The Ministry of Agriculture stipulates pursuant to § 29 para. 1 of Law no. 246/1992
Coll., On protection of animals against cruelty, as amended by Act no. 162/1993 Coll.
Law no. 77/2004 Coll., Act no. 312/2008 Coll., Act no. 291/2009 Coll. and
Act no. 359/2012 Coll., (hereinafter the "Act") to implement § 5a. 7, § 5c
paragraph. 7, § 8b paragraph. 4 and 7, § 12d paragraph. 8 , § 12f paragraph. 5, § 14b paragraph.
4, § 15d paragraph. 7, § 15e paragraph. 3, § 26 par. 2 and § 26a paragraph. 3 point. d) of the Act

PART ONE


EDUCATION the protection of animals against cruelty

§ 1
Subject Matter


(1) This Decree implements the relevant regulations of the European Union ^ 1) and
adjusts further to the directly applicable European Union regulations ^ 2)

A) the content and scope of training course to obtain a certificate of eligibility for
persons involved in acts related to the slaughter of animals
, demands the highest level of education and experience
lecturers from the completion of the highest educational attainment,
model certificate of competence for persons involved in acts related
slaughter animals

B) the content and scope of training course to obtain a certificate of eligibility
killing of fur animals, requirements
highest level of education and experience of lecturers from the end attainment
education model certificate of eligibility | ||
C) the content and scope of technical course to obtain a certificate of eligibility
for drivers and attendants of road vehicles, both for general courses
relating to the transportation of all kinds of animals, and specialized courses related
only the transport of some animal species
demands the highest level of education and experience of lecturers from the end
highest educational attainment, the composition of the board of examiners, course of the examination, conditions and manner
certification in the form of a card and its specimen,

D) the content and scope of training course to care for chickens raised for meat

Experiments on laboratory animals, the care of experimental animals and killing
experimental animals

I) the content and scope of technical course for the acquisition of professional competence for
exercise supervision in the field of protection of animals against cruelty requirements
highest level of education and experience of lecturers from the end
highest educational attainment, the composition of the board of examiners , course and exam pattern
certificate.

(2) This Decree also incorporates relevant regulations of the European Union ^ 3)
and adjusts further to the directly applicable regulations of the European Union; 4)

A) the content and method of training certificate of completion of training employees
carrier or operator of an assembly center and

B) the pattern instructions and guidance on the care of the pigs.

§ 2

Training courses for obtaining a certificate of competence for persons
involved in acts related to the slaughter of animals at slaughterhouses

(1) Training Course for obtaining the Certificate of Fitness for
persons involved in acts related to the slaughter of animals at slaughterhouses
takes place in the range of 4 hours of theoretical teaching.

(2) training courses for certificates of eligibility for
persons involved in acts related to the slaughter of poultry, rabbits and hares
slaughterhouses takes place in the range of 3 lessons
theoretical instruction.

(3) The content of the course under paragraphs 1 and 2 are

A) the provisions of the Act, implementing regulations issued to him and
selected parts of laws that apply to the slaughtering of animals in
extent necessary for operations related to the slaughter of animals, especially
Veterinary Act Penal Code

B) provision is directly applicable EU regulations governing
protection of animals at slaughter and related activities ^ 5)
related to the activities performed,

C) knowledge of the behavior, suffering, awareness, sensitivity and stress animals

D) practical aspects of handling and restraining animals,

E) knowledge of manufacturers' instructions on the type of restraint devices
used to mechanically restrained.

(4) Model of the certificate of competence for persons involved in acts
related to the slaughter of animals in slaughterhouses is given in Annex no. 1 to
hereto.

§ 3

Training courses for obtaining a certificate of competence for the killing of fur animals


(1) training courses for obtaining a certificate of airworthiness
killing animals for fur is made within the scope of teaching
4 hours of theoretical instruction.

(2) The content of the course in accordance with paragraph 1

A) the provisions of the Act, implementing regulations issued to him and
selected parts of the legislation relating to the killing of animals
to the extent necessary for the killing of animals and related operations, particularly
Veterinary Act Penal Code

B) provision is directly applicable EU regulations governing
protection of animals at slaughter and related activities ^ 5)
related to the activities performed,

C) knowledge of the behavior, suffering, awareness, sensitivity and stress animals

D) practical aspects of handling and restraining animals,

E) the practical aspects of stunning techniques and knowledge of manufacturers' instructions on the type of stunning
device

F) alternative methods of stunning or killing,

G) Basic maintenance and cleaning of stunning and killing equipment,

H) checking the effectiveness of stunning and the absence of signs of life.

