Union of Soviet Socialist Republics on a simplified method of
crossing national borders, citizens with permanent residence in the border

The Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet
Socialist Republics, desiring to further development and deepening of
fraternal friendship and cooperation between the two countries, in order to allow for the
the simplified conditions of crossing Czechoslovakia-Soviet State
borders to citizens of both States who have permanent residence in the border
municipalities or will attend joint mass action of town-on
national borders or in their immediate vicinity, in accordance with the

Article 1
(1) state the citizens of the Czechoslovak Socialist Republic and the Union of
of Soviet Socialist Republics, who have permanent residence in the
the bordering municipalities or will attend joint mass of town-
actions on State borders, or in their immediate vicinity, can
in accordance with the provisions of this agreement, exceed the State border
in a simplified manner.
(2) the list of border municipalities is given in annex 1.
Article 2
Simplified crossing national borders is carried out on the basis of
identity card (for State citizens of CZECHOSLOVAKIA) or passport (for State
citizens of the USSR) and a single border passes or namespace list
that is its attachment.
Article 3
A one-time border pass issued by the competent authorities of the Contracting
party. These authorities shall mutually exchange the single border patterns
culverts.
Article 4
(1) a single border pass entitles to cross the State
borders and to stay in border communities in this period referred to.
The holder of this laissez-passer may cross the State border within two weeks from the
the date of its issue. Duration of stay in the border municipalities referred to in
single border must not exceed a period of seven days; in
special cases, this time can be with the consent of the competent authorities
of the parties extended.
(2) first and last names of the children of the State citizens of CZECHOSLOVAKIA under the age of 15 years, and the names of the
and the surname of the children of the State of the citizens of the USSR under the age of 16 years travelling with

Article 5
(1) a single border pass is issued to a citizen of CZECHOSLOVAKIA
or the USSR referred to in article 1, wishing to visit their relatives,
residing in the border municipalities referred to in annex 1,

(2) the Relatives pursuant to paragraph 1 shall mean parents, children, siblings,
grandparents, great-grandparents, grandchildren, great-grandchildren, husband, wife, son in law,
daughter-in-law, brother-in-law, sister-in-law, mother-in-law and father-in-law.
Article 6
Single border permits are issued on the basis of the written
applications for State citizens of CZECHOSLOVAKIA or the SOVIET UNION. Applications shall be accompanied by
a telegram or a letter containing the reasons for the visits of relatives, in accordance with article
5 (3). 1, certified by the competent authorities of the Contracting Parties.
Article 7
(1) the common mass of town-events at State borders
or in their immediate vicinity shall be issued to the head of the Group
single border pass, whose annex is a list of the names

(2) in the list can also be enrolled citizens of CZECHOSLOVAKIA or

Article 8
(1) a simplified border crossing is made in places
listed in annex No. 2.
(2) in special cases, border agents of the Contracting Parties in
mutual agreement to allow single crossing of State borders and outside
the places referred to in annex No. 2.
(3) the Simplified crossing national borders is carried out in the period from
dawn to dusk.
Article 9
Delegation and a group of State citizens of CZECHOSLOVAKIA or the SOVIET UNION in the framework of cooperation and
rapprochement of party organs in the border counties may
cross the State border in the places listed in annex No. 2 way
laid down in the agreement between the Government of the Czechoslovak Socialist Republic
and the Government of the Union of Soviet Socialist Republics concerning the conditions of
reciprocal travel of citizens of both States of 17 December. December 1981.
Article 10
If it is necessary to provide emergency medical assistance, can

Article 11
Citizens of one State who cross state lines simplified

Article 13
(1) citizens of CZECHOSLOVAKIA or the Soviet Union, who cross the State border

(2) personal effects, gifts, the national currency, foreign currency and foreign exchange
balanced funds and imported citizens of CZECHOSLOVAKIA or the Soviet Union, who exceed the
the State border in a simplified manner, shall be granted on the basis of
Customs and foreign exchange regulations of the two States and the relevant agreements.
Article 14
(1) citizens of one State who are present on the basis of this agreement to the
the territory of the other State, are required to comply with the national laws,
of procedure.
(2) the border agents of the Contracting Parties shall inform each other
cases of violation of the provisions of this agreement and shall be adopted, if it is
necessary, the necessary measures.
Article 15
(1) in the interest of protection of health, animal health and plant protection, any
Contracting Party temporarily limit the effectiveness of this agreement.
(2) on the measures taken pursuant to paragraph 1, the Contracting Parties

Article 16
This agreement is subject to approval in accordance with national laws
the legislation of the Contracting Parties and shall enter into force on the date of exchange of notes

Article 17
This agreement is concluded for a period of ten years and shall be automatically
extended for a period of five years, unless one of the
