On the radiotelephone service on inland waterways

Ministry of Transport and Communications according to § 52 of the Act no. 114/1995 Coll., On
inland waterway, as amended by Act no. 358/1999 Coll., (Hereinafter
"Act") to implement § 23 paragraph. 4 and 6 of the Act provides:

§ 1
Basic concepts


For the purposes of this Decree:

A) radiotelephone traffic on inland waterways is a mobile radio service
^ 1) on VHF
used to secure voice communications on inland waterways
(hereinafter "radiotelephone service on waterways" )
between ship and shore stations, or between ship stations, or between coastal stations
another, carried on frequencies that were
for this purpose subject to the Ministry of transport and Communications -
Czech telecommunications Office (hereinafter "Czech telecommunication Office")
in accordance with the permitted frequency ranges of radio waves in the Czech Republic
^ 2) and in accordance with special legislation. ^ 1)

B) Ship stations, consisting of one or more radio stations
, the mobile station radiotelephone service on water
roads placed on a vessel that is permanently connected to the mainland.

C) Coastal station is a terrestrial station radiotelephone service on water
roads designated for cooperation with ship stations and other
shore stations. Coastal station consists of one or more radio stations
, of whom at least one must be permanently affixed. Coastal
station, the radio station of the State Navigation Administration (hereinafter referred to as "sailing
Administration"), the operator of the port land, 3) water manager
path, 3) sailing facilities on waterways, shipping operations management ,
nautical information providers or other
radiotelephone services to ensure the safety of navigation.

D) The radio station is a radio transmitter and receiver, or a combination
radio transmitter and receiver devices including their accessories
needed for station to perform radio communication services in accordance with
special regulation. ^ 4) Radio Station
allowing simultaneous listening and emergency broadcasts on two frequency channels are
considered an adequate substitute for two radio stations.

§ 2

Transportation significant use of waterways (hereinafter "designated water
Way"), which must carry vessels, nautical objects or equipment
port equipped with radio stations and on which operates

A) water from the river Elbe km 102.2 (Chvaletice) along the border with
Federal Republic of Germany,

B) the flow of water from the Vltava river km 91.5 (Třebenice) to the confluence with the Labe River water
including the outlet hole of the watercourse Berounky after
harbor Radotín.

§ 3

Facilities vessels by radio stations

(K § 23 para. 4 and 6 of the Act)

(1) Passenger ships, cargo cruisers, armored cruisers,
tugs, ferries and small boats ^ 5) self-propelled machinery
with which operates the licensed trade, inland waterways

(hereinafter the "technical requirements").

§ 4

Navigational equipment of buildings and port facilities radio stations

(K § 23 para. 4 and 6 of the Act)

Ferry building for the waterway and ground segment equipment

.

§ 5

Utilization of allocated frequencies

(K § 23 para. 6 of the Act)

(1) radiotelephone service on waterways reserved
frequency channels listed in Appendix 1.

(2) The frequency channels radiotelephone service on waterways
specified in this Decree for use in the Czech Republic are set
categories of services listed in Appendix 2.

(3) The method of use of frequency channels listed in the Annex. 2
for specified categories of services radiotelephone service on waterways
mentioned in § 7 to 11

(4) Frequency channels allocated a dedicated coastal stations
radiotelephone service on waterways in the Czech Republic
Services category nautical information and ship - Port Authority
are listed in Appendix 3. | ||
(5) radio communication frequency channels on the coastal
stations is limited to a connection with this station. Their next
use is possible only on the basis of permits issued by the Czech Telecommunications Office
in accordance with special legislation. ^ 1)

(6) Frequency channels radiotelephone service on waterways
allocated in the range of frequency channels according to Annexes no. 1 and no. 2
Czech Telecommunications Office.

(7) ATIS identification codes assigned by ship stations in accordance with Annex
no. 4 Czech Telecommunication Office.

Radiotelephone service on waterways (K § 23 para. 6 and § 28 of the Act)

§ 6

Radiotelephone service on waterways includes the following categories
Services:

A) vessel - a vessel

B) nautical information,

C) vessel - port administration,

D) communication on board.

Requirements radiotelephone service on waterways
are listed in Annex 4.