(3) Model certificates of competence to the killing of fur animals is
listed in Annex no. 2 hereto.

§ 4

Requirements for qualification of lecturers in the field of protection of animals at slaughter

(1) Lecturer in training course to obtain a certificate of eligibility for
persons involved in acts related
slaughter animals according to § 2 para. 1 must demonstrate

A) professional experience in the field of animal protection and care of their welfare in
animal protection authorities mentioned in § 19 para. 1 point. a) or b)
Act for at least 3 years

B) higher education veterinary area and at least 3 years of experience on
slaughterhouse or

C) veterinary college education area and at least 3 years experience in a teacher
subjects relating to the slaughter of animals.


(2) Lecturer in training course to obtain a certificate of eligibility for
persons involved in acts related
slaughter of animals for slaughter of poultry, rabbits and hares according to § 2 para. 2 must demonstrate


A) the qualifications specified in paragraph 1, or

B) at least secondary education with GCSE veterinary
direction or in the field of technology meat processing or breeding and
least 3 years experience in slaughterhouses slaughtering of poultry, rabbits and hares.

(3) Lecturer in training course to obtain a certificate of eligibility
killing of fur animals under § 3 must demonstrate

A) the qualifications specified in paragraph 1. a)

B) higher education veterinary direction or breeding, or

C) at least complete secondary education veterinary direction and at least 3 years of experience
killing of fur animals.

§ 5

Common provisions for courses on the protection of animals during killing

(1) Part of the courses listed in § 2 and 3 is handling the animals.

(2) The courses listed in § 2 and 3 can not be combined into one course.

§ 6

Training courses for obtaining a certificate of competence for drivers and attendants
road vehicles in connection with an economic activity

(1) training courses for obtaining a certificate of competence for drivers and attendants of road vehicles
in connection with economic activities
take place within 8 hours of theoretical teaching and learning
4 hours of practical exercises with animals .

(2) The content of the course in accordance with paragraph 1, in addition to the requirements specified
directly applicable EU regulation governing the protection of animals during transport
and related activities ^ 6) further

A) basic legislation on the protection of animals and ensure their welfare
during transport, the health conditions of transport under other legal provisions
^ 7)

B) the causes and symptoms of stress to the animals, recognize a healthy animal,
methods of killing animals

C) the principles of sound management of the animals, equipment and utilities using
when handling animals

D) the principles of cleaning and disinfection of vehicles.

(3) Lecturer at the rate referred to in paragraph 1 shall demonstrate

A) qualification according to § 26 par. 1 of the Act,

B) at least secondary education veterinary direction or in
agriculture focused on animal husbandry and qualification certificates
carrier obtained in this course, or

C) practice activity in animal protection authorities mentioned in § 19 para. 1
point. a) or b) of at least 3 years.

(4) The specimen certificate of competence for drivers and attendants of road vehicles transporting animals
in connection with an economic activity in
form of a card is shown in Annex no. 3 hereto.

§ 7

Course of training to care for chickens raised for meat
for obtaining a certificate of competence to care for chickens raised for meat

(1) training courses to care for chickens raised for meat
for obtaining a certificate of competence to care for chickens raised for meat takes place
in the range of 6 hours of theoretical teaching.

(2) The content of the course in accordance with paragraph 1

A) the legislation governing the protection and breeding of chickens kept for meat

B) physiology, in particular drinking and feeding needs, animal behavior and the concept
stress

C) the practical aspects of the careful handling of chickens bred for meat and
catching, loading and transport

D) identifying healthy chicken reared for meat and his illness, providing first aid
chickens bred for meat,

E) care for chickens raised for meat in emergency situations, killing and
defeat in emergency situations

F) preventive biosecurity measures.

(3) Lecturer at the rate referred to in paragraph 1 shall demonstrate

A) professional experience in the field of animal protection and care of their welfare in
animal protection authorities mentioned in § 19 para. 1 point. a) or b)
Act for at least 3 years

B) at least 3 years of experience in breeding chickens for meat and prove that
demonstrably acquainted with methods of rearing chickens for meat and
terms of their protection

C) university education in agriculture or veterinary medicine
or

D) at least 3 years experience as a teacher or livestock

Veterinary subjects at school or university with an accredited
study program in the field of veterinary medicine or animal husbandry.

