Law on the amendment of the State Education Aid Act (SU-Act)

(Exhibit of free sum, appendicessation and disability allowances, the termination of the double-cut scheme, obligatory digital application, flexible loan system, etc.)

We, by God's grace, the Queen of the Danes, do our thing.

The parliament has adopted the following law, and we know that the following law has been approved by Parliament's consent :

§ 1

In the case of the State training aid (SU-Act), cf. Law Order no. 983 of 27. July 2007, as amended by Section 2 of Law No 208 by 31. March, 2008, and Law No 374 of 26. In May 2008, the following changes are made :

1. I Section 2 (2). THREE, TWO. pkt., "Duborg school in Flensburg" is replaced by the Duborg School in Flensburg or A. P. Møller School in Sleswig.

2. I Section 2 (2). 3, pasted as Three. Point. :

' The conditions shall not apply to training seekers who have not been registered in the CPR, as shown in the case of the training exercise in accordance with the requirements of the system. section 24 (2). 5 and 6, in the Central Personnel register. "

3. I § 7 inserted after paragraph 1. 1 as new paragraph :

" Stop. 2. Studielån, after paragraph 1, no. Two is only given together with the scholarship. "

Paragraph 2-6 will then be referred to in paragraph 2. 3-7.

4. I § 8 (3) 4, no. TWO, TWO. pkt., ' name and address ` shall be replaced by the name and address of the person ' s name and address.

7. I § 10 (a) (a) 2, in section 14, section 19 (1). 5, section 20, paragraph 20. 2-5 "to :" § 14 and section 19 (1). FIVE. "

8. I ~ 10 (b) (b) 1, and § 39, paragraph. TWO, ONE. pkt., in section 7, paragraph 1 shall be amended. 3, no. 1 ' shall be : section 7 (4) ; 4, no. 1 '.

9. I ~ 10 (b) (b) 2, in section 7, paragraph 1 shall be amended. 3, no. Two shall be : section 7 (4) ; 4, no. 2 "and" 715 kr. " To : "2,000 kroner."

10. I ~ 10 (b) (b) 3, and Section 22 (2). 2, in section 7, paragraph 1 shall be amended. The fourth is to : section 7 (4). FIVE. "

11. ~ 10 (b) (b) FOUR, TWO. pkt., revoked.

12. I Section 11 (1). 2, change ' § 20 (2). Two-six : ' rules laid down in Article 20 (a `).

13. § 12 ITREAS :

" § 12. The amounts referred to in section 8-11 shall be regulated once a year on 1. January.

Paragraph 2. The amounts are adjusted by 2.0%. the addition or deduction of an adjustment percentage for the financial year in question, cf. Act of a rate adjustment percentage. The adjustment percentage shall be attributed or deducted, depending on whether the adjustment rate of adjustment for the adjustment rate is higher or less than 2%. The adjustment shall be made on the basis of the applicable thresholds at the time of the regulation. The amounts are rounded up to the nearest chronosum. `

14. Section 13 (1). 1, no. 1, ITREAS :

" 1) Education through public school education and education. Together with education support for general adult education, training support can be given for educational training (VU) for educational seekers in 18 and 19 years. '

15. I Section 13 (1). 3, and Section 22 (2). 2, in section 7, paragraph 1 shall be amended. The fifth shall be : section 7 (4). SIX. "

16. § 20 is hereby repealed and the following shall be inserted :

" § 20. Training seekers may select from one or more months of the aid year. The Minister of Education may lay down rules on the opt-out of clips, including the time limits for the waiver.

§ 20 a. The Minister for Education may lay down rules that, in training, which includes a paid internship, training aid may be paid by double the rate of the month before the first wage period. `

17. I Section 22 (2). 2, in section 7, paragraph 1 shall be amended. 2 and 3 " to : section 7 (4). 3 and 4. "

18. section 24 (2). 1, ITREAS :

" Lists of free-sum amounts

1) $6,370. in the field of educational seekers receiving the SU outside the clipper card, and

2) 7.870 kr. in the field of training, which receives the SU within the rock-paper area. ` ;

19. I section 24 (2). 5, and § 25, paragraph. 5, in section 12 (2), 3 "to :" § 12 ".

20. I section 24 (2). 7, no. TWO, ONE. pkt., is inserted after ' in accordance with ' : ' shall be entitled to '. `.

21. I § 25, paragraph. 4, the words ' each of the children ' s children ` shall be replaced by ' each parent ' s children `.

22. I § 25, paragraph. 7, the name, address and address of the person ' shall be replaced by ' the name and address of the person '.

23. § 25, paragraph. 8, no. 1, ITREAS :

25. After paragraph 38, insert :

" Chapter 10 A

Application for and payment of training aid and so on

§ 38 a. The training seeker shall submit applications and receive decisions and notifications of training aid in electronic form, cf. § 43 a, paragraph. 1, and rules laid down in accordance with this, cf. however, paragraph 1 2.

Paragraph 2. The Minister of Education shall lay down detailed rules for :

1) in which case, for the purposes of paragraph 1, 1 may be submitted in form, and

2) the decisions and communications, irrespective of the provision in paragraph 1. 1 may be rendered in paper form.

Paragraph 3. The Education Minister may also lay down rules concerning :

1) the content and presentation of applications ;

2) deadlines for applications ;

3) Deadlines for the submission of information and

4) Deadlines for refunds.

§ 38 b. Training aid shall be paid to the training of the training seaman's Nemkonto.