§ 7

Services Category vessel - the vessel

(1) Category of service vessel - the vessel is direct communication between
ship stations.

(2) A vessel equipped with a ship station must have if it floats ^ 8)
designated waterway least one radio station in this boat station

(4) Through the service category ship - a vessel may be
frequency channel 10 mediated only those messages that
related to safety of navigation, protection of persons, and calls for short-term
switching radio stations another frequency channel.
Frequency channel 13 serves as a backup channel for the transmission of information and operational nature
to communicate with shore stations.

(5) The operation of ship station on the frequency channels service categories

§ 8

Service category nautical information

(1) Service category nautical information communication between the ship
stations and shore stations.

participating in the radiotelephone service on waterways

(4) In the event that the vessel is transporting dangerous goods in terms
law or special transport within the meaning

Allocating and reserving individual frequency channels

service category nautical information shall be the transmit power of ship station

§ 9

Services Category vessel - Port Authority

(1) Category of service vessel - Port Authority is
communication between ship stations and coast stations ground of the port (hereinafter referred

(2) For coastal stations of public ports are reserved
frequency channels 11, 71, 72 and 74. Reservation and allocation of frequency channels

(3) For coastal stations of ports that are not in accordance with law
public ports or coastal station for temporary (contract)

(4) The Port Authority may, unless a second radio station, radio station

§ 10

Categories communication services on board

(1) Category communication services on board the inner
radio communications on board vessels or in the assembly, as well as communications security
space craft. For the category of communication services on board are reserved
frequency channels 15 and 17.

(2) Category communication services on board may be mediated
via portable radio stations.

(3) Through the service category on board communications may be mediated
only those messages that are related to navigation, traffic
vessel navigation safety and security of persons.

(4) The operation of radio stations on frequency channels of communication on board
must transmit power of these stations automatically reduced to
value from 0.1 to 1 W.

§ 11

Technical requirements for radio station

(K § 23 para. 6 of the Act)

(1) Ship stations, with the exception of ship stations located in small
vessels which are involved radiotelephone service on waterways
must be equipped with radio stations that allow transmitting and receiving on all frequency
channels listed in Appendix 2.

(2) Ship stations located in small vessels participating
radiotelephone service on waterways must be equipped
radio stations that enable the transmission and reception on all channels
frequency specified in Annex no. 2 except for channels 15 and 17

(3) Radio station boat station, which serves to ensure
radiotelephone communication services on board, must allow transmission and reception
least a frequency channel 15 or 17.

(4) Coastal station that participates radiotelephone service on water
road must be fitted with a radio station that allows transmission and reception of at least
frequency channels mentioned in § 8 and 9 needed

(5) The technical requirements for radio station Radio service on
waterways are listed in Annex 5.

§ 12

This decree comes into force on 1 June 2000.

Frequency channels and broadcasting frequencies radiotelephone service on water
roads are listed in Table 1. Frequency channels broadcast frequencies
and distribution for their use in individual service categories
listed in Table 1 correspond to the Regional Convention on
radiotelephone service on inland waterways (Brussels, 1996) and Amendment no. 18
Radio Regulations of the International telecommunication Union.

are summarized in Annex 5. Requirements for the reduction of these performances are operating under
specified in this decree for individual categories of services.

Requirements radiotelephone service on waterways
CHAPTER 1

GENERAL PROVISIONS


First 01 Basic provisions

First 01. 1 This annex contains detailed requirements for radio traffic
marine and coastal stations in the radiotelephone service on waterways.

First 01. 2 The provisions of this Annex correspond to the provisions of the Regional Convention on
radiotelephone service on inland waterways (hereinafter referred
"Regional Convention").

First 02 Definitions


First The 2nd 1 Dual Watch is a stand-income alternately
maintained on two frequency channels.

First 2 the 2nd Scanner is a device for monitoring the radio frequency
channels.

First The 2nd 3 Maritime Mobile Service is a mobile radio service
providing radio links between coastal stations and maritime
ship stations of maritime navigation or between coastal and ship stations
sea voyages each other.

