Establishing the conditions for granting subsidies for the implementation of measures to
improving general conditions for the production of apiculture products and their marketing

Government directs pursuant to § 2b par. 2 Act no. 252/1997 Coll., On
agriculture, as amended by Act no. 128/2003 Coll., (Hereinafter the "Act") to implement §
2a of the law and the implementation of Act no. 256/2000 Coll., on the State agricultural intervention Fund
and amending certain other laws

§ 1
Subject Matter


This regulation governs in response to a directly applicable regulation
EU ^ 2) detailed conditions of granting subsidies for the implementation
measures to improve the general conditions for the Bee
products originating in the Czech Republic and marketing
bee breeders in registered under a special legal regulation 3) (hereinafter
"subsidies").

§ 2
Types of measures


Subsidy may be granted for the following measures:

) Technical assistance,

B) the fight against varroa,

C) rationalization of transhumance colonies

D) reimbursement for honey analyzes,

E) the restocking of hives.

§ 3

Grant application

(1) An application for a grant for the measure under § 2 provides
State Agricultural Intervention Fund (the "Fund") civic association ^ 4), which

A) consistently active in the field of beekeeping at least 3
calendar years immediately preceding the calendar year in which the
application for a grant for the measure under § 2 (hereinafter referred to as "application"), and | ||
B) involves at least 50% of beekeepers in the Czech Republic, registered
under a special regulation, 3)

(Hereinafter the "applicant").

(2) The applicant shall submit application form issued by the Fund, the Fund
until 30 June of the calendar year in which they apply for a subsidy measures under § 2
(hereinafter "the calendar year").

(3) In the application, the applicant shall

A) the name of the association, address, identification number and target its activities

B) identification of the bodies and officials authorized to act on behalf of the association,

C) information on the number of members of the association at the date of application,

D) appropriate measures according to § 2, which asks subsidy and

E) any other information needed to evaluate the application under the relevant
measures according to § 2, as set out in § 4 to 8

(4) The application shall be accompanied

A) a certified copy of the articles of association of the applicant, submitted to the Ministry of Interior
, including all subsequent amendments,

B) other documents necessary for the assessment of the application within the respective
measures according to § 2, as set out in § 4 to 8

§ 4
Technical assistance


(1) subsidy under the measure Technical assistance may be provided for

A) organizing practical courses for beekeepers regardless of their
membership in civic association under § 3 para. 1 (hereafter "keeper
bees"), focused on the themes set out in Part A of Annex. 1

B) organizing seminars for officials organizational units of the applicant
focused on the themes listed in Annex no. 1

C) organizing lectures for beekeepers, focusing on the theme
listed in Part C of the Annex no. 1

D) the acquisition of new equipment for beekeepers in Part A of Annex.
2, at least in the amount of CZK 20 000,

E) conducting beekeeping courses for children and youth, focusing on the theme
listed in Part C of the Annex no. 1

F) acquisitions of new hives nástavkových for beekeepers registered
by the Breeding Act ^ 3) at the earliest in the calendar year preceding the calendar year
application.

(2) The application must indicate

A) has practical courses, which requires a subsidy, if the subsidy
pursuant to paragraph 1. a)

B) seminar topics, which requires a subsidy, if the subsidy
pursuant to paragraph 1. b)

C) Lectures, which requires a subsidy, if the subsidy
pursuant to paragraph 1. c)

D) the type of new facilities under Part A of the Annex no. 2, whose acquisition

Requires a subsidy in the case of a grant under paragraph 1. d) a commitment
that this device will hold and operate for at least 5 years

E) topics beekeeping circles, which requires a subsidy, if it is a
grant under paragraph 1. e)

F) the type of new nástavkových hives, whose acquisition requires a subsidy
case of a grant under paragraph 1. f) a commitment that this device
will hold and operate for at least 5 years.

(3) The application shall be accompanied by a copy of the trade license for
appropriate educational activities, in the case of a grant under paragraph 1.
A), b) or c).

(4) The Fund will provide grants to

A) organizing practical courses for beekeepers pursuant to paragraph 1.
A) if the applicant demonstrates by 31 August of the calendar year
that single course

First led a lecturer who has a college education, or middle
education with a vocational certificate in the field of education beekeeper, or acquired professional qualifications
teacher training for the field of education beekeeper or
holds a certificate obtained in the course for teachers of beekeeping ,
approved by the applicant and included in the list submitted by the applicant to 31
January of the calendar year in which the course is to be implemented, the civic association
consistently active in beekeeping for at least three calendar years immediately

preceding that calendar year,

Second lasted at least four hours every day, which was organized and

Third visited by at least 10 beekeepers who were present during
at least 80% of the total duration of the course,

B) organizing seminars for officials organizational units
applicant pursuant to paragraph 1. b) if the applicant demonstrates by 31 August
the calendar year that a single seminar

First led by lecturer approved applicant

Second lasted at least four hours every day, which was organized and

Third visited by at least 30 officers of organizational units
applicants who were present for a period of at least 80% of the total duration
seminars

