DECREE
of 21 June 1999. November 2007,
amending the Decree of the Ministry of transport no. 101/1995 Coll., which
publishes regulations for health and competence of the people in the operation of
railways and railway transport, as amended
The Department of transportation shall determine pursuant to section 66 paragraph 1. 1 Act No. 266/1994 Coll.
on rail, as amended by law No 23/2000 Coll., Act No. 77/2002 Coll.
Act No. 103/2004 Coll., Act No. 182/2006 Coll. and Act No. 191/2006
Coll., for the implementation of § 45 para. 3 of the Act:
Article. (I)
Decree No. 103/1995 Coll., issuing regulations for the health and support
eligibility in the operation of railways and railway transport, as amended by
Decree No. 458/2000 Coll. and Decree No. 194/2005 is amended as follows:
1. In paragraph 8, the following paragraph 4, including footnote # 9a
added:
"(4) to control the traction unit while you scroll ^ 9a) on the national, regional
and a siding on the territory of the United States in addition to the shift in railway vehicles
occupied by passengers who have reached the age of 19 years.
9A) § 1 (b). n the Ministry of transport) Decree No 173/1995 Coll., which
to be issued a traffic order of the railways ".".
2. section 9, including the footnotes # 10, 11, 11a, 12 and 13 is:
"section 9
(1) the conditions of education and professional qualification of persons to control electric
the traction unit on the national, regional and the siding are
and secondary education) with GCSE ^ 10),
b) competence in electrical engineering with the qualifications of the person educated,
(c) completion of the teaching of professional) theoretical knowledge based on content
the focus of the test, given in annex No 4, part A,
(d) the professional practice when) repair and maintenance of electric drive vehicles,
training in the repair shop of electric drive vehicles focused on knowledge of the
construction and maintenance of vehicles and training for the implementation of technical inspection
horse-drawn rail vehicles of at least 10 weeks,
e) driving training in the management and operation of the electric drive vehicle under the
supervision of at least 24 weeks
f) exam of professional theoretical and practical knowledge from
the evaluation by the Commission.
(2) the conditions of education and professional qualification of persons to control electric

(d) the professional practice when) repair and maintenance of electric drive vehicles,
training in the repair shop of electric drive vehicles focused on knowledge of the
construction and maintenance of vehicles and training for the implementation of the technical
tours of horse-drawn railway vehicles of at least 10 weeks,
e) driving training in the management and operation of the electric drive vehicle under the
supervision of at least 12 weeks,
f) exam of professional theoretical and practical knowledge from
the evaluation by the Commission.
(3) the conditions of education and professional qualification of persons to control electric
drive the vehicle only on siding are
and secondary education) with re-training ^ 11) of the machine,
electrical, building or transport focus or terminated
secondary education with GCSE ^ 10),
b) competence in electrical engineering with the qualifications of the person educated,
(c) completion of the teaching of professional) theoretical knowledge based on content
the focus of the test, given in annex No 4, part A; content focus
the test under item 1. the annex is limited to the operation of the siding,
d) training in the repair shop of electric drive vehicles focused on knowledge of the
construction and maintenance of the car for at least 3 weeks,
e) driving training in the management and operation of the electric drive vehicle under the
supervision of at least 4 weeks,
f) exam of professional theoretical and practical knowledge from
the evaluation by the Commission.
(4) the conditions of education and professional qualification of persons to control a motor
the traction unit on the national, regional and the siding are
and secondary education) with GCSE ^ 10),
b) competence in electrical engineering with the qualifications of the person educated,
(c) completion of the teaching of professional) theoretical knowledge based on content
the focus of the test, as specified in annex 4, part B,
(d) professional experience in repairing) and maintenance of motor vehicles
training in motor vehicles repair shop focused on knowledge of the
construction and maintenance of vehicles and training for the implementation of technical inspection
horse-drawn rail vehicles of at least 10 weeks,
e) driving training in driving or operating a motor vehicle, driving under
supervision of at least 24 weeks
f) exam of professional theoretical and practical knowledge from
the evaluation by the Commission.
(5) the conditions of education and professional qualification of persons to control a motor
the traction unit while you scroll on the national, regional and the siding

