The Republic of Cuba on cultural, educational and scientific cooperation



On 26 April. May 1981 in Havana was the agreement signed between the Government of

The Czechoslovak Socialist Republic and the Government of the Republic of Cuba

cultural, educational and scientific cooperation. Agreement entered into force on

pursuant to article 24 day 5. January 1982.



The Czech version of the agreement shall be published at the same time.

The AGREEMENT



between the Government of the Czechoslovak Socialist Republic and the Government of Cuba

States on cultural, educational and scientific cooperation



The Government of the Czechoslovak Socialist Republic and the Government of the Republic of Cuba



starting from ideological unity, semknutosti and fraternal cooperation

between the Communist Party of Czechoslovakia and the Communist Party of Cuba,

based on the principles of Marxism-Leninism and Socialist

internationalism,



determined to forge a friendship between a permanent and nerozborné

in order to contribute to raising the cultural level of the people of both States and other

cooperation in the field of culture, education and science, to contribute effectively to

December 22, 1960 in Havana, Cuba,



decided to negotiate a new agreement on cultural, educational and scientific

cooperation and to this end have designated as their agents



the Government of the Czechoslovak Socialist Republic, Bohuslav Chnoupek,

Minister of Foreign Affairs,



the Government of the Republic of Cuba Malmierca Peoli Isidora, Minister of foreign

things,



who have agreed as follows:



Article 1



The Contracting Parties will be planned to develop and deepen the all-round

effective cooperation and exchange of experience in the fields of science, education,

culture and the arts, mass media, health care,

Tourism, physical education and sport. For this purpose, will be

promote purposeful cooperation between State authorities and institutions,

social organisations, the development of production relationships between scientists and

workers from those areas, as well as the relations between workers and all

citizens of both States.



Article 2



The Contracting Parties will focus on cultural, educational and scientific cooperation

on the spread of Marxist-Leninist belief, peaceful

foreign policy States the Socialist community, their

experience and achievements, as well as the strengthening and deepening of

cooperation between the Czechoslovak Socialist Republic and the Cuban

Republic, the development of Socialist culture and Socialist way

of life and to care for the revolutionary tradition, in order to further align the people both

States and to better meet the growing cultural needs in the construction

the developed socialist society.



Article 3



The Contracting Parties shall encourage the education of citizens in the spirit of friendship between

peoples, the socialist internationalism and patriotism.



They will cooperate with each other when carrying out cultural events to

celebrate national holidays and significant anniversaries.



Article 4



The Contracting Parties will be in the field of scientific cooperation to promote effective

the development of direct contacts between academies of Sciences, universities and other

Scientific and educational institutions in order to further the centrally planned economy

linking scientific and research potential in the field of social,

the natural and technical sciences as a means of accelerating

Scientific and technical progress and deepening of the Socialist economic

integration.



For this purpose will be to promote in particular:



-joint processing of current issues of the social sciences, especially

questions of theory and practice of Socialist construction, an ideological battle ground

the Socialist community with a hostile ideology,



-the development of research in the priority areas of common interest along the way

progressive forms of scientific and pedagogical cooperation, including the sharing of

work and joint research groups,



-coordination, joint planning and the development of long-term programmes and

the forecasting research in selected fields of study,



-the sharing of knowledge, experience and results achieved in the

the solution of scientific and scientific-technical tasks, as well as optimal

the use of the scientific results achieved



-the exchange of scientists, researchers and other experts to

study stays, lectures and scientific meetings in the other State, and

common measures to raise the qualifications of scientists and young workers in

the field of science,



-the development of all forms of multilateral cooperation of the scientific and educational

institutions of the Socialist community of States as well as the coordination of their

activities in international organisations of a universal character.



Article 5



The Contracting Parties shall encourage the teaching and dissemination of the Czech, Slovak and

the Spanish language, history and geography in order to deepen the friendship

and cooperation of the two States.



The Contracting Parties shall facilitate the creation and activities of the departments of the Czech,

Slovak and Spanish language on their colleges with the aim of

the preparation of professional teaching staff with a good knowledge of the language and

the culture of the peoples of the other State.



The Contracting Parties shall encourage the exchange of teachers, scholars, translators and

other workers, as well as students working in the field of study,

the research and spread of Czech, Slovak, and Spanish language.