C) organizing lectures for beekeepers pursuant to paragraph 1. c)
if the applicant demonstrates by 31 August of the calendar year
that individual lectures

First led a lecturer who has a college education, or middle
education with a vocational certificate in the field of education beekeeper, or acquired professional qualifications
teacher training for the field of education beekeeper or
holds a certificate obtained in the course for teachers of beekeeping ,
approved by the applicant and included in the list submitted by the applicant to 31
January of the calendar year in which the lecture is to be implemented, the civic association
consistently active in beekeeping for at least three calendar years immediately

preceding that calendar year,

Second It lasted at least two hours every day, which was held,

Third was attended by at least 10 beekeepers who were present during
least 80% of the total duration of the talks,

D) the acquisition of new facilities pursuant to paragraph 1. d) if he proves
applicant no later than 31 August of the calendar year
purchase of equipment and document identification data of the person who purchased the device
(name, surname, date of birth and address | || permanent residence or place of business and identification number,
if allocated, in the case of a natural person, or company or
name, address and identification number, if assigned, in the case of
legal person), and who undertakes to hold and operate the facility in accordance with paragraph 1
point. d) at least 5 years

E) conducting beekeeping courses for children and teenagers under paragraph 1.
E) if the applicant demonstrates by 31 August of the calendar year
that individual beekeeping circles

First led ring leaders beekeeping approved by the applicant or that the applicant
list submitted by 31 January of the calendar year in which the leadership circle
be implemented, civic associations acting consistently
in beekeeping for at least three calendar years
immediately preceding that calendar year,

Second lasted a total of at least 50 hours in the period and

Third attended by at least 5 members of the beekeeping ring who were present

For at least 80% of the total duration of the talks,

F) acquisitions of new hives nástavkových pursuant to paragraph 1. f)
if the applicant demonstrates by 31 August of the calendar year
purchase of equipment and document identification data beekeeper
registered by the Breeding Act ^ 3) at the earliest in the calendar year preceding the calendar year

§ 5

Fight against varroa

(1) subsidy under the action of transhumance may be granted for

A) reimbursement to those listed in Annex no. 2
used to prevent or treat varroa,

B) the costs associated with aerosols in the prevention or treatment
varroa.

(2) The application must indicate

) The number and type of resources used, which requires a subsidy, if
for a grant under paragraph 1. a)

B) the number of hives treated with aerosol case of a grant under paragraph 1
point. b).

(3) The Fund shall provide a grant to cover the costs of equipment or
preparations under paragraph 1. a) or b) if the applicant demonstrates
later than 31 August of the calendar year production and sales
possibly acquiring the funds or products, or their
application and document identification data beekeepers who these
compositions or preparations made by, or applied (name,
, surname, date of birth and address of permanent
residence or place of business and identification number, if assigned,
case of natural person or business name, registered office and
identification number, if assigned, if it is a legal person).

§ 6

Rationalization of transhumance colonies

(1) subsidy under the measure rationalization of transhumance
colonies can provide for the acquisition of new, or new equipment for traveling
colonies with a total acquisition value, which is at least 20 000 CZK,
and which still not grants.

(2) The application must indicate

A) identification of beekeepers (name or names,
surname, date of birth and address of permanent residence or place
business and identification number, if assigned, if it is a physical
a person or company name, address and identification number,
if allocated, if it is a legal person) that performs the migration
colonies and the smallest number of migrating colonies is 20

B) the number and type of device pursuant to Part D of Annex no. 2 on the acquisition
requested subsidy and commitment that these devices will hold a
operate for at least 5 years.

(3) The Fund shall provide a grant to purchase new equipment for traveling
colonies under paragraph 1, if the applicant demonstrates by 31 August of the calendar year
acquisition of such equipment

§ 7

Reimbursement of honey analyzes

(1) subsidy under the measure, the reimbursement of honey analyzes

A) physico-chemical analysis of honey ^ 9)

B) an analysis of honey on the presence of spores of Paenibacillus larvae,
carried out in laboratories accredited by the law governing technical requirements for products
^ 10).

(2) The application must indicate

) The number and type of honey anticipated analyzes referred to in paragraph 1 that
will be made no later than 31 August of the calendar year,

B) the name and address of the accredited laboratories, including a copy of the certificate of accreditation
.

(3) The Fund shall provide a grant to cover the cost of the analysis of honey proves
applicant no later than 31 August of the calendar year the number
performed analyzes honey and document identification data beekeepers, those who

(4) The Fund shall provide a grant to cover more than 4 analyzes of honey from 1
beekeeper.

§ 8

(1) subsidy under the measure restocking of hives can be provided for
pedigree breeding queens from recognized a breeding program
^ 11) in the Czech Republic.

(2) The applicant in the application for a grant under paragraph 1 shall

A) the name or names, surname, date of birth and address
residence or place of business and identification number, if assigned
, breeder queens of the recognized breeding program

B) the trade name, address and identification number, if assigned
, breeder queens of the recognized breeding program
case of a legal person.

(3) The Fund shall provide a grant to cover the costs of pedigree breeding
queens from recognized breeding program, showing that if the applicant
later than 31 August of the calendar year, a list of breeders
queens enrolled in a recognized breeding program and documents proving
number of sold queens from the breeding
program recognized by their owner pursuant to paragraph 2. a) or b).

