the Convention for cooperation in the field of education between the general education
The Czechoslovak Socialist Republic and the German Democratic
Republic of
On 8 June 1998. April 1971 in Prague signed the Convention for cooperation in the field of
General education education between the Czechoslovak Socialist
Republic and the German Democratic Republic.
According to article 10 of the Convention entered into force on 8 July 2006. April 1971.
The Czech version of the Convention shall be published at the same time.

CONVENTION
on cooperation in the field of education between the general education
The Czechoslovak Socialist Republic and the German Democratic
Republic of
In accordance with article 14 of the agreement between the Government of the Czechoslovak Socialist
the Republic and the Government of the German Democratic Republic on scientific and cultural
cooperation of 6. October 1964, and with a view to mutually develop based on
proletarian internationalism, and in order to further consolidate mutual
brotherly relations, cooperation in the field of general education education
the two Contracting Parties agree as follows:
Article 1
The two parties will support all measures to ensure,
to promote among educators and school youth the importance of learning
Marxism-Leninism in the construction of socialism, development cooperation
socialist countries and the revolutionary movement in the world and is in the
the spirit of nerozborného friendship between the peoples of the Czechoslovak Socialist
Republic and the German Democratic Republic, friendship to Soviet
the Union and socialist internationalism.
Article 2
The two parties will support any measures which thoroughly
acquaints schoolchildren, teachers and workers in general education
education with the revolutionary traditions of the Czechoslovak and German workers '
class, with the leading role of the Marxist-Leninist party and the achievements of the
and tasks of Socialist construction in both countries, and enable them to penetrate
even deeper into the basic problems of Marxism-Leninism.
Both sides will strive for a deeper mutual knowledge development

Article 3
Both sides will coordinate their action on important international
conferences and in international organisations in the field of education and
pedagogical sciences. They will be together to face all attempts at ideological

Article 4
The Ministry of education of the Czech Socialist Republic and Slovak
Socialist Republic of Vietnam and the Ministry of people's education of the German
Democratic Republic will deepen cooperation in the following areas:
-Socialist education and education of school children;
-planning and management of education in general education;
-forecasts of the development of education and the development of the education system;
-training and in-service training of teachers of general education school;
-basic questions Marxist-Leninist education;
-planning and management of teaching and research and development; -the effectiveness of educational
system and of the guidelines and the methods of its rationalisation;
-uniform control of education and its management;
-development of teaching aids and textbooks.
Article 5
The Ministry of education of the Czech Socialist Republic and Slovak
Socialist Republic of Vietnam and the Ministry of people's education of the German
the Democratic Republic of the cooperation will focus on the following questions:
-theory and methodology of Marxist-Leninist education;
-the concept of a general education school and the theory of the Socialist
General education;
-increasing the role of Marxist-Leninist education and educational policy in the
the current period and the fight between imperialist and revisionist positions
in the education policy and educational science;
-objectives, content, methods and forms of organization of the Socialist education;
-the development of Didactics of the Socialist school;
-objectives, content, methods and forms of organization of teaching on the stage of the school;
the teaching of mathematics and science, teaching, polytechnickému
teaching social doctrines and languages, physical education and mimoškolnímu

-research and development of teaching aids, basic technical equipment and
school furniture;
-planning, management and Economics school system;
-the content and methods of training, education and work training physically and

Article 6
The Ministry of education of the Czech Socialist Republic and Slovak
Socialist Republic of Vietnam and the Ministry of people's education of the German
Democratic Republic will be applied the next time the consolidation

