DECREE



of 23 December 2003. April 2010,



amending Decree No 39/2005 Coll., laying down minimum

requirements for degree programs to get the professional competence to perform

non-medical health professions



The Ministry of health, in agreement with the Ministry of education, youth and

Sports down under § 90 para. 2 (a). (d)) Law No 96/2004 Coll.

on the conditions for obtaining and recognition of the performance of non-medical eligibility

health professions and for the performance of activities related to the

providing health care and amending certain related laws

(the law on the paramedical professions), and according to § 38 paragraph 1(a). 1

Law No. 18/2004 Coll., on the recognition of professional qualifications and other

eligibility of nationals of the Member States of the European Union and the

amendments to certain laws (law on the recognition of professional qualifications), as amended by

Act No. 189/2008 Coll.:



Article. (I)



Decree No 39/2005 Coll., laying down minimum requirements for the

study programs to obtain the professional competence to perform medical

the medical profession, is amended as follows:



1. in § 9 para. 2 the words "3.5 year" shall be replaced by "3 years".



2. In article 11 (1) 2 the number of the "1800" is replaced by "1600".



3. in section 17(2). the number "2" is replaced by "1500-1800".



4. under section 19 shall be added to § 19a, which including the title reads as follows:



"§ 19a



Biotechnology Assistant



(1) the competence to exercise the profession of Assistant biotechnického

gets the passing of an accredited medical degree program

or an accredited program of study and the educational programme of the course.



(2) the programmes referred to in paragraph 1, the total standard period of study

at least 3 years of practical training is at least 400 hours.



(3) Study in the programmes referred to in paragraph 1 provides the knowledge and

skills set out in § 3 and also contains



and providing theoretical knowledge) in the



1. medical fields, which form the basis needed for the professions

biotechnického Assistant, in the fundamentals of Anatomy, Physiology,

Pathology, biochemistry, internal medicine, surgery, microbiology, clinical

Pharmacology and dentistry,



2. technical fields, and in the processing of biosignals and images (introduction to

the theory of biosignal processing, analysis and interpretation of biosignals, introduction

the simulation and modeling) in medical devices (diagnostic

and therapeutic medical devices, laboratory medical

apparatus, imaging systems in medicine), in computer science (information

systems in healthcare, telemedicine, computer aided diagnosis

and therapy, programming basics, Essentials of statistics in medicine),



3. the related industries, and in ethics, psychology, management and

the economy in health care and in the foundations of the methodology of scientific research,



b) practical training that provides skills in the fields referred to in

(a) in point 2, in progress) of school laboratories and in health

devices; practical training in medical facilities is in progress

at least 50 hours in workplaces that use diagnostic

medical devices, at least 40 hours in workplaces that use

therapeutic medical devices and a minimum of 20 hours in the workplace

using laboratory medical devices.



(4) if the competence of the professional biotechnického

obtained by completing an accredited study programme, so that the

5. in section 20, the following new section 20a, which including the title reads as follows:

(1) the competence to practise the profession gets adiktologa

by completing an accredited medical degree program or

an accredited training program and training program or course

an accredited program of study and the educational program or course

by completing the educational program of the course after obtaining vocational

eligibility for general nurses.



(2) the programme referred to in paragraph 1 is for the standard period of study of at least 3

years and a minimum of 2400 hours of theoretical and practical instruction, including

at least 350 hours of on-the-job training.



(3) Studying in the programme referred to in paragraph 1 (b). a) provides

knowledge and skills set out in § 3 and also contains



and providing theoretical knowledge) in the



1. branches which form the basis needed for the provision of adiktologické

health care, in anatomy, human biology, chemistry and biochemistry,

the foundations of medical terminology, medical computer science, Physiology,

foundations of clinical medicine, ethics, pathology and pathological physiology,

Clinical Pharmacology, hygiene and epidemiology, Pediatrics, General and

developmental psychology, methodology in addictology and epidemiology and epidemiological

research and related clinical medical fields,



2. addictology and epidemiology and clinical psychology and basic knowledge in other with

adiktologií related theoretical and clinical fields, in

mental health and lifestyle, the basics of communication, foundations

psychological and psychiatric diagnosis, the foundations of sociology and

Social Psychology, pedagogy and special education, social work

and policy, General and special Psychiatry and psychotherapy, measures

suppressant substance abuse treatment, self help tools

alcoholics, drug addicts, the theory of coordinated care, theory of consulting

the work, in the problems of compulsive gambling, and uncontrolled use of

modern communication technologies, in Criminology, drug policy

the primary drug prevention, drug abuse issues; System

medical adiktologické care especially in low-threshold services,

out-patient and in-patient care, therapeutic communities and subsequent care;

community care, clinical addictology and epidemiology, in particular in the clinical

psychopharmacology of addictive substances, regulations and patogenetických

aspects of substance abuse disorders, complications

providing adiktologické care within health facilities

b) practical training that provides skills building on the theoretical

sectors, in particular in the area of the initial interview and guidance

diagnostic and therapeutic conversation, methods of work with a team of working methods

with families in early intervention, crisis intervention, training

coordinated care, practice primarily-prevention programs, training

socio-legal skills and socio-psychological and counselling

training; practical teaching is taking place in health facilities and

the social services system medical devices adiktologické care,

in particular, in the facilities of low-threshold services, outpatient care, and

substitution treatment, institutional care, follow-up care, care in a therapeutic

communities and in their own social environment of individuals.

6. in article 21, paragraph 1 reads:



' (1) competence to practise the profession of psychologist in the health sector

is obtained by completing an accredited study programme and

the educational programme of the course, which is conducted by the University.

An accredited degree program has a standard period of study of at least 5 years,

of which at least 100 hours practical teaching. ".



7. in section 21 para. 2, the number "5" is replaced by "10" and the number "100"

8. in section 22 shall be added to § 22a, which including the title reads as follows:



"§ 22a



A vision therapist



(1) the professional and specialized competence to practise the profession of the optic

b) practical training that provides skills in special

diagnostic methods and techniques in educational, re-educational and

rehabilitation procedures in severe congenital and acquired disorders of the eye

of all age groups, including management of technical skills to work with

diagnostic equipment, with special optical and electronic

equipment used in the work of the optic of the therapist, especially applications

diagnostic methods with regard to age, mental skills, diagnosis,

the level of development of vision and method of communication; practical treatment

optical and electronic equipment used in diagnosis and

therapy; practical teaching is taking place in health facilities,

social services and facilities in schools or school facilities

.



(4) if the competence to practise the profession of a vision therapist

gets the study in an accredited study programme and education

9. in paragraph 2 of article 23. 2 letter a) is added:

"(c)) in an accredited master's degree program for at least 5 years of

13. in section 34 para. 2 ' 440 ' is replaced by "320" and the number "340"

14. in section 35 para. 2, the number "500" is replaced by "300".

16. In article 38 paragraph 2. 2 the number of the "700" is replaced by "800" and the number "500"

is replaced by the number "270".



17. in § 41 para. 4 is the number "70" is replaced by "100" and the number "40"

replaced by the number "50".



18. in § 41 para. 5 is the number "70" is replaced by "100" and the number "30"

replaced by the number "50".



19. in § 41 para. 6 is the number "90" is replaced by "100" and the number "40"

replaced by the number "50".



20. In § 41 para. 7, the number "70" is replaced by "100" and the number "30"

replaced by the number "50".



Article. (II)



Transitional provision



Minimum requirements for the programs to acquire the competence to perform

medical profession established by Decree No. 39/2005 Coll., as amended by

effective before the date of entry into force of this Decree, which has been

accredited before the date of entry into force of this order are not

the Decree affected.