(4) Model of the certificate of competence to care for chickens raised for meat
listed in Annex no. 4 hereto.

§ 8

Course to care for pigs for obtaining a certificate of competence to care for pigs


(1) course to care for pigs for obtaining a certificate of competence to care for
pigs takes place in the range of 6 hours of theoretical teaching.

(2) The content of the course in accordance with paragraph 1

A) the legislation governing the protection and breeding of pigs, especially law and
legislation issued for the implementation ^ 9)

B) physiology, in particular drinking and feeding needs, animal behavior and the concept
stress

C) the practical aspects of the careful handling of pigs and catching, loading and transport
,

D) the recognition of a healthy animal and animal diseases, providing first aid
pigs

E) care of the pigs in emergency situations, killing and culling
emergency situations.

(3) Lecturer at the rate referred to in paragraph 1 shall demonstrate

A) professional experience in the field of animal protection and care of their welfare in
animal protection authorities mentioned in § 19 para. 1 point. a) or b)
Act for at least 3 years

B) at least 3 years of experience in the pig and prove that demonstrably
acquainted with methods of pig farming as their conditions of protection

C) higher education, agricultural or veterinary direction or

D) at least 3 years experience as a teacher
husbandry or veterinary subjects at secondary school or university with an accredited
study program in the field of veterinary medicine or animal husbandry.

(4) Model of the certificate of competence to care for pigs is given in Annex
no. 5 hereto.

§ 9

Training courses for obtaining a certificate of professional competence
person responsible for the care of disabled animals

(1) The technical course to obtain a certificate of professional competence
person responsible for the care of disabled animals is carried out in the 30
teaching hours of theoretical teaching and 5 hours of practical training.
In practical teaching is conducted familiarization with the terms of breeding and care of handicapped animals
, in a rescue center approved by
regulations on nature and landscape protection ^ 10) or at the zoo, which
acting representative of European fauna, which are also user
experimental animals, which the Ministry of agriculture
granted permission for the use of experimental animals for the purpose
higher education or training in order to obtain, maintain or improve
expertise . Practical training when not in use
handicapped animals can also be performed in another device, whose
Ministry of Agriculture was granted permission to use
experimental animals for the purpose of higher education or training in order to obtain
, maintain or improve skills. The practical teaching is
not be used temporarily disabled animals.

(2) The content of the course in accordance with paragraph 1

A) the provisions of the Act, implementing regulations issued to him and
selected parts of legislation that relate to the capture, breeding and discharge
handicapped animals in their natural environment

, especially the Law on the protection of nature and landscape
hunting Act, veterinary Law, the Law on zoological gardens

which the employer is obliged to ensure for work
related to animal breeding,

B) the issue of breeding of handicapped animals, including basic
knowledge of nutrition, anatomy, physiology and ethology of these animals

C) recognition of a healthy animal and animal diseases, providing first aid
handicapped animals and permitted killing methods
handicapped animals

D) knowledge capture techniques,

E) principles for the establishment, operation and control of rescue stations

F) Recognition of species of wild animals that are commonly found
in the Czech Republic.

(3) Lecturer at the rate referred to in paragraph 1 shall demonstrate


A) professional experience in the field of animal protection and care of their welfare in
animal protection authorities mentioned in § 19 para. 1 point. a) or b)
Act or the Ministry of Environment for at least 3 years

B) at least 3 years of experience in the care of handicapped animals demonstrate that
acquainted with the methods of care for handicapped animals and the conditions of their
protection, and at least secondary education with a vocational certificate or school-leaving examination
in the fields of education, agriculture and forestry, and veterinary medicine and veterinary
prevention

C) a university degree in biology with a focus on animals, or


D) at least 3 years experience as a teacher breeders, zoos
or animal subjects in high school or college with
accredited study program in the field of veterinary medicine or animal husbandry
.