The Contracting Parties shall promote joint development of teaching aids,

the implementation of the language courses and seminars, joint research of the Czech,

the Slovak and the Spanish language, as well as the issue of scientific works of the

Article 6



The Contracting Parties shall promote all-round cooperation and Exchange

experience in the field of higher, vocational, secondary, apprenticeship and

basic education.



They will, in particular, to facilitate:



-cooperation and exchange of experience on the issues of the content of education and training

with an emphasis on the Communist upbringing of the young generation, increasing the efficiency of

the educational and pedagogical activities at various stages of education, about

issues of structure and improvement of material-technical base

education,



-development, implementation and improvement of new curricula,

programs and methods and teaching materials, including textbooks,



-direct cooperation between the authorities of different degrees in the field of

education, between universities and other educational establishments,

as well as the educational research institutes,



-the exchange of teachers for teaching activities and to further training, the exchange of

students, youth to practice and other forms of joint work.



The Contracting Parties will devote particular attention to perfecting

direct cooperation between universities of the two States.



The question of mutual recognition of the equivalence of qualifications and

the scientific ranks will be adjusted to a specific agreement.



Article 7



The Contracting Parties shall promote further all-round cooperation in the field of

culture and the arts for the purpose of mutual enrichment of the Socialist culture

in the Czechoslovak Socialist Republic and the Republic of Cuba and the

increasing its political and ideological effect.



They will assist in particular:



-the development and deepening of direct contacts between competent authorities in the

the field of culture, cultural institutions and organizations, creative

unions, as well as the deepening of a creative collaboration between representatives of

culture and the arts,



-all appropriate forms of cooperation in the cultural field, including

organizing festivals of art, days of culture and similar actions,



-demonstration and promotion of musical and cinematographic works, plays and

organizing art exhibitions, as well as exchanges of artistic publications,

movies, music, music materials and works of art,



-mutual broadcasting of artistic, leisure arts

activities as well as individual artists,



-cooperation and exchange of experience in the field of cultural education and leisure

the artistic activity of the population,



-the deepening of the cooperation and exchange of experience from the implementation of the Socialist

cultural policy, management, planning and scientific and technical development in the

the field of Socialist culture and the dissemination of the achievements of the Socialist culture

Article 8



The Contracting Parties shall facilitate cooperation in the field of publishing and

the book trade in order to contribute to the effective promotion of socialism and


to the spread of Marxist-Leninist ideals.



For this purpose, in particular to support:



-bilateral cooperation and cooperation of the competent authorities of both States on the

section of the book and the book trade,



-the issue of translation of important publications from the beautiful literature,

political and social science literature, literature for children and young people,

the scientific and educational literature and other technical literature,



-the issue of joint work devoted to the history, culture and life of the people

the other State,



-expanding and promoting the literature of the other State, including the organisation of

book exhibitions.



Article 9



The Contracting Parties shall, in accordance with the provisions of both States to assist

the expansion and deepening of cooperation between archival institutions, their

States, the implementation of the exchange of information and copies of archival material between

them for scientific purposes, as well as to promote exchange of experts from the fields of

archival science.



Article 10



The Contracting Parties shall promote cooperation between commercial organizations

and agencies in the field of their activities relating to the fields coordinated by

Article 11



The Contracting Parties shall promote the further expansion of ties between print

agencies, public address systems and TVs in both States on the basis of agreements on direct

the cooperation of these organizations. They will also promote cooperation between

appropriate authorities and unions of journalists of both States.



For this purpose, in particular to support:



-promoting amenities and the achievements of socialism, as well as the popularization of

the revolutionary traditions, cultures, languages and the Socialist way of life

the peoples of the two States in its mass media,



-wider cooperation in the creation of programs, news about the second State

radio and television broadcasting, as well as films with a focus on

support the development of material and spiritual resources of socialist countries

and for the approximation of their Nations.



Article 12



The Contracting Parties shall encourage cooperation between the authorities of the movies

both States in order to increase the effectiveness of the ideological and artistic

Socialist film arts and promotion of Marxist-Leninist

world opinion. With the aim of implementing the above will be concluded

the agreement on direct cooperation.



Cooperation will include, in particular:



-the organisation of film performances,



-mutual participation in international film festivals,



-Exchange of experience in the field of management of the economy, technology, distribution and

the education of cadres,



-cooperation of film institutes and archives.