§ 9


Determination of subsidy
The amount of the grants specifically earmarked for measures under § 4-8 disclose Fund
no later than 31 January of the current calendar year

§ 10

The amount of subsidy on individual measures

(1) Amount of the measures under § 4 shall not exceed

A) CZK 6,000 per individual practical course for beekeepers under § 4
paragraph. 1 point. a) a maximum of two practical courses taught by lecturers in
one day

B) CZK 6,000 per individual seminar under § 4 para. 1 point. b) in the case of
seminar lasting one day,

C) 12 000 CZK per individual seminar under § 4 para. 1 point. b) in the case of
seminar lasting at least two days,

D) CZK 3,000 for an individual lecture under § 4 para. 1 point. c)
maximum of two lectures led by lecturer in one day,

E) 50% of the actual costs of the device according to § 4 para. 1
point. d) a maximum of CZK 100 000,

F) 15 000 CZK per calendar year per individual leadership beekeeping
ring under § 4 para. 1 point. e)

G) 1,000 CZK 1 nástavkový new hive, but not exceeding the purchase of 4
nástavkových hives under § 4 para. 4 point. F).

(2) Amount of the measures under § 5 is

A) 70% of the actual costs of therapeutic or preventive agents
varroa, up to a maximum amount indicated for each
therapeutic or preventive agents listed in Part B of Annex no. 2

B) CZK 10 per hive per year to cover the costs under § 5 para. 1
point. b).

(3) Amount of the measures according to § 6 does not exceed 50% of the actual costs incurred
device according to § 6 para. 1, but less than 150
000 CZK.

(4) Amount of the measures according to § 7 makes

A) CZK 800 per analysis honey ^ 9) according to § 7 para. 1 point. a)

B) CZK 400 per analysis honey under § 7 para. 1 point. b).

(5) Amount of the measures under § 8 CZK 300 per sold
queen bee of the breeding animals from recognized a breeding program
^ 11).

(6) If the sum of all eligible claims under paragraphs 1-5
exceeds the amount of money proclaimed according to § 9 and modified according to § 14
fund primarily pays a subsidy in accordance with paragraphs 2 and 4 and the remaining financial
funds for the payment of subsidies under paragraphs 1, 3 and 5 shall be reduced proportionately.

If, for a given calendar year compared to the previous calendar year
reduce the total amount of revenue budget funds earmarked for subsidies by
this Regulation shall be reduced subsidy rate under this Regulation

calendar year.

Topics practical courses, seminars and lectures in the framework of technical assistance measures


Part A: Topics of practical courses for beekeepers

First The course for beginning beekeepers containing thematically oriented:

Importance of bees, bee species and anatomy, general assumptions beekeeping, hives
beehives, apiaries, beekeeping equipment, related legislation
beekeeping, bees fighting disease, acquisition and processing of beekeeping
products.

Second The course breeding mothers with content thematically oriented:

Simple method of queen rearing in theory and practice, treatment plans
breeding and pedigrees bees, bees registration, guidance documents
breeding bees for selection varroatoleranci.

Third The course prohlížitelů colonies containing thematically oriented:

Identification of diseases of bees and bee brood, pests and protect bees
lab work, legislation related to beekeeping,
effective system to prevent and treat varroa bee colonies and American foulbrood.

Fourth Kurz technical nature of the content thematically oriented:

Fifth Course for operationally-oriented economic beekeeper containing
thematically oriented:

Rationalization in beekeeping, sensors and marketing of honey, cooking
mead and honey beer, honey pastry preparation.

6th Teachers beekeeping course with content thematically oriented:

Current therapy colonies latest findings in prevention and treatment
varroa bee colonies and foulbrood, training courses
breeding queens, the use of apiculture products in healthy human nutrition.

7th Course for economic and control activities in the field of beekeeping
legislation related to beekeeping, organizational security
treating bees with a special focus on varroasis and American foulbrood,
breeding of bees and to work with children and youth in
beekeeping circles for children and youth.

Part B: Topics of seminars for officials organizational units of the applicant

Seminars for officials organizational units of the applicant containing
thematically oriented:

- Economic and supervisory activities of the applicant in the field of beekeeping

- Legislation related to beekeeping,

- Organizational security treatment of bees with a special focus on
varroasis and American foulbrood,

- Beekeeper working with youth in beekeeping circles youth

- Breeding of bees.

Part C: Lectures and beekeeping circles

First Beekeeping in the Czech Republic and the European Union.

First Application for a grant for the organization of training courses for beekeepers
which took place in the period from 1 September 2010 to 31 December 2010
, brought to 30 June 2011, will be assessed by government regulation
no. 197/2005 Coll., as amended on 31 December 2010.

Second Application for a grant to organize lectures for beekeepers,
which took place in the period from 1 September 2010 to 31 December 2010, brought
until 30 June 2011 shall be assessed pursuant to Government Decree no. 197 /
2005 Coll., as amended on 31 December 2010.