(4) At the end of the course in accordance with paragraph 1 to verify the acquired professional knowledge
test is performed by means of a written test and oral exam.
Written test prepared by the Ministry of Agriculture and includes 30
test questions. For each question are assigned to three possible answers, of
which one answer is correct. On the written test is determined
hours 45 minutes. Written test evaluates the examination board so that each correct answer
assessed by one point. The oral exam includes
practical knowledge of wild animals that are commonly found on
Czech Republic. For the oral examination can be used photos, drawings or medication
analytes species of wild animals.
Oral examination includes the determination of 30 kinds of wild animals.
About the result of oral examination committee decides by vote.
Decision is taken by an absolute majority of votes. Each member of the board of examiners has 1
vote. To pass the examination is necessary to achieve at least 80 percent
of the total marks in the written test as well as the correct determination
least 80 percent of total analytes species of wild animals
during the oral examination. The test results are evaluated
succeeded or failed.

(5) The model certificate of professional competence of the person responsible for the care of handicapped animals
is given in Annex no. 6 hereto.

§ 10

Training course to obtain a certificate of professional competence
designing experiments and projects attempts

(1) training courses to obtain a certificate of professional competence
attempts to design projects and experiments carried out in the range of 35
hours of theoretical teaching.

(2) The content of the course in accordance with paragraph 1

A) the provisions of the Act and implementing regulations issued to him,
relating to the protection of animals,

B) components legislation relating to the protection
experimental animals, especially the Veterinary Act, the Penal Code
legislation regulating the work organization and working
procedures that the employer is obliged to ensure for
work related to animal breeding,

C) the provisions of European Union law and international agreements under.
10 of the Constitution on the protection of animals against cruelty, regarding the protection of animals
^ 11)

D) ethical issues concerning the relationship between humans and experimental animals
intrinsic value of life and arguments for and against the use of experimental
animals for scientific purposes,

E) of the basic biology and appropriate species-specific biology in relation
to anatomy, physiological features, breeding, genetics and genetic alteration
experimental animals

F) ethology of animals, husbandry and enrichment,

G) species-specific methods of dealing with experimental animals,

H) the health and hygiene of animals,

I) the recognition of species-specific distress, pain and suffering
most common species of animals,

J) anesthesia methods for reducing pain and killing of animals,

K) use of humane experimental animals,

L) the requirement of replacement, reduction and refinement of experimental
handling,

M) the design of experiments and projects attempts

N) management, accounting, statistics, archiving and data protection
associated with breeding and use of experimental animals

O) nutrition of animals,

P) the specifics of experiments on livestock and wildlife

Animals outside the facility's experimental animals.

(3) The course participant under paragraph 1 shall demonstrate to the training site
appropriate training specified in § 15d paragraph. 3 of the Act. For this purpose
annexed to the application for this course, copy of proof of formal education.

(4) The holder of a valid certificate of professional competence to manage,
implementation and control experiments on animals issued until 31 December 2012
a training course to obtain a certificate of professional competence for designing experiments
projects and experiments carried out in the range of 10 teaching
hours of theoretical instruction and course content are particularly fundamental questions and
changes in the areas referred to in paragraph 2.

(5) The model certificate of professional competence for designing experiments and projects
experiments is shown in Annex no. 7 to this Decree.

§ 11

Training Course to extend the period of validity of the certificate of professional competence
to design experiments and projects attempts

(1) training courses to extend the period of validity of the certificate of professional competence
to design experiments and projects

(2) The content of the course in accordance with paragraph 1 are particularly fundamental issues and changes
in the areas referred to in § 10 paragraph. 2nd

(3) Model certificates for extension of validity of the certificate of professional competence
attempts to design experiments and projects is given in Annex
no. 8 hereto.

§ 12

Training course to obtain a certificate of professional competence
performing experiments on laboratory animals, the care of experimental animals and killing of animals


(1) training courses to obtain a certificate of professional competence
to conduct experiments on laboratory animals, the care of experimental animals and
killing of animals takes place within 35 hours of teaching
theoretical instruction.

