Ministry of Foreign Affairs
Ministry of Foreign Affairs says that the day 10. November 1998
in Brussels signed decision No 2/98 of the Association Council between the European
communities and their Member States, on the one hand, and the Czech
Republic, of the other part, of 10 June 1999. November 1998 in the matter of the adoption of the
terms and conditions for the participation of the Czech Republic in the Community programme in the field of
culture. ^ *)
Decision No 2/98 entered into force pursuant to its article 3, the date of
December 1, 1998.
The Czech text of the decision shall be published at the same time.

Association Council between the European communities and their Member States,
on the one hand, and the Czech Republic on the second day of the 10.
November 1998 in the matter of the adoption of the conditions of participation of the Czech Republic in
the Community programme in the field of culture
The Association Council,
having regard to the Europe Agreement establishing an association between the European
communities and their Member States, on the one hand, and the Czech
on the other hand, the Republic of ^ 1)
with regard to the additional protocol to the Europe Agreement establishing an
Association between the European communities and their Member States, of the
one part, and the Czech Republic, on the other hand, ^ 2) concerning the participation of
The Czech Republic in the Community programmes, in particular its articles 1 and 2,
Since, in accordance with article 1 of the additional protocol, the Czech
the Republic may participate in Community framework programmes, specific
programmes, projects or other actions of the community, especially in the field of
culture,
Since, according to article 2 of the additional protocol, has on the conditions

has decided as follows:
Article 1
Czech Republic participate in the Raphael of the European Community in the
accordance with the conditions laid down in annexes I and II which shall form an integral
part of this decision.
Article 2
This decision shall apply for the duration of the program.
Article 3
This decision shall enter into force on the first day of the month following the

Annex I To The
Conditions for the participation of the Czech Republic in the Raphael programme
1. the Czech Republic will take part in all activities under the programme
Raphael (hereinafter referred to as "the programme"), in accordance with the objectives, criteria, procedures and
the time deadlines set out in the decision of the European Parliament and of the Council No.
2228/97/EC of 13. October 1997, which was based on the programme of action
The community in the field of cultural heritage ^ 3) (hereinafter referred to as "Raphael"),

2. the conditions for the submission, assessment and selection of applications relating to
the relevant institutions, organizations and individuals from the Czech Republic are
the same as those that apply to the competent institution, organization, and
individuals from the community.
3. in order to ensure that the program made in dimensions

issues concerning the implementation of this decision prior to the regular
meetings of the Programme Committee. The Czech Republic, the Commission will inform the
the results of such regular meetings.
8. The language to be used in respect of the filing,
contracts, reports to be submitted and other administrative
arrangement relating to the programme, will be one of the official languages of the

Annex II To The
The financial contribution of the Czech Republic into the program by Raphael
1. the financial contribution of the Czech Republic covers:
-financial support from the programme, the participants from the Czech Republic,
-the additional costs of an administrative character relating to the management of the programme of
the Commission and the resulting from the participation of the Czech Republic.
2. in any financial year shall not exceed the aggregate amount of the subsidies or
any other financial aid you receive from program recipient

3. Raphael
The annual contribution of the Czech Republic will be 166 441 ECU per year, starting from the year of
1998. it will amount to ECU 11 651 a year to cover the additional costs
administrative nature relating to the management of the programme by the Commission and
arising from the participation of the Czech Republic.
4. Apply appropriate financial provisions, which apply to
the general budget of the community, in particular for the management of the contribution from the

the beginning of each year the Commission shall send a challenge to the Czech Republic to pay
the amount corresponding to its contribution to the costs referred to in this
Decision. This contribution shall be expressed in ECUs and shall pay to the

the costs referred to in this decision in accordance with the call for payment,
no later than three months after the sending of such challenges. Any delay in the
the payment of this contribution has resulted in the payment of interest on the part of the Czech
Republic of the unpaid amount from the due date. The interest rate
corresponds to the rate used by the European monetary cooperation fund,
applicable to its operations in ECUs in that month, on which date
maturity, increased by 1.5 percentage points.
5. the Czech Republic shall pay the additional costs of an administrative character, as
referred to in paragraphs 3 and 4, and from its national budget.
6. the Czech Republic will repay the remaining cost of their participation as follows:
6.1 Raphael
In any one year in the years 1998, 1999 and 2000 per year to ECU 74 790
from the State budget and ECU 80 000 per year from the PHARE contribution.
6.2 the Contribution of PHARE the PHARE programme is subject to the usual procedures.