Article 13



The Contracting Parties shall promote all-around development in accordance with the objectives of this agreement

the activities of cultural and information centres of both States on the basis of

information points.



Article 14



The Contracting Parties shall promote cooperation in the areas of health and

of medical sciences on the basis of the specific agreement.

The Contracting Parties shall develop cooperation in the field of tourism

The Contracting Parties shall endeavour to increase educational and educational values

all forms of tourism.



Article 16



The Contracting Parties shall promote the all-round development of cooperation in the field of

physical education and sport on the basis of direct agreements between the competent

organisations. In particular, the exchange of sports will help co-operatives to

friendly match, international competitions and tournaments, as well as the exchange of

experience between officials and coaches.



Article 17



The Contracting Parties shall promote the cultural cooperation between trade unions

organisations, youth and children, women and other social

organisations of both States.



The Contracting Parties shall promote close cooperation between State authorities and

social organisations with a view to optimum use of cultural and

scientific contacts to the deepening friendship, and improvement

to cooperation in bringing nations of both States.



Article 18



The Contracting Parties shall assist in securing copyright protection to

facilitate the dissemination of literary, scientific and artistic works

created by citizens of both States.



Article 19



The Contracting Parties shall inform each other about congresses, conferences,

festivals, exhibitions, competitions and other actions carried out in the

Article 20



The Contracting Parties will encourage the further development and improvement of

multilateral cooperation of socialist countries in all areas which

Article 21



To the implementation of this agreement, the Contracting Parties shall draw up the appropriate

Article 22



The Contracting Parties in order to coordinate cooperation and to review the implementation of the

Czechoslovakia-Cuban mixed intergovernmental Commission for cultural,

educational and scientific cooperation. The Commission will also carry out

analysis of mutual relations in the field of culture, education and science and

propose appropriate recommendations to the competent authorities of both States.



The activities of Czechoslovakia-Cuban mixed intergovernmental Commission for cultural,

educational and scientific cooperation will be governed by the Statute, that is listed

in the annex to this agreement and forms an integral part thereof.



Article 23



The provisions of this Agreement shall not affect the rights and obligations arising

for both parties from other international agreements.



Article 24



This agreement is subject to approval in accordance with the constitutional rules of both Contracting

Parties and shall enter into force on the date of exchange of notes about this approval.



This agreement is concluded for a period of ten years, its validity will be silently

to extend for a further five years, always, if neither of the Contracting Parties

in writing denounces it six months before the expiry of the relevant period

Article 25



Date of entry into force of this agreement, the agreement shall cease to

Article. 1



Czechoslovakia-Cuban mixed intergovernmental Commission for cultural,

educational and scientific cooperation (hereinafter referred to as "the Commission") to be implemented in particular

that contribute to ensuring the maximum degree of efficiency of cooperation;



(d) giving incentives for mutual) providing information about the current

issues of cultural and educational policies of the two States, as well as on the other

issues, interested parties;



e) helps develop direct cooperation between the competent authorities,

organizations, institutions and universities carrying out cooperation pursuant to

the agreement on cultural, educational and scientific cooperation, as well as the development of

working relations between the persons providing such cooperation;



(f) the most significant action) coordinates according to the plans of cooperation and provides

support to the competent authorities, organisations and institutions providing

their implementation;



g) assessed the activity of cultural and information centres of both States and

support to their action with a view to their use in the provision of

the mutual cultural cooperation;



h) assesses results according to need multilateral cooperation of States

the Socialist community, and facilitate coordination of mutual cooperation

in the relevant international, governmental and non-governmental organizations, on the

congresses, conferences, symposia, as well as in other international

events.



Article. 2



The Commission consists of the Czechoslovak and the Cuban section. Names of persons

Article. 3




The Commission shall meet by mutual agreement of Presidents, alternately in the territory of

both parts.



The Commission at its next session checks for implementation of the adopted

recommendations and conclusions.



Article. 8



The languages of the Commission are Czech or Slovak, and Spanish.



Protocols of the meetings of the Commission shall be drawn up in the language of the Czech Republic, or

Slovak and Spanish languages, both texts being equally authentic.



Article. 9



Implementation of organisational tasks related to the preparation and the course of the meeting

Article. 10



The costs associated with meetings of the Commission, as well as the costs associated with the stay

the delegation of the other Contracting Party, shall be borne by the party in the territory of which the State is