(2) The content of the course in accordance with paragraph 1

A) the provisions of the Act and implementing regulations issued to him,
relating to the protection of animals,

B) components legislation relating to the protection
experimental animals, especially the Veterinary Act, the Penal Code
legislation regulating the work organization and working
procedures that the employer is obliged to ensure for
work related to animal breeding,

C) the provisions of European Union law and international agreements under.
10 of the Constitution on the protection of animals against cruelty, regarding the protection of animals
^ 11)

D) ethical issues concerning the relationship between humans and experimental animals
intrinsic value of life and arguments for and against the use of experimental
animals for scientific purposes,

E) of the basic biology and appropriate species-specific biology in relation
to anatomy, physiological features, breeding, genetics and genetic alteration
experimental animals

F) ethology of animals, husbandry and enrichment,

G) species-specific methods of dealing with experimental animals,

H) the health and hygiene of animals,

I) the recognition of species-specific distress, pain and suffering
most common species of animals,

J) anesthesia methods for reducing pain and killing of animals,

K) use of humane experimental animals,

L) the requirement of replacement, reduction and refinement of experimental
handling,

M) management, accounting, statistics, archiving and data protection
associated with breeding and use of experimental animals

N) nutrition of animals.

(3) The holder of a valid certificate of professional competence for
technicians, technicians and attendants issued until 31 December 2012
training course to obtain a certificate of professional competence
performing experiments on laboratory animals , care of experimental animals and
killing of animals takes place in the range of 10 teaching hours
theoretical instruction and course content are particularly fundamental issues and changes in
areas referred to in paragraph 2.

(4) The model certificate of professional competence to conduct experiments on
experimental animals, care of experimental animals and killing
experimental animals is given in Annex no. 9 hereto.

§ 13

Training Course to extend the period of validity of the certificate of professional

Capability to conduct experiments on laboratory animals, care
experimental animals and killing of animals

(1) training courses to extend the period of validity of the certificate of professional competence
to conduct experiments on laboratory animals, care
experimental animals and killing of animals is carried out in a range
10 teaching hours of theoretical .

(2) The content of the course in accordance with paragraph 1 are particularly fundamental issues and changes
in the areas mentioned in § 12 para. 2nd

(3) Model certificates for extension of validity of proficiency
to conduct experiments on laboratory animals, the care of experimental animals and
killing of animals is given in Annex no. 10 hereto.

§ 14

Qualification requirements for trainers courses in the field of protection of experimental animals


(1) Trainer course in the field of protection of animals against cruelty must prove


A) professional experience in the field of animal protection and care of their welfare in
animal protection authorities mentioned in § 19 para. 1 point. a) or b)
Act for at least three years, or

B) at least 3 years of professional experience in the use and breeding of animals
and certificates of professional competence for designing experiments and projects
attempts or certificate extending the period of validity of the certificate of professional competence
to design experiments and project attempts.

(2) At least one of the teachers must have a university degree in law
. At least one of the lecturers must be an employee of the State Veterinary Administration
and must be qualified according to § 26 par. 1 of the Act.

§ 15

Common provisions for courses in the field of protection of animals

(1) Rate specified in § 10 to 13 can not be combined into one course.

(2) The provisions of § 14 applies to all courses listed in § 10 to 13

§ 16

Course competence to supervise the protection of animals against cruelty


(1) The course of professional competence to supervise the protection of animals against cruelty
takes place within 35 hours of theoretical teaching
teaching.

(2) The content of the course in accordance with paragraph 1

A) the provisions of the Act and implementing regulations issued to him,

B) European Union regulations ^ 12) and international agreements under.
10 of the Constitution on the protection of animals against cruelty ^ 13)

C) components of other legislation relating to the protection of animals and
to supervise the farms and the attempts, in relation to administrative punishment
and the facts of the offenses relating to cruelty to animals, especially
legislation misdemeanor proceedings and administrative
torts, criminal law protection legislation
nature and landscape protection, trade in endangered species, operation
zoos, hunting and fishing, the civil Code, the law
on the Police of the Czech Republic, the State control Act, legislation governing
technical requirements for agricultural buildings and ways
breed in relation to the protection and welfare of animals
legislation governing the work organization and working procedures
employer is obliged to ensure for work related to animal breeding,
legislation governing the right of access to information,
liability for damage caused in the exercise of public authority
decision or maladministration,

D) principles of the legal system of the Czech Republic, Constitution and Bill
fundamental rights and freedoms, types of legislation, publications
legal regulations, explanations of basic legal concepts

E) the methodology for carrying out checks on the protection of animals against cruelty
information and data processing in the program of animal protection, information systems
State Veterinary Administration,

F) the historical development of the protection of animals against cruelty and ethical
economic importance of protection of animals against cruelty.

(3) The model certificate of professional competence to perform the supervision in the field
protection of animals against cruelty is shown in Annex no. 11 hereto.

