Amending Decree no. 302/2001 Coll., On technical inspections and
emission vehicles, as amended

Ministry of Transport, pursuant to § 91 para. 2 of Act no. 56/2001 Coll.
On conditions for operating vehicles on roads and amending Act No.
. 168/1999 Coll., On liability insurance for damage caused by
vehicle and amending some related laws (Act on insurance
vehicle liability), as amended by Act no. 307/1999 Coll.,
as amended by Act no. 103/2004 Coll., Act no. 411/2005 Coll., Act no. 226/2006 Coll
., Act no. 170/2007 Coll., Act no. 297/2009 Coll., Act no.
152/2011 Coll. and Act no. 239/2013 Coll .:

Art. I

Decree no. 302/2001 Coll., On technical inspections and emission measurements
vehicles, as amended by Decree no. 99/2003 Coll., Decree no. 9/2006 Coll. and
Decree no. 83/2012 Coll., is amended as follows:

First In the title of the first part, the words "§ 45 para. 6" is replaced by "
§ 45 paragraph. 4 ".

Second § 1, including the heading reads:

"§ 1

The scope and method of measuring emissions

(1) For vehicles with petrol engine with uncontrolled emission system or
uncontrolled emission system with catalytic converter when emission measurements performed

A) visual inspection of groups and components influencing the formation of harmful emissions of exhaust gases
focused on completeness and leak fuel, ignition,
intake and exhaust system for leaks and engine;
control other devices designed to reduce harmful emissions (the engine exhaust, exhaust gas recirculation
etc.) within the range specified by the manufacturer
vehicle

B) the engine warmed up to operating temperature control idle
CO and hydrocarbons HC at idle speed when the vehicle manufacturer
unless otherwise

C) control the same parameters as when idling at elevated
speeds ranging from 2500 to 2800 min-1, unless the manufacturer specifies otherwise, and

(2) For vehicles with petrol engine with controlled emission system with
catalyst for emission measurements performed

A) visual inspection of the range as a vehicle with uncontrolled emission

A) visual inspection of groups and components influencing the formation of harmful emissions of exhaust gases
focused on completeness and leak fuel, intake and exhaust system and
tightness of the engine; The state and possibly
feature additional equipment to reduce harmful emissions

control systems, including control system.

(6) For vehicles with vícepalivovým drive when emission measurements performed

exhaust gas components in the scope with the values ​​prescribed by the manufacturer

(7) When measuring the emissions controls and compliance of vehicles with technical
certificate of the vehicle if it has already issued. Verify the identification data
vehicle and engine and labels on the vehicle. Inconsistency
registration data in the vehicle documents with the actual status is recorded in the notes
Protocol on emission.

(8) Specific procedures for measuring emissions are regulated by the vehicle manufacturer or the manufacturer
emission system. If not specified, the procedure

Transport Bulletin.

(9) The permissible values ​​of contents and emissions of gaseous components in the smoke
engine exhaust gases are specified by the vehicle manufacturer. If

laid down in Annex no. 1 hereto. ".

Third § 2, including the heading reads:

"§ 2

Equipment and devices used to measure emissions

(1) Stations of measuring emissions for vehicles powered by petrol engines must be equipped with at least
such devices and equipment:

A) apparatus to measure engine speed

B) instrument for measuring the temperature of the engine

C) apparatus for measuring exhaust emissions of gasoline engines
approved type and

D) device for controlling functions of the control units
emission system and communicating with them (tester engine management systems); it concerns only station
emission measurement measuring emissions of motor vehicles with controlled emission system.

(2) emission measuring stations for vehicles powered by diesel engines must be equipped with at least
such devices and equipment:

A) apparatus to measure engine speed

B) instrument for measuring the temperature of the engine

C) instrument for measuring diesel smoke (Opacimeter)
approved type and

D) tester control system of a diesel engine; It refers to a station

Emissions measurement measuring emissions of motor vehicles with controlled emission system.

(3) Stations of measuring emissions for vehicles powered by an engine to drive
gaseous fuel, for example, LPG, CNG, H2 must be based on the type of engine
(petrol, diesel) instrumented under paragraph 1 or 2 and

A) device to detect gas equipment Leak - detector
presence of hydrocarbon gas and

B) tester control systems, gas propulsion; it concerns only station
emission measurement measuring emissions of motor vehicles with controlled emission system.

(4) Devices for measuring emissions must respect the fundamental characteristics
according to Annex No. 2. Types of instruments for measuring the emissions of exhaust gases
gasoline engines and apparatus for measuring diesel smoke
designed for emission measuring stations
must be approved by the Ministry. Procedures for the approval of devices are listed in Annex
no. 3rd

(5) Devices prescribed emission measurement shall be metrologically linked
^ 1). Calibrate these measuring instruments carried Metrology (service)
centers suppliers of these devices or the company for this activity authorized or approved
^ 1). Calibration deadlines laid down in Annex No. 2.

"§ 6

(K § 48a par. 4 Act)

Method and coverage of the administrative district station technical inspection


(K § 54 para. 6 of the Act)

Organizing a final examination of professional competence to
carrying out technical inspections and grading

(K § 62 paragraph. 3 of the Act)

according to § 19 para. 2 and 3

(2) The final examination of professional competence to carry out technical inspections
basic course consists of a written test and practical
oral exam.

(3) The final examination of professional competence to carry out technical inspections

(6) Procedure for the final test of professional competence for carrying out technical inspections
is given in Annex no. 13 of this Decree.

27th Under § 20 the following § 20a, including the heading reads:

"§ 20a

Organizing a final examination of professional competence to
carrying out technical inspections of vehicles intended for the carriage of dangerous goods
and grading

(K § 59b Sec. 8 of the Act)

(1) The final test of proficiency demonstrated
control techniques for vehicles transporting dangerous goods knowledge corresponding
objectives and deepening the base rate according to § 19a paragraph. 2 and 3

(2) The final examination of professional competence to carry out technical inspections
vehicles intended for the carriage of dangerous goods

28th The title of § 21, the words "§ 60 par. 3" is replaced

29th Under § 21 the following § 21a, including the heading reads:

"§ 21a

Professional certification inspection equipment for vehicles transporting dangerous goods


(K § 59b Sec. 8 of the Act)

A) Test in the basic course

(1) At the end of the basic course for technicians demonstrate its

Procedure for final test and proficiency to
emissions measurement station emission measurement (K § 71 par. 3 of the Act)

A) Test in the basic course