supervision of at least 12 weeks,
f) exam of professional theoretical and practical knowledge from
the evaluation by the Commission.
(6) the conditions of education and professional qualification of persons to control a motor
drive the vehicle only on siding are
and secondary education) with re-training ^ 11) of the machine,
electrical, building or transport focus or terminated
secondary education with GCSE ^ 10),
b) competence in electrical engineering with the qualifications of the person educated,
(c) completion of the teaching of professional) theoretical knowledge based on content
the focus of the test, as specified in annex 4, part B; content focus
the test under item 1. the annex is limited to the operation of the siding,
d) training in the repair shop of motor vehicles focused on knowledge of the
construction and maintenance of the car for at least 3 weeks,
e) driving training in driving or operating a motor vehicle, driving under
supervision of at least 4 weeks,
f) exam of professional theoretical and practical knowledge from
the evaluation by the Commission.
(7) conditions for education and professional qualification of persons to control the steam
the traction unit on the national, regional and the siding are
and competence to control) the electric or motor drive
vehicles on the national, regional and the siding, moving as
train ^ 11a),
(b) passing the teaching professional) theoretical knowledge based on content
the focus of the test, given in annex No 4, part C,
(c) the operator's knowledge) proof of engine boilers ^ 12)
d) driving training in the management and operation of the steam traction unit under the supervision of
at least 160 hours,
e) test according to the provisions of § 16 para. 3 (b). and) of this order.
(8) the conditions of education and professional qualification of persons to control special
the traction unit on the national, regional and the siding are
and secondary education) with re-training ^ 11) of the machine,
electrical, building or transport focus or terminated
secondary education with GCSE ^ 10),
b) competence in electrical engineering with the qualifications of the person educated,
(c) completion of the teaching of professional) theoretical knowledge based on content
the focus of the test, given in annex No 4 of part D,
(d) training in servicing special) part of the traction unit, perform maintenance and
correction of at least 4 weeks,
e) driving training in the management and operation of a special traction unit under the
supervision of at least 60 hours,
f) exam of professional theoretical and practical knowledge from
the evaluation by the Commission.
(9) the conditions for the education and professional qualification of persons to control special
drive the vehicle only on siding are
and basic education) ^ 13),
b) competence in electrical engineering with the qualifications of the person educated,
(c) completion of the teaching of professional) theoretical knowledge based on content
the focus of the test, given in annex No 4 (D); content focus
the test under item 1. the annex is limited to the operation of the siding,
(d) training in servicing special) part of the traction unit, perform maintenance and
correction of at least 4 weeks,
e) driving training in the management and operation of a special traction unit under the
supervision of at least 40 hours,
f) exam of professional theoretical and practical knowledge from
the evaluation by the Commission.
(10) the condition of professional competence of persons to control the traction unit to the
national, regional, and siding, moving like a train ^ 11a),
If the applicant is the holder of a licence to drive management
the vehicle during a shift on the national, regional and siding are
and practice in the management of the drive) of the vehicle when you scroll over a period of at least three years and
driving training in the management and operation of the relevant type of traction unit when
driving the train under the supervision of at least 8 weeks, conducted
immediately before executing the tests, or a combination of training in management and
operating instructions of the respective type of traction unit while riding the train under the supervision of the
at least 3 years in length,
(b) passing the teaching professional) theoretical knowledge based on content
the focus of the test, given in annex No 4 of part A or part B,
items 1. and 2. According to the type of the traction unit,
(c) the Professional exam) theoretical and practical knowledge from
the evaluation by the Commission, focused on knowledge of the rules for the operation of the railways and
operation of railway transport, the conditions for the construction of the railways and
operability, according to annex No 4 of part A or B, and the appropriate
the type of the traction unit.

3. in article 15, paragraph 2. 1 (b). (b) point 1), the following point 2 is added:
"2. track national, regional and siding on the territory of the Czech Republic;
only for control of the traction unit when you scroll with the exception of the offset with
drážními vehicles occupied by passengers (C-P) ".
Items 2 to 7 are renumbered 3 to 8.
4. In article 16a, paragraph 2. 2 (a). e), the words "four weeks" shall be replaced by the words "160
hours, 48 of them in the night time ^ 15a) ".
Footnote No. 15a is inserted:
"15a) § 78 of Act No. 262/2006 SB., labour code.".
5. in section 18 para. 2 (a). (b)), the words "and the differential test under § 16a"
replaced by the words "and the test of § 9 para. 7 and 10 or § 16a ".
Article. (II)
This Decree shall enter into force on 1 January 2000. January 1, 2008.