§ 17

Requirements for qualification of lecturers for the course of professional competence to perform
supervision in the field of protection of animals against cruelty

(1) The lecturer who presents a topic mentioned in § 16 para. 2 point. a) it must demonstrate


A) professional experience in the field of animal protection and care of their welfare in
animal protection authorities mentioned in § 19 para. 1 point. a) or b)

Act for at least 3 years, and a degree in law or


B) meet the requirements of paragraphs 6-8, in accordance with the relevant
topic.

Least one of the lecturers, who presented the topic mentioned in § 16 para. 2
point. a) must demonstrate professional experience and education under a) and
least one of the teachers must demonstrate compliance with the requirements of point
b).

(2) lecturer who presents the topic mentioned in § 16 para. 2 point. b) must prove


A) professional experience in the field of animal protection and care of their welfare in
animal protection authorities mentioned in § 19 para. 1 point. a) or b)
Act for at least 3 years, and a degree in law
or veterinary medicine, or

B) at least 3 years experience as a teacher breeders, zoos
or animal subjects, and on college and university
education in the field of veterinary medicine or in law.

(3) The lecturer who presents the topics mentioned in § 16 para. 2 point. c)
or d) must demonstrate

A) professional experience in the field of animal protection and care of their welfare in
animal protection authorities mentioned in § 19 para. 1 point. a) or b)
Act for at least 3 years and

B) a university degree in law.

(4) The lecturer who presents a topic mentioned in § 16 para. 2 point. e)
must be an employee of the State Veterinary Administration. The trainer must substantiate

A) professional experience in the field of animal protection and care of their welfare in
animal protection authorities mentioned in § 19 para. 1 point. a) or b)
Act for at least 3 years and

B) a degree in veterinary medicine.

(5) The lecturer who presents a topic mentioned in § 16 para. 2 point. f) must prove


A) professional experience in the field of animal protection and care of their welfare in
animal protection authorities mentioned in § 19 para. 1 point. a) or b)
Act for at least three years, or

B) at least 3 years experience as a teacher breeders, zoos
or animal subjects, and on college and university
degree in biology with a focus on animals or in veterinary medicine
or in law.

(6) The lecturer who presents topics related to protection
livestock or for the protection of companion animals, must prove


A) professional experience in the field of animal protection and care of their welfare in
animal protection authorities mentioned in § 19 para. 1 point. a) or b)
Act for at least 3 years, and a degree in Veterinary Medicine
or in law, or

B) at least 3 years experience as a teacher breeders, zoos
or animal subjects, and on college and university
education in the field of veterinary medicine or in law.

(7) The lecturer who presents topics related to the protection of experimental animals
must demonstrate

A) professional experience in the field of animal protection and care of their welfare in
animal protection authorities mentioned in § 19 para. 1 point. a) or b)
Act for at least 3 years of university education in biology
focusing on animals, or veterinary medicine, or in
field of law, or

B) at least 3 years of professional experience in the use and breeding of animals
and certificates of professional competence for designing experiments and projects
attempts or certificate extending the period of validity of the certificate of professional competence
to design experiments and project attempts.

(8) The lecturer who presents topics related to the protection of wild animals living
must demonstrate

A) professional experience in the field of animal protection and care of their welfare in
animal protection authorities mentioned in § 19 para. 1 point. a) or b)
Act for at least three years, or professional experience in the field of animal organs
nature and landscape protection for at least 3 years, and
college degree in biology with a focus on animals or
in the field of veterinary medicine or in law, or

B) at least 3 years experience as a teacher breeders, zoos
or animal subjects, and on college and university
degree in biology with a focus on animals, or in the field of veterinary medicine
or in law.

§ 18

Lessons in courses on the protection of animals against cruelty


(1) Length of lessons in a course on the protection of animals against cruelty
45 minutes. The test is not considered a lesson.

(2) Within one school day at courses in the field of protection of animals against cruelty
whose range extends beyond 12 lessons must not be more than 9
lessons.

§ 19

Common provisions for the way the organization and verification of acquired knowledge
courses for the protection of animals against cruelty

(1) At the end of the course the protection of animals against cruelty to verify
gained expertise exam performed by a written test.
Test prepared by the Ministry of Agriculture. The test contains 30 test
questions for each question are assigned to three possible answers, one of which
answer is correct, and to develop a test down time 45 minutes
unless stated otherwise. The test evaluates the examination board so that each correct answer
assessed by one point.
To pass the tests must achieve at least 80 percent of the total points.
The result of examination is passed or failed.

