Pursuant to § 2 (2) and (3), § 4, paragraph 3, article 7, paragraph 2, article 8, paragraph 2, article 9, paragraph 5, article 9 a, paragraph 3, article 11, paragraphs 5 and 6, section 13, paragraphs 1 and 4, and section 14 of law No. 578 of 9. June 2006 on universal rebate to learners in upper secondary education, etc., as amended by section 1 of Act No. 208 by 31. March 2008, as well as negotiated with the responsible transport, see. Article 11, paragraph 7, shall be laid down:

Chapter 1

Trainees and participants who are entitled to discount

§ 1. In addition to those listed in section 2 (1) education and training course trainees and participants have a right to universal discount if they undergo training by the Agency for the State's Education aid (Agency) approved as eligible for State educational support (SU) outside the cut card, however, not education at primary school level.

Chapter 2

Application for and the conditions for entitlement to discount

§ 2. Trainees and participants must submit an application for the right to universal discount on purchase of subscription cards for bus, train and metro in the public service traffic, see. § 2, through the Agency's and the universal controller common self-service system, see. Article 18, paragraph 2.

(2). The right to the discount applies at the earliest from the date on which the application is inserted in the common self-service system.

(3). Trainees and participants who are unable to fill out an electronic application, may request the institution to assist in the digital application procedure. The training provider will decide whether the learners or the participant is unable to use the digital application procedure.

(4). When applying for a universal rebate, see. (1) should the learners or the participant provide the information necessary for the processing of the case, including





1) indicate name, social security number and place of residence,

2) incorporating a look alike photo of himself, and

3) specify the training place to which the learners or the participant would transport disount.





§ 3. Trainees and participants must submit an application for the right to the discount on the purchase of subscription cards for carriage of passengers by ferry, see. § 6, the education institution.

(2). The right to the discount applies at the earliest from the date on which the application is received at the institution.

(3). When applying for the right to universal discount, see. paragraph 1, it shall inform the participant name, learners or permanent residence and personal identification number.

§ 4. In order to meet the conditions of Studio activity, see. § 4 (1) (8). 5, the learners or the participant participate in compulsory education and tests prescribed, deliver tasks, etc. in accordance with the rules applicable to training.

Chapter 3

Regulation of parent's payment

§ 5. Co-payment after article 7, paragraph 2, 1. point, adjusted annually on January 2. Sunday in January.

Chapter 4

Carriage of passengers by ferry and transport to and from abroad

§ 6. The universal responsible, see. § 11 (1) may grant a discount on the subscription card for carriage of passengers by ferry after the law on the færgefart in much the same way as for carriage of passengers by bus, train and metro in the public service traffic.

(2). Agency provides discount on transport by ferry after the law on the færgefart if the universal responsible do not offer discount. The discount is granted in cash for subscription cards, as the learners or the participant has purchased at full price, according to the National Board has taken a decision on the right to discount, see. § 5.

(3). The learners or the participant shall, within 2 months after the quarter in which the subscription card expires, submit documentation for the purchased subscription cards in the training provider that submits documentation to the Agency. On the basis of the submitted documentation shall be paid by the Agency on a quarterly basis for the educational discount seekers or the participant's Nemkonto.

(4). The right to the discount in accordance with paragraph 2 shall lapse if the learners or the participant does not comply with the information referred to in paragraph 3, 1. paragraph, mentioned timeframe.

§ 7. The universal responsible, see. Article 11, paragraph 1, provides a discount on the subscription card for transport over the Danish border to and from EU and EEA countries in the same way, as they provide a discount on transport within the country.

(2). Universal responsibility in EU and EEA countries can provide a discount on the subscription card for carriage of passengers by bus and took over the Danish border to and from EU and EEA countries in the same way as provided for in paragraph 1 as well as by evidence of





1) permission for international regular services pursuant to Council Regulation (EEC) No 2377/90. 684/92 of 16. March 1992 on common rules for the international carriage of passengers by coach and bus, as amended by Council Regulation (EEC) No 2377/90. 11/98 of 11. December 1997 or

2) license for railway undertaking pursuant to Council Regulation (EEC) No 2377/90. 18/95 of 19. June 1995 on the licensing of railway undertakings, as amended by European Parliament and Council Directive 2001/13/EC of 26. February 2001.





Chapter 5

More subscription cards and cash payment of the rebate

§ 8. The learners or participant shall only pay it in article 7, paragraph 1, provided for egenbetalings amount once when that purchase multiple subscription cards with the same validity period.