-establish working contacts of senior staff of ministries,
the ministries responsible for the representatives of scientific institutions and facilities,
school administrations, regional managers, the national committees;
-consultations on the basic issues of Socialist education policy;
-the creation of bilateral working groups to address specific tasks
the ministries;
-the organisation of joint scientific meetings and meeting the basic questions
Socialist education policy;
-the exchange of statutory regulations of curricula, documentation, etc. and further
plans of scientific research in the field of education and educational policy;
-the exchange of pedagogical literature and textbooks;
-Exchange workers in general education schools, heads of schools and
educational establishments, teachers, educators, students and learners;
-Exchange terms the most important scientific meetings and conferences,
that are held throughout the year in our countries. Coordination of performance
on important international events;
-organizing exhibitions about the general education education the second country.
Article 7
For the purpose of mutual support of in-service training of teachers of different
courses and teaching German at secondary general education
schools in the Czechoslovak Socialist Republic and the teaching of English at the
secondary general educational schools in the German Democratic
Republic, both parties will take place:
-the Ministry of people's education, the German Democratic Republic will be
to organize courses in the German Democratic Republic for the Czechoslovak
German teachers and will also support the holding of similar courses in
The Czechoslovak Socialist Republic;
-the Ministry of education of the Czech Socialist Republic and Slovak
Socialist Republic of Vietnam will be held in the Czechoslovak Socialist
Republic excursions and practice for training teachers of different subjects from
German Democratic Republic;
-the Ministry of education of the Czech Socialist Republic will be hosted in the
Czech Socialist Republic language courses for teachers of English
German Democratic Republic;
-secondment of German teachers and science teachers from the German
the Democratic Republic of the school with extended teaching of German in
The Czechoslovak Socialist Republic and Czech teachers of
The Czechoslovak Socialist Republic on the central general education
schools in the German Democratic Republic. On the conditions of the action of these
teachers are receiving and sending of the Ministry shall agree, in particular;
-the Ministry of people's education, the German Democratic Republic
examine the possibility of further measures to support the education of the pupils
General educational schools of the Czechoslovak Socialist Republic
the German language;
-on the basis of the provisions of the agreement between the Government of the Czechoslovak Socialist
the Republic and the Government of the German Democratic Republic on the reception and Exchange
graduates, students and pupils of vocational schools of 8 June.
November 1960 both parties will allow students and teachers to the Czech and
German language study stays at schools for the preparation of teachers.
Article 8
The Ministry of education of the Czech Socialist Republic and Slovak
Socialist Republic of Vietnam and the Ministry of people's education of the German
Democratic Republic will support the deepening of friendly relations
and cooperation between:

Cooperation shall be implemented on the basis of between these schools closed
agreements on direct cooperation, whose main issue is focused on:
the political-ideological education of the students
the study of the fundamentals of Marxism-Leninism
the work of youth organisations
other Marxist-Leninist education of teachers of these schools,
the methodology selected fields.
The Socialist education of students must be based on economic opportunities
promote the exchange of students on holiday practices.

The relationships between school administrations of regions of the Slovak Socialist Republic
and the German Democratic Republic shall be agreed additionally. School
the Administration listed counties are pursuing the exchange of experience on the issues:
-planning and control in the County, district and school
-the Socialist education of school children
-continuing education and in-service training of teachers, in particular in the area of
Marxism-Leninism and Socialist education.
The county school administration authorities shall agree on the exchange of teachers and will be
promote the exchange of members Socialist children's and youth
organisations on the friendly meetings, especially from schools with extended teaching
German in the Czechoslovak Socialist Republic and of the schools with teaching
Czech language in the German Democratic Republic.
Article 9
The provisions of this Convention shall be effected on the basis of implementation plans
to the agreement between the Government of the Czechoslovak Socialist Republic and the Government
The German Democratic Republic on scientific and cultural cooperation of
October 6, 1964, and within their specified volumes of mutual exchange.
The Ministry of education of the Czech Socialist Republic and Slovak

in the field of education between the Czechoslovak general education
Socialist Republic and the German Democratic Republic in accordance with

Article 10
This Convention shall enter into force upon signature and shall be valid until 31 December 2006. December
1975.
This Convention was agreed in Prague on 8. April 1971 in two
copies, each in the English and German, both texts have
the same force.
