DECREE



of 21 June 1999. November 2006,



laying down noise limit values of indicators, their calculation,

the basic requirements for the content of the strategic noise maps and action plans

and conditions for the participation of the public in their preparation (the Decree on the noise

mapping)



The Ministry of health shall lay down pursuant to § 108 paragraph. 1 of law No.

258/2000 Coll., on the protection of public health and on changes of some

related laws, as amended by Act No. 392/2005 Coll. and Act No.

222/2006 Coll. (hereinafter the "Act") to implement section 80(2). 1 (b). with)

§ 1



The initial determination of the

§ 2



Noise indicators and their threshold values



(1) Noise noise indicators are indicators of the day-evening-night

(Ldvn), for the day (Ld) for the evening (Lv) and night (Ln). The calculation of noise

indicators is set out in annex 1 to this notice.

(c)) for air transport Ldvn is equal to 60 dB and Ln is equal to 50 dB,



(d)) for integrated device Ldvn is equal to 50 dB and Ln is equal to 40 dB.



§ 3



Strategic noise maps



(1) the basic requirements for the content of the strategic noise maps are

regulated in annex 2 to this Decree.



(2) noise mapping means the presentation of data on an existing noise

the situation with the use of a noise indicators, which show the exceeding

the appropriate limit values, the data on the number of persons and buildings for housing, schools,

educational counselling facilities, school facilities for leisure and more

education, school education and accommodation facilities, equipment

school feeding, diagnostic institutes, orphanages, children's

homes with a school, educational institutes, centres of educational care and hospitals

exposed to certain values of a noise indicator in the field, for

which handles the noise map.



§ 4



A way of informing the public on strategic noise maps



The strategic noise maps shall be processed as graphical outputs, maps

showing the exceeding of the limit values of a noise indicator, differential

maps on which the existing situation is compared with various possible

future situations, and maps showing the value of a noise indicator

or in a different height than the height of 4 m above the ground. These strategic

noise maps makes available to the Ministry of health (hereinafter referred to as

"the Ministry") to the public in paper form at its headquarters and in the

electronic form on the website of the Ministry.



§ 5



Action plans



The basic requirements for the content of the action plans, modifies the annex No. 3 to this

the Decree.



§ 6



A way of informing the public about the action plans and public participation

their preparation



(1) the Ministry of transport and the regional authorities (hereinafter referred to as the "purchaser")

make proposals for action plans and taken action plans

The calculation of noise indicators



Noise indicators relative to the harmful effects of noise are determined

calculation, and



1. the harmful effects of noise means adverse effects for human

health, annoyance, discomfort arising from exposure to noise

2. the relationship between dose and effect means the relationship between the value

of a noise indicator and a harmful effect,



3. the value of a noise indicator for day-evening-night (Ldvn) in decibels

(dB) is defined by the formula

LD is the long-term average weighted sound pressure levels of features and according to the

Czech technical standards ^ 4) determined over all the day periods of a year,



LV is the long-term average weighted sound pressure levels of features and according to the

Czech technical standards ^ 4) determined over all the evening periods of a year,



LN is the long-term average weighted sound pressure levels of features and according to the

Czech technical standards ^ 4) determined over all the night periods of a year



and where



the day is 12 hours between 6:00 a.m. to 6:00 pm; evening 4

hours in the range from 18:00 to 22:00 hours and the night is 8 hours

from 22:00 to 6:00 pm and



year is the calendar year, in respect of the air pollution, noise and the average

year as regards the meteorological conditions.



4. when calculating the noise indicators taking into account the sound of falling,

that does not include the sound reflected from the external cladding of the

of a protected object. In case of verification of the noise values

indicators of measurement, from the values measured in the external cladding shall be deducted

a value of 3 dB.



5. In the case of computation for the purpose of strategic noise mapping of

the perspective of noise exposure in and near buildings must be

the assessment section at a height of 4.0 m +-0.2 m (3.8 to 4.2 m) above the ground,

on the part of the external cladding of the most exposed to the noise. For these purposes, the

6. For acoustical planning and noise zoning may choose

different height, especially for rural areas with one-storey

7. For the calculation of noise indicators are used for noise from

Road, rail, air transport and noise from the built-in

the device of the interim calculation methodology set out in Commission recommendation

2003/613/EC of 6 May 1999. August 2003 concerning the guidelines of the revised provisional

calculation methods of industrial noise, aircraft noise, road noise

traffic and railway noise, and related emission

values.

