DECREE
of 13 October. April 2006,
amending the Decree of the Ministry of transport and communications No. 31/2001 Coll., on the
driving licences and the register of drivers, as amended
The Department of transportation shall determine pursuant to § 137 para. 2 and to implement section 113
paragraph. 9, § 116 paragraph. 4 and 7, § 118b para. 6, section 125b, para. 8 and § 21A.125c
paragraph. 3 of Act No. 367/2000 Coll. on road safety and on
amendments to certain laws (road traffic law), as amended by law
No 477/2001 Coll., Act No. 53/2004 Coll. and Act No. 411/2005 Coll.:
Article. (I)
Decree No. 31/2001 Coll., on driving licences and driver in the registry
amended by Decree No 154/2003 Coll. and Decree No. 177/2004 Coll., is amended
as follows:
1. in section 10, the following new section 10a, including title:
"§ 10a
The conditions for recognition of driving licenses of other foreign States for the purpose of
the exchange of a driving licence
(1) a driving licence issued by a foreign State, that's
does not match the requirements of the Convention on road traffic (Vienna 1968) or
Convention on road traffic (1949), can be exchanged for a driving
licence, if the issuing State is a Member State of the European
the community and listed in annex 6a and holder of this licence
the card is staying in the territory of the Czech Republic on the basis of a long-term visa.
(2) the official translation for the purposes of the exchange of a driving licence
paragraph 1 shall be deemed a valid international driver's license issued by a foreign

2. In section 11a for the harmonization code of the 150 the following new national
harmonising the codes 151 and 160, including footnote # 4a
shall be added:
"151. limitations of licence and 400 cm3.

3. section 14 including the title reads as follows:
"section 14
Surrender of driver's licence and an international driving licence
(1) surrender of driver's licence or an international driving licence

4. in article 15, the following new section 15a, 15b, 15 c, which including headings
shall be added:
"§ 15a
Confirmation of the arrest of the particulars of the licence

section 15b
Acknowledgement of receipt of the deposit requirements
(1) an acknowledgement of receipt of the deposit shall be made out in English and contains

§ 15 c
Requirements for the performance of the State's credentials, professional supervision and Supreme
State professional supervision

5. in section 17(2). 2 the letter g) is added:

6. in section 17(2). 2, the letter l) the following new letters m), n) o) and
p) are added:
"m) data on issued driving licences for lost, stolen,
destroyed or damaged driver's licences of the European communities,

7. in section 17(2). 3 (b). (e)), after the word "destroyed", the words "and

8. in section 17(2). 3 (b). even) the words "for which he was fined a higher
