Laying down the types and categories of military vehicles
approval of their technical competence, conduct technical inspections
military vehicles and testing of technical equipment of military vehicles

Ministry of Defence in agreement with the Ministry of Transport and Communications provides
according to § 32 par. 3 of Law no. 219/1999 Coll., On the Armed Forces of the Czech Republic

PART ONE


Types and categories of military vehicles

§ 1

Types of military vehicles, military bodies and military working machines


(1) Military vehicles are military combat vehicles, military vehicles
security and military special vehicles. These vehicles are designed to ensure
tasks of military units, military installations and military rescue units
Armed Forces of the Czech Republic ^ 1) (hereinafter referred
"Armed Forces") and are registered under military license tag

(5) Military fixed or swap body, the structural unit of the vehicle

§ 2

Military vehicles, military and military bodies working machines mentioned in § 1

Category military vehicles

§ 3

Military vehicles are divided for the purposes of determining technical conditions
into the following categories:

A) categories of military fighting vehicles - VBV

Third Military armored vehicle - wheeled combat means VBV - KBP,

Fourth Military armored vehicle - wheeled special agent VBV - KSP

B) the category of military support vehicles

First VL category - motor vehicles having a maximum of two or four wheels
,

Second VM category - motor vehicles used for the transport of persons, who have
least four wheels

Third VN categories - motor vehicles for the transport costs, which
having at least four wheels

Fourth Category VT - tractors

Fifth VO - trailers

C) the category of military special vehicles - the VZV
includes other vehicles that do not fit into categories VL, VM, VN, VT, VO and
category VBV,

First special military vehicle - wheeled rescue means VZV -
KZP,

Second Special military vehicles - rescue tool belt loader -
BCP

Third military special vehicles - special agent VZV - SP.

§ 4

Category vehicles VL

VL The category includes motor vehicles

) Category VL1 - two- or three-wheeled military vehicle with an engine
cylinder capacity of 50 cm3 or lightweight quad
with a maximum design speed of 45 km. h-1, in any type of drive,

B) category VL2 - two-wheeled military vehicle without a sidecar

Or him with an engine cylinder capacity exceeding 50 cm3
or a maximum design speed exceeding 45 km. h-1,
any type of drive,

C) category VL3 - three-wheeled military vehicle with wheels located
symmetrically to the median longitudinal plane or quadricycle other than VL1

§ 5

Category vehicles VM

The category includes motor vehicles VM

) Category VM1 - are designed to transport only seated persons, their
equipment and weaponry, and which have a maximum of eight seats for passenger transport
except the driver's seat,

B) category VM2 - more than eight seats to transport persons, except the place
driver, whose total weight does not exceed 5,000 kg, for example
midibus,

C) category VM3 - more than eight seats to transport persons, except the place
driver, whose total weight exceeds 5,000 kg, for example
bus.

§ 6

Category vehicles VN

(1) The category includes motor vehicles VN

) Category VP1 - whose total weight does not exceed 3 500 kg

B) category VP2 - whose total mass exceeds 3500 kg, but
does not exceed 12 000 kg

C) category VN3 - whose total mass exceeds 12,000 kg.

(2) In this category also include

A) special cars designed to carry out certain jobs

B) tractors designed for towing trailers or trailers.

(3) For tractors intended for connection with the trailer for mass
consideration when classifying that vehicle weight of the truck is considered the standby
increased by the mass corresponding to the maximum static vertical

§ 7

Category vehicles VT

The category includes military VT tractor with wheels or tracks, with at least

§ 8

Vehicles VO

(1) Military trailer means a vehicle that is designed for
shipments of military equipment or people, has its own power source, and usually does not
drive axle. It is designed to be towed by a motor vehicle
or truck or tractor.

) Category VO1 - with one axle with a total weight
does not exceed 750 kg,

B) category VO2 - whose total weight does not exceed 3500 kg when

D) category VO4 - whose total weight exceeds 10,000 kg.

(3) The trailer is pulled by a vehicle whose axle or axles are positioned
center of gravity of the vehicle when evenly distributed and that
equipped with a connecting device permitting horizontal and vertical transfer
forces in the towing vehicle. One or more of the axles may be driven by the towing vehicle

(4) The trailer is towed vehicle with at least one axle
equipped with a towing device which can move vertically relative to the trailer

(5) The central axle trailer is a towed vehicle equipped with a towing

D) category VOT4 - whose total weight exceeds 6,000 kg.

§ 9

Category vehicles VBV

The category includes VBV combat vehicles or mechanical jacks,
which for these purposes are specially made and can not be classified into categories
VL, VM, VN, VT and VO or VZV

) Military combat vehicle - tracked combat means VBV - PBP - is
vehicle on caterpillar tracks with a weapon set that is used to
conducting combat operations

B) military combat vehicle - belt special agent VBV - PSP - is
vehicle crawler special purpose bodies that
serve to direct combat operations,

C) military combat vehicle - wheeled combat means VBV - KBP -
vehicle is wheeled to a weapon set that is used to
conducting combat operations

D) Military armored vehicle - wheeled special agent VBV - KSP -
vehicle is wheeled to a special purpose bodies that
serve to direct combat operations.