First The 2nd 4 GMDSS is used worldwide and maritime security
radio system for emergency calls and ensure safety (Global Maritime Distress and Safety
System). The radio system provides all
radio communications within the maritime mobile service.
CHAPTER 2


REQUIREMENTS FOR radiotelephone service MARINE AND COASTAL STATION

Second 01 Basic requirements for the radio service of marine and coastal stations


Second The 1st one to build and operate marine and coastal stations must be
Radiocommunication administration granted. Authorization for the establishment and operation
boat station on a vessel flying the Czech flag or
authorization for the establishment and operation of offshore stations exposes
Czech Telecommunications Office pursuant to the Act no. 110/1964 Coll., On Telecommunications
, as amended.

Second The 1st 2 authorization for the establishment and operation of ship station and radio station approval
boat station issued by the Czech Telecommunications Office
are based on connections to the Czech Republic to the Regional Convention
recognized in other member countries of the Convention.
Current list of member countries of the Regional Convention and the applicable text of the Regional Convention
is available on the Czech Telecommunications Office.

Second The 1st 3 Enabling the establishment and operation of ship station or other radio stations
approval of the foreign vessel issued
Telecommunications Administrations member countries of the regional Convention are in the Czech Republic
recognized. Authorization for the establishment and operation of ship station
foreign vessel exposed to the telecommunications administration
other states are recognized, provided they comply with the requirements of the Radio Regulations of the International Telecommunication Union
issued by the International Telecommunication Union
.

Second 4 the 1st half-duplex operation in the radiotelephone service on water

Second The 1st 5 Using Dual Watch is not in the radiotelephone service on water
roads allowed.

Second The 1st 6 Using the scanner is in the radiotelephone service on water
roads allowed. Scanner can be used with the exception of tracking
frequency channel 10. With this device it is not possible to provide current income
alert on two frequency channels.

Second The 1st Marine Station 7 vessels flying the Czech flag with
defined in Annex no. 5 ATIS system must operate on designated water
roads and waterways abroad to use frequencies
and ATIS identification code allocated by the Czech Telecommunications Office.
Foreign vessels whose boat station are equipped with ATIS
used when operating on designated waterways frequencies
and ATIS identification code assigned to them Radiocommunication administration of the country, under which
flag. ATIS identification code and its database must allow
find out the name of a ship station callsign. ATIS equipment
ship stations listed in Annex no. 5 must be running on the designated
waterway traffic.

Second 02 Using the call signs and names of ships and shore stations

Second The 2nd 1 Each ship station participating in the radiotelephone service on
waterways must have a call sign. Performing callsign
must match the Radio Regulations of the International Telecommunication Union
. Callsign station allocates shipping vessels flying the flag of Czech
Czech Telecommunication Office. Foreign vessel uses the call sign assigned to him
telecommunications administration of the country under which flag.

Second 2 the 2nd Ship stations participating in the maritime mobile service must be for the purpose
radiotelephone service on waterways using their assigned
call sign used in the maritime mobile service.

Second 3 on the 2nd Each coastal station participating in the radiotelephone service on
waterways must have a call sign. Callsign allocates
coastal station Czech Telecommunication Office.


Second The 2nd 4 Transportable radio stations used in the service category on board communications
usually no callsign allocated. In
If necessary, these portable stations used callsign ship
station to which they belong.

Second In the 2nd 5 categories radiotelephone service vessel - a vessel
nautical information and ship - the Port Authority must be in radio connection
primarily used boat station name and the name of the coastal station
. In the case of using the name of the ship or shore station call sign
may no longer apply. Ship or shore station is not obliged to
prompted radio station with which it communicates, his call sign
announce. Name of ship station consists of vessel type ^ 2) for which
followed by the identification label (name) of the vessel ^ 3) (eg.
Cargo cruiser Vltava). Name of the coastal station consists of a place name
coastal habitats station, behind which states the name
equipment (shipping facility, marina etc.) And where the service provider (eg.
Obříství - locks, Melnik - the public port). Overview
coastal stations of the Czech Republic and their allocated or reserved
frequency channels is presented in Appendix 3.