The basic requirements for the content of the strategic noise maps



1. General part-common display elements of strategic noise

map



A strategic noise map is the summary of each of the following aspects:



1.1. existing, a previous or a predicted noise situation, expressed

use of a noise indicator,



1.2. the exceeding of the limit values of a noise indicator in the

calendar year and in the area for which it is processed at the strategic

noise map,



1.3. the estimated number of people exposed to certain values of a noise

in the area of indicators, for which a strategic noise map is processed,



1.4. the estimated number of construction projects for housing, schools, educational consultancy

equipment, educational facilities for leisure and for more education, school

Educational, and accommodations, facilities, school feeding,

diagnostic institutes, orphanages, children's homes, with a school,

educational institutes and centres of educational care and hospitals exposed

certain values of a noise indicator in the field for which you are

2. A special section-content requirements for each type of

strategic noise maps



A. strategic noise maps for agglomerations shall focus on noise

generated:

2.3. the operation of major airports,



2.4. embedded devices,



unless otherwise specified in part nine article. XII of Act No. 222/2006 Coll., amending

Act No. 76/2002 Coll. on integrated pollution prevention and control,

integrated pollution registry and on amendments to certain acts (the Act on

integrated prevention), as amended, and certain other


laws, otherwise. For these sources of noise must be drawn up separate

strategic noise maps.



Strategic noise maps for agglomerations shall contain:



2.5. a brief description of the agglomeration: location, size, population,



2.6. enumeration and the content of the programmes of protection against noise, that have been implemented

in the past and noise-measures,



2.7. the method of calculation,



2.8. the estimated total number of people (in hundreds) living in construction sites

for housing, which are at a height of 4 m above the ground on the most exposed part of the

curtain wall exposed to the following ranges of values of a noise

indicators for the day-evening-night (Ldvn) in dB, 55-59, 60-64, 65-69, 70-74,

> 75, separately for noise generated by the source of the letters and points

2.1 to 2.4. Values must be rounded to the nearest hundred

(for example, 5 200 = between 5 150 and 5 249, 100 = between 50 and 149; 0 = less

than 50),



2.9. the estimated total number of people (in hundreds) living in construction sites

for housing, which are at a height of 4 m above the ground on the most exposed part of the

curtain wall exposed to the following ranges of values of a noise

indicators for the night (Ln) in dB, 45-49, 50-54, 55 59, 60-64, 65-69, 70, > 7

separately for noise generated source in accordance with points 2.1 to

2.4.,



2.10. where possible, the number of persons in the above categories,

living in the buildings for housing, in which they are implemented

noise control construction and technical measures,



2.11. where possible, the number of people living in the structures for

living with a silent parts of the curtain wall, which means that part of the

the external cladding of the building for housing, where the value of a noise indicator

the day-evening-night (Ldvn) at a height of 4 m above the ground and 2 m from the perimeter

jacket is for noise from specific sources of more than 20 dB lower than at the

part of the curtain wall that is exposed to the highest value of a noise

2.12. the details about how to contribute to the noise of the main road,

major railways, major airports and embedded devices,

(B). Strategic noise maps for major roads, major

railways or major airports include:



2.14. General description of the roads, railways or

airports, in particular, position, size, data on traffic,



2.15. the characteristics of the surroundings: agglomerations, villages, countryside or other

the area, land use, and information about other sources of noise



2.16. enumeration and the content of programmes noise protection, which have been

implemented in the past and noise-measures,



2.17. the method of calculation,



2.18. the estimated total number of people (in hundreds) living outside

2.19. the estimated total number of people (in hundreds) living outside

agglomeration in construction sites for a living, which are at a height of 4 m above the ground and

for the most exposed parts of the curtain wall exposed to the following

the ranges of values of a noise indicator for the night (Ln) (dB): 45-49, 50-54,

55-59, 60-64, 65-69, 70, >



2.20. where possible, the number of persons in the above categories,

living in the buildings for housing, in which they are implemented

noise control construction and technical measures,



2.21. where possible, the number of people living in the structures for

living with a silent parts of the curtain wall, which means that part of the

external cladding of buildings for housing, where the value of a noise indicator

the day-evening-night (Ldvn) at a height of 4 m above the ground and 2 m from the perimeter

2.22. the total area (in km2) exposed to values of a noise indicator

The basic requirements for the content of the action plans



The action plan includes:



1. Description of the agglomeration, the major roads, the major

railways or major airports and embedded devices



2. the name of the maker,



3. the law on the basis of which the action plans

prepared,



4. limit values for noise indicators



5. a summary of the results of the noise mapping,



6. assessment of the estimate of the population exposed to noise (annoyance,

sleep disturbance and other effects), definition of problems and situations that is

need to be improved,



7. all approved or carried out by the noise-protection measures, all

upcoming projects including proposals for publication of quiet areas in

agglomeration,



8. the measures they plan to take the makers over the next 5

years, including any measures to protect quiet areas,



9. the long-term strategy for the protection against noise,



10. economic information-reviews of cost-effectiveness, evaluation

the costs and benefits of protection against noise, estimates of the reduction in the number of persons

exposed to noise.