§ 10

Category vehicles VZV

The category includes VZV other military vehicles for these purposes
specially made and can not be categorized VL, VM, VN, VT
, VO and VBV,

) Military special vehicle - wheeled rescue means VZV - KZP
- a wheeled vehicle that is used to perform
rescue work

B) military special vehicle - rescue tool belt loader - UGS

C) military special vehicles - special agent VZV - SP -
is a vehicle built at the bottom of the machine

PART TWO


Approval of technical competence

§ 11


General Provisions
(1) technical capability of military vehicles
Approves Military Police, which decides on the inclusion of military vehicles in the respective category
on the manner and scope of the approval tests.

(2) Approval tests are carried out in laboratories accredited by the Ministry of Defence
(hereinafter the "Ministry") in accordance with the relevant legislation. In

paid by the supplier of military vehicles (hereinafter the "Supplier").

§ 12

The approval of the technical competence of military vehicles

K) statement recommending the material manager (users) to
expected number of military vehicles purchased by the Ministry of

(4) Military Police may require additional documentation and technical documentation
according to specification.

(5) To approve the technical competence of military combat vehicles
or military special vehicle supplier shall submit documentation

vehicle.

(7) Military Police begin proceedings for approving technical capability

(8) Military Police approved the technical competence of military vehicles provided

B) a positive result of the approval tests by authorized testing laboratories,
or by a legal person authorized to perform homologation and
approval testing of vehicles under a special law. ^ 3)

(9) Military Police based on approval of roadworthiness
military vehicle supplier shall issue a certificate of roadworthiness

(10) Technical capacity of military vehicles, military bodies or working
military equipment for the armed forces is awarded

§ 13

Approval rebuilding military vehicle

§ 14

Approval of technical competence superstructure military vehicle or military working machine


(1) In approving the technical competence of military bodies or military

§ 15

Technical qualification approval of components and accessories Military vehicles

A) overall technical description of the product, including its representation,

B) drawings (assembly BOM)

C) additional technical documentation according to the nature and purpose of the product (

D) the documentation supplied with the product, which must include the purpose
use of the product and instructions for its installation, wiring
own product and its connection to the electrical system of military

E) reports of technical tests for approval of technical competence
made an authorized laboratory,

Military Police may require the submission of additional technical documentation, especially
detailed drawings and calculations, the opinions of hygienic authorities
services, fire protection, safety at work, store execution

(5) Manufacturer of optional accessories and vehicle equipment according to paragraph 2
Ministry is obliged to provide a product with the required documentation for approval
execution and control tests in an authorized laboratory.

(6) Each product referred to in paragraph 2, whose technical competence has been approved as

§ 16

Military fighting vehicles

§ 17

Military security vehicles

(1) Military security vehicles introduced into the armed forces after the date

§ 18

Military special vehicles

(1) Military special vehicles introduced into the armed forces after the date
effect hereof and based on a machine-bases
military support vehicles must meet the conditions laid down by decree

(2) Military special vehicles built on machine-bases
military fighting vehicles of categories VBV - PBP and VBV -
PSP and introduced into the armed forces after the effective date of this decree must comply with the conditions laid down

§ 19
Exceptions


(1) The application for exemption pursuant to § 17 of the military vehicle
must include basic information about the applicant, data on military vehicles for
which permit exemptions claimed on what technical conditions of the exemption

indicated in the certificate, military vehicle, unless
exemption provided otherwise.

(3) exemptions from the technical conditions for brakes and suppression

PART FOUR


Additional equipment and vehicle equipment

§ 20
Protective helmets


Protective helmets driver and passenger vehicles category VL and their
optional accessories manufactured after January 1, 1986 must be homologated

§ 21

Manufacturing, factory labels, serial numbers and homologation numbers

(1) Military security vehicles whose technical competence has been approved
must have an easily accessible place in front of this vehicle

§ 22

Marking some data on a military vehicle

§ 23
Fire extinguishers


(1) Vehicles of categories VM, VN, VT must be equipped with fire extinguishers
under a special law. ^ 6)

(2) category VBV and VZV must be equipped with at least one fire extinguisher

§ 24

Portable warning triangle

To mark emergency military vehicle parking on the road

§ 25

Other equipment military vehicles

(1) Every military vehicle must be equipped with resources and tools, with

(2) Military vehicles of categories VM and VN must have the following minimum equipment:

A) spare electrical fuses if they are in the electrical installation

must be equipped with the appropriate type of first aid kits under a special legal regulation
3) according to the type of vehicle for providing temporary
premedical first aid. Contents of first-aid kits must be stored in a separate case
indicia. First-aid kit must be in the vehicle
stored in such a space, so her could not be exposed to direct sunlight
light (radiation). Storage space for first-aid kit must be clean and dry and
must be easily accessible. The Vehicle Operator is required first aid kit
maintain in good condition, having a useful life of each species

A) disinfecting solutions, and sterile dressing materials

B) other dressing materials up to 5 years from the date of their expiry, unless they have broken
packaging.

