veterinarian or board certified bluetongueTechnician ;

6) All animals in the herd, indicating the nature and CKR number.

7) Total number of animals in the crew at the time of emergency vaccination.

8) Total number of emergency vaccinated animals.

9) List of individual emergency vaccinated animals indicating the nature of the CKR number and the batch number of the used vaccines.

10) In addition, in the case of bovine animals, the animal shall appear on the first time against bluetongue for bovine animals, cf. Section 4 (4). ONE, TWO. Act.

Paragraph 2. The one in paragraph 1. 1 the list of records shall be signed by both the owner or the operator and by the veterinarian or the authorized bluetonguetechnician. The veterinarian or the authorized blueprint technician shall submit the records or copies thereof to the local RYK for registration.

Paragraph 3. In the case of herds of sheep and goats, the local RYK shall return the original signed record of the owner or the person responsible for the crew. The owner or person responsible must keep the record of the crew for at least five years from the time of emergency vaccination.

§ 8. To emergency vaccinate and certify that emergency vaccination has taken place, cf. Section 6 (2). 1 and 2, the Food Authority may authorize bluetoniguers which have carried out a special course in order to have the emergency vaccines, sheep and goats.

Paragraph 2. Authorizations issued pursuant to paragraph 1. 1 may be withdrawn at any time and shall cease upon the termination of the vaccination campaign.

Public surveillance on failure to emergency vaccination

§ 9. Oral bovine animals, sheep and goats, which in the case of the vaccination campaign, are not properly inoculated against bluetongue, in accordance with the purposes of the vaccination campaign. Section 4 (4). 1, shall be placed under public supervision of the food registration.

Paragraph 2. The food court may waiving official supervision when the owner or person responsible documents that all animals in the crew are duly vaccinated against bluetongue.

§ 10. Animals shall not be kept for life or from a herd under public supervision, cf. Section 9 (1). 1.

Paragraph 2. However, the food registration may allow animals for life to be transferred to and from the crew if it has been documented in accordance with the document that the animal is properly inoculated in accordance with the case of the animal. Section 4 (4). 1.

Emergency vaccination following the termination of the vaccination campaign

§ 11. After the vaccination campaign, emergency vaccination may be carried out on bovine animals, sheep and goats in the protection zone if they are to be certified by an authorized veterinarian.

Paragraph 2. Vaccine must be requested by the vet.

Paragraph 3. The provisions of section 7 shall apply mutatis mutis.

§ 12. Costs of emergency vaccination against bluetongue are unauthorized.

Penalty and entry into force

§ 13. The penalty will be punished, as it is :

1) Clause 4, paragraph 4. Paragraph 5, section 5. Paragraph 1, section 6, paragraph 6. 2, section 7, section 10, section. 1, and 11 (1). 1-2, or

2) are in breach of conditions laid down in Article 1 (1). Article 10 (2) and section 10 (1). 2.

Paragraph 2. The sentence may rise to a maximum sentence for two years if it has been committed by the action or omission, with a set of or gross negligence, and there is a breach in the infringement proceedings ;

1) any injury to human or animal health or induced danger ; or

2) obtained or intended for the economic benefit of the person concerned itself or others, including in savings.

Paragraph 3. Companies can be imposed on companies. (legal persons) punishable by the rules of the penal code 5. Chapter.

§ 14. The announcement shall enter into force on the 24th. July 2008.
