PART THE SECOND

THE INCLUSION OF NUCLEAR MATERIALS AND NUCLEAR FACILITIES OR PARTS THEREOF TO

CATEGORIES, METHOD AND SCOPE ENSURING THE PHYSICAL PROTECTION OF NUCLEAR

MATERIALS AND NUCLEAR DEVICES OR THEIR PARTS

§ 3

The inclusion of nuclear materials into categories

Nuclear materials are classified into (I), (II). or (III). category in accordance with

the annex to this Decree, if their weight is higher than the lower limit

the weight for the III. the category referred to in the annex.

§ 4

The inclusion of nuclear devices or their parts by categories

(1) Nuclear installations or parts of installations with

and nuclear energy reactors) are classified into:

1. Category I, if their damage may result in a violation of

nuclear safety. In particular, systems of nuclear facilities,

that affect nuclear safety [section 2 (b), (d)) of the Act] and section

nuclear devices that contain radioactive substances, and systems,

whose activity is necessary to prevent their unauthorized leak into

of the environment,

2. II. category if their damage can lead to illicit

a leak of radioactive substances into the environment, but can lead to

violations of nuclear safety at the current breakdown of or damage to the two

or more of these parts of a nuclear device,

3. III. category if their damage can lead to illicit

a leak of radioactive substances into the environment, but may increase the

the risk of nuclear safety at the current breakdown of or damage to

other parts of nuclear facilities listed in (II). category,

(b)) research reactors, which contain the nuclear reactor and technology

the systems necessary to ensure nuclear safety, are to be classified in the II.

category.

(2) the part of the nuclear equipment [section 2 (b), (h)) point 2 of the Act], which

containing nuclear materials, are classified into categories according to the classification of

of nuclear materials.

(3) the part of the nuclear equipment [section 2 (b), (h)) points 3 and 4 of law], in which the

are the radioactive wastes are classified in III. category.

§ 5

General requirements for the inclusion of nuclear materials and nuclear parts

the devices into categories

(1) the measures of physical protection of nuclear installations are implemented according to the

the highest category of nuclear material, which shall be treated in the nuclear

device, and the top part of this nuclear device.

(2) the categories with the highest level of requirements to ensure the physical

protection category.

(3) the Nuclear material in quantities lower than the limit

the weight for the III. category in accordance with annex to this Decree and Uncategorized

nuclear materials (natural uranium, depleted uranium and thorium),

secure against misuse and unauthorized activities of their position in the

metal enclosure with safety enclosure or in locked premises with

controlled access.

(4) If it cannot be part of a nuclear device, included in the different

categories from each separated physically, then these parts as a whole

placed in the space referred to in section 6 (1). 1 of this order by the highest

categories relating to any of these parts.

§ 6

Details to the definition of the guarded, protected, and internal space

(1) nuclear materials and nuclear facilities listed in section

category I) are placed in the internal space,

(b)) II. categories are placed inside the protected area,

(c)) III. categories are placed inside the guarded area.

(2) in the case of nuclear materials and nuclear facilities listed in part I.

Categories define the spaces so that:
and the outer border of the guarded area) is the isolation zone of a minimum

width 6 m, enclosed by two fences of a minimum height of 2.5 m and other

mechanical zábrannými resources on the Crown of the fence or the isolation zone;

at the external border are mechanical barriers preventing the unauthorized

the passage of the vehicle; the outer border is equipped with at least two detection

systems running on different physical principles, of which at least

one has the character of a volumetric detection; insulating zone is equipped with a

television equipment and lighting to permit the use of the tv

techniques; from both sides of the insulation of the zone is free, at least in the terrain

width 6 m; If part of this boundary is the building, provides this from the

external parties at the level of the security barrier and television technique,

(b) the inner border of the guarded area), which is the outer boundary of the

the protected area, is another plot the minimum amount of 2.5 m, equipped with

running detekujícím in violation of the above 3 m and tv technology

(c) the inner border of the protected area), which is the limit of the internal

space, are the walls of buildings or rooms located within the protected

the space, which will ensure their distortion detection using

security equipment; the number of inputs and the entrances to the inner space

minimizes.

(3) in the case of nuclear materials and nuclear facilities listed in part II.

Categories define the spaces so that the outer limit of the guarded

the area forms the plot of the minimum amount of 2.5 m with a mechanical barrier to

the Crown of the fence. The internal borders of the guarded area is the boundary of the protected

space, and is made up of another fence of at least 2.5 m with the height other

by mechanical means and the zábrannými is equipped with security and

tv technology. If the walls of the buildings with nuclear material or with

parts of a nuclear device, included in (II). the categories are sufficiently

the results of the evaluation of fixed and according to § 18 paragraph. 1 (a). (h)) of this order

prove adequate to ensure physical protection, may be the wall

the boundary of the protected area and for this case ensures detection

its violation of security and television technology.

(4) in the case of nuclear materials and nuclear facilities listed in part III.

the category defines space so that the boundary of the guarded area is

plot the minimum amount of 2.5 m with other mechanical means of zábrannými

on the Crown of the fence. A custom object with nuclear material or parts

a nuclear device, included in the III. category ensures the detection of

the distortion of the object or the protection of the rooms, in which these materials and

establishments are located, using security techniques.

(5) the individual areas can be in exceptional and justified cases

merge or change the boundaries of the requirements referred to in paragraphs 2, 3 and 4,

but it must be adequately strengthened the effectiveness of mechanical

barrier devices and security techniques and the results of the evaluation of the

efficiency according to § 18 paragraph. 1 (a). h) this Decree shall demonstrate to ensure

physical protection.

(6) emergency exits and underground channels led below the guarded and

the protected area to ensure against unauthorized intrusion from the outside

and are equipped with safety equipment.

c) police officers, who provide emergency protection of nuclear

the device.

(2) in a protected and inner area is the entrance of private motor

vehicles prohibited. In a guarded area is the entrance of private motor

vehicles allowed only in strictly necessary cases.

(3) the holder of an authorisation (article 9, paragraph 1, of the Act)

and) shall permit entry of authorized inspection authorities in accordance with the Special

regulations, ^ 3) which State power surveillance results from the Act on their

scope, under the condition that throughout the period of stay will be accompanied by a

authorisation holder designated by the employee or worker safety,