(2). The transport officer can refer the learners or the participant, who has paid egenbetalings amount several times, to get the extra discount, which the person concerned is entitled to under paragraph 1, paid in cash at the locations specified by the universal service provider responsible. Payment must be done at least at one point within each company area and traffic in the regional municipality of Bornholm.

(3). The universal responsible can refer learners or participants, who want to buy more subscription cards, to buy a single card or purchase any card by the same universal responsible. The universal responsible shows, where the community cards can be purchased.

§ 9. In special cases, the Board may provide that the amount of the discount must be paid in cash for subscription cards for carriage of passengers by bus, train or metro, previously purchased without discount.

(2). Trainees and participants must submit an application for cash payment of the rebate on the training provider that sends the application to the Agency. National Board approves the application, the Agency shall pay the rebate to the applicant's or participant's education Nemkonto.

Chapter 6

Inventory of the granted discount and reimbursement of amounts

§ 10. After the end of each quarter, the universal responsible, see. section 7, paragraph 2, and article 11, paragraph 1, a declaration which will form the basis for the Agency's refund of the amount that has been paid off in the quarter, see. Article 11, paragraph 3.

(2). The statement must contain a comprehensive statement of the quarter of





1) proceeds from the sale of subscription card with discount,

2) amounts granted in rabat and

3) amount to be refunded.





(3). Amount paid in cash pursuant to section 8, paragraph 2, are included in the inventory referred to in article 6. (2) for the quarter in which the amount is paid.

(4). Agency must have the statements not later than 1 month after the end of 1., 2. and (3). on a quarterly basis. After the end of the 4. quarter National Board must have statement not later than the 15. January the following year. The statement can not be completed prior to the deadline set out in 2. point, settles a preliminary amount of Agency 4. on a quarterly basis.

(5). Agency shall pay the refund amount to the universal controllers Nemkonto on the basis of the quarterly statements. Has the Agency settled a preliminary amount of 4. quarter, shall be paid by the Agency do not refund amount for subsequent quarters, before the Agency has received the statement for 4. on a quarterly basis.

(6). After the end of the year, the universal responsible a final statement of the amount to be refunded, as certified by an external auditor for the universal responsible, with the exception of the National Audit Office. On the basis of the inventory making agency the final settlement of the amount to be refunded.

(7). By the certification auditor must declare that the universal responsible has established safe procedures, to ensure that the discount is granted in accordance with section 5 and section 7, and that the amount of the discount is calculated correctly and in accordance with the universal controller registrations.

(8). Agency may in exceptional circumstances require quarterly statements, see. paragraph 1 shall be certified by the auditor.

(9). Agency determines how the universal responsible submit statements, and may provide that these statements are only sent in electronic form to the Agency.

Paragraph 10. Every year in January to Agency have notification of who is eligible for the individual transport responsible for your signature.


§ 11. Agency obtains from the transport competent the individual-based data on purchases of subscription card with discount, which is necessary in order to carry out certain controls, including information about the education seekers or the participant's social security number, the subscription card price, validity, date of sale of the map and the granted discount. Board may determine that the information to be provided in electronic form and in a specific format. The information must be agency not later than at the same time as statements under section 10.

Chapter 7

Universal allowance after a mileage rate

§ 12. Trainees and participants must submit application for transport allowance in accordance with § 9 of the institution.

(2). In the case of an application to the learners or the participant disclose name, address and social security number.

(3). Transport allowance may be granted at the earliest from the date on which the application is received at the institution.

(4). The learners or the participant shall, within 2 months after the end of each quarter, submit a form for payment of remuneration for the quarter in question, the education institution.

(5). The right to remuneration shall lapse if universal the learners or the participant does not comply with the time limit referred to in paragraph 4.

§ 13. The training provider may, in accordance with article 9, paragraph 3, approve that the learners or the participant uses other means of transport than public transport, if





1) there is no opportunity for public transport services on all or part of the travel route between the applicant's or participant's resident education and training provider,

2) public transport leads to a total wait of 2 hours or more per day,

3) the actual driving time by public transport is more than 2 hours longer per day than driving time with other means of transport or

4) the learners or the participant has received aid for the purchase of the car under section 114 of the Act on social services.





(2). For learners and participants, which satisfies the conditions laid down in paragraph 1, no. 1-3, it is a condition for obtaining further the universal allowance in accordance with section 9, paragraph 1, that the total transport with other means of transport than public transport exceeds 24 kilometers per fremmødedag.

§ 14. Universal allowance shall be calculated on the basis of the normal route while driving after a mileage rate fixed to 0.70 € per commenced kilometre.

(2). Mileage rate is adjusted once a year in January, according to Statistics Denmark's consumer price index changes in the index from august two years prior to august the year before.

