36/1996 Coll. of the Ministry of Foreign Affairs, Ministry of Foreign Affairs, informs that on 24 August 1995, in Brussels, signed the Additional Protocol to the Europe Agreement establishing an Association between the European Communities and their Member States, on the one hand and the Czech Republic on the other. ^ 1) The Additional Protocol on the basis of its Article 4, entered into force on 1 February 1996. The Czech text of the Additional Protocol shall be open simultaneously. Additional Protocol to the Europe Agreement establishing an Association between the European Communities and their Member States, on the one hand and the Czech Republic on the other, the European Community and the European Atomic Energy Community (hereinafter "the Community") on one side and "Czech Republic" on the side of Second, due to the fact that the Europe Agreement establishing an Association between the European Communities and their Member States on the one hand, and the Czech Republic on the other (hereinafter referred to it as "the Europe Agreement") was signed in Luxembourg on 4 October 1993; Whereas the objectives of the Europe Agreement referred to it in Article 1 thereof include the provision of an appropriate framework for the gradual integration of the Czech Republic to the Community; Whereas the Community and the Czech Republic have agreed in Title VI and Title VII of the agreement that will facilitate economic and cultural cooperation; Whereas the European Council at its summit meeting in Copenhagen on 21 and 22 June 1993 welcomed the possibility.MP3 offered to the associated countries that participate in the Europe Agreement in the Community programs; Whereas the Presidency conclusions of the European Council in Copenhagen on 21 and 22 June 1993 provide that future cooperation with the associated countries will be aimed at achieving the objective of membership which has now been established, and that this cooperation will involve the participation of the associated countries Community programs that promote integration, have decided to conclude this Protocol and to this end have designated as their plenipotentiaries European Community: Francisco Javier Elorza CAVENGT Ambassador, Permanent Representative of the Kingdom of Spain, the Chairman of the Committee of Permanent Representatives of the European Atomic Energy Community: Günther BURGHARDT Director-General Directorate-General for External Political Relations of the Commission of the European Communities Czech Republic: Josef KREUTER Ambassador Extraordinary and Plenipotentiary Head of the Mission of the Czech Republic to the European Communities who, having exchanged their full powers, found in good and due form, have agreed as follows: Article 1 the Czech Republic may participate in framework programs, specific programs, projects or other Community actions in the fields of:-research and technological development-Information Services-environment-education, training and youth-social policy and health-Consumer protection-Mixture-tourism-culture-the audiovisual sector-civil defense-to promote trade-energy-transport , and-the fight against drugs and drug addiction. The Parties may agree to join the záruk, other areas of Community action, if it be considered that this is an area of common interest or areas that could contribute to it achieving the objectives of the Europe Agreement. Article 2. Without prejudice to the existing participation of the Czech Republic in the activities referred to in Article 1, that the Association Council established by the Agreement, decide on the conditions of participation of the Czech Republic in the activities referred to in this Article 1. Article 3 The financial contribution of the Czech Republic in the activities referred to in Article 1, it will be based on the principle that the Czech Republic shall meet the costs associated with its participation. If necessary, the Community may decide on a case by case basis and in accordance with the rules applicable to the general budget of the European Communities contribute financially to the Czech Republic's contribution. The parties may agree that it will apply the provisions of Title VIII is of the Europe Agreement on financial cooperation. Article 4. This Protocol shall enter into force on the first day of the second month following the date on which the Parties shall notify each other notes of the fulfillment of the procedures necessary for this purpose. Article 5 of This Protocol shall be considered an Additional Protocol to the Agreement between the European Community and the Czech Republic. All general, institutional and final provisions shall to the extent appropriate apply from the date of entry into force of this Protocol. Article 6 This Protocol is drawn up in duplicate in the Danish, Dutch, Finnish, French, Dutch, Italian, German, Portuguese, Spanish, Swedish and Czech languages, all texts being equally authentic.
