The classification of the services of non-profit institutions serving households
(CZ-COPNI)
The methodological part of the CZ-COPNI
Introduction
The Czech Statistical Office, CZECH STATISTICAL OFFICE's communication of 18 February 2004. December 2003
effect from 1. January 2004 (Gazette no 497/2003, the amount of 160)
The classification of the services of non-profit institutions serving households by
purpose-CZ-COPNI (hereinafter referred to as classification CZ-COPNI), which is intended
in particular, for the purposes of the survey, and the international
comparison of statistical data Classification CZ-COPNI is drawn up on the
the basis of the international classification of COPNI-Classification of the Purposes
of the non-profit Institutions Serving Households (CZ is the national version of the
international standard COPNI). COPNI is one of four functional
Classification (the other three are the classification COICOP, COFOG and COPP)
approved (updated version) the Statistical Commission of the United
Nations in March 1999 and intended for use in the system of national accounts
(SNA) ^ 1). Communication of the Czech Statistical Office's classification CZ-COPNI
updated with effect from 1. September 2006 (Gazette No. 358/2006,
the amount of the 111).
Subject classification CZ-COPNI
The subject classification CZ-COPNI Classification of services is, in principle, the expenditure respectively.
non-profit institutions households by purpose. According to the practice are
all consumer expenditure of non-profit institutions serving households
(hereinafter referred to as the expenditure of NPISHS) ^ 2) in SNA 1993 considered as individual
consumption. The main purpose of use classification CZ-COPNI is classified
expenditure of NPISHS are identified the same way as the purpose of the expenditure
individual consumption by households (CZ-COICOP) ^ 3) and governmental institutions
(CZ-COFOG) ^ 4). The aim is to obtain a summary of the current individual consumption
households.
The expenditure classification CZ-COPNI covers
Table 1 lists the types of expenditure of NPISHS corresponding transactions SNA, which
in principle, can be classified according to the classification CZ-COPNI.
Transactions shall mean any transfer of property or property rights.
Among the indispensable transaction belongs capital and current transfers,
final consumption expenditure and net acquisition (increment) of the financial
the asset. The code must therefore be allocated for example. for each purchase, the payment of
wages, transfer, payment of the loans and other income and expenditure under the
the functions that the transactions are used. For the ability to specify "expenditure on
the final (final) consumption "is, however, necessary that every expense
the transaction has been assigned to the revenue. The main emphasis is put on the
classification of final consumption expenditure (P3), of which, when converted into
CZ-COICOP, section 13, is it possible to get the actual final
household consumption (or actual individual consumption).

Principles for the identification of the features classification CZ-COPNI
CZ-COPNI classifies the individual expenditure in principle
non-profit institutions serving households (NPISHs) according to the purpose,
which is used. Most of the expenditure of NPISHS has one purpose and can be undoubtedly
in the classification of CZ-COPNI defined clearly. If the expenditure is NPISHS
defined in the broader concept and meets two or more functions (e.g. for
hospitals, schools established by religious organizations or
organizing religious ceremonies), it is necessary to always specify a separate
Unit for each function. If you cannot find this drive to determine or
an estimate of the corresponding to each function, then the expenditure as a whole must NPISHS
be assigned for this purpose, which prevails under the employment or
of the total expenditure.
An exception from the above form the funds of the Foundation and charitable institutions,
covering capital research and scientific studies in two or more
features. Expenditure on these studies can be defined separately by
competent, not according to the predominant feature.
Binding effect and use classification CZ-COPNI
CZ-COPNI is binding for the statistical surveys carried out by the
According to law No. 89/1995 Coll., on State statistical service, and also in the
cases, where provided for by a special law or other legislative
prescription.
COPNI Classification CZ-can also be used to facilitate international
comparison of activities of NPISHS. The activity of non-profit institutions are an important
Supplement to the expenditure of the Government in the provision of educational and
health services and related services, in particular with the protection of
of the population. The consumption expenditure of NPISHS may also become the prevailing in the
non-traditional areas, such as the protection of the environment, the protection of
human rights and the defence of minority groups.
CZ-COPNI is suitable also to compare expenditure on traditional
the function and the newly introduced expenditure purposes.
It can be used to build satellite account, according to the methodology
The UNITED NATIONS, because the classification CZ-COPNI include some of IT services
sector 11, which serves the same purpose as the NPISHS sector 15
(Classification of institutional sectors and subsectors) ^ 8).
The design of classification CZ-COPNI
Classification CZ-COPNI is three-tiered and for each degree is
provided this description:
1. degree-section-is marked by a two-digit code.
2. and 3. degree-group and class progresses one place after the decimal,
This means that the code numbers on the third classification level are
the four-digit.
COPNI Classification CZ-is made up of 9 sections, 26 groups and 54 classes.
The numeric code is constructed as follows:

Related international classification
The classification of the services of non-profit institutions serving households by
purpose-COPNI is one of the four functional classifications (for more
COFOG, COICOP classification, COPP) in the system of national accounts (SNA)
in 1993.
The four classifications have been created to classify transactions: non-profit
institutions serving households (NPISHS), government institutions and producers.
The result of these transactions, the money (paid out or having to be
paid) for the acquisition of operational and investment products, or for
work or other services to the obtaining of financial assets or
repayment of financial obligations.
-COICOP is used to classify the expenditure of one species-individual
consumption: households, NPISHS and Government institutions serving households.
COPNI and COFOG-are used to classify transactions including
on final consumption, intermediate consumption, gross capital gain
and to the classification of capital and current transfers to NPISHS, reported in
and Government institutions.
-COPP is used to classify intermediate consumption, capital spending
(financial and non-financial) of individual companies and businesses.
Functional classifications are mutually related and their affinity is
associated also with other international classifications, which are
specially the subject of interest of COICOP, COPNI and COFOG. Common to all three
classifications is the international standard classification of education
1997 (ISCED-97) ^ 6) once established class-education not definable
According to the level. This class is therefore included in the above three again
classifications. COPNI Classification as related in the Institute was
John Hopkins University for the study of management developed by the international
classification of non-profit organizations (ICNPO) ^ 7). It consists of 12 main
groups such as culture and recreation, education and research, health,
Social protection, the environment, religion, etc., that are
similar to sections COPNI. ICNPO classification is distinguished in particular by
represents more than the classification of the activities of the classification by purpose. In
the classification of the ICNPO. all research included in one subgroup,
in COPNI is divided according to the purpose which it serves. Data classified
According to the ICNPO would need to be adapted for the option convert to COPNI.
Note:
CZ-COFOG, COICOP and the CZ-CZ-COPNI are already in place for us. With
the introduction of the fourth classification of COPP, meanwhile, does not count.
Common functionality
Table 2 lists some of the socio-economic objectives, which are
common to two or more of the above classifications (marked with X).
the designation "X" means that the function is identified in the classification,
because it is considered important for inclusion in the appropriate
institutional sector ^ 8); the indication "-" indicates that the feature is not
identified in the classification, because this sector is not
important or it is expected that its value will be quantitatively
insignificant.
The identified features in these classifications are those that are in the
recent years are considered important for both countries and for the
the individual country. For the next years is assumed some of the functions
can be replaced by others, which now are not yet foreseen.
Common to all international classifications remain the need
customize the functional classification of national requirements and at the same time
be revised in such a way as to include the changed circumstances.

In the system of national accounts (SNA) from 1993, are the criteria used
sorting by "purpose" and "function" interchangeable (sorting by
"subject matter" was used in the SNA of 1968).
The three sorting criteria is used to express the same meaning-i.e..
socio-economic objectives they want to achieve the selected drive
through various types of expenditure.