Second 03 Operation marine and coastal stations

Second The 3rd Marine 1 station can be operated or supervised
only a person who holds a license for operating
radio stations to carry radiotelephone service in the band very short waves
valid in the Czech Republic (eg. General Certificate
radiotelephone or Restricted radiotelephone operator certificate) (hereinafter
"proof of competency to operate the ship station").
License to the operating shipping station exposes the Czech Republic on the basis of tests conducted successfully
Czech Telecommunication Office. Certificates of competency for operating
ship station issued by the Czech Telecommunication Office are in accordance with
Regional Convention and the accession of the Czech Republic to this
Convention in member countries of the Convention recognized.

Second The 3rd 2 Certification Manual ship station
foreign vessels exposed to foreign telecommunications administrations of countries
Regional Convention are in conformity with this Convention, the Czech Republic recognized.
Certificates Instructions ship station
exposed to foreign telecommunications administrations of other states are recognized, unless they are
issued in accordance with the Radio Regulations of the International Telecommunication Union
.

Second 3 on the 3rd Coastal stations may be operated or supervised
only a person who holds a license for operating
radio stations to carry radiotelephone service in the band very short waves
valid in the Czech Republic.

Second 4 the 3rd person operating the ship or coastal station
must be familiar with this decree, which must be at the service of the marine and coastal station
available. Also admits rigging or shore station

provisions of this decree concerning in particular the use of frequency
channels, radio communications, and transmit power limit in each of the categories
.

Second 04 radiotelephone traffic ship station

Second 04th 1 for each ship station must be kept a diary boat station. The newspaper
ship station must be particularly stated date of its founding, the leader
name (s) of the vessel, the interim date received / transmitted messages
name calling / called radio stations, concise content and type (eg. Emergency
report) called the report and signature of the person who sent a radio message to
/ accepted. Diary ship station shall be kept for at least three years from the last entry
; of which at least one year on board and two years
cruise operator. Journaling boat station is entered
all distress, urgency and safety messages and messages
conflict or emergency situations. Other common messages and radio
connection to the ship station diary written in case their
importance on the basis of a decision by the boatmaster.

Second 04th 2 For reasons of simplicity investigations related crashes

station. In the diary coastal stations should be particularly noted
date of its founding, the name of the head of the coastal stations, the interim date
received / transmitted message, name calling / called a radio station, a brief
content and type (eg. An emergency message) called the report and signature of the person who
radio message sent / accepted. Diary coastal stations are kept at the head
shore station for at least three years after the last
registration. Journaling coastal station records of all distress, urgency and safety
reports and reports of conflict or emergency situations
. Other current news and radio links to newspaper
coastal stations recorded in case their importance to
decided by the Head coastal stations.

Second 05th 2 Coastal stations can not quit the job if not completed
all operations due to distress, urgency and safety
reports received within the specified operating times and failed to handle
all correspondence emanating from ship stations or designated for ship stations
which they are in range, and announced before the actual
end of the work.

Second 05th 3 In the coastal station can be used for recording devices
radio messages on the designated frequency channel (hereinafter "
recording equipment"). Recording radio messages on the carrier in the case of coastal
station is equipped with a recording device, store manager at coastal stations
least 8 days from the last record or in case of an accident in
time for completing the investigation. Recording equipment shore station may
replace the obligation to keep a diary coastal stations only in case when this replacement will
Czech Telecommunication Office allowed.

Second 08 Participation in other radio services

radiotelephone services, provided they comply with the conditions for these services

Second 3 08th to operate in designated coastal areas of foreign
waterways and at sea should be inland waterway vessels fitted with GMDSS equipment

Emergency message is always given to emergency signal MAYDAY - set

except distress.

Third 12 Safety reports

As a safety message is sent such a message, which contains
important navigational warning information or an important warning
weather. The safety report is given a safety feature SÉCURITÉ -
set sekyrité pronunciation, spoken three times and has precedence over
other messages, except to report distress and urgency.

CHAPTER 1

GENERAL PROVISIONS


First 01 General requirements

First 1 on the 1st operational and technical parameters of radio stations
marine and coastal stations radiotelephone service on waterways
must comply with the regulations for radio stations of the Czech Republic ^ 1)
requirements of the Radio Regulations of the International Telecommunication Union || | hereto. For ship stations in the countries of the Regional Convention on
radiotelephone service on inland waterways (hereinafter
"Regional Convention"), a radio station must ship stations
meet the requirements of the Regional Convention.