(3). Universal allowance is calculated based on the number of kilometres per fremmødedag and mileage rate laid down in paragraph 1, after deduction of the amount of egenbetalings, see. § 7.

(4). There are no universal allowance for the portion of the daily transport in excess of 300 kilometers per fremmødedag.

§ 15. Agency sends message to the learners or the participant concerning the right to remuneration on the basis of universal education site decision after § 9 (3) and (4), and information on the number of weekly teaching days in accordance with section 9, paragraph 2.

(2). Agency's decision on the remuneration shall be taken on the basis of the training site quarterly reports of the number of attendance days.

(3). Agency shall pay compensation to the applicant's or participant's education Nemkonto.

(4). The payment is done quarterly backward. By payment will be rounded to the nearest whole Crown of the total compensation amount.

Chapter 8

Special transport arrangements for short courses

§ 16. Education site provides transport between the place of residence and place of training in accordance with section 9 (a) of the learners or participants who take part in short or varying courses





1) production schools,

2) on specially planned basic course in vocational education and

3) vocational grunduddannelser.





(2). For learners and participants, covered by section 9 (a) of the basic regulation. paragraph 1, the conditions set out in section 3, paragraphs 1 to 3, and section 4 apply mutatis mutandis.

§ 17. The training provider shall prepare a quarterly statement that will form the basis for the Agency's reimbursement of the expenditure incurred by the training provider has held to carry the meaning. section 9 (a), after deduction of the amount of egenbetalings, see. § 7.

(2). The statement must contain a comprehensive statement of the quarter of





1) the cost of transport in accordance with section 9 (a),

2 the amount of the share thereof, egenbetalings)

3) amount to be reimbursed and

4) the number of learners who have received the aid provided for in article 9 (a).





(3). Agency must have the statements not later than 1 month after the end of 1., 2. and (3). on a quarterly basis. After the end of the 4. quarter National Board must have statement not later than the 15. January the following year. The statement can not be completed prior to the deadline set out in 2. point, settles a preliminary amount of Agency 4. on a quarterly basis.

Paragraph 4, the Agency shall pay the refund amount for training on-site Nemkonto on the basis of the quarterly statements. Has the Agency settled a preliminary amount of 4. quarter, shall be paid by the Agency do not refund amount for subsequent quarters, before the Agency has received the statement for 4. on a quarterly basis.

(5). After the end of the training provider shall prepare a final statement of the amount to be refunded, as certified by an external auditor of the institution. On the basis of the inventory making agency the final settlement of the amount to be refunded.

(6). By the certification auditor must declare that the institution has established a safe business times, which ensures that the cost of transport is organised in accordance with section 5 and section 9 (a), and to refund the amount has been calculated correctly.

(7). Agency may in exceptional circumstances require quarterly statements, see. paragraph 1 shall be certified by the auditor.

(8). Agency determines how educational institutions shall submit the statement and the final settlement, and may determine that the information can only be sent in electronic form to the Agency.

Chapter 9

Administration, etc.

§ 18. Agency shall prepare application materials, including application materials in electronic form.

(2). In order to gain access to post applications in the Agency's and the universal controller common self-service system should the learners or participant must be in possession of the kind of digital signature or other secure personal identification in accordance with the Agency's determination provides access to enter applications in the self-service system.

§ 19. Board may authorize the individual educational place for the Agency's computer system, including medicines and the universal controller common self-service system.

§ 20. No later than 7 days after that the learners or the participant is admitted the application for transport discount in the common self-service system, see. section 2, paragraph 1, should the institution electronically mark the application with the necessary information for the further processing of the application.

(2). No later than 7 days after the institution has received an application for the rebate to the carriage of passengers by ferry, see. § 3, or universal allowance referred to in article 6. Chapter 7, training provider must send the application electronically to the Agency with the necessary information for the Agency's further consideration.

§ 21. Educational establishments shall forthwith inform the Agency message if the learners or the participant no longer meets the conditions laid down for entitlement to the discount or remuneration, including the terms and conditions of carriage of Studio activity, see. § 4.

(2). If the institution becomes aware of other circumstances which may affect the right to compensation, or to discount the universal institution shall immediately report this to the Agency.

§ 22. Agency may from educational establishments obtain the information necessary for the performance of supervision of education ranging from administration in connection with the application for the right to universal rebate or reimbursement. Agency may also provide that educational establishments must register such information and, upon request, transfer them to the National Board in electronic form.

Chapter 10

Entry into force, etc.

§ 23. The notice shall enter into force on the 1. August 2008.

(2). Executive Order No. 1025 of 13. October 2006 on universal rebate to learners in upper secondary education, etc., are hereby repealed.