(2) Test in the course of professional competence to perform the supervision in the field
protection of animals against cruelty includes 60 test questions.
To each question are assigned to three possible answers, one of which answer is correct
. On the written test time down to 90 minutes.

(3) Test courses within the field of protection of animals contains 60
test questions. For each question are assigned to three possible answers, of
which may be even more correct answers. To develop a written test
down time of 90 minutes.

(4) The test is performed three members of the examination committee composed of tutors, staff
veterinary authorities and employees of the Ministry of Agriculture
. Chairman of the board of examiners is always an employee of the Ministry of Agriculture
. Employee veterinary administration authority must be qualified
according to § 26 par. 1 of the Act. An employee of the Ministry of Agriculture
must have professional experience in the field of animal protection and care of their welfare in
animal protection authority referred to in § 19 para. 1 point. a)
Act, at least for a period of 1 year.

(5) The result of the examination shall prepare a written workplace training protocol in
stating the date and venue of the examination, the name, or names and surnames
lecturers, name, or names and surnames of the trial || | commission, identification data of the participants of the course on the protection of animals against cruelty
and the results of their evaluation.
Protocol signed by all members of the examination committee.

(6) Participant training course on the protection of animals against cruelty
who succeeded in the examination, issued by the Ministry of Agriculture
relevant certificates of competence attesting the course.

(7) Participant training course on the protection of animals against cruelty
who failed the examination may apply for re
within 3 months from the date of the unsuccessful attempt to pass the examination.
Participant training course on the protection of animals against cruelty
may repeat the test without her again before he took a course, only
once, not earlier than one month after a failed attempt to pass the examination.
Repeated tests conducted in the same manner as the first test.

(8) Participant training course on the protection of animals against cruelty
who failed the examination and asked for a repeat
no later than 3 months after the date on which they were notified that failed the examination | || undergo the test again before the next course.

(9) The provisions of paragraphs 1 to 7 shall apply to

A) training course to obtain a certificate of competence for persons
involved in acts related to the slaughter of animals

B) training course to obtain a certificate of competence for persons
involved in acts related to the slaughter of poultry, rabbits and hares
,

C) training course to obtain a certificate of airworthiness
killing of fur animals

D) training course to care for chickens raised for meat
for obtaining a certificate of competence to care for chickens raised for meat

E) course to care for pigs for obtaining a certificate of competence to care for
pigs.

(10) Paragraph 1 shall not apply to professional courses to obtain
certificate of professional competence of the person responsible for the care of handicapped animals
.


§ 20

Training for carrier's employees or employees of the
collecting or gathering center

Carrier or operator collecting or gathering center issue
employee who performs the handling of animals, after graduating
training that provides a directly applicable regulation of the European Union
governing the protection of animals during transport and related activities ^ 14) ,
certificate of completion of training. A model certificate of completion of training
is given in Annex no. 12 hereto.

§ 21

Instructions and guidance to care for pigs

Pattern instructions and guidance to care for pigs is shown in Annex no. 13 to this Decree
.

§ 22
Repealing provisions


Decree no. 3/2009 Coll., On professional competence to perform supervision in the field
protection of animals against cruelty, is repealed.

Pattern instructions and guidance to care for pigs

(1) For the purpose of these guidelines means

A) pig pig animal species, of any age, kept for breeding, breeding or fattening
,

G) piglet pig from birth to weaning,

H) weaner pig from weaning to 10 weeks old,

I) the rearing and pig fattening pig from 10 weeks to
slaughter or breeding.

(2) The unobstructed floor area available to each weaner or rearing
weaned and fattening pig kept in a group, excluding gilts
gilts and sows, must be at least:

A) pigs with a live weight of 10 kg 0,15 m2


B) for pigs with a live weight from 10 kg to 20 kg 0.20 m2,

C) pigs with a live weight from 20 kg to 30 kg 0.30 m2,

D) pigs with a live weight from 30 kg to 50 kg 0.40 m2,

E) for a pig live weight from 50 kg to 85 kg 0.55 m2,

F) pigs with a live weight from 85 kg to 110 kg 0.65 m2,

G) for swine weighing more than 110 kg 1.00 m2.