First The 1st 2 types of radio stations used in marine stations, whose
operational and technical specifications meet the requirements of the Regional Convention and
whose technical competence has been approved by the management of Radio
countries Regional Convention, shall be recognized as eligible for the operation | || radiotelephone service on waterways in the Czech Republic.

First The 1st 3 radio stations marine and coastal stations must bear
instruction manual.

First 02 Definitions

Scanner is a device for monitoring the radio frequency channels.
CHAPTER 2


TECHNICAL REQUIREMENTS FOR RADIO STATIONS MARINE AND COASTAL STATION

Second 01 General requirements for the design of radio stations

Second The 1st 1 Radio stations must, for the electrical and mechanical
designs and finishes conform to recognized technical rules.
Radio station meets the requirements of DIN, EN and European standards ETS
that concern them, shall be deemed to comply with the above
technical rules.

Second The 1st 2 Radio stations must be equipped with a selector switch
frequency channels, which will be indicated by the appropriate number
frequency channel as shown in Appendix 18 of the Radio Regulations of the International Telecommunication Union
(see Annex no. 1 hereto) to
which is a radio station set.
Number of preset frequency channel must be readable under all conditions of external lighting.


Second The 1st 3 radio stations must be equipped with a main switch
all their devices installed with the positions On / Off and
marking position.

Second The 1st 4 radio stations must be equipped with a switch to reduce
output transmit power pursuant to this Decree.

Second The 1st 5 All controls, instruments, indicators, outputs and
connections including power supply radio stations must be clearly marked

Second The 1st 6 radio stations must be equipped with a telephone handset, possibly
outlet to connect an external speaker.

Second The 1st 7 to control the transmission must be used unblocked
push-button switch (hereinafter "the transmit button") with hand or foot control.

Second The manufacturer of the 1st 8 must clearly set out the requirements for power sources
radio stations, including requirements for power batteries or accumulators
.

Second The 1st nine radio stations used in ship stations must be suitable
for operation on board.

Second Radio station 10.1 must bear the name or mark of the manufacturer and the type
radio stations.

Second Power 02 radio station

Second The 2nd one fixed output power (non-transferable) radio station
radiotelephone service on waterways must be between 6-25 W
taking effective output power (ERP) of radio stations must be in operation
automatically cut according to the value of this decree.

Second 2 the 2nd output power portable radio radiotelephone service
waterways must be in the range of 0.1 - 1W.

Second 03 ATIS

Second The 3rd one fixed (non-transferable) radio station ship station must be fitted
encoding device for transmitting and identifying
identification code of the radio station "ATIS". Technical requirements for equipment
ATIS are determined Regional Convention.

Second 2 the 3rd paragraph 2. Request the 3rd 1 shall not apply to boat station
used only in the Czech Republic.

Second 3 on the 3rd transmission of the identification signal
ATIS is performed automatically on all enabled channels broadcast
after releasing the button.

Second 4 the 3rd power output device ATIS must not exceed 25 W.

Second 04 Precautions

Second 05 Antennas

Second 05th 1 Antennas must be omnidirectional in the horizontal plane.

Second 05th 2 antennas with gain (relative to a half-wave dipole placed at the same height as

Second 05th 3 antenna must be mounted in a vertical position so that
distance of at least 4 m (if it is technically possible) from all
large metal objects, which is beyond the height.

Second 4 05th highest point of the ship station antennas must be placed higher than
12 m above the waterline with the vessel laden.

Second 05th 5 If a radio station ship stations are connected to a common antenna
, but each of its antenna must then be
appropriate measures to adequately suppress the links between these antennas.

Second 05th 6 Antennas portable radio stations must be built or

Marine and Coastal radio stations can be equipped to
recording of radio messages to the intended operating frequency

Second 07 Scanner

Marine and Coastal radio stations can be equipped with a scanner used for monitoring
designated radio channels.

Second 08 Exceptions to the technical requirements for radio stations
marine and coastal stations radiotelephone service on waterways
not interfering with the functioning of this service is restricted in justified cases