(6) If military vehicles of categories VN and VO equipped with lashing
kit for fixing cargo shall be binding kit approved.
PART FIVE


Technical incompetence vehicle roadworthiness and traffic ban military vehicles


§ 26

(1) Not if approved military vehicle
technical conditions prescribed for its operation to such an extent that threatens the safety and
traffic flow or safety of persons or property or harms the land
communication or degrades the environment must not be used in
operation for if defects are not removed.

(2) military security vehicles for defects in accordance with paragraph 1
considered particularly


A) the amount does not effect the brakes fixed limit or difference
braking forces at the circumference of the individual wheels on the same axle is greater than 30% higher
value

B) if it is necessary to re-operating the pedal brakes before invoking
braking effect

C) will control in excess of the permitted maximum value or deformation
steering device

D) appreciable distortion of axles

E) substantial damage to the windshield (e.g. scratching stěrátky for
laminated glass cracking)

F) exceeds a worn or damaged tires allowable limit,

G) damaged suspension and shock absorbers,

H) apparent leakage of fuel or oil

I) if it is not dipped, position or brake light on the vehicle
least on the side facing the middle of the road or directional lights or
unless they meet the prescribed luminance,

J) the inability to switch on the dipped beam lights,

K) incorrectly adjusted or defective headlights with headlight and
headlamps and flashlights with lights fog causing glare and erroneously
involved individual lights,

L) other than an approved safety glass

M) damage or deformation of the chassis or body that can
immediate danger to the safety,

N) exceeds a volume content of carbon monoxide (CO) concentrations or
unburned hydrocarbons (HC) in the exhaust
gasoline engine or a diesel engine smoke permissible or exterior vehicle noise
allowed value, || |
O) firmly embedded unapproved accessory active
affecting vehicle safety and the environment.

(3) military combat vehicles and military special vehicles for defects
under paragraph 1 shall be considered especially

A) the amount does not effect the brake limit for such vehicles,

B) if it is necessary to re-operating the pedal brakes before invoking
braking effect

C) will control in excess of the permitted maximum value or deformation
steering device

D) appreciable distortion of axles and belt musculoskeletal system,

E) substantial damage to the windscreen (eg. Scratches stěrátky, u
laminated glass cracking), substantial damage to the glass periscopes and
visibility,

F) exceeds a worn or damaged tires or belt
locomotor system allowable limit,

G) damaged suspension and shock absorbers,

H) the apparent leakage of fuel, oil or other fluids

I) if it is not set car lighting

J) damage or deformation of the chassis or body that can
immediate danger to the safety,

K) firmly embedded unapproved accessory active
affecting vehicle safety and the environment.

§ 27

Prohibition of use of military vehicles

(1) Military vehicle must temporarily be allowed to operate if

A) are detected on it defects according to § 26, which result in a military vehicle
unfit for service

B) does not match the information on the certificate of roadworthiness
military vehicles with the fact

C) the information on the certificate of roadworthiness military vehicle
illegible, rewritten or when these documents were considerably damaged.

(2) In the event that a military policeman finds that a military vehicle
is unfit to operate according to § 26 prohibits further operation
military vehicles and holds a certificate of roadworthiness military vehicle.
PART SIX


Performing regular technical inspections, emission measurements
military vehicles and testing of technical equipment of military vehicles

§ 28

(1) Implementation of the regular technical inspections and emission measurements
applies only to military security vehicles.

(2) Periodic technical inspection and emission
military support vehicles is done in terms of facilities and set
Ministry and their implementation shall apply mutatis mutandis
special legal regulation. ^ 8)

(3) testing of technical equipment of military vehicles is done by
special regulation. ^ 9)
PART SEVEN

Final provisions


§ 29

(1) Combat Vehicles, which was introduced into service in the armed forces
until the effective date of this Order and meet the conditions set out in
technical acceptance conditions established for each type

Introduced combat vehicles shall be deemed effective date of this decree
for military combat vehicle.

(2) Vehicles intended for training and transport security sorties,
which was introduced into service in the armed forces
until the effective date of this Order and meet the conditions set out in the technical acceptance
conditions established for each type introduced vehicles are considered
effective date of this decree for military security vehicles.

(3) special military vehicles introduced in the Armed Forces of the day
effectiveness of this Decree must comply with the conditions set out in the technical
acceptance conditions, which were designed for different types of vehicles
introduced.

(4) Certificate of approval of technical qualification of the type
military vehicles, a single military vehicle, military bodies or military
working machine, including attachments -
basic technical descriptions of military vehicles, technical licenses, certificates
technical license and registration certificate issued before the entry into force of this Decree
shall be deemed to have been issued under this decree.

(5) Exceptions to the technical conditions for the approval of roadworthiness
military vehicles for operation granted before the effectiveness of this Decree
remain in force even after the effective date of this Order.

§ 30
Efficiency


This Decree shall take effect on December 1, 1999, with the exception of § 12 paragraph
. 11, which comes into force on 1 January 2001.