(3) For gilts or sows are kept in groups must be
total usable floor area for each flush
gilt least 1.64 square meters per sow and at least 2.25 m2.
When these animals are kept in groups of fewer than six pieces,
must be total usable floor area by 10%.
If these animals are kept in groups of 40 or more individuals the
unobstructed floor area may be decreased by 10%.

(4) Floors must meet the following requirements:

A) be smooth but not slippery so as to prevent injury
pigs and must be designed, constructed and maintained so that the pigs
cause injury or suffering. They must match the size and weight
pigs and form a rigid, flat and stable surface

B) for gilts and pregnant sows a part of the area required in paragraph 3
equal to at least 0,95 m2 per gilt and at least 1,3 m2 per sow
must be of continuous solid floor of which is
for drainage openings reserved maximum of 15%,

C) if the pigs are kept in groups used concrete slatted floors
, the maximum width of the openings (stepping surfaces
grid) must be

First 11 mm for piglets,

Second 14 mm for weaners,

Third 18 mm for rearing pigs,

Fourth 20 mm for gilts and sows,

D) if the pigs are kept in groups used concrete slatted floors
minimum grate bar width (tread grid) must be

First 50 mm for piglets and weaners,

Second 80 mm for rearing pigs, gilts and sows
.

(5) Pigs in groups that are particularly aggressive
those that have been attacked by other pigs or that are sick or injured
to be temporarily housed in individual pens.
In this case the individual pen used shall allow the animal to turn
if it is not contrary to the veterinarian.

(6) In the building where pigs are kept, must not be exceeded
continuous noise level of 85 dB. Must minimize the possibility of
constant or sudden noise causing stress in pigs.

(7) Pigs must be kept in light with an intensity of at least 40
lux for eight hours a day.

(8) The accommodation for pigs must be constructed in such a way that each pig to


A) have access to a space that is physically and thermally comfortable
equipped adequately drained and clean which allows all the animals to lie simultaneously
,

B) without restrictions lie down, rest and get up

C) see other pigs; but in sows and gilts may not be
this condition is met in the week before the expected farrowing and during
may be sows and gilts kept out sight of conspecifics.

(9) Pigs must have permanent access to a sufficient quantity of material
allows them to investigation and manipulation activities, such as straw, hay, wood, sawdust

(10) All pigs must be fed at least once a day.
If pigs are housed in groups and not fed ad libitum
or not an automatic feeding system, each pig must have
access to food at the same time as the others in the group.

(11) All pigs over two weeks must have permanent access to
sufficient quantity of fresh water. Drinkers must be pigs
easily accessible. When the group housing may one pin drinker

milk in piglets at the age of 2 weeks, is not considered a power.

C) Notwithstanding subparagraph b) may be sows and gilts raised on
operations with fewer than ten sows
during the period mentioned in subparagraph b) individually, provided that the pens can easily
rotate

D) sows and gilts shall have permanent access to manipulable
material enabling ethological activities

E) sows and gilts kept in groups must be fed using
system which ensures that each individual animal could accept
sufficient food even when they are present
competitors for the food, | ||
F) in order to satisfy their hunger and need to chew
must receive all dry pregnant sows and gilts
sufficient quantity of bulky or high-fiber, as well as
energy food,

G) must be taken to minimize aggression in groups

H) pregnant sows and gilts must, if necessary, be treated against external and internal parasites
. Placed in farrowing pens must be
pregnant sows and gilts thoroughly cleaned,

I) the week before the expected farrowing sows and gilts must be given in sufficient quantity

C) piglets may not be weaned before the age of 28 days, unless otherwise
been adversely affected by the welfare and health of the mother or
pig. Piglets may be weaned up to seven days earlier if they are moved into
space that is before placing new group
emptied and thoroughly cleaned and disinfected, and which is separated from
spaces where sows are kept, to minimize the transmission of diseases to the piglets
,

D) if necessary to ensure the heat source that is not harmful to sow.


(17) To protect the paragraph runners breeding and fattening pigs are
to the following conditions:

A) When pigs are kept in groups, measures must be taken
prevent fighting which goes beyond normal behavior

B) pigs must be kept in stable groups with as little mixing
pigs should be kept to a minimum. Should a mixed pigs

one week after weaning. When pigs are mixed they have
ample opportunities to escape and hide from other pigs,
