DECREE



of 10 June 1999. June 2013



on the types of crude oil and oil product mix for storage in emergency

oil stocks, on the calculation of the level of oil stocks, on storage

devices and the reporting of security oil stocks



Administration of State material reserves ("Administration"), determined in accordance with § 10 d

Act No. 194/1999 Coll., on emergency oil stocks, the State petroleum solutions

emergency and amending some related laws (Act on emergency

oil stocks), as amended by Act No. 161/2013 Coll. (hereinafter the "Act") to

the implementation of § 2 (2). 6, § 2a para. 4, § 3 para. 1 and § 9 para. 1 (b). n)

§ 1



The subject of the edit



This Decree transposes the European Union regulation ^ 1) and establishes



and types of oil, and composition) of petroleum products ^ 2) for storage in emergency

inventory,

§ 2



Definition of terms



For the purposes of this Ordinance, means the

§ 3



Types of oil and petroleum products suitable for song storage at

emergency stocks



(§ 2 para. 6 of the Act)



In emergency stocks of petroleum products can be stored for only referred to in the

the applicable legislation of the European Union on energy statistics ^ 3) and species

crude oil, which are manipulated in refineries in the Czech

§ 4



The calculation of the levels of emergency stocks



(§ 2 para. 6 of the Act and Article 2a, paragraph 4, of the Act)



(1) average daily net imports shall be calculated on the basis of oil

equivalent of net imports in the preceding calendar year in accordance with annex

# 1 of this order.



(2) average daily domestic consumption is for purposes of calculating the specific

inventory under section 2a of the Act shall be calculated on the basis of oil equivalent home

consumption in the preceding calendar year in accordance with Annex 2 to this

the Decree.



(3) for the period from 1. January to 31. March of the calendar year with a daily

the average value of net imports and consumption shall be based on

the quantities imported or consumed during the last year,

preceding the calendar year in question.



(4) the level of stocks held shall be calculated according to annex No 3

of this order.



(5) for calculating the level of stocks held to a specific point

apply data according to annex 3 of this order.



(6) any stocks of crude oil and petroleum products may be included in

calculation of emergency stocks in the Czech Republic, provided that these stocks

meet the conditions laid down by law, and the provisions of this Decree.



(7) the Calculation unit for all of the calculations referred to in this order is

metric tonne (1000 kg), unless otherwise noted.



(8) when the method of calculating the level of emergency and specific stocks

additives and biofuels into account, only if it was mixed with the

petroleum products.



(9) when the calculation method actually maintained the level of emergency and

inventory-specific additives and biofuels into account in cases where



and it was mixed with the concerned) petroleum products, or



(b)) are stored on the territory of the United States, are intended to be mixed with

petroleum products concerned and are intended for transport.



§ 5



Storage facilities



(Section 3, paragraph 1, of the Act)



Emergency supplies can be stored only in storage devices

satisfy the following conditions:



and the volume is at least) 4 000 m3; for storage facilities for

the storage of fuel oil, the minimum allowed volume of 500 m3



(b) the design of the individual tanks) must be able to measure the content of the tank

and preferential issue of emergency stocks regardless of other stored

stocks. Handling of other supplies must not cause a decrease in the amount of

emergency stocks or change their quality,

§ 6



Manner of keeping the list of emergency stocks and statistical reports



[To section 9, paragraph 1 (b), n) of the Act]



(1) the management of processes and submits to the Commission a statistical report on a monthly basis

calendar month, calculated on the basis of oil equivalent net

imports of petroleum products, in the case of specific stocks on the basis of the number of

days of domestic consumption.



(2) if there are some stocks that have been included in the calculation of the level of

emergency stocks held outside the territory of the Czech Republic, must be in each

the statement detailed stocks maintained in each Member

States of the European Union and to the competent central inventory managers, to

the last day of the period to which the statement relates.



(3) in the case of emergency stocks held on the territory of the Czech Republic for the other

Member States of the European Union or to other Central Inventory Management Administrator

shall draw up and submit to the Commission a statement, in which emergency supplies listed

by product category on the last day of each calendar month.

Further, in particular in the statement of Management for each product category separately

shall be the Member State of the European Union or central administrator

stocks and the quantities held stocks.



(4) specific statistical reports contain information on the amount of inventory

and the number of days of average consumption during the reference year.



(5) statistical reports shall be presented to the Commission during the month Management

following the month to which they relate. At the request of the Commission shall submit to the

(6) the list of emergency stocks contains the following information:

(b)) the place of storage and the owner of the storage facility,




(c)) the quantity and type of oil or stored quantities and categories of petroleum

products,



(d)), whether it is information about specific stocks under section 2a of the Act,



(e)) in the stocks held in the territory of the Czech Republic in favor of another

the Member State of the European Union shall indicate the name of that State.



(7) the administration shall send the Commission a list of stocks, which includes



a) amount and type of oil in storage, or quantity and category of oil

products,



(b)), whether it is information about specific stocks under section 2a of the Act,



(c)) in the stocks held in the territory of the Czech Republic in favor of another

the Member State of the European Union as well as the name of this State,



25. February calendar year. The list contains details of the last day

the preceding calendar year.



(8) at the request of management, the Commission shall submit a list containing the information referred to in

paragraph 6 (a). (c)), d) and (e)) within 15 days of receipt of the request

§ 7



Regulation (EEC)



Decree No. 452/2002 Coll., laying down a list of and the precise specification

crude oil, petroleum feedstocks and selected petroleum products which can be

store the emergency oil stocks, on methods of calculating the amount of the

oil stocks and the conditions for their storage, is hereby repealed.



§ 8

Annex 1



CALCULATION METHOD OF OIL EQUIVALENT NET IMPORTS OF PETROLEUM PRODUCTS



1) crude oil equivalent of net imports of oil products as shall be

the sum of net imports of crude oil, liquid shares of natural gas (NGL),

refinery feedstocks and other hydrocarbons ^ 7), and

THE METHOD OF CALCULATING THE LEVEL OF STOCKS HELD



1) no amount shall be included into a State of emergency stocks more

than once.



2) stocks of crude oil ^ 3) shall be reduced by 4%, corresponding to an average

e) when calculating the amount of stocks calculated level referred to