Paragraph 2. Educational aid shall be paid in advance of monthly instalments, cf. however, section 38 c and 38 d, and may not be paid until the beginning of the month in which the aid is received ;

1) in the form ' s electronic self-service system, cf. § 38 a, paragraph. 1, or

2) at the training institution or in the Management Board, cf. rules laid down in accordance with section 38 (a) (a), 2, no. 1.

Paragraph 3. The Education Minister shall lay down detailed rules on the conditions of paragraph 1. 2.

§ 38 c. Studielån, which is covered by § 9 and § 10 b (1) (b). 3, shall be released at the disposal of a monthly amount, cf. Section 7 (2). EUR 2 and 5 shall be paid out when the training applicant has submitted a request for payment through the electronic self-service system, cf. § 43 a, paragraph. 1, and rules laid down in this respect. Studielån after ~ 10 b (b) (b) 3 that is given together with end-loans, cf. Section 7 (2). However, 5 shall not be released until the training seeker of the same month shall receive the payment of the final loan, cf. § 38 d.

Paragraph 2. The training seeker shall indicate the amount of the student loans available to be paid out.

Paragraph 3. Amount in accordance with paragraph 1. 1 which are not available but not paid, shall be suspended

1) Exit of the aid year,

2) the break-up of training ;

3) leave and

4) inactivity.

Paragraph 4. The Education Minister shall lay down detailed rules for the payment of student loans, including periods, payment dates, minimum payment limits and the terms of the loan terms and conditions.

§ 38 d. The end-use loans referred to in section 10 shall be released at the disposal of a monthly amount and shall be paid when the training applicant has submitted a request for payment through the electronic self-service system, cf. § 43 a, paragraph. 1, and rules laid down in this respect.

Paragraph 2. Amount in accordance with paragraph 1. 1 which are not available but not paid, shall be suspended

1) Exit of the aid year,

2) the break-up of training ;

3) leave and

4) inactivity.

Paragraph 3. The Education Minister shall lay down detailed rules for the payment of end-loans, including the time limits, payment dates and the terms of the loan terms and conditions.

§ 38 e. The training-seeking shall indicate its social security number by application for training aid and by way of recourse to the Management Board, by the way. `

26. § 39, paragraph. ONE, ONE. pkt., ITREAS :

' Management of duties and tax administration, the Central Personnel register and other authorities shall obtain the information relating to the training and the parents required for the award, calculation and repayment of training aid ; including information on income and assets, residence, the number of children of the applicant and his parents under the age of 18, as well as the residence grounds for foreign nationals. `

27. § 39, paragraph. 9, ITREAS :

" Stop. 9. The Education Minister may lay down rules on access to obtaining information in accordance with paragraph 1. 1-4, and may include determining the information to be provided in electronic form. `

28. § 41 revoked.

29. § 42, paragraph. 1, ITREAS :

" The decisions taken by the Board may, after the management of the steering board, be wholly or partially set aside for the educational establishments. The steering can also be determined that a training institution shall take decisions on educational training for educational purposes, which are written on and undergoing training at another training institution. The educational institution may obtain the information referred to in section 39 (3). 1-3, cf. paragraph 9, and information from other educational establishments which are relevant to decisions on training aid if a decision is taken to the institution or if it follows the law that the institution is to decide. ` ;

30. § 43, paragraph. ONE, TWO. pkt., is hereby repealed and the following shall be inserted :

" The Education Minister may lay down rules concerning the administration of the institutions for the allocation of the aid and may, in particular, provide for the institutions ' assistance to the training applicant for the application for and payment of the institutions, of training aid. The Management Board may decide that a training institution shall assist the Management Board on behalf of another or more other educational establishments. ` ;

31. I § 43 a, paragraph. ONE, TWO. pkt., changes ', loan documents and by the submission of information, cf. § 39, paragraph. 9, no. 2, 3 and 6 "to :" and by the submission of information ".

32. § 62 (2) 7, revoked.

§ 2

Paragraph 1. The law shall enter into force on 1. January, 2009, cf. however, paragraph 1 Two and three.

Paragraph 2. § 10 (a) (a) 2, section 11, paragraph 1. Article 20 (2), section 20 and section 20 of the State's Education Aid (SU-Act) as amended respectively by the section 1 of this Act. paragraphs 7, 12 and 16, and the repeal of section 10 b (b) of the same law. FOUR, TWO. pkt., and section 62 (3). 7, cf. this law's § 1, no. 11 and 32, enter into force on 1. July, 2009.

Paragraph 3. The Education Minister shall determine the date of entry into force of the section 12 of the SU of the SU, section 38 a-38 e, section 39, paragraph 1. 9, section 43 (a) (a), ONE, TWO. pkt., as amended by this Act, section 1 of this Act. 13, 19, 25, 27 and 31, cf. however, paragraph 1 5, as well as for the suspension of section 41, cf. this law's § 1, no. 28.

Paragraph 4. Section 2 (2). 3, 3. pkt., in the SU Law, as inserted at this law's § 1, nr. 2, shall have effect on applications for the approval of training abroad as eligible for assistance received in the Management Board of 1. January, 2009, or later.

Paragraph 5. The regulation after the SU, section 12, section. 3, will take place the first time with effect from 1. 1 January 2009 for the aid rates and thresholds referred to in paragraph 10 (a) of the SU of the SU. 1, section 10 (b) (b) 2, and section 24 (4). 1, as amended by this Act, section 1, no. 6, 9 and 18.
